I.

Issues

Maj RSD. H.M. Ryacudu Kotabumi an advanced health care facilities and as a
referral hospital for health centers and other hospitals in North Lampung
regency. Various attempts have been made to improve the performance of the
hospital to achieve the vision and mission of the hospital, yet still found a variety
of problems and constraints such as:
1. The low utilization by the community hospital, is described from the still low
utilization rates beds / BOR (40.22% in 2012 and 42.19% in 2013, the target of
70%)
2. Lack of medical personnel, both general practitioners and specialists (less
than the minimum requirements required)
3. Not all specialists have independent physician practices (such as forensic
specialists).
4. The presence of doctors on weekdays (excluding the night watch), not
everything is up to 6 hours a day.
5. Preparation for the hospital accredited version in 2012 by the Institute of
Hospital Accreditation MoH RI by 2015.

II. Presupposition

The low utilization of public hospitals by a very close relation to the performance
of the service providers such as medical personnel. The lack of doctors and
physician attendance will influence treatment services.

III. Facts That Affect

The number of hospital beds: 166


Number of doctors: 15 people (2 non-civil)
Number of dentists: 4 people (1 non-civil)
Number of specialists: 18 people (1 non-civil servant, a pediatrician yet)
The number of dental specialists: no
The ratio of doctors and beds (15: 166 or 1: 11, Ministry of Health standard 1:
9)

Specialist doctor Rp. 6.000.000, - and the doctor Rp. 1000.000, Salaries of civil servants doctor Maj RSD. H.M. Lowest Ryacudu 2015 USD.

IV. Analysis

Great attention has been given North Lampung district government to physicians
in RSD Major General HM Ryacudu form of incentive or additional income. In
2014 Rp. 1000.000, - / month for doctors and Rp. 6.000.000, - / month for a
specialist. The opportunity to obtain additional income beyond salaries for civil
servants physicians with a more adequate number of very large impact,
including the increasing interest of the doctors outside of North Lampung
regency to devote themselves in RSD Ryacudu. This is proven by the insufficient
number of doctors and specialists at the hospital.

The increase incentives for specialists also can prevent the desire of physicians
to practice in another hospital that affects its presence in RSD Major General HM
Ryacudu although it is not prohibited by Law No. 29 Year 2004 regarding Medical
Practice. The increase proposed incentives for specialists from Rp. 7.000.000, - /
month to Rp. 10.000.000, - / month in 2015 and for physicians from Rp.
2.000.000, - / month to Rp. 4.000.000, - / month.

V. Conclusion

1. Providing incentives or additional income for the medical personnel are


needed to improve the performance and quality of service that the public
hospital utilization by increasing (BOR hospitals increased in 2015).

2. Support the Local Government for RSD Major General HM Ryacudu in an effort
to improve the quality of service in 2015 that received recognition by the
Institute of Hospital Accreditation.

VI. Suggestion

Given the magnitude of the benefits of providing incentives for medical workers,
is expected Mr approval on our proposal to increase the number of incentives for
doctors in RSD Major General HM Raycudu Kotabumi in 2015 so that is expected
to improve the performance of the doctors. The proposal referred to the attached
list.
