Mission 2020
To update the infrastructural facilities to provide effective services to the industries

To commence degree programme on Packaging Technology and management at IIP


Mumbai and at other regions.

To establish International Packaging Centre at Mumbai

To restructure and periodically update the syllabus of Post Graduate Diploma in Packaging

To strengthen the net working with National and International Packaging Bodies/Institutes/
Universities

To expand R&D activities in collaboration with IITs and other National Institutes.

To provide tailor made training programme on Packaging for women entrepreneurs

To provide customized Training programme on Packaging for MSME section

To upgrade laboratory facilities by incorporating State of Art testing equipments

To establish new centers of the Institute at Bangalore, North East, and Ahmedabad to provide
highly skilled manpower and enhance the export market for Packaging Industry.

Quality Policy
The quality policy of Indian Institute of Packaging is to impart training and education in packaging as
par international standards and also to provide effective consultancy services to packaging and allied
industries to meet their requirement up to the level of satisfaction.
The Institute is dedicated to undertake R&D activities for the formulation of packaging standards with
optimum specification and also to develop the alternative packaging materials & system for domestic and
export market.
We believe in and strive to provide assured tests and measurements at all times conforming to the
specification laid down in national and international standards as the laboratories of the Institute are
accredited to national accreditation board for testing and calibration laboratories (NABL) as per ISO / IEC :
17025-2005
We shall also endeavor meticulous implementation and compliance with the specified quality manual and
build a quality work culture and attitude among the employees of the Institute for an effective services in
all activities of the Institute.

TO ALL MEMBERS OF
THE INDIAN INSTITUTE OF PACKAGING
NOTICE is hereby given that the Forty Eighth Annual General Body Meeting of the members of the Indian
Institute of Packaging will be held on 31st October 2014, at 2:30 PM at Indian Institute of Packaging, E-2, MIDC
Area, Andheri (East), Mumbai 400093, to transact the following business as an ordinary business. Members
are requested to make it convenient to attend the meeting.
AGENDA ITEM NO. 1 : CONFIRMATION OF MINUTES
To confirm and approve the minutes of the Forty Seventh Annual General Meeting held in Mumbai on
25th October 2013. The minutes are placed herewith for the perusal of members.
AGENDA ITEM NO. 2 : ANNUAL REPORT AND ACCOUNTS FOR THE FY 2013-2014
To receive, consider, and if deemed fit, adopt the 48th Annual Report together with the Audited Balance
Sheet as at 31st March 2014, the Income and Expenditure account for the year ended on that date. (Queries
on Accounts, if any, may be sent to the Secretariat in writing 7 days prior to meeting).
The Governing Body has recommended to transfer the entire net surplus of ` 8,15,17,866/- (Eight Crore Fifteen
Lakhs Seventeen Thousand Eight Hundered Sixty Six only)to the Development Fund to be utilized towards
the objectives of the Institute, in that behalf to consider and if thought fit, pass the following resolution with
or without modification:
Resolved that the income of the Institute for the previous year relevant to the assessment year 2014-2015 an
amount of ` 8,15,17,866/-,the 100% of the Income of the Institute, such sum as is available at the end of the
previous year, should be accumulated and/or set apart till the previous year ending 31.03.2019 in order to
enable the Governing Body by whatever name called to accumulate funds for carrying out the infrstructure
development.
AGENDA ITEM NO. 3 : APPOINTMENT OF AUDITORS
To appoint auditors for the financial year 2014-15 and fix their remuneration on the basis of Governing Body
recommendation and in that behalf to consider & if thought fit, pass the following resolution with or without
modification as Special Resolution:
Pursuant to Section 12D (4) of The Societies Registration Act, 1860 and Memorandum of Association, Auditors
M/s M. P. Reddy and Associates be and are hereby appointed as Statutory Auditors of the Institute for the
financial year 2014-15 at remuneration of ` 75,000 per annum inclusive of all expenses (traveling, boarding,
lodging and other out of pocket expenses) but exclusive of service Tax.
AGENDA ITEM NO. 4 : ELECTIONS TO THE GOVERNING BODY
To note the positions regarding election to the Governing Body against vacancies. Details in connection with
the election are given in Explanatory Statement.

AGENDA ITEM NO. 5 : REVISION OF MEMBERSHIP SUBSCRIPTION.
The Membership subscription was revised during 32nd Annual General Meeting held on 2nd November 1998. The
Governing Body during its 211th meeting held on 18th July 2014 considered and recommended the proposed
revision of Membership Subscription including the Entrance Fee. The proposed changes in the Memorandum
of Association and Rules and Regulations is placed for consideration and approval as under;

From the Desk of Director

Dear Members,
May I have the privilege to recall few of the major achievements accomplished by the
active team of the Institute during the year of 2013 - 2014.
The Institute had continued with the Upgradation of Infrastructural Facilities at its
Head Office, Mumbai and other centres with the financial assistance from the Ministry
of Commerce and Industry, Government of India which was originally initiated under
Plan Fund in 2011. In line with this, the Foundation Stone Laying Ceremony for the
construction of a new educational complex for the commencement of B.Tech degree
in Packaging Technology and Management as well as the International Packaging
Centre at IIP, Mumbai was organised successfully. In addition, the Foundation Stone
Laying Ceremony for expansion of IIP, Kolkata for Post Graduate Diploma Programme
in Packaging was also held during this year. The construction projects are progressing
as per schedule.
The Institute had also commenced two R&D projects for the Upgradation of Packaging
Standards for Fresh Fruits and Vegetables and Modified Atmospheric Packaging for
Fresh Meat Products with the financial assistance of APEDA, Government of India.
Besides, a collaborative R&D project was initiated for the first time with Indian Institute
of Technology (IIT), Mumbai for the Enhancement of Shelf-life of Tender Coconut

Water with the financial assistance from the Ministry of Food Processing Industry,
Government of India.
The Secretariat of Asian Packaging Federation (APF) was successfully shifted from
Thailand to India as the Director of the Institute was unanimously elected by the Board
Members of APF as Secretary General of APF for a period of four years. This helped
the Institute to establish a strong international linkage with the global packaging
community.
In order to promote the export market, the Institute had also organised the
16th edition of the National Packaging Exhibition i.e. INDPACK 2014 along with the
National Conference on Packaging at Delhi, successfully. In addition, the Institute had
been organising a number of National conferences on different subjects in packaging
at two-tier cities of India, thus establishing the brand image of the Institute. Moreover,
the Institute had also appointed a PR agency who could help the Institute with news
coverage in print and electronic media of the various events and activities relating to
the Institute.
Considering the above, I take the opportunity to express my sincere thanks to the
Department of Commerce, Ministry of Commerce & Industry, Government of India for
their financial support to implement the various schemes under the Plan Fund. At the
same time, I also wish to express my sincere thanks and gratitude to all the esteemed
members of the Governing Body of the Institute for their constant guidance and
support for transforming and taking this Institute to a great height.
Last, but not the least, I wish to thank my team members for their active co-operation,
sincerity and dedicated services to the industry and also to organise each and every
event with grand success and taking the Institute forward towards achieving the goal

Good Afternoon Ladies and Gentleman, On behalf of the Governing Body, I am delighted
in welcoming you all to the 48th Annual General Body Meeting of the Indian Institute of
Packaging. Thanking you for joining us today. As you all know, the world Packaging market
is navigating a new era. The Brazil, Russia, India, China, South Africa and other emerging
markets will drive the global packaging consumption.

