The Germantown Village Board
delayed action April 20 on a proposal
that would have required video inspection of laterals on residential property.
The proposed ordinance would have
required video inspection be done when
building a new structure on the property,
prior to a sale of the property, when the
village finds that sewer overflow from private property has reached private property or when the village discovers overflow from private property is a threat to
public health.
The board approved a motion by
Trustee Robert Warren to defer action
and send the proposal back to committee.
Id like to postpone it until goes back
to Public Works (Committee), Warren
said.
Trustee David Baum, who seconded
the motion, said the reason for sending it
back to committee is because the Village
Board does not direct and establish the
rules.

Heroin abuse remains key concern of Washington County DA

Immediate treatment of individuals
experiencing heroin overdoses are helping
those people survive, Washington County
District Attorney Mark Bensen said during a
report to the Washington County Board
April 21.
Every time I hear overdose, I used to
think that meant death. But there are many
overdose cases that do not result in death
because of the quick actions of law enforcement as well as first responders, as well as
the presence of Narcan thats out there,
Bensen said. Reasonable minds can disagree, I suppose, of whether thats a good
or bad thing to make the Narcan so prevalent. But it is out there, it is saving lives.
Bensen said barely a week goes by
that were involved in some overdose case
where someone survives, and then charges
are sought to get the individuals into treatment.
Bensen said law enforcement treats
every heroin overdose as a crime. During
2014, the Washington County District
Attorneys Office charged five people in
connection with the heroin deaths of four
people.
Bensen said there are currently two
active investigations of heroin overdose
deaths where law enforcement agencies
are seeking to determine where the victims
obtained the heroin.
During questioning by the board,
Bensen said there are attempts being made
to make the community aware of the seriousness of the heroin abuse issue, including
heroin summits that have been held in sev-

on getting the awareness out there. I just
think theres more things that need to fall
into place, Bensen said. As I understand it
this heroin addiction is so hard to kick that
once youre on it, its very, very difficult to
get off until youre restrained for a period of
time.
In addition, Bensen said smaller presentations have been made to community
groups throughout the county.
Bensen added that heroin cases are
related to many theft cases. He said that
anecdotally, 80 to 90 percent of the retail
theft cases I see now, those individuals are
related to drug use theyre stealing to
support their drug habit.
He added that many other cases are
related to drug use, including individuals
stealing items from family members, identity
theft and robbery incidents.
Bensens comments were part of a presentation to the board on activities during
2014. Bensens office is charged with prosecuting violations of county ordinances,
state and county violations of the traffic
code and all criminal offenses in the county. His office has five attorneys who are
paid by the state of Wisconsin while nine
other employees are paid by Washington
County.
Bensen mentioned several high profile
cases that occurred during 2014, including
the conviction of an individual who attempted to kill his ex-girlfriend and an individual
who was convicted of first degree homicide
in the death of a Hartford woman the previous year. That individual has since been
sentenced to life in prison.

In summarizing the overall numbers


from the 2014 report, Bensen said figures
that showed the number of felonies
increased from the previous year.
The seriousness of the crimes has
increased significantly, Bensen said, citing
the increase in the numbers of felonies from
485 in 2013 to 571 last year.
In addition, Bensen said the people
being charged are having more charges
filed against them, as the total number of
counts including felonies, misdemeanor
and criminal traffic increased by 32 percent from 2013 to 2014.
Also, total number of juvenile referrals
increased from 546 in 2013 to 589 in
2014. While the number of delinquency

petitions declined during that time period


from 211 to 203, there were increases in
the number of children in need of protective
services (55 to 78) and informal referrals
(151 to 184). The number of immunization
petitions declined from 38 in 2013 to 36 in
2014 while the number of decline to prosecute cases dropped from 91 to 88.
During his comments to the board,
Bensen mentioned a deferred prosecution
program for underage individuals who
were arrested for drinking alcohol in which
a charge is dropped if they successfully
complete counseling. Bensen said 14 of the
18 people referred to that option in 2014
successfully completed counseling.

