Executive Summary
In 1997, the FAA CAEG community performed a plotter study on user plotting requirements,
plotter technical specifications, performance, and price. The various plotters were divided into
four categories: A/B size Color, A/B size Black & White, E size Color, and E size Black &
White. This study was performed to determine a baseline for current and future plotting
requirements. The plotter study group interviewed each FAA regional office. From the
interviews the working group determined what requirements replacement plotters must meet
depending on their respective plotting needs.
The group contacted vendors in order to obtain a list of possible replacements currently on the
market. Vendors were asked to provide documentation on A/B size and up to E size plotters,
both color and black and white. Vendors were also asked to provide information only on
equipment available for the next 18 months and maintainable for the next five years. The
plotters were tested in a simulated environment and based on all the findings, the group
recommended plotters for all categories.
The plotter study was revisited in 1998 and 1999 based on feedback from users on various
plotters, new requirements, and new plotters on the market. The same procedures were used for
collecting information, procuring, and testing of the plotters. A total of 17 plotters were evaluated
and 14 plotters were found to be suitable for the CAEG environment. Since there is also a
considerable price difference between high and low production volume in the E-size plotters, the
recommendations are made using high, moderate, and low production volume criteria, and are
presented in the table below. Some plotters have been replaced with new models of the same
family of plotters. In such cases the replacement plotters were not tested but checked for the
same requirements as the old models.

The recommended plotters are reasonably priced based on quality/production volumes. They
have lower average maintenance and repair costs compared to the CalComp models. CalComp
has gone out of business and no longer manufactures plotters. These plotters meet the plotting

requirements and are preferred by the FAA site personnel. Finally the recommended plotters can
be procured from a GSA schedule.
1.0

Introduction

The document is a revision of the original plotter study performed in 1997 and an update of the
information provided in 1998. Due to some new requirements, new plotters on the market, and
new replacement/repair strategy in the past year, the study was revisited to reflect those new
issues. The plotter study in essence addresses the following:
List of plotters, technical specifications, price, etc.
Plotting volumes and quality of plots
Current equipment failure causing production disruptions, downtime, etc.
Current equipment spares availability and price.
This document addresses new requirements, technical specifications, and test results of new
plotters. The plotters were recommended based on their technical specifications, plotting
volumes, quality of plots, and price.

It is anticipated that this study would be revisited periodically to ensure that CAEG plotter
procurements keep up with technology trends and new requirements.

Methodology

ORION revisited the requirements with the FAA sites and gathered repair/replacement statistics
for about a year. ORION conducted an industry search for new available plotter hardware. A
matrix of alternative hardware solutions and CAEG requirements was developed. Using this
matrix, several plotters were temporarily procured for testing and further analysis. Based on
testing and analysis of available alternatives, ORION developed a recommended list of plotters in
each category that will be used for hardware procurement for the CAEG Program Management
Office.

Requirements

Below are the requirements gathered from the regional offices from the previous interviews
performed in 1997, 1998, and on new requirements gathered in 1999.
Facility Requirements
Plotters which plot A/B sizes will be desk-top size
Full size 36 plotters (A0/E) will have the smallest footprint possible.
Plotters will not need special power requirements
Media and Consumable Requirements
1. Desktop plotters must be able to use plain bond paper and transparencies.
2. Full size plotters must support roll feed plain bond paper, transparencies, mylar (0.004 mils)
and vellum.
4. No plotter shall require the use of hazardous chemicals
Software Requirements
The plotters must support AutoCAD, DesignCad, MicroStation and VISIO. Auto-trol is no
longer desirable at this time.
Must support the following data formats as a minimum: HP-GL, HP-GL/2 and CalComp 907,
PostScript and Tiff.
Operating systems: Novell, Windows, Windows95, WindowsNT and compatibility with HP-UX.
HP/Apollo (Domain OS) is also desirable at this time.
Connectivity and Network Requirements
Ethernet connections.
Connectable to an external interface box such as: AXIS, HP JetDirect or compatible unit.
Other requirements
Provide a service contract with procurement
Must be certified as Y2K (Year 2000) compliant.
Replacement of consumables should not require a service call.
Fewest, if any, adjustments, for different settings.
3.0 Recommendations
3.1 Size A/B Color

Of the four plotters that were tested, the QMS magicolor CX was recommended and plots only
size A. No B size plotter was identified. LexMark may be introducing a size B color plotter.
QMS magicolor CX, DX, EX

These plotters are highly recommended with respect to quality/speed/price but produce
only A size drawings. They work well in all the required environments. The repair cost on

the QMS models are much lower than average. Built-in PostScript and PCL 5c support,
plus Ethernet.
LexMark Optra Color 45n

Same family as the OptraN but with a color printhead. This model not tested but very
similar operating characteristics as the OptraN.

