(12/2001 to 10/2009): Member of the Software Management Team for the Missile
Defense Agency (MDA) Ground-Based Midcourse Defense (GMD) System.

a. Developed the GMD Software Development Plan (SDP) and the GMD
Software Metrics Plan (SMP) for use by GMD Integrated Product Teams (IPTs)
and GMD Systems Management;

b. Developed the GMD Verification Plan and the GMD Validation Plan to
implement Boeing Best Practice Initiatives for CMM/CMMI “continuous process
improvements”;

c. Wrote numerous Verification Summary Sheet (VSS) and Verification


Closure Notice (VCN) documents to certify successful implementation of GMD
requirements for MDA customers;

d. Developed procedures for utilizing software tools (e.g. CASRE,


DOORS, eMatrix; LEAN+, TEMDB) to collect and report GMD ‘Software
Reliability’ data to MDA customers;

e. Designed and implemented workflow procedures for generating Software


Metrics Analysis Reports; Chaired the weekly, monthly, and quarterly Software
Metrics Analysis Meetings for assessing software development trends and
resolving issues for GMD Costs, Schedules, Software Problem Reports (SPRs),

f. Developed the Advanced Discrimination CONOPS document to define


interface messages between the GMD System and the Command and Control Battle
Management and Communications (C2BMC) Systems.

12/2001): Developed IBM DB2 SQL Programs for extracting Performance
statistics and QA data on the Redistribution Orders and Ready for Issue
(RDO/RFI) subsystem of the Navy’s ATAC database system.

Supervisor (10/1997 to 11/1999): Developed Terrain Preparation & Mapping
systems using ADA on a network Of Sun Solaris platforms and the Arc Info GIS
to report terrain Features, Elevation, and Water-Depths to JTLS and JCATS
training models.

(4) Christopher Newport University (CNU); Newport News, VA; Lecturer III,
Adjunct Professor of Statistics (1/1996 to 6/2004): Designed and taught the
Govt352-70 online course in Statistics using WEB CT tools for instructing,
testing, and grading 18-30 undergraduate students per semester.

(5) Computer Sciences Corporation (CSC); Dahlgren, VA; Computer


Scientist (10/1991 - 10/1997): Developed software tools using “C”, ADA,
ORACLE SQLs, and the SPSS statistical processor scripts to manage a Software
metrics database on a VAX VMS platform. This tool analyzed the size,
complexity, productivity, and genealogy attributes of AEGIS and NTDS source
code. The source code was written in ADA and\or CMS-2.

Prior to October 1991, Developed software and documents for the Navy’s
Aviation Maintenance and Material management (AV-3M), NALCOMIS, NTDS, and
AEGIS Ashore and Shipboard Operational Programs. Wrote numerous program
modules using Autocoder, COBOL, Fortran, SQLs, and CMS-2 programming
languages; Developed numerous documents for specifying the detailed
requirements, design artifacts, and test cases for implementing Inventory
Control, Tracking, Threat-Evaluation, Intercept Control, and Weapons
Assignment modules in the Navy’s AV-3M, NALCOMIS, NTDS, and AEGIS Projects.

Served on active duty for three (3) years in the U.S. Army with primary duty
assignment as a Computer Programming Specialist at the Walter Reed Army
Medical Center (WRAMC) in Washington DC. Was awarded the Army’s Commendation
Medal and Citation for “Computer Programming Services” at WRAMC.