Indian Economic Scenario (2013-14)


The year 2013 witnessed changing global scenario
with renewed focus on developed nations.
Economy gathered momentum in part of Europe
even as consumer demand recovered modestly
in US and Japan. According to the IMF, the global
economy is projected to grow at 3.6% in 2014
vis-a-vis. 3.0 percent in 2013. It is expected to
strengthen further beginning of 2015.
In India too, the mood is upbeat. We welcome the
governments focus on reviving growth with focus
on manufacturing and ushering in prudent policy
regime that triggers higher GDP growth, lower
inflation and sustain external sector balance.
Emphasis on manufacturing would place India
on a virtuous circle of growth with increased
employment, higher household income and
greater demand for product and services. The

Union Budget 2014-15 outlines the governments


priority and vision for the next 5 years very
comprehensively.
The Indian economy grew by 4.7% in 2013-14,
second successive year of sub 5% growth. Indias
Gross Domestic Products (GDP) grew at 4.5% in
2012-13. This increased to 4.9% in 2013-14. In the
seven of eight quarter, Indias GDP grew at less
than 5%, hit by a toxic mix of high inflation, higher
interest rates and poor services and industrial
sector growth. A good monsoon helped push
agriculture growth to 4.7% during the year while
total food grain production rose by nearly 3%. There
is a wave of optimism in the economy after the 10
points plan charted out by the Prime Minister,
which focuses on manufacturing, investment in
infrastructure, time bound action and improved

coordination between center and states to ensure
smooth implementation of government policies.
Indian economy is the tenth largest in the world
by nominal GDP and third largest on Purchasing
Power Parity (PPP) basis. The country is one of the
major G-20 major economy, a member of BRIC and
a developing economy. India was the 19 th largest
merchandise and 6 th largest services exporter in
the world in 2013.
The agriculture sector is the largest employer but
accounts for 17% of GDP. Industry accounts for
26% and balance 57% is accounted for by services.
For a sustainable growth this needs to change
the emphasis on manufacturing would have far
reaching benefits to the economy.
In the post-independence era, Indian economy
(1947-1991) was a mixed economy with an inward
looking, centrally planned and interventionist
policies. After a fiscal crisis in 1991, India has
increasingly adopted free market principles and
liberalized its economy. It eliminated much of
license raj of strict government control on setting
up industries. Following these economic reforms
and strong focus on developing infrastructure,
such as the golden quadrilateral project, the
economy grew at a rapid pace with significant
increases in per capita income.
India has a strong agriculture base. The country
is largest producer in the world of Milk, Jute and
pulses and also has 2 nd largest cattle population.
It is 2nd largest producer of rice, wheat, sugarcane,
cotton, and ground-nut as well as the 2 nd largest
fruits and vegetable producer and also 2nd largest
producer and largest consumer of silk in the world.
The transition from agriculture to industry would
have profound impact on the economy and its
future growth.
PACKAGING INDUSTRY A SNAPSHOT
The global packaging industry is currently valued
at US $ 750 billion and is expected to grow to US $
820 billion by 2016. This growth is primarily driven
by factors like growing urbanization, investment

in housing and construction, a burgeoning


healthcare sector and rapid development in the
emerging economies like China, India, Brazil Russia
and few other East European Economies. The
consumer market dominates the global packaging
industry and accounts for an estimated 70% of the
sales, while industrial application accounting for
remaining 30% of it.
India Packaging industry is an important sector
adding value to the various sectors including
agriculture and FMCG segments. Technology and
innovation in this sector is improving day-byday.
Indias retail growth and increased consumption
of consumer products is driving the demands for
packaging in the Country. India is the sixth largest
packaging market in the world, with sales of US$
24.6 billion in 2011. The packaging Industry is
expected to grow at a CARG of 12.3% to become
the fourth largest global market, with sales of US$
43.7 billion in 2016. The Indian food processing
market is one of the largest in the world in terms of
production, consumption and growth prospects.
Indias per capita annual packaging expenditure
was US$ 20 in 2011, which is significantly lower
than the top 20 market average of US$347.6. The
Low per capita expenditure offers a huge business
opportunity for packaging company. Despite the
Indian packaging industry undergoing some
consolidation, it is still fragmented, especially
following the introduction of new countries in
the country.
With an increasing investment by domestic as
well as the foreign companies in Indian food
processing and pharmaceutical sectors, the
market for packaging industry has expanded
rapidly. The retail market, food & beverages and
pharmaceutical segments occupy the largest
share in the packaging industry, accounting for
85 % and 10% respectively. Indian Government
is taking various measures to permit FDI in the
multi- brand retail.

This emerging opportunity for the packaging
industry is giving rise to new prospects for
packaging machinery and equipment industry in
India. More than 600 to 700 types of packaging
machines and equipments are manufactured by
MSME sector. The market for Indias food packaging
equipments amounts to US$ 80 million. Despite
this, the growth in packaging industry has not
been uniform and the industry remains highly
fragmented.
India comprises of big rural market and there has
been growing focus on rural marketing, whereby
manufacturers are introducing low-priced goods
in smaller pack sizes. Low priced sachets have
proved to be extremely popular in smaller towns
and villages, where people do not prefer to buy
larger packs due to financial constraints.
Factors Affecting Growth of the Packaging
Industry in India
The study of economic researchers have also
established that rapid growth of the Indian
economy is mainly due to the number of mega
trends which have resulted into the changing
pattern in the society. The Globalization intends to
convert the entire world into a single global village
and reduce trade barrier, while Liberalization
is encouraging the foreign investors which is
booming the international trade resulting into
easy availability of foreign goods.
The Urbanization, increase in middle class
population, growth of literacy, growth of number
of working women, rise in demands for smaller
packs and awareness about packaged goods, with
more nuclear families has created new areas of
growth for the packaging industries in India.
The packaging market in India seems set for the next
level of growth. Strong favorable demographics
aside, factors such as increasing disposable
income levels, rising consumer awareness and
demand for processed food, and the multinational
giants taking rapid strides in the food, beverages,
cosmetics & toiletries and pharmaceuticals space,

