the Chairman
Another season is upon us,and
one wonders what the season ahead
will bring.Who will be the winners
in the different competitions. Already this is bringing huge debate
all over the county.
As I have done on many occasions over the last few months, I want to say, how proud Mayo soccer
is of Westport Utd and its supporters on their great achievement on
winning the Statoil FAI Junior Cup, it was the highlight of 2005 for
everyone. They did everyone proud. At time of writing,I hope that
Castlebar Celtic can follow in their footsteps, and go all the way,this
would be a further boost for Mayo soccer. Can I also wish Celtic all the
best in The Connaught Cup as it comes near to completion.A lot of
things could be said about off the field problems that have existed
during last season, but I am not going to dwell on the negatives, only
to say that the field of play is where matches should be won or lost.
The Mayo League despite having a small number of members,
continues to look to the future and to how the game might be
improved anddeveloped.One can see by the following, the way
we are moving ahead.
The appointment of our own County Development Officer
in conjunction with the FAI and the Mayo Co. Council. A
special word of thanks toMayo County Manager, Mr Des
Mahon, forhis support for this project.
FAI/FAS Training programme for 25 young footballers, presently being staged in Milebush.
The appointment of Milebush Park as a Regional Centre for coaching.
FAS Community Employment Scheme for a number of Clubs.
Local Football Partnership FAI pilot scheme now up and running
Further Development at MIlebush, Planning permission granted
for 4 new dressing rooms and other facilities.
Further development by many of our clubs, to improve their
own facilities.
Promotion of our game in the Eircom under 21 League.
More and more of our underage players getting International
honours.

All this does not come easy, it is done by hard work and
dedication. I want to thank our secretary John Durcan for all his
efforts during the last year,as you are aware he also took on the
role as fixture secretary as well as his many other duties.I think
you will agree that he did an excellent job. To my fellow League
members,a special thanks as well. To all the club
secretaries,officials and players, coachesand not forgetting the
supporters who are a vital part of the game, a sincere thank you.
I am delighted to see Urlaur Utd back in the fold, a special word to
our newest club fromCross, we wish them well in the season
ahead. Mayo football lost a great ambassadorfor our game. I
refer of couse to the late Mary Walsh,we will not see the likes of
her again. May she rest in peace.
Congratulations to DamienMcGrath on his recent appointment to the Eircom Premier League,to all our other referees,
who give us their full support during the season.
We are all aware of the great efforts of our manager Leo
Tierney, despite some difficulties during the season with our Oscar Traynor and under 21 teams. Leo has decided to move on to
Sligo Rovers and we wish him well and thank him for his work
over the last two years.
The facility at Milebush Parkis under the guidance of Jeremy
Dee, who has done an excellent job for the league, and to all our
FAS workers, who keep the ground in excellent condition.
Every year we appeal to clubs to make the job of the media
easierby appointing a PRO,and to send in club notes to these
people who work hard to promote our game. We are indebted to
the Media and written pressfor their continued coverage of our
game.

OFFICERS' ROLES
CHAIRMAN
Represent club at all meetings, etc.

Guidelines for PROs

1. Compiling a report for submission to a newspaper
or radio station
Keep it short and to the point. Three to four paragraphs is sufficient. The
two most important facts are the scoreline and scorers. Indicate approximately when the goals were scored. Highlight a player who had a
particularly outstanding game.
Include a list of the team and substitutes used. Very good public relations
officers will also include list of opposing team and substitutes used. However, that would not be necessary if every club P.R.O. did his job. Report
should be about the football match or matters of newsworthy interest about
the club. Lotto results should be sent to district notes correspondents not to
sports reporters.
2. How to send your report to the local media.
The most suitable way of sending reports to the local media is by Fax
or E-mail. The reports should be faxed through on a Sunday night or
early Monday morning to ensure publication in the local newspapers.
As far as MWR fm is concerned, reports should be faxed or rang
through immediately after the match on Sunday. In the case of Saturday
or midweek matches, reports should be faxed through to MWRfm in time
for the 8.50 a.m. sports news the following morning.
Castlebar Community Radio have sports shows on Saturday and
Sunday from 12.30 to 2.00 p.m. P.R.O.'s should also send reports to
them and make themselves available for interviews.
Reports should be typed or be in clear block letters. Always place
name of P.R.O. at bottom of report with accompanying telephone number
to facilitate a reporter wishing to seek more details. The name of the
reporter, to which the fax is being sent, should also be placed at the top of
the report in big, block letters. That will ensure the right person gets it. Clubs
with e-mail facilities should e-mail their report to the local newspapers.