Warren said there were technical concerns he had about the proposed ordinance and also said he wanted public outreach to be addressed.
I dont like the mandatory aspect of it,
Id like to see it wiped away from the ordinance, Baum said.
Trustee Terri Kaminski added that an
educational campaign about repairing
faulty sewer laterals is a separate issue.
Trustee Art Zabel favored a direct rejection of the proposed ordinance.
Its time to kill it, he said. Zabel said a
version of the proposed ordinance has
been around since 2005 and the village
should examine resolutions in other communities that deal with the issue, which should
then be reviewed by the committee.
Zabel was only trustee to vote against
sending the matter sent back to committee,
preferring the ordinance be defeated.
I want to get rid of it, he said.
Village President Dean Wolter said
there were two areas in the village that
have issues with the inflow and infiltration of
water into the villages sewer mains. Wolter
cited information from village staff which
indicated there are sewer lift stations that

have excessive water following rain.


Trustee Shane Daniels said he agreed
with residents who objected to inspections
being required prior to a sale of property.
The board action followed objections
that were raised by residents during the citizen comment portion of the meeting.
Village resident Michael Loth asked
who would pay for sewer lateral inspection
on properties that were foreclosed. He also
asked if all the village sewer main have
undergone video inspections.
If they havent been inspected, I want
you to stay out of the lateral on my property because you got bigger places to look
and check before you ask to have my lateral (undergo video inspection), Loth said.
Loth also said the video inspection is
another expense for individuals looking to
sell their home.
Just because Im selling my house
doesnt mean I have the money to stick into
the lateral going out into the street. I might
needs the funds from the sale of my house
to buy my next house, Loth said.
Resident Larry Prodoehl objected to
requiring video inspection of laterals prior
to the sale of a home.
We would be a very, very, very small
minority of communities that would require
this, Prodoehl said.
Prodoehl noted that the city of
Brookfield has a voluntary inspection program. Prodoehl, citing information from
Milwaukee Metropolitan Sewerage District
(MMSD) website, said the city of Franklin is
paying for the video inspection of laterals in
a small area of that community.

During 1861 Mexico was ruled by the


president Benito Juarez. At this time the
country was passing by a very hard economic situation, 91% of federal income
was used to pay the external depth.
Therefore the president Benito Juarez
was trying to work out a financial agreement with the following countries:

demanded this payment in full, with a

Early Christians held their own festival
in honor of the Virgin Mary. When the
English took up the celebration, they
expanded it to include all mothers and
renamed it Mothering Sunday. On this
day, individuals attended services for the
Virgin Mary and then visited their own
mothers, bringing them flowers, gifts and
treats.
The popularity of Mothering Sunday
had faded considerably by the start of the
19th century but remerged in the 1870s
due to the efforts of activist and writer Julia
Ward Howe. Howe thought there should
be a day in honor of mothers in the United
States. She introduced her idea in 1872,
calling for the celebration to take place on
June 2 and all mothers to take a stand

by the Mexican Army. This act of bravery earned the respect of many European

on mothers everywhere. Although many
embraced her idea of a day for peace, the
celebration of Mother's Day as we know it
today did not come about until the early
20th century when Anna Jarvis introduced
it.
As a child, Anna Jarvis had heard her
mother pray for a day dedicated solely to
mothers, living and deceased, and honoring their contributions. When her mother
died in 1905, Jarvis recalled her mother's
wish and started campaigning for a

national holiday for mothers everywhere.


She wrote letters to many leaders in her
community and across the country and
spoke about the matter at many functions.
By 1911, Jarvis' efforts had paid off,
with nearly every state in the country celebrating the day. Just three years later on
May 8, 1914, President Woodrow Wilson
signed a bill into law, establishing the second Sunday of every May Mother's Day.
Today, Mother's Day is celebrated in
various nations around the world. Spouses
and children all over take time out to honor
the mothers in their lives, and for that, Anna
Jarvis and her mother would be thankful.