are expected to be the key drivers of this growth


story.
These factors are forcing both packaging suppliers
and end-user industry to shift from bulk packaging
to retail, and unit-level and small-sized packaging.
In addition, exploding organized retail growth and
newly relaxed FDI investment norms in retail and
other sectors, augur well for packaging market
in India.
Indian packaging industry is highly fragmented
with a large number of small scale companies and
a few large integrated players. According to one
estimate, there are more than 22,000 registered
packaging companies in India, more than 85
percent of which are MSMEs.
The organized sector in India accounts for roughly
50 percent of the volumes whereas the balance is
highly fragmented and distributed. Globally the
scenario is somewhat more consolidated roughly
75 percent of the global packaging industry by
value is accounted for by 20 percent of the largest
integrated global players. In India, as the industry
grows and matures, there is expected to be a
trend towards consolidation as the supply side
companies merge and acquire smaller companies
to increase scale, reduce competition and improve
bargaining power with the customers.
The large and growing middle class and the
current low penetration of the organized retail
sector are the catalysts for growth in this sector.
With changing lifestyles the consumerist patterns
are expected to change toward a greater emphasis
on convenience, health and messaging. Organized
retail will shift the trend from loose items to
branded packs on items like commodities, food
grains, vegetable oil etc.
More than 78 percent of the total packaging
market in India is contributed by rigid packaging
while only the remaining comprises flexible
packaging. This trend is similar to the global
market where flexible packaging accounts for
approximately 18 percent of the total packaging

market. Flexible packaging is however, the fastest
growing sector of Indias packaging industry. The
shift from traditional rigid packaging to flexible
packaging mainly on account of its attractiveness,
cost-effectiveness and strength is largely aided
by increasing consumer demand for processed
food.
Metal Packaging
Metal packaging is one of the fastest growing
packaging categories in India driven largely by
categories like aerosol packaging (deodorants, air
fresheners, insect repellents etc.) and beverage
cans (beer, soft drinks & health drinks). Increased
income levels combined with high awareness
driven by marketing by FMCG companies have
led to growing aspirations amongst the middle
class and lower income groups to adopt these new
products. Further changing lifestyles and mindsets
contribute to increased levels of spending by
the higher income groups leading to increased
demand for metal packaging.
Rigid Plastic Packaging
Rigid plastics category includes products like
tubes, cups, bottles, pots, cans and closures. Rigid
packaging material finds usage in all packaging
related applications and is fast replacing traditional
packaging materials like metal cans, glass bottles,
aluminum collapsible tubes and metal caps. In
India this category is driven by the companies
seeking lower cost of packaging, introduction of
new products that fit this category, expanding
middle class consumers shift from loose products
to packaged products, modern retail formats
that increase value of product presentation and
growing aspirations to consume better quality
products.
Flexible Packaging
Overall demand for flexible packaging was driven
by the continued usage in existing categories and
adoption into a wide range of new products like
hot drinks, beauty and personal care products
and home care products. Demand for flexible

packaging in India is likely to remain strong,


due to comparative lower cost of packaging and
continuous innovation by leading players who
are launching new materials and products for the
industry.
Glass Packaging
The primary driver of glass packaging in India
remains the soft drinks and alcoholic beverages
industry. Pharmaceutical applications of glass
continue to reduce as the traditional glass
packaged products continue to shift to rigid
plastics. However, continued growth in demand
is expected from alcoholic drink manufacturers,
who prefer glass packaging, due to the premium
image of glass packaging and better barrier
properties compared to rigid plastics. Though
some companies had tried introducing rigid
plastic bottles and paper brick packaging for wines
and beer, consumer adoption of these alternate
packaging has been limited.
Liquid Cartons
Demand for liquid cartons has seen high growth
in India driven by adoption across multiple new
categories like oil, flavored milk, lassi, soya based
drinks and some alcoholic beverages like wine and
entry of new companies like Danone. Traditional
categories like milk, juices and beverages also
have seen a high growth in demand for this type
of packaging. Further Indian consumers have high
levels of awareness of the advantages of aseptic
packaging due to a promotion run by the only
company in this space, TetraPak.
Packaging Market by Sector
The total demand of F&B packaging segment
stands at around US$13.2 billion ( ` 72,000 Cr.)
and accounts for around 85 percent market share
followed by pharmaceuticals and other market
segments. At present, flexible, rigid and metallic
food packaging materials account for around
55 percent of the total food packaging material
market, while printed cartons and rigid packaging
segments together represent 28 percent market

shares in value terms. Flexible materials such as
food packaging laminates, flexible packaging foils
etc. constitute close to 24 percent of the overall
packaging material market, followed by rigid food
packaging material segment.
Global Market Overview
As per estimates by Pira International Ltd., globally,
paper and paper board rigid packaging products
form the largest segment of the packaging market,
totaling some US$210 billion in 2010 and estimated
to grow to US$250 billion by 2016. Comparatively
in India paper and paper board accounts for around
10 percent of the total packaging materials. Rigid
plastic is the second largest slice of the worldwide
market, at over 21 percent or US$144 billion in
2010, expanding to over US$200 billion by 2016,
while the flexible packaging market will increase
from US$130 billion in 2010 to over US$163 billion
by 2016. The consumption of metal packaging
represented over 15 percent of the 2010 market
compared to less than 10 percent in the Indian
context.

Studies indicate that sustainable packaging is
likely to see its greatest growth in the Asia Pacific

by India, China and Indonesia.