Mayo League Club of

the Year award
The Mayo Association Football League is running a Club of the Year award.
A 600 prize fund will be shared between the
top three clubs following the adjudication process - 1st Prize: 300 plus Perpetual trophy;
2nd Prize: 200; 3rd Prize: 100.
Judging will take into account a clubs overall
performance, including results, disciplinary
record, public relations, co-operation, fair play,
development, youth, schoolboys/girl affairs.
It is hoped the award will further encourage
clubs to be more professional in all aspects of
the game.
The adjudication will be based on a points system to be announced in the coming weeks.
The personnel overseeing the awards scheme
will be Tom McDaniel, Tom Kelly and Pat
Quigley, three officials not aligned to any club.
Players Registration
All players must be registered 24 HOURS (minimum)
before playing. The registration form must be completed in full (including counterfoil) and must be accompanied by fee of 15. Clubs should be aware
that some youth players between the ages of 16
and 18 may not be registered as a junior player during the interregnum period where the youth/schoolboys league and the junior league do not overlap.
All registration forms and fees must be forwarded
to Gerry Sweeney, Church Road, Bangor Erris.
Important Notices
1. Clubs are reminded that the official notification of
fixtures is the Milebush answerphone at 094 9021079 and E-mails.
2. If a fixture is not fulfilled both clubs must ring the
League Secretary with the relevant information.
3. If you wish to change a fixture or kick off time you
must contact John Durkan at 087-2799213
4. Any club wishing to play challenge matches must
adhere to guidelines
6. Clubs are advised that kick off times in the booklet may be
changed due to the availability of referees. The Milebush
answerphone will carry all updated information.

Emerging Talent
Programme in Mayo
Milebush Park is situated in the centre of the County
and is also in the centre of the provence,and as a
Regional Coaching Centre is ideally set up for the
new Emerging Talent Programme.
The centre is in Castlebar which is easily
accessable from Sligo,Galway and Roscommon.
For the Emerging Talent Programme, it promises a
stress free environment within easy reach for parents
of the children involved.
A larger number of players can be worked with
because of the location, leading to less chance of
missing potential international players and helping to
keep these players in the game.
Parents see children coached locally and see that
oppertunities are presented to all players both urban
based and from rurel areas.
Milebush Park also shows people that the FAI are
activly promoting the game nationaly and not just in
large built up areas.
The facility boosts refreshment centre and vending
area which allows parents and coaches to get to know
each other in a relaxed atmosphere.
It also gives players from various leagues the
oppertunity to relate to each other in a less then
competitive environment.
Players are coached outside of their club structure
and get used to the FAI coaching regime in a
professional manner.
Players are assesed on an ongoing basis and this
is much more benifical then a once off trial system.
Players now have a good chance to advance to
International teams while still based with their home club.
In Connacht, the Emerging Talent Programme will
help to keep players at their local clubs while improving
the quality of the leagues and reducing travel times for
players.

Procedure for pitch inspection

1.
The ground inspection must be conducted by the

appointed match official. If the appointed official is
some distance from the ground then another official
may be used by prior agreement with the Secretary.
2.
When a game is called off due to the pitch being

unplayable the home club is responsible for
notifying all parties, i.e., opposition, officials and
fixture secretary.
3.
Both clubs must ring the League Secretary.
4.
When the home pitch is doubtful approaching

match day the home team must make every effort
to find an alternative ground.
5.
Failure to comply with the above will result in fines

being issued.
Procedure for Friendly Matches

1. Teams wishing to play Friendly Matches must notify
the League Secretary.
2. Friendly Matches will only receive the approval of
the League if the request is made in writing to the
League Secretary by both Clubs.
3. The request can be forwarded by e-mail, fax, post or
by hand.
4. The request must be received by the League
Secretary 72 hours before the date of the match.
5. Referees for Friendly Matches can only be appointed
by the League.