3.2 Size A/B Black & White

Both plotters in the size A/B Black & White although not tested are from the same families as the
previously tested Lexmark OptraN and the HP LaserJet 4MV plotters. Both have similar but
faster operating characteristics as their predecessors. Based on the prices of all their competitors,
two plotters, the LexMark OptraT 610n and HP 5000 (N, GN) were chosen for price and
operation.
LexMark OptraT 610n (Laser)

This plotter is recommended with respect to quality/price/speed. It is a suitable B size


printer. It also has an excellent maintenance agreement. This plotter is a replacement
plotter for the OptraN from the same family of plotters. In a Genoa Technology Test
Labs report, the OptraT 610n outperformed comparable units by HP and Xerox. Using a
PostScript product with each plotter the LexMark was 11% faster than the HP LaserJet
4050 and 77% faster than the Xerox DocuPrint N17 in document print times.

HP LaserJet 5000 (N, GN)

This plotter is from the same family as the HP LaserJet 4MV and was just coming
into production in late 1998. This plotter is extremely fast, provides good quality
printing and is easy to set up. It can also double as a laser printer. The repair and
maintenance costs for HP plotters are well below average. The LaserJet 5000
replaces the LaserJet 4MV.

3.3 Size E Color

Four size E color plotters met the plotter requirements for low, moderate, and high production
volume sites: Epson StylusPro 9000, Hewlett Packard DesignJet 450C, the Hewlett Packard
DesignJet 750C/CM, and the Hewlett Packard DesignJet 1050C/CM. These four plotters
produce good quality printing, but the HP 450C is slow. The group recommends the HP models.
HP model prices and extended warranty prices are excellent.
HP DesignJet 1050C/1055CM

This is the high end, high-speed replacement for the HP 750C/755CM series of large
format plotters. The HP 1050C/1055CM are the preferred plotters in this category and
are six times faster than the HP 750 series. Standard equipment is a 350 media roll,

long-life print head, and large volume ink cartridges for extended print times. It also
works well on the PC side. Repair and maintenance costs are below average. There
are no HP 1050C/1055CM models in the field yet.
HP DesignJet 750C/755CM

At normal print speeds the plot quality is excellent. This is the preferred plotter for
moderate print volumes and has a higher overall speed/quality/ease-of-setup. It also
works well on the PC side. HP 750C is still a slow plotter for high-end production
volumes. Repair and maintenance costs are below average. There are many HP 750Cs
currently in the field and one HP 755CM

HP DesignJet 450C

This unit is recommended for smaller sites with a low volume drawing production.
There are other organizations that can use this plotter with other third-party
applications. This model needs an HPGL driver for HP-UX.

Epson StylusPro 9000

This unit has not been field-tested. Commercial write-ups on this model have high
praise for its speed and resolution. Although this unit is a high quality graphics unit, it
could find a niche in the CAEG environment.

3.4 Size E Black & White

All the plotters tested for the size E Black & White category adequately met the testing
requirements. The HP 450C model could only be recommended for low production volume
sites, but it did work well in all the test environments. The HP 750C/755CM and the HP
1050C/1055CM models are capable of moderate to high production speeds. The OCE and
Xerox models carry a heavy price tag, however they can keep up with a large volume of
production. The OCE model has high quality reliability for large numbers of prints, requires
smaller maintenance costs and is priced significantly less than the Xerox model. The OCE
model is recommended for large production volume sites. The HP models are priced
significantly lower than either the OCE and the Xerox models.
OCE 9400/9500

This plotter family can be recommended for large volume TIFF and HPGL applications.
They are fast and reliable and can be teamed with a scanner to make prints. These are the
most expensive plotters of all categories, but can meet very high printing volumes. Since
the OCEs are new and expensive plotters, maintenance agreement on these plotters are
recommended especially when they are used in high production sites. Maintenance
agreements on the OCE are around $3,500 annually.