In global markets, metal packaging will be losing


market share to competing products, especially
rigid plastic, to enjoy only 14 percent of the 2016
market, while demand for glass containers is also
anticipated to slow down over the medium term,
increasing from some US$45 billion in 2010 to
around US$53 billion by 2016.
The US was the largest user of packaging in 2010
(US$137 billion), China was second (US$80 billion),
India is estimated to have a demand that grows
to US$24 billion by 2017.
Trends: India Where are we now
In a cost-sensitive market such as India, the pressure
to reduce packaging costs is intense. While the
demand for more sophisticated packaging is on
the rise in India, with it comes additional pressures
on cost for packaging suppliers. With a shifting
socio-economic landscape, a move towards
the consumption of more processed foods has
resulted into doubling of the growth of the food

(1) Educational Activities
Packaging plays a vital role in protecting products
as they go from the producers to the consumer.
Packaging is designed to ensure that the product
reaches the consumer in good condition. The
product is protected during transport handling
and distribution, from climatic effects (heat and
cold, moisture, vapor, drying atmospheres), from
hazardous substances and contaminants and from
infestation.
Packaging helps sell products through branding,
communication, product providing differentiation
convenience. The continuously changing demands
will require higher quality graphics and promotional
links between graphics and advertising to support
brand identities, plus the ability to reflect current
consumer trend and images.
The Institute is a pioneer in the field of packaging
education and offers a variety of courses to cater
to fresh graduates in science and technology as
well as practicing professionals in the Industry.
It was in 1985, that we decided to take a step
forward in the direction of Packaging Education.
We are second in the world, besides USA, to start
two years Post Graduate Diploma in Packaging.
With the inputs of expert educationists under the
chairmanship of Dr. D. V. Rege, then Director of
University Department of Chemical Technology,
Mumbai (now ICT) with Dr. V. Gupchup, then
Principal of Victoria Jubilee Technical Institute,
Mumbai (now Veermata Jijabai Technological
Institute), Dr. Ravi Talwar; Mr. A. S. Athale;
Dr. K. N. Kaul, Technical Director of M/s. Roche
Products; Dr. R. Jayaraman, Vice-President of M/s.
Britannia Industries Ltd. and others, the curriculum
of two years full time Post Graduate Diploma in
Packaging was developed.
We started with student in-take of 20 for the 2-year
Post Graduate Diploma in Packaging and today,

down and recruited our students.

EDUCATIONAL COURSES
The Institute conducts a two years full time Post
Graduate Diploma in Packaging (PGDP), open to the
graduates in Science, technology, Engineering and
allied Science field.
The three months full time Certificate Course in
Packaging (ITC) is suitable for degree/diploma holders
in any branch and desire to make a career in Packaging
Business/Profession.
And diploma under Distance Education Programme
in Packaging (DEP) for 18 months correspondence
course is conducted on annual basis.

(A) Long Term Educational Programmes:


The Institute conducted the following educational
programmes during the year 2013-14
(i) Post Graduate Diploma in Packaging (PGDP)
27th batch PGDP - (2011 2013): After the
industrial training, Viva and Project evaluation
was held on 1st 3rd July, 2013. The campus
interviews were held from 4th July to 14th July,
2013. A total of 14 companies participated in
the campus placement interviews.

Of the 45 students, 8 students were absorbed


through industrial training and 32 during
campus placements (i.e. 13 through Delhi
campus and 19 though Mumbai campus
placements)

29th batch PGDP (2013 2015) : The last


date of receiving filled forms was extended
from 31st May, 2013 to 10th June, 2013. A total
of 715 forms were received from Mumbai &
all regional centres (i.e. Mumbai 249, Delhi
283, Kolkata 90, Hyderabad 72 and
Chennai 21).

Totally, 507 candidates appeared for the


Entrance Examination on 20th June, 2013 at
Mumbai and all regional centres. (Mumbai 163, Delhi 207, Kolkata 71, Hyderabad 57
and Chennai 09).
Of the 507 candidates who appeared for
the entrance examination, 333 candidates
appeared for the personal interviews
(Mumbai 112, Delhi 133, Kolkata
43, Hyderabad & Chennai 45). Personal
interviews were conducted on 22nd
24th July, 2013 at Delhi, 20th July at Hyderabad,
23rd July at Kolkata, and on 27 th July, 2013 at
Mumbai centre.

19th Batch (2014 15): The last date of


receiving filled application forms was
extended upto 20th February, 2014. In total,
157 forms were received.

(iii) Certificate Course in Packaging (ITC)


The 47th batch ITC commenced on 2nd September,


2013. Totally, 26 participants enrolled themselves
for the course. The three months syllabus
comprised of lecture sessions, 12 industrial visits,
3 quiz, 2 tests, 2 dissertations, 1 individual project
and 1 group project.

The valedictory function was held on


29th November, 2013. All the successful students
(25 nos.) were given the Course Completion
Certificate.

25th October, 2013 at IIP-Mumbai. 107 PGDP
students and 122 DEP students qualified for

directly the shipper themselves. The conference
addressed one of the most vibrant sectors of
the bulk packaging industry associated with safe
carriage of Dangerous Goods by Sea as well as Air.
The one day summit provided a lot of networking
opportunity with the controlling authorities
like the Directorate General of Shipping, the
Directorate General of Civil Aviation, the sole
testing and certification body in India i.e. the
Indian Institute of Packaging and the shippers,
freight forwarding agents, shipping and airline
operators, manufacturers of packages, logistic
personnel, etc. The conference successfully
disseminated the information on IMDG and ICAO
regulations for the bulk packages intended to
be used for the carriage of hazardous goods
for export by Sea and Air respectively. In
addition, the significance of various testing and
their procedures for quality evaluation of bulk
packages for issuing UN Certificate were also a
part of the proceedings.

The INDPACK was relaunched after 13 Years at


14th edition which was held at HICC Hyderabad
in November, 2011. Next 15 th edition was also
successfully organized at Maniram Dewan Trade
Centre, Guwahati, Assam during March 2012.
With an overwhelming response and industry
support, recent 16 th edition of INDPACK was held
during 16th-18th January 2014 at Hall-6, Pragati
Maidan, New Delhi. The basic objective to organise
INDPACK was to provide the best possible platform
for bringing the whole Packaging industry under
one roof from one region to another across
the Nation.
With the active support of Ministry of Commerce
and Industry, Ministry of Food Processing Industry,
Government of India, FSSAI, NHB and several National

To undertake, promote, study, research and
development in packaging and package design,
is the primary objective of the Institute. The
Institute also continues to enjoy the status of
Research & Development Institute duly recognized
by Department of Science &Technology under
Scientific and Industrial Research Organizations
(SIROs) Scheme.

(A) R&D for Food Products

is under fabrication under the supervision,
guidance and in collaboration of IIT Mumbai.

commence after installation of the equipment

enhancement of shelf life of Tender Coconut
water for rural market.