Dressing rooms, in vicinity of grounds, complete with

shower facilities for two teams and match officials.
Ground must be in good condition and regularly maintained.
Three metre clearance outside perimeter of the pitch.
Two dugout complete with technical area on pitch.
Permanent enclosure on all four sides. (Portable enclosure
on inspection may be acceptable.)
Ground must be signposted with proper vehicle access
and adequate car parking facilities.
Two persons within the club must hold a level 1 coaching
badge and four an introductory badge.
The L.M.C. recommends that each team within the club
has a qualified First Aid person in attendance at each
match and a stretcher must be available at each ground.
Each club most have a minimum of one associate referee.

Club/player discipline guidelines

Abuse to referees from players, club managers, club
officials, or supporters this will be dealt with very severely
by the league in the form of severe fines, possible loss of
points, suspensions, a directive to play matches away from
home or removal of team from the league.
Fielding unregistered player/uncleared player loss of
points/match plus fine of 130.
A team player who plays for the B team fine of 130.
Fielding players under false names loss of points/match
plus fine of 130 or decided by L.M.C.
Cup tied players loss of match plus fine of 130.
An addition to present club discipline guidelines: (a) technical
area and (b) pitch enclosure on all 4 sides.
Players Discipline Guidelines

SENT OFF:
Striking referee or assistant-referee - Immediate

suspension of player involved;

third time will receive an extra two match
suspension and will be severely dealt with by
the Disciplinary Committee. All sending offs and
suspensions will carry a 30 fine.

Player sent off for 2 Yellow CardsMinimum 1 Match
Suspension.
A Player who receives 4 Cautions will receive an
Automatic 1 Match Suspension plus 30 Fine.
If the same player receives 2 more Cautions

ALL SUSPENSIONS TO TAKE EFFECT FROM RECEIPT OF
NOTIFICATION EXCEPT WHERE STATED OTHERWISE.
An administration fee of 20.00 will be charged on all
suspension notifications.
Suspensions are carried into next season, points are not.
Players and or clubs have the right to appeal any decision of the
Disciplinary Committee or Management Committee of the Mayo
Association Football League to the Connaught Football Association.
Any player cautioned or sent off for abusive language will
be fined 50.00. This fine will be levied on his club.

Clubs are reminded that they are responsible for:
Proper playing surface; Safety of officials and players; Conduct
of supporters; Prompt payment of referee; Proper access to
ground Pitches enclosed on four sides; Dugouts and changing
facilities; Clubs off main road must signpost venues on match
days; Prompt display of footballs and first aid kit to referee on
this arrival; Any other item that the League Management
Committee deem necessary.
Teams Failing to Fulfil Fixtures:
Failing to fulfil a home fixture - First offence: 300 fine plus
travelling expenses awarded to opponents (to be calculated
same as referees expenses per mile for three cars).
Second Offence: Fines will be increased to 400 with home club
still responsible for expenses as above. Club suspended as per
Rule 20.
Failing to fulfil an away fixture:
First Offence - 300 fine
Second Offence - 400 fine plus suspension as Rule 20.
FINES
All fines must be paid by cheque only (signed by two club
officials) to League Treasurer within 14 days of receipt of
notification. Failure to comply within 14 days will mean an
automatic doubling of fine. Failure to comply within 14 days of
doubling of fine will mean automatic suspension from all
activities within M.A.F.L., C.F.A. and F.A.I.
Fines will be reviewed annually.