Fly: The Physics of FlightTuesday, May 5,

Attendees will learn how nature solved the
challenge of flight and how man had to
unlock its secrets before we could leave the
ground. There will be a special demonstration to help participants grasp the important
physics of flight. Dr. Paul Lupton brings years
of aerospace education to his presentations;
he was founder and director for 10 years of
a Summer Air Camp for teens. Cost: Free for

Friday Morning Bird WalkFriday,
May 8, 7:30 to 10 a.m. Join veteran birder
Paul Boyer to see (and hear) a wide variety
of migrating spring birds. Walks take place
rain or shine. Meet in front of the Visitors

for this 27th annual birding and banding
event at Riveredge Nature Center. To participate, one will need a pair of binoculars and

team that will be birding the far reaches of
the property. The goal of the Noel J. Cutright
Bird Club is to find at least 100 species after
two bad weather years have stunted the
count and the club's only fundraising event.
Al Sherkow, Deb Hartmann and their banding team will simultaneously be trying to
catch and band as many species and individuals as they can. After 6:30 a.m., they will
have mist nets set up near the Outdoor
Classroom southeast of the Visitor Center.
Attendees can stop to watch them handle
and record the birds. No registration
required, but donations are encouraged.

Once again, area ladies are invited out on


the town for the special event entitled
"Spring Bling a Diva Thing." The outing, set
for Thursday, April 30 from noon to 9 p.m.,
will feature 11 West Bend area shops, five
restaurants and one salon.
Shoppers can begin at any of the participating businesses and enjoy free trolley rides
to the other locations from 3 p.m. until 9 p.m.
The 2015 edition of Spring Bling features a
50/50 raffle with proceeds to benefit Chix
4 A Cause, plus each shop will be doing
their own fundraiser for the charity throughout the month of April. The Welcome Center
is returning to Schalla Jewelers again this
year; be sure to register to win one of the
restaurant gift certificates or one of two $50
Diva Gift Certificates. Each store will be
offering specials and activities, and most will
be serving hors d'oeuvres and appetizers.
This is the sixth time this event has been
held in the spring. A similar event called
"Diva Night" is held yearly in the fall, this
year on Thursday, Sept. 17th.

Spring Splendor Gala set for May 2
The 25th annual Spring Splendor Gala
will be held on Saturday, May 2, 2015, at
Discovery World in Milwaukee. Dr. Dennis
and Mrs. Jacqueline Shepherd are co-hosting the event to raise funds for the
Emergency Department at Froedtert & the
Medical College of Wisconsin Community
Memorial Hospital in Menomonee Falls.
This years gala once again proudly features Ryan Companies US, Inc. as the presenting sponsor and features the theme An
Evening Under the Stars.

The funds raised at this years Spring
Splendor will directly support Emergency
Department construction efforts currently
underway at Community Memorial
Hospital. Serving 22,000 patients annually, the 4,000-square-foot Emergency
Department expansion will bring a new
entrance, larger waiting area and additional exam rooms. Along with increasing
capacity and modernizing the department,
the growth of the Emergency Department
will improve efficiency, increase patient
comfort and better accommodate medical
equipment.

The generosity and commitment that
the Gehl Family brings to this project is just
what we need to spearhead this exciting
project for the community, states Dwayne
Ketterer, Germantown Kiwanis President.
We are excited to celebrate their support
of this great project and community development.
The Gehl Family recently sold Gehl
Foods, and the new CEO, Eric Beringause,
was also in attendance. On behalf of Gehl
Foods, Beringause announced an additional pledge of $25,000 towards the project.
He echoes Gehls sentiments regarding the
companys continued support of the community. Along with our hundreds of dedicated, long-standing, employees, Gehl
Foods is excited to move forward with a
continued commitment to the Germantown
community.
The new performing arts pavilion will
be located in Firemens Park. Preliminary
plans for the project were previously submitted to the village and will be resubmitted
later this month. A groundbreaking is
planned for September.
Germantown Kiwanis has been serving
the community for more than 25 years. Its
volunteers have raised funds to give back to
the community and to help support
Germantown youth with leadership programs in the Germantown schools at the
elementary level with K-Kids, middle school
level with Builders Club and high school
level with Key Club. These clubs all help

kids learn about the value of volunteerism in


the community. In addition, Kiwanis awards
educational scholarships; sponsors youth
sports teams, works with the PTA to offer
education grants to help teachers develop
special educational programs in the classroom and other volunteer work to support
youth and the community. To support these
activities, Kiwanis organizes a number of
fund-raising
events
including
the
Germantown July 4th Festivities and a
booth at Mai Fest.

Softball: Falls beats Germantown


Menomonee Falls is undefeated in the
Greater Metro Conference. The Indians
beat Hamilton 8-2 on April 23 for their seventh straight conference win. Menomonee
Falls has a 10-2 overall record.
The previous day Menomonee Falls
beat Germantown 2-0. Ciera Jones recorded six strikeouts in the complete game win
for Menomonee Falls while Jordan Wood
recorded seven strikeouts for Germantown.