Processing and packaging of tender coconut


water for rural market. India ranks third on
world coconut map and in recent times
became the largest producer of coconut
with the production of 16.9 billion nuts from
plantation of about 1.89 million hectares. It
contributes over 70,000 million rupees to
the countrys GDP. India is among the largest
producer of coconut with a distinction of
having the highest productivity of 7779 nuts
per hectare as against 3630 nuts per hectare
in Indonesia and 3859 nuts per hectare in
Philippines. In the present scenario, the
trend in processing of coconut products is
slowly stabilizing in the Country The main
objective of this project is to identify suitable
packaging materials that can improve shelf
life of the tender coconut water and to
develop fluid transfer equipment for minimal
contamination of tender coconut water. The
Institute has completed the pilot studies and
developed fluid transfer equipment with
minimal contamination of tender coconut
water and to identify a suitable packaging
material that can extend shelf life of tender

of tender coconut(~sevenmonths old),
technically known as the liquid endosperm,
is the most nutritious wholesome beverage
that the nature has provided to fight
the sultry heat. It is a popular refreshing

(ii) Modified Atmosphere Packaging of Meat &


Meat Products for Exports

The meat industry is an important sector of


food industry in the world and comes in the
first five ranked agricultural commodities like
rice, milk, wheat etc. However, in India, this
industry is not so developed due to religious
taboos and economic conditions. India is
the largest producer of animals in the world.
Animal have cultural importance in the
country. The main objective of this project
is to extend the shelf life of the products by
adopting MAP technology.

Institute has undertaken the project for


development and design of modified
atmosphere packaging for chilled meat for
exports. The Agricultural and processed Food
Products Export Development Authority
(APEDA), a Govt. of India, an Undertaking,
under the Ministry of Commerce and Industry,
with an objective to boost the exports has
requested the Indian Institute of Packaging
to develop & design ways and means to
extend the shelf life of fresh meat and meat
products for exports adopting the modified
atmosphere packaging. The Institute has
progressed and started the research work
by adopting MAP technology to extend the
shelf life of fresh goat meat, ham chilled,

(cured meat), chicken salami, de-glanded,
deboned buffalo meat and dried egg yolk
powder. The study of shelf life of chilled goat
meat, dried egg powder, ham and chicken
salami and deboned deglanded buffalo meat
is completed.

The Institute has undertaken the above


project to prepare technical specification for

and equipments, and undertake and promote
study, newer developments in package

Institute has undertaken some consultancy
projects and played pivotal role for solving
the packaging problems, including bringing
innovation in packaging, and development
in packaging. The Institute during the

The Institute has a state-ofthe-art Testing


Laboratory for certification and evaluation
of packaging materials and packages for
its member industries and non member
industries. The samples are evaluated at its
Research and Development Laboratory. The
laboratories at Indian Institute of Packaging,
Mumbai are accredited by the National
Accreditation Board for Testing and Calibration
Laboratories (NABL), Govt. of India as per ISO/
IEC 17025:2005 and Bureau of Indian Standards

(BIS). In addition the Institute is authorized by


the Director General Civil Aviation (DGCA)
& Director General Shipping (DGS) to issue
UN certificates of packages for the export of
dangerous goods.

highly equipped Testing laboratories at
its headquarters, Mumbai as well as at its
branches located at Delhi, Kolkata, Chennai
and Hyderabad for carrying out more than
350 different types of testing on various
types of packaging materials like paper and

paperboard, plastic films and laminates,
glass plastic containers, plastic woven sacks,
jute bag, tarpaulin, geo membrane multiwallpaper sacks etc. and unit/bulk packages
like paper, board, carton, corrugated fibre
board boxes, wooden containers, plastic
barrels, plastic trays, pallets, metal drums,
flexible intermediate bulk containers (FIBC),
metal and plastic IBC, etc. by following the test
procedures prescribed in different national
and international standards. The laboratory
facilities are being upgraded every year, by
introducing new kind of state of the art
testing equipment for analyzing the important
quality parameters of packaging materials
received from the industries.

The R&D Laboratory is equipped with following


Testing Equipments in the recent years:

The Institute has a specialized and sophisticated


laboratory to test the Flexible Intermediate
Bulk Containers (FIBC) at its Head Office,
Mumbai. The laboratory is equipped with
the Jumbo bag testing machine to carry out
various performance tests on FIBCs used for
the carriage of dangerous and non dangerous
goods. These tests are carried out as per Indian
and International standards.

The laboratory division of the institute has the


facility for testing the folding endurance/double
fold of paper and paper boards

Indian Institute of Packaging is equipped with


a specialized Gelbo-flex tester that determines
the flex resistance of the flexible packaging
material. Gas permeation or moisture vapor
transmission tests, or both, can be used in
conjunction with the flex test to measure the
loss of ply integrity.

Haze, clarity and luminous transmittance


data are specially useful for quality control
and specification purposes to cross check the
transparency and haze values of transparent films
/ laminates / plastic containers with the laid down
specifications.
The single most important factor determining
the colorfastness to light is the ability of the print

material to counter the harmful effects of natural


sunlight. One of the tests to evaluate the degree
to which a color on a Textile material will fade is
by comparing the color change of an exposed
portion to the masked control portion of the
test specimen using a Grey Scale Grading and
Standard Blue Wool.

from its various centers, following national &
international standards like BIS,ISO and ASTM,

seminar was organized at Indian Institute
of Chemical Technology (IICT), Hyderabad.
Director, CFTRI, Mysore was the Chief Guest

Federation of Andhra Pradesh Chambers of


Commerce and Industry (FAPCCI), Hyderabad
organized one day seminar on Enhancing
Competitiveness of Agro-produce and Food
Processing under changing Scenario on
November 28, 2013. Sri. Kanna Lakshminarayana,
Honble Minister for Agriculture and Agriculture
Technology Mission, Govt. of Andhra Pradesh
was the Chief Guest for the seminar. Dr. D.

(4) International Affiliation and Associations


The Institute has linkages with International
organisations and is a founder member of the
Asian Packaging Federation (APF); member
of the Institute of Packaging Professionals
(IOPP), USA; the Institute of Packaging (IOP),
UK; Technical Association of Pulp and Paper
Industry (TAPPI), USA and the World Packaging
Organisation (WPO).
The Indian Institute of Packaging has helped
many developing countries in the promotion of
packaging through projects carried out for prominent
International bodies like the United Nations Industrial
Development Organisation (UNIDO), International
Trade Centre (ITC), the Commonwealth Fund for

Technical Co-operation (CFTC) and the European


Union (EU).
The Institute has successfully completed International
residential training programmes for APF and WPO in
the years 2005, 2006, 2010 and 2012.

(5) Administrative Activities


(i) EDUCATION FAIR
A unique education fair, for the first time in
the country, was organised at Indian Institute
of Packaging (IIP), Mumbai to highlight the
importance of Packaging as a Career Option. The
education fair, under the banner of PACKFAIR 2013,
was organised between 12th and 14th May, 2013
to promote all the educational activities of the
Institute. Coinciding with the education fair, a
National Seminar on Latest Trends in Packaging
was organised on 14 th May, 2013 at the Institute.
Both the events were held to commemorate
the 47 th Foundation Day of the Institute on the
14th of May and with active support from IIP Alumni
Association.