Mayo's International Caps

Christy McHale, Castlebar Celtic, was the first Mayo player
to be capped for Ireland.
He played at junior international level against Scotland back
in the 1930s.
Josie Feeney, Castlebar Celtic, was first selected for
Ireland on Easter Monday, 1959. He was also selected on the
Irish team which lost to a Birmingham F.A. selection at St.
Andrews Park at the end of the 1958\59 season.
Sean McLoughlin, Westport United, was capped by the
Republic of Ireland in a Schoolboys international match
against England in 1956.
Chris Keane, Westport United, donned the Irish jersey for
the first and only time in May 24th, 1969, when he played at
right half-back on the Republics junior team in a challenge
against Birmingham F.A. at Sutton Coldfield.
Fergus McEllin, Castlebar Celtic, was capped on
September 7th, 1980, when he played for Ireland against the
Isle of Man F.A. in Douglas.
John Gavin, Castlebar Celtic, became the first Mayo player
to capped for Ireland at youth (under-18) level on May 3rd,
1981. He played at right full back in the Irish side which
defeated a Welsh Schools F.A. selection by 3-0 at Terryland
Park, Galway.
Joe Mulroy, Westport United, was honoured with an Irish
cap at youths level in 18th October, 1985, when he starred in
the Republics 6-3 victory over Northern Ireland at Tolka Park,
Dublin.
Simon Webb, Ballyhaunis, is Mayos most capped player.
He played for the Irish Schoolboys (Under-15) team on five
occasions in 1992. He made his debut in the 1-0 defeat of
Northern Ireland at Seaview in February of that year.
Adrian Cregg: Ballyhaunis Community School. Capped by
the Irish School's International team against Switzerland at
Finn Park, Ballybofey on March 26th, 1998.
Alan Murphy: Ballinrobe Community School. Capped by the
Irish School's International team against England at Ipswich
in Feb., 1999. Murphy became the first Mayo player to
captain an Irish international soccer team on Friday,
February 11th, 2000. He did so in an Irish Schools
international clash against England at Terryland Park. The

match ended 1-1, Murphy getting the Irish goal.
A number of weeks earlier, Murphy also scored when he
made his debut for the Irish youth (under-18) side in a Home
International match against Northern Ireland at Newry, which
also ended in a 1-1 draw.
Sean Malee: The Kiltimagh teenager was capped by the
Irish Youth (Under-18) side in the 1-1 draw with Northern
Ireland in a Home Nations international clash at Newry on
January 18th, 2000. A member of Galway United, he was one
of three Mayo players selected on an historic night for
soccer in Mayo.
John OHara: The Foxford goalkeeper, who had been an
All-Ireland finalist with the Mayo minors in the summer of
1999 last year, secured his first taste of international football
in the 1-1 draw by the Irish youth (Under-18) side against
Northern Ireland in a Home Nations international clash at
Newry on January 18th, 2000. He is a member of Belvedere
F.C., Dublin.
Luke Byrne, Knock United. The talented midfielder was
capped by the Irish Schoolboys (Under-14) side in the draw
with Holland in an international match at Dublin on Wednesday, November 8th, 2000. The Kiltimagh-based star subsequently signed for Leeds United where he hopes to make a
professional career in the game.
Fergal Quinn, Ballina Town. The midfield maestro was selected by the Irish Secondary School team for their international clash against Wales at Terryland Park, Galway, on Saturday, February 17th, 2001. A student of St. Muredachs College, Ballina, Quinn was very prominent in a game which
ended 1-1.
Fergal Forde: The Ballina Town midfielder, and captain of
Mayos Oscar Traynor team, received his first International
cap in a friendly International versus Northern Ireland at
Bellurgan Park, Dundalk on 18th May, 2002. Fergals fine
performance in this game, which saw him score the winning goal for the Republic, and earned him two further caps
in friendly fixtures versus the Isle of Man and Northern
Ireland. He brought his number of caps to five when he
represented the Republic in the Regions Cup in Sweden
against Latvia and Scotland. Fergal was the first Mayo
player to receive a Junior International Cap since Fergie
McEllin in 1980.
Bernie Reilly, Westport United. She secured a total of 28