HP DesignJet 750C/755CM

Although these are color capable plotters, they also perform well in the monochrome
environment. At normal print speeds the plot quality is excellent. This is the preferred
plotter for moderate print volumes and has a higher overall speed/quality/ease-of-setup. It
also works well on the PC side. HP 750C is still a slow plotter for high-end production
volumes. Repair and maintenance costs are below average. There are many HP 750Cs
currently in the field and one HP 755CM.

HP DesignJet 1050C/1055CM

Although these are color capable plotters, they also perform well in the monochrome
environment. This is the high end, high-speed replacement for the HP 750C/755CM
series of large format plotters. The HP 1050C/1055CM are the preferred plotters in this
category and are six times faster than the HP 750 series. Standard equipment: a 350

needs an HPGL driver for HP-UX. Repair and maintenance costs are below average.

Xerox 8825/8830
These two plotters replace the outdated 8845 yet come from the same family of plotters. The
8825 is a moderate volume B&W plotter but can handle the lower limit of high production B&W
plotting volume. The 8830 model is a true high speed, high volume plotter capable of very high
volume production-type workloads. The plotting quality is good but it is a very expensive
plotter. Repair and maintenance costs are very high. The extended maintenance contract
coverage is higher than the HP models and there is a per copy charge for the 8830 model. The
8825 has a limit on the number of copies allowed under its maintenance contract and then a per
copy charge kicks in for the overage. The print meter reading must be called in once a month.
Xerox 8825s and 8830s are currently in the field.

4.0 Conclusions
Twenty-two plotters of various models were evaluated based on requirements, quality, and price
from manufacturers such as Hewlett Packard, CalComp, OCE, LexMark, Xerox, Epson, QMS,
and Encad. Fourteen plotters were found to be suitable for the CAEG environment. There is a
considerable price difference between high, moderate, and low production volume in the size E
plotters; therefore, recommendations are made using high/moderate/low production volume
criteria.

maintenance and repair costs of the various plotters were compared. The recommended plotters
have low average maintenance and repair costs compared to the OCE or Xerox models. These
plotters also meet the plotting requirements and are preferred by the FAA site personnel. Finally,
the plotters can be procured from a GSA schedule.
A significant reduction in the repair cost per plotter is also noted for Fiscal Years 1998,and 1999
[Attachment 6 & 7]. This is due to the fact that in 1998 and 1999 many new plotters were
procured to replace old ones. Moreover, repair costs were scrutinized to justify options to replace
instead of repair, bearing in mind that if the cost to repair exceeded more than a third of the
replacement cost, the unit was replaced.

quality was very good. Example photos were sent from Paint Shop Pro to the unit. When this
was done the colors needed to be reduced to 256 colors on an 8 bit setting. These examples
came out very impressive in color.

What was the plotting speed on a single plot? A single plot took two hours, thirty minutes
using Auto CAD from when data was sent to completion. Plotting took one hour fifteen
seconds from when data was received to completion, using MicroStation.

What was the plotting speed on batch plotting? Batch plotting took eleven hours fifteen
seconds for 5 drawings. This included processing time.
Environmental Issues

There is no TCP/IP connection on the unit. It does not work on a HP Jet Direct box because of

drivers for this unit. There is a large amount of communications that goes on between the PC
and the printer. Most of the printing functions take place in the printer driver software on the
PC. For this reason a network box will not work with this unit. The unit requires 50 MB of disk
space and 8MB of RAM minimum to run. This unit does no support UNIX or Windows NT.

Series 5000 (Domain)? No. Because of printer driver software issues this unit will not work in a

AutoCAD plotting took twenty-seven hours for 3 plots. MicroStation took nineteen hours forty-five
minutes for 3 plots.

performed from the printer panel. To start select the menu button; press the More button 1 time;
select the Network 1 menu button; press the More button 1 time; select the IP Protocol button;
press the more button 1 time; select the Set IP Address button; set the IP address. The same
procedure is used to perform the Set IP Network Mask. The procedure to Set IP Gateway is the
same except at the menu that has the Set IP Address and Set IP Netmask buttons press the more
button 1 time to go the Set IP Gateway menu.
The printer was set up on a parallel connection from a PC also.
Hardware set up notes / issues / problems: There are many shipping tabs that come with the unit.
Care must be taken to remove all of the tabs from inside the printer. This is a very heavy unit
(106 pounds). The unit requires 2 people to lift it. Connections to this printer are quick and
simple.
Software set up notes / issues / problems: There is a Windows 95 and a UNIX GUI print manager
that is available for use on these operating systems. When setting up the unit some of the printer
menus were not intuitive.

ring print server.
Series 5000 (HP-UX)? Yes, the manufacturer has a HPUX printer control panel to assist users in
remote configuration of the printer. This connection was performed over the Ethernet network.

plots went extremely fast (30 seconds for a warm plot).
MicroStation (PC)? Yes, printing was done over the parallel cable and over the network. Both
plots went extremely fast (1:45 seconds for a cold plot and 30 seconds for a warm plot).

emulation. With this emulation there are 45 different fonts included with the unit. The unit can
also print in Postnet Barcode. This brings the font count to 46.