(ii) IIP ALUMNI ASSOCIATION

of the Institute. Eminent faculty / speakers from


the institute and the external faculty / speakers
delivered the lectures sessions and gave their
presentation at the allotted time. To conclude
there was an open house session to welcome
queries and suggestions.

IIP Kolkata organized Pack Fair - Packaging


Education Fair at IIP- Kolkata centre during 14th15th May, 2013 towards promotion of PGDP at
IIP, Kolkata. The fair was supported by IIP-Alumni
Kolkata Chapter.

IIP-Kolkata participated and put a stall in the


EIILM Campus, Salt Lake, Sector-V Kolkata-700091
between 3rd - 4th May, 2013 during the UGC
Sponsored seminar at EIILM towards Promotion
of PGDP Course at IIP-Kolkata.

The Institute successfully organized Pack-fest.


Large number of IIP students and students
from other colleges participated. The fest was
organized coinciding the 47th year of establishment
celebrations.

(iii) INFORMATION AND PUBLICATION

During the fest a series of confidence building talks


were held by Senior Alumni members to the benefit
of fresh student and to provide seniors and juniors
an opportunity to connect.

Packaging India, the official Journal of the Institute


published six times a year, is an invaluable source
of information for the packaging industry. It is
mailed free of cost to members of the Institute,
packaging and related institutions all over the
world. Individual subscriptions are available on
request.

The Alumni also arranged industry expert to talk on a


specialized packaging subject to inform the students
about current practices, trends and innovations in
packaging like lami-tube, packaging machines,
packaging design etc. session on work ethics and
packaging persons roles, challenges and expectations
was also conducted by Alumni.
IIP Foundation day 14th May was celebrated
elaborately at all centers of the Institute with
competitions by student groups Debate, quiz
and cultural programmes.

An Education Fair under the banner of PACKFAIR


2013 was organized during 12th 14th May, 2013 to
promote the educational activities of the institute.
Coinciding with this fair was the National Seminar
on Latest trends in Packaging held on 14th May,
2013 at the institute. Both these events were
held to commemorate the 47th Foundation Day

Under this activities the institute provides information


related to the packaging industry, in addition to
publishing various monographs and textbooks,
seminar papers and directories, periodically.

The Institutes publications are available at the Head


Office and the Regional Centres.
The Packaging India a bi-monthly journal, published
by the Institute has well established its readership
amongst the Packaging Fraternity in India as well
as abroad. The Packaging India journal covers every
aspects of Packaging while also providing the solution
for packaging requirements.

Cosmetics, the growing luster of metal packaging,
Flexible packaging, Essentials for a successful
medical package design, waterless printing

(iv) Exhibition and Design

The Website was re-vamped with new look and


additional information updated and the web site is
being updated regularly and with recent activities
of the institute. The web site is being constructively
utilized for e-procurement, advertisements and
Packaging India Journal.

Under this activities the Institute organises exhibitions


on a regular basis.
INDPACK, the Annual National Exhibition organised at
various cities around the country, offers the packaging
industry an opportunity to display development in
the machinery and material sector.
INDIAPACK International, a collaborative effort with
exhibition organisers from overseas, is organised once
in 2 / 3 years.
The Institute also organises industry participation in
International exhibitions.
The Permanent Exhibition Centre in Mumbai, Delhi,
Kolkata, Chennai and Hyderabad offer display outlets
for the products of the industry.
(v) Awards
The Institute, while maintaining its unique position as
an internationally reputed organisation responds to
the needs of the country and at the same time acts as
a window for Indias capabilities in Packaging Science
and Technology.
(a) INDIASTAR Awards
IIP has instituted the INDIASTAR Awards, the
National award for Excellence in Packaging in the
year 1972 to promote and encourage excellence in
packaging design, innovation and sustainability,
once every two years. Over a period of time, this
award programme is firmly entrenched and is
most popular as the premier event for Indias
packaging fraternity.
This biennial INDIASTAR Award is the recognition
of excellence in packaging development for
functional design and appeal. The INDIASTAR
Contest is also open to students under the Student
Category.
(b) PACMACHINE Awards
The PACMACHINE Award symbolises achievement

ASIASTAR and the WORLDSTAR Awards.

(vi) Information Technology

(vii) LIBRARY
The library maintained by the Institute is one of
the most informative and well equipped libraries
in the field of Packaging in this part of the Asia.
The library has about 7856 books including Chennai
406, Delhi 751, Kolkata 507 and Hyderabad 174,
on packaging materials, and packaging technology
including Packaging Standards. Library also receives
50 different Packaging Journals, published from many
countries of the world including US, Australia, Canada
South Africa etc.
IIP is privileged to have one of the best reference
libraries in the world, with books, International
periodicals, bound volumes of journals; besides a
large number of reports, National & International
standards, database on products and materials along
with reprographic facility also being available. Library
facilities are extended to the members of the Institute,
all students and faculty.

guidelines. All efforts are made to ensure timely
submission of reports.

Initiative under the Right to Information Act,


2005:
With a view to promote transparency and
accountability in the working Mr. Mohan Singh
Kathayat, Secretary has been designated as CPIO.
During the year reply for 31 applications were sent and
5 appeals were also disposed off by the 1st Appellate
authority and 5 appeals were also disposed off by the
Chief Information Commissioner during the period
as per the RTI Act. However, the utilization of RTI Act
is being utilized less in public interest and more to
resolve individual/personal grievances.

FINANCIAL PERFORMANCE

& rise in administrative expenses.


The net profit before depreciation & tax has
reduced by 1.56% to ` 921.40 lacs(FY 13-14) from
` 935.80 lacs (FY 12-13)

Institute has reported the increase of 4% in Gross


Total Income to ` 2489/- lacs (FY 13-14) from
` 2393/- lacs (FY12-13)

Operating Income of the Institute has increased by


4% to ` 2011.57/- lacs (FY 13-14) from ` 1933.20
lacs (FY 12-13)

The governing body has decided to transfer the


entire net surplus of ` 8,15,17,866/- towards the
development fund.

