PROGRAMMING AND TRAINING ASSISTANT/GRANTS COORDINATOR

Statement of Work
BASIC FUNCTION OF THE POSITION
The Programming and Training Assistant serves as a member of the Programming and Training Unit (PTU)
staff and provides administrative, logistical, translation, training, and program support to the Director of
Programming and Training (DPT) Training Manager (TM), and Program Managers (PMs). Coordinates all
aspects of the Peace Corps Partnership Program (PCPP) and Small Project Assistance (SPA) grants. Provides
information, monitoring and support of the GenEq (Gender Equality) program.

MAJOR DUTIES AND RESPONSIBILITIES

Small Grant Coordination


Coordinates all aspects of small grants (PCPP and SPA) including:
Training Counterparts and Volunteers on small grants
Receiving and reviewing applications and final reports for completeness and accuracy
Ensuring that small grant representatives in the oblasts have received all grant proposals to review
Organizing small grant committee meetings
Providing ongoing communication with USAID
Working with Senior Management in submitting budget proposal

Tracking the SPA budget in coordination with the Administrative Unit


Submitting all required reports to USAID and PC/Washington
Monitoring and evaluating small grant projects

50% of the time of the position is allocated to work on SPA.

Training Support

Works with a Training Manager and a PEPFAR Program Manager on Peace Corps training events
logistics:
o Assist with PST (Pre-Service Training) staff hiring: contacting potential candidates and
informing them about interview schedule, sending out rejection letters as required
o Supports Admin Unit in managing financial processes (LCFs phone bills, utility
payments, finding lodging for training staff, etc.)
o Prints out training handouts and materials
o Arranges transportation for PTU staff, PCVs and guest speakers as requested
o Sends invitation letters on behalf of PTU as required
o Assists with the scheduling of training sessions and notifying all relevant parties (PC
staff, guest speakers, PCTs, PCVs) in advance about changes
o Takes responsibility for ensuring all training rooms / venues, equipment, and other
requirements are booked in advance
o Requests supplies and orders training materials as needed; ensures training supplies
and materials are obtained in advance
o Arranges meals for training participants
o Verifies inventory of training equipment and materials at the end of each training.
o Assist Contracting Officer in identifying training/conference venues when needed
Conducts and co-leads training sessions as needed (PDM, GenEq, SPA, PCPP, etc.)
Analyzes and summarizes needs assessments and evaluations for training events and keeps data in
appropriate files

Program Support

Interprets for the DPT, visiting officials and other PC staff, in Russian, Kyrgyz, and/or English
Translates documents, manuals, and letters as requested
Assists Program Managers in organizing program events (PAC, workshops)
Assists Community Liaison Program Manager with PST housing as needed
Assists PTU with materials development and communications related to printing
Coordinates the World Wise Schools (WWS) program
Coordinates PTU Interns.

Additional Administrative Support

Takes PTU meeting minutes and maintains records of the meetings


Makes appointments and places calls for the PTU as requested
Maintains the Volunteer Resource Center in LCCCs absence
Other duties as requested

Safety and Security

Addresses Volunteer safety and security by adhering to Peace Corps site development policies and
procedures. Identifies and immediately communicates Volunteer safety and security concerns and
issues to the Safety and Security Manager (SSM) and the Country Director (CD).

Assists Program Managers to ensure that prospective sites meet established programmatic and
safety/security criteria (e.g., safe housing, a clearly defined assignment with an organization that shows
real interest in working with a Volunteer, etc.).
Reviews and references site history files when evaluating potential sites, and incorporates appropriate
safety and security-related information into site history files
Monitors Volunteer compliance with Peace Corps policies, especially related to safety and security.
Knowledgeable and supportive of Peace Corps safety and security policies and procedures, including
the timely reporting of suspicious incidents, persons or articles.
Participates in the design and implementation of the Emergency Action Plan (EAP).
Acts as duty officer, as needed.
Contacts assigned Volunteers during EAP tests or emergencies
Attends S&S trainings

Professional Development
Participates in training activities provided to PC staff
Consults with DPT regarding program management and support of Volunteers as needed
The Contractor is subject to worldwide availability and may be requested by the Peace Corps to be reassigned or transferred
permanently to another Peace Corps Post/Headquarters or perform temporary duties (TDY) as required and to travel to other
assignments within Peace Corps as assigned. Any such reassignment or transfer shall be subject to agreement of the Contractor.
The Statement of Work as defined will remain the same; however the duties may be subject to change as determined by the
Contracting Officer.
POSITION ELEMENTS
Supervised by: Director of Programming and Training
Provides support to: Director of Programming and Training, Training Manager, and Program Managers
Logistics and Level of Effort: Performs duties during a 40 hour work week at a set schedule as indicated in
the contract, plus additional hours during training events as required for which credit hours will be
awarded.
Required knowledge and skills:

University degree in English, Management, Business Administration and other relevant fields

Fluent in Russian, English and Kyrgyz.

Have 2 years of related work experience; Experience working with Small grants program is an Asset.

Excellent computer skills including MS-Word and Excel and other Microsoft Office applications.

Flexible, innovative and a good team worker