There were no problems with the parallel plotting with either AutoCAD or MicroStation. The
unit came with AutoCAD drivers to use with AutoCAD r13. There were memory problems
with the plotter when using these drivers across the network. With the plotters memory
configured to 2 MB vector the vendor supplied files and 1 MB rastor files the plotter would
run out of memory when plotting with the AutoCAD drivers that. This problem did not
present itself with the MicroStation plot utilities.

Hardware set up notes / issues / problems: Ink jet cartridge installation is the same as the HP
350C. Paper installation is the same as the 350C. Plotter configuration uses an onboard
configuration page that the user fills in choices and the plotter then scans for the configuration.
Software set up notes / issues / problems: Initial setup can use a parallel connection. Plotting
with the TCP/IP connection can be accomplished with an HP Jet Direct TCP/IP connection.
Were you able to plot from all applications? Note any problems / concerns.
Series 5000 (Domain)? Normal plotter configurations need to be performed to set up the unit and
the menu choices in the Domain OS.
Series 5000 (HP-UX)? Plotting can be accomplished using APS 3.0 in ACT and using the HPGL
driver.
AutoCAD (PC)? Using the parallel connection. Plotting can also be done over the TCP/IP
connection.
MicroStation (PC)? Using the parallel connection. Plotting can also be done over the TCP/IP
connection.
What plotter languages did you test? Did they work? Note any problems.

What was the plotting speed on a single plot? Plotting is expected to be the same as 350c.

Did you change media? Any special notes / problems / concerns? the unit is particular about
where the paper is lined up on the machine.
What type of ink / toner? Ink cartridges.
Did you change ink / toner? Any special notes / problems / concerns? Yes. If instructions
are followed this is a very simple process.
Did you change between black and white and color? Note any problems. N/A.
Note any miscellaneous maintenance functions required (lubrication schedule, cleaning schedule,
etc.) Normal maximum plotting cycle is 20 per day (recommended)
What is your overall impression about the suitability of this plotter for the CAEG program?
Would you recommend it? This unit is the same as the HP 350C, which is a quality unit. The
only difference between the units is the print jet head, the 350C has a four jet head, and the 330
can be upgraded for around $600. The actual unit was not tested because of the hardware
similarities. The smaller sites could make good use of this unit.
Would you recommend this plotter for only specific types of applications or in specific
situations? If so, what are they? This unit is a good choice for the smaller office that does not
plot large quantities of drawings.

Connected to token ring via serial port on a workstation.
Xerox provides documentation on plotter capability to receive plot files from all five ports
simultaneously. Not tested at AGL.
Hardware set up notes / issues / problems:
Hardware setup took 30 minutes for token ring by certified Xerox technician.
Xerox very strict about workspace around hardware. Must comply with 30 minimum limitation.
Software set up notes / issues / problems:
Sold with understanding that Xerox software technician could write EBCDIC routine to
automatically switch rolls for type of plot media required. This is not possible.

Very low humidity did have an affect on the quality of the plot and the life of the drum

2 RS-232 Serial Ports, 1 Parallel Port, and 1 Terminal Port
Connectivity (How did you connect it? Did it work?) The unit was connected using the
parallel port and over an Ethernet network using an HP Jet Direct Box.
Hardware set up notes / issues / problems: The HP Jet Direct Box was set up using the normal
procedures. The plotter itself needed no special set up before use.
Software set up notes / issues / problems: The Windows 95 print drivers were set up to accept
the CalComp driver for the 53336. The plotter was then set as the default printer to print over
the network.
Were you able to plot from all applications? Note any problems / concerns.
Series 5000 (Domain)? Yes.
Series 5000 (HP-UX)? Yes. The unit would also plot MicroStation files from the
HP-UX server.
AutoCAD (PC)? Yes. Plotting was accomplished over the network and parallel.

take around 5 to 7 minutes from start to finished plot with all drafting software.