Although there is decrease in total expenses by


2.67% to ` 1674/- lacs (FY 13-14) from ` 1720/- lacs
(FY 12-13), the Operating Expenses have increased
by 6.72% to ` 1550.09 lacs (FY13-14) from ` 1452.49
lacs (FY12-13) mainly due to establishment costs

We have audited the accounts of the Indian Institute of Packaging for the year ended March 31, 2014 as
contemplated in the Sub- section (4) of Section 12D of the societies Registration Act. 1860.
These financial statements are the responsibility of Institutes management. Our responsibility is to express
an opinion on these financial statements based on our report.
We have conducted our audit in accordance with Auditing Standards generally accepted in India. Those
standards required that we plan and perform the audit to obtain reasonable assurance about whether the
financial statements are free from material misstatements. An audit includes examining on a test basis, evidence
supporting principles used and significant estimates made by the management as well as evaluating the
overall financial statement presentation. We believe that out audit provides reasonable basis for our opinion
and we report as under.
(a) The accounts are maintained regularly and in accordance with the provisions of the Act and the Societies
Registration (Maharashtra Rules) 1971.
(b) The receipts and disbursements are properly and correctly shown in the accounts.
(c) The cash balances and vouchers in the custody of the Deputy Director (Admin & Accounts) of the Society
on the day of audit were in agreement with the accounts.
(d) All books, deeds, accounts vouchers or other documents or record required by us were produced
before us.
(e) An inventory of movables duly certified by the Secretary of the Society has been maintained
(f ) The Secretary and Deputy Director (Admin & Accounts) appeared before us and furnished necessary
information requested by us.
(g) No part of the property or funds of the Society were applied for any object or purpose other than the
object or purpose of the society.
(h) An amount of ` 8,49,954/- was outstanding for more than one year. Amount aggregating to ` 3,63,432/was outstanding for more than three years for which full provision has been made.
(i) All expenses incurred on behalf of the society are being sanctioned from time to time by the Governing
Body or any other person or persons authorized to do so under the rules and regulations of the society.
(j) Tenders were invited for repairs and construction involving Plan Fund expenditure above ` 5,000/- . The
Institute has followed Purchase Manual duly approved by Governing Body under which quotations were
obtained for the other repairs for expenses involving ` 5,000/- and tenders were invited for expenses
involving ` 5,00,000/(k) Minutes of the meetings of General Body and Governing Body are maintained regularly.
(l) A list of members is maintained and is kept up to date.

(n) Government Grants - Grants and subsidies from the government are recognized when there is reasonable
assurance that the grant/subsidy will be received and all attaching conditions will be complied with.

When the grant or subsidy relates to an expense item. It is recognized as Revenue Grant in Aid over the period
necessary to match them on a systematic basis to the costs, which it is intended to compensate.

The Grants received for acquisition of specific assets under Plan Scheme have been treated as capital in nature.

As per Accounting Standard 12 relating to Government Grants, grants received for acquisition of capital
assets have been reduced from the cost of capital assets purchased during the year under audit

(o) Income Tax - The Society is an autonomous body & involved in educational activity, research and quality
certification and formulation of technical specifications of packaging for promotion of exports. The
Governing Body of the Society has taken decision in its 199th meeting held on 7th January, 2012 to file
an application to claim exemption of income.

Accordingly, Institute has filed the application to the Chief Commissioner of Income Tax (CCA) u/s 10(23C)
(iv) of the Income Tax Act, 1961 on 15.02.2012 seeking approval for exemption of its income. However,
the same was rejected vide order F. No. CCIT/MUM/10(23C) (iv)/373/2012-13 dated 28.02.2013

Subsequently on 17.07.2013 Institute filed Rectification application u/s, 154 against the above said order
dated 28/2/2013 passed u/s 10(23C) (iv). However the same was also rejected vide order MUM/CC/(HQ)Tech/10(23C)/373/2013-14 dated 09.10.2013

In terms of Section 10(46), the case was further taken up with Revenue Secretary, Ministry of Finance,
Department of Revenue (CBDT) (ITA. I Division) by Joint Secretary, Department of Commerce, Ministry
of Commerce & Industry vide letter No. 14(11)/2013-TP dated 10.03.2014. In reply, Finance Ministry, vide
Letter F. No. 196/10/2014-ITA-I dated 28.05.2014 informed that

The application u/s 10(46) of the Income Tax Act, 1961 may be filled along with the requisite enclosures
as per the standardized format to the Commissioner of Income Tax / Director of Income Tax under
whose jurisdiction the entity falls, for seeking the notification of exemption and thereafter the copy
of the aforesaid application with its enclosures and accompanied by the acknowledgement receipt as
evidence of having furnished the application in the office of jurisdictional CIT/DIT is to be sent to the
Under Secretary (ITA-1), Central Board of Direct Taxes.

As suggested above, the Institute is in the process of filing application u/s 10(46) of the Income Tax Act, 1961.
In view of the above, no provision for Income Tax is made in the books of accounts for the FY 2013-14 also

(p) Presentation of Income & Expenditure Account and Apportionment of Common Expenses

To make true and fair view of the activities carried out by the Institute, the Income & Expenditure Account has
been re-grouped during the year under the heads Research & Development, Educational Activities and Others.

Expenses pertaining to Rates, Taxes and Cess, Repairs & Maintenance, Administrative Expenses, Insurance
and Legal Expenses are apportioned to Research & Development and Educational Activities on the basis
of Gross Revenue earned.

1. Organization

The Indian Institute of Packaging is a National Institute set up in May 1966 by the Indian Packaging and
Allied Industry and the Government of India, Ministry of Commerce under Societys Registration Act,1860.
The Institutes endeavor is to improve the standards of packaging needed for the promotion of exports
and help create infrastructural facilities for overall packaging improvement in India through Research
and Development, Problem Solving Consultancy, Testing, Training, Education, Industrial co-ordination,
information dissemination and other promotional efforts.

2. Significant Accounting Policies


a) Basis of Preparation

The financial statements are prepared and presented on the basis of generally accepted accounting
principles. The accounting policies are consistently applied by the Institute and are consistent with
those used in the previous year. Accounts are maintained on accrual basis except grant in aid received
from Government of India, Ministry of Commerce & Industry and Leave Travel Concession etc. benefit
availed by employees.

b) Revenue Recognition

Revenue is recognized to the extent that it is probable that the economic benefits will flow to the
Institute and the revenue can be reliably measured.

Income from Research & Development Activities

Revenue is recognized on accrual basis whenever services rendered to client and revenue can be reliably
measured.

Income from Educational Activities

Revenue is recognized on receipt basis.

Other Income

i) Interest Income is accounted on accrual basis.

ii) Rental Income & Membership Subscription are accounted on receipt basis

c) Fixed Assets

Fixed assets are stated at cost, less accumulated depreciation and impairment losses if any. Cost
comprises the purchase price and any attributable cost of bringing the asset to its working condition
for its intended use except a land at Sanathnagar Hyderabad with the old structure built upon it allotted
by the Government of Andhra Pradesh free of cost vide letter no. G.O. Ms. No.428 dt. 24/10/2002
and four acres of land on perpetual lease basis for 30 years at Sompura, 1st Stage Industrial Area,
Bangalore district allotted by the Government of Karnataka free of cost vide their Letter No. HO/Allot/
Secy/20471/13050/2012-13 dated 03.01.2013. The amount of ` 30090/- incurred towards Registration
charges of the land at Bangalore is accounted under Fixed Assets.