Jones allowed six hits while Wood allowed


seven hits. After the nonconference loss,
Germantown had 4-1 record. The
Warhawks had a 3-0 North Shore
Conference record prior to their April 23
game against Grafton.
Hamilton had a 3-4 Greater Metro

Menomonee Falls lost to Divine Savior
Holy Angels (DSHA) April 21, 3-0. DSHA
leads the Greater Metro Conference with a
2-0 record and is the top ranked team in the
state Division I coaches poll. After the
DSHA loss, Menomonee Falls had a 0-1-1
record in the Greater Metro and a 1-2-2
overall mark.

Waterwise is not just about growing
drought tolerant plants or eliminating plantings. It is a holistic approach to managing
water to avoid flooding that overwhelms
sewer systems, improper watering that
wastes water, and poor landscape designs
that generate too much work and require too
many resources.
Make this the season that you incorporate a few waterwise habits into your gardening. Youll find it is good for your garden, the environment and your pocketbook.
Start with one or more of these strategies this
year.
Select the right plant for the growing conditions. Plants that thrive in normal growing
conditions for your area will be healthier,
require less care and need less water. Look
for drought tolerant plants that require less
water once established.
Keep water out of the storm sewers and
in the garden instead. Prevent flooding while
improving your garden. Adding several inches of compost to the top 8 to 12 inches of soil
increases the soils ability to absorb and
retain water. This means less runoff into the
storm sewers and less frequent watering.
Use plants to prevent runoff and conserve water. Plant trees, shrubs, and groundcovers to slow the flow of rainwater, increase
the amount of water that stays in your landscape for your plants, and to filter water

or more rain gardens to intercept surface
water runoff for use by rain garden plants
and to help recharge the groundwater.
Provide plants with a healthy diet. Use a
slow release non-leaching organic nitrogen
fertilizer like Milorganite (milorganite.com).
Youll encourage slow steady growth, so your
plants will require less water and be less
prone to insect and disease problems. Plus,
the slow release nitrogen encourages healthy
growth and does not prevent flowering and
fruiting.
Water wisely. Water plants thoroughly
and only when needed. Water the soil, not
the plant, using a watering wand, drip irrigation or a soaker hose so less water is lost to
evaporation. Water early in the morning
whenever possible to reduce water loss during the heat of the day and diseases caused
by wet foliage at night.
Manage your lawns to reduce water use.
Select drought tolerant grass varieties to
reduce watering needs. Prepare the soil
before seeding or sodding or aerate and
spread a thin layer of compost over existing

lawns to increase water absorption and


reduce runoff. Mow high to encourage deep
roots that are more drought tolerant and pest
resistant. Allow lawns to go dormant during
hot dry weather. If irrigating, water thoroughly when needed, thats when your footprints
remain in the lawn.
Conserve water and reduce time and
money spent on plant care. Mulch the soil
around trees, shrubs and other plants with
several inches of woodchips, shredded
leaves, evergreen needles or other organic
material. Mulching reduces watering frequency, prevents soil compaction from heavy
rainfall thus increasing water absorption. It
also adds organic matter to the soil as it
decomposes.
Repair leaking faucets, fittings and garden hoses. A slow leak of one drip per second can waste up to nine gallons of water
per day.
Look for and use wasted water. Collect
the warming water typically wasted when
preparing baths and showers. Use a five-gallon bucket to collect this fresh water and use
it for your containers and gardens. Collect
water from your dehumidifier and window air
conditioners for use on flowering plants. Do

not, however, use this water if environmentally harmful solvents have been used to clean
this equipment.
Check with your local municipality if you
are considering using gray water. Once you
wash clothes, dishes or yourself, water is
classed as gray water and most municipalities
have guidelines or regulations related to its
use.
Harvest rainwater if your municipality
allows. The ancient technique of capturing
rainwater in jugs, barrels and cisterns has
made a comeback. Collecting rain when it is
plentiful and storing it until it is needed is one
way to manage water for the landscape. But
first check local regulations before installing a
rain harvesting system. Several states have

banned rain harvesting, while others offer


rebates or rain barrels at a discount to gardeners.