international caps for the Irish senior ladies team in the early
nineties. Bertie holds the distinction captaining her country..
Marie Gallagher, Westport United. A native of Achill, she
was selected for the Irish senior ladies team on 20 occasions from 1991 to 1996.
Claire Egan, Westport United. Won a total of ten caps with
Irish (Under-18) ladies team from 1998 to 2000. A native of
Louisburgh, she also won an All-Ireland senior ladies Gaelic
football title in 1999.
Ashling OCallaghan, Westport United. Now on the books
of Shamrock Rovers, Ashling was capped for three times by
the Irish (Under-18) ladies team in 1997.
Helena Lohan, Knock United. A native of Shrule, Co. Galway, she played in the Mayo League before being selected
by the Irish (Under-16) girls team in 2000.
Damian Coleman, Ballyglass. The talented attacker played
on the right side of midfield for the Republic of Ireland in the
Under-14-international against Northern Ireland at Armagh
Citys F.C. grounds on May 24th 2001.
Coleman scored for the Irish under-17 side against Russia
during an international tournament in the Algarve, Portugal,
which took place from February 28th to March 5th, 2003.
The team will be managed by Noel OReilly, Brian Kerrs
right hand man.
Kenneth OMalley, Ballinrobe Town. He was selected on
the Republic of Irelands under-16 international team against
Northern Ireland at Belfast on March 16th, 2002.
Jonathon Griffin, Manulla. The clever attacker was capped
for Ireland at under-14 level in an international match against
the Welsh Schools F.A. on February 21st, 2002.
James Burke, Ballina Town. The skilful midfielder was selected for Ireland in an under-14 international against the
Welsh Schools F.A, at Clonsaugh, Dublin, on February 21st,
2002.
Emma Mullen, Ballinrobe Town, She starred in an under-16
international for Ireland against Norther Ireland in May, 2001.
She was selected as one of the strikers.
Maeve Ann OReilly, Ballinrobe Town, played on the left
side of midfield in an under-16 international against Northern
Ireland in May 2001.
Edel Kilcourse, Ballyhaunis. She played in goal for Ireland
in an under-17 international against England in June, 2001.

Niamh Devaney, Straide & Foxford United. She had the distinction of wearing the No. 1 jersey for Ireland in an under-17
international against England on away soil in June 2001.
Michelle Ruane, Straide & Foxford. She won an Irish cap at
under-17 level in July, 2002, in a game against an English
selection.
Louise Fahy, Ballinrobe Town. She starred for Ireland in an
under-15 Schools Home Nations international tournament in
March, 2002.
Ashling Concannon, Ballinrobe Town. Starred in goal in an
under-15 Schools Home Nationals international tournament in
March, 2002, alongside her club mate, Louise Fahy.
Eilis Nevin, Kiltimagh & Knock United. She made her
international debut for Ireland in an under-19 ladies clash
against Scotland in Dublin on February 22nd, 2003. She was
selected on the Irish squad for the UEFA qualifying series in
England from April 1th to 19th, 2003.
Dylan Webb, Kiltimagh\Knock United. Represented his country
in the Danone (Under-12) International tournament in Paris in
April, 2003. Even had the distinction of playing against Brazil.
Ross Kenny, Ballina Town. Starred for the Republic of Ireland
in the Danone (Under-12) International tournament in Paris in
April, 2003. Like Webb, he also had the distinction of playing
against Brazil.
Tom King, Castlebar Celtic. Played for the Republic of Ireland
at under-15 level in an international against the Welsh Schools
at the A.U.L. Grounds, Dublin, in February, 2004.

MILEBUSH PARK FAI / FAS

DEVELOPMENT COURSE
Milebush Park, which is a Regional Coaching Centre, is
playing host to an FAS/FAI development programme that
caters for 24 young adults who have ambitions of gaining a
career in football.
The course participants include three females and one special needs person.
The aims of the FAS /FAI soccer training programme are;
To prepare already talented soccer players for the rigours and
demands of work in professional / semi-professional football.
To provide participants with the skills and knowledge required to enhance employment prospects in the sports /
recreation industry.
To equip the participants with the skills to operate at the
higher levels of the game.
To manage, control and learn to deal with the pressures
,rewards and disappointments of being involved in the game
at an elite level.
To provide an opportunity for participants to pursue other
career options within or outside the sport through the provision of educational and vocational training.
The local agencies which are of benifet to the course are the
Adult Education Centre, Lough Lannagh Leisure Complex,
Take 30 Fitness Centre and various food outlets in the area
that benifet from the influx of young people associated with
the course. The local FAS office is also of enormous help to
the course co-ordinator.
Due to daily coaching the fitness, technical ability and tactical knowledge of the participants has improved greatly.