Capital work in Progress of ` 3,22,16,801/- represents the value of major up-gradation of infrastructural
facilities including lab equipments at Mumbai, Delhi, Kolkata, Chennai & at Bangalore.

d) Depreciation

Depreciation is provided using the Written Down Value Method as prescribed under the provision of
Income Tax Act, 1961.

e) Impairment

The carrying amounts of assets are reviewed at each balance sheet date if there is any indication of
impairment based on internal/external factors. An impairment loss is recognized wherever the carrying
amount of an asset exceeds its recoverable amount after approval of Governing Body of the Institute.
The recoverable amount is the greater of the assets net selling price and value in use.

The Institute has few assets which are not in working condition and does not have any realizable value.
The Institute being under supervision of Ministry of Commerce & Industry, the provision of impairment
could not be made without prior approval of ministry. The Institute has system of verification of the
Assets at regular interval.

f) Goverment Grants and Subsidies


Grants and subsidies from the government are recognized when there is reasonable assurance that
the grant/subsidy will be received and all attaching conditions will be complied with.

When the grant or subsidy relates to an expense item, it is recognized as Revenue Grant in Aid over
the periods necessary to match them on a systematic basis to the costs, which it is intended to
compensate.

The Grant received for acquisition of specific assets under Plan Scheme have been treated as capital in
nature.

As per Accounting Standard 12 Accounting for Government Grants, grants received for acquisition
of capital assets should be reduced from the cost of capital assets purchased. The same principle has
been followed during the year.

g) Investments

Major Investments being fixed deposits are with various banks. An investment of ` 125 lacs is made in
tax free bonds of HUDCO, IRFCL & RECL during the year.

h) Inventories

Publications issued during the year and held at year end are valued at cost. Valuation is accepted as
certified by the management.

i) Foreign Currency Transactions


Foreign currency transactions are recorded in the reporting currency, by applying to the foreign currency
amount the exchange rate between the reporting currency and the foreign currency at the date of the
transaction.

j) Retirement and other employee benefits

Retirement benefit in the form of Contributory Provident Fund (CPF) & National Pension Scheme (NPS) is
defined contribution scheme and the contributions are charged to the Income and Expenditure Account
of the year when the contributions to the respective funds are due. There are no other obligations other
than the contribution payable to the respective CPF/NPS Trust.

Gratuity liability is defined benefit obligations and is provided for on the basis of an actuarial valuation
on projected unit credit method made at the end of each financial year. The Scheme is funded with LIC
of India in the form of qualifying insurance policy. Gain and loss of actuarial valuation and premium for
qualifying policy are charged to Income and Expenditure account at the end of each financial year.

Leave encashment liability is provided for on the basis of an actuarial valuation on projected unit credit
method made at the end of each financial year. The scheme is funded with LIC of India in the form of
qualifying insurance policy. Gain and loss of actuarial valuation and premium for qualifying policy are
charged to Income and Expenditure account at the end of each financial year.

k) Provisions

A provision is recognized when an Institute has a present obligation as a result of past event; it is
probable that an outflow of resources will be required to settle the obligation, in respect of which a
reliable estimate can be made. Provisions are not discounted to its present value and are determined
based on best estimate required to settle the obligation at the balance sheet date. These are reviewed
at each balance sheet date and adjusted to reflect the current best estimates.

3. Notes to Accounts

3.1 Income Taxes


The Society is an autonomous body & involved in educational activity, research and quality certification
and formulation of technical specifications of packaging for promotion of exports. The Governing Body
of the Society has taken decision in its 199th meeting held on 7th January, 2012 to file an application
to claim exemption of income.

Accordingly, Institute had filed the application to the Chief Commissioner of Income Tax (CCA) u/s
10(23C) (iv) of the Income Tax Act, 1961 on 15.02.2012 seeking approval for exemption of its income.
However, the same has been rejected vide order F.No.CCIT/MUM/10(23C)(iv)/373/2012-13 dated
28.02.2013.

Subsequently on 17.07.2013 Institute filed Rectification application u/s. 154 against the above said
order dated 28/2/2013 passed u/s 10(23C)(iv). However the same was also rejected vide order MUM/
CC/(HQ)-Tech/10(23C)/373/2013-14 dated 09.10.2013.

In terms of Section 10(46), the case was further taken up with Revenue Secretary, Ministry of Finance,
Department of Revenue (CBDT) (ITA.1 Division) by Joint Secretary, Department of Commerce, Ministry
of Commerce & Industry vide letter No. 14(11)/2013-TP dated 10.03.2014. In reply, Finance Ministry,
vide Letter F.No. 196/10/2014-ITA-1 dated 28.05.2014 informed that
a. The application u/s 10(46) of the Income Tax Act, 1961 may be filled along with the requisite
enclosures as per the standardized format to the Commissioner of Income Tax / Director of Income
Tax under whose jurisdiction the entity falls, for seeking the notification of exemption and
b. Thereafter the copy of the aforesaid application with its enclosures and accompanied by the
acknowledgement receipt as evidence of having furnished the application in the office of
jurisdictional CIT/DIT is to be sent to the Under Secretary (ITA-1), Central Board of Direct Taxes.

As suggested above, the Institute is in the process of filing application u/s 10(46) of the Income Tax
Act, 1961. In view of the above, no provision for Income Tax is made in the books of accounts for the
FY 2013-14 also.

3.3 Presentation of Income & Expenditure A/c & Apportionment of Common Expenses

To make true and fair view of the activities carried out by the Institute, the Income & Expenditure
A/c has been re-grouped in to three heads i.e. Research & Development, Educational Activities &
Others.

Expenses pertaining to Rates, Taxes and Cess, Repairs & Maintenance, Administrative Expenses,
Insurance, Legal Expenses are apportioned to Research & Development and Educational Activities
on the basis of Gross Revenue earned.

3.4 Previous Year Comparatives


Previous years figures have been regrouped where necessary to conform to this years
classification.

3.5 IIP-Jute Project A/c for R&D Activities


There are two long outstanding amounts appearing in the Financial Statements as on 31.03.2014
under Sundry Debtors for ` 363432/- and as an advance given of ` 170724/- in the name of UNDP
Jute Project Ministry of Textiles. The said project was conducted by the Institute in the past for
which financial accounts were not updated since 1.4.1999. Management has further informed that
the books of accounts of the said project are updated and also got them audited from 1.4.1999 to
31.03.2014 (consolidated as one set of accounts)
