Bangladesh is a developing country with the population of 160 million located at South
Asia. It is the 8th populous and 12th most densely populated country of the world.

Thats stat shows clearly how Bangladesh is a potential major destination for the
economic and business purpose toward the national & international communities.

Her key economic enhancers are remittances from labor expatriates and export of Ready
Made Garment (RMG). These two got possible to achieve for having cheap & large supply of
labor force.

Since her independence of 1971 Bangladesh struggling with poverty, corruption and
political instability. But the involvement of the huge low cost human resource gave her a
hope to continue economic growth slowly but steadily.

Now it is in one of the next 11 emerging countries of Asia in the category of


developing countries.

Now lets see the connections of


those info with our topic
Since Bangladesh is having a large pool of human resource, so educational and
vocational training is needed to guide them to increase the skills and expertise to
meet the future steady development and growth that they likely to experience.
Therefore people pursuing for higher education are likely to be there, & seeking for
the universities which can give them the right standard of higher education along with
other educational institutes. Thus it will be their need in fulfilling the option of higher
education.
And it is obvious that increase in domestic & international investments can
demand for high qualified personnel to carry out their work effectively &
efficiently.
however the importance of universities gets more appealing by the remarkable
statistics that we now going to show in the next slide

According to population census


The average age of the total population is only 23
60% of the population is under 20

Other statistics suggests


The literacy rate is 62% nationwide & in Dhaka City it is
73% of 16 million people.
Lets compare to this with Australia (a developed country with
significant no. of quality ensured universities)
Total population: 22 million
Literacy rate: 99%
So, literate are almost 22
million

Where as, in Bangladesh


total population: 160 million
Literacy rate: 62%
So, literate are almost 99.2
million

So the need for higher


education is definitely evident
Those information and data are directly suggesting that how badly the roles
and responsibilities of the universities that need to play in shaping up
Bangladeshs economy by nurturing the vast dynamism of youths, who are the
prime stakeholders of the universities.
Hence creating the required human resource from the
large pool of students, who are also the part of countrys
working population.

Thats why of the two types of universities both public & private will need
to come forward and need to do their required job

To enrich the quality in higher education of every field of knowledge

In order to establish the right order and to ensure the quality of higher education

Public & Private Universities


Universities which are funded by government are called Public Universities.
They are independent to run and take decisions for managing the works of
university. The vice chancellor is the head of governing body with other selected
members.
Private Universities are funded by private group of people, NGO (Non
Government Organization), foundations or corporate bodies. They are also
independent to run and take decisions for managing the works of university. It
runs by VC and have directed by the selected governing body members and a
chairman of the board.
These two types of university are accountable to UGC (University Grants
Commission)
Bangladeshi universities are affiliated with UGC, a commission created according to the
Presidential Order (P.O. No 10 of 1973) of the Government of the Peoples Republic of
Bangladesh. For this the Chancellor or supreme authority of all the universities goes to
the President of Bangladesh; thus he/she plays as a figurehead for all universities. On
behalf of the countrys government UGC carried out the activities that the universities are
maintaining transparency at their work by ensuring international quality of university
education. It is the only regulatory body for all universities of Bangladesh.

The Public Universities


In the year 1921 Bangladesh's first university, i.e.
University of Dhaka was established with the aim of
ensuring quality higher education in various educational
fields for the whole country.

And very soon it became popular


with the quality of tuition and earned
a name Oxford of East

With this success many public universities was initiated


by the govt

And successfully set up


One of those are
BAU (Bangladesh Agricultural University)
BUET (Bangladesh University of
Engineering & Technology)
RU (Rajshahi University)
KUET (Khulna University of
Engeeneering & Technology)
JU (Jahangirngar University)
CU (University of Chittagong)

And many more universities, currently it is totaling


to 31 public universities.

The public universities indeed gave us the


greatest persons of this country and the world
have ever seen in centuries

Unfortunately the public Universities got behind


and failed to with hold the old glories
Core reasons are:
Since it is govt. funded the political parties involvement is seen among the students
& which helps to bring out the unrests inside universities
Due to unrests and violence university classes get irregular & session jams
take place.
No investments on research and development work inside the universities.
Limited seats are provided in proportion to the huge number of candidates those
are willing to apply
Teachers are often engage in politics as well and support either government party or
opposition and most of the time adversely influences this on their university job and
hamper studies of the students.

High turnover of teachers exist due to low pay by the university and tend to give
their labor and concentrations and attention to private university students for good
pay.

Govt. subsidy makes the tuition fee much lower for the students to pay
Limited seats availability makes the selection process tough and ensures
the best are getting in the universities.
Teachers till now are also recruited with top academic background to
match with the need of the students.
As its primary goal is to hold as much of countrys student so
government ensured adequate space to be available, for the university
premises starting from the class rooms to play grounds.
If we look into the public universities, esp. University of Dhaka it offers the
highest no. of subjects to study for various educational field.
Still public universities hold the greater number of students of the country so
from there the youth protest and raising awareness for national issues and
cultural heritages really come into our society.
Some of its early eras student was able to change his/her country and world
through his/her work, and studied from one of these public universities, so thats the
goodwill which still making some impressions, adding a good image to public
universities.

All the public universities have very


spacious premises and other facilities.

The Private Universities


When the public universities was failing to stand up to gratifying the potential
students enrollment in their universities, lacks safety & security and frequent
halt of the studies. The need for the private university arise. This private
university sector is started just only 20 years back, in 1992.
Slowly but steadily they grew in numbers and today around 50 private
universities are operating. It must be said that it has surely flourished
and taking part in the economy by making efficient and effective human
resources along with the public universities.
Some of the top private universities are:

They are surely making impressions for satisfying the need of higher
education but their problems remain too
The cost disparity is huge between some of the universities compared to public
universities, its like 70 to 80 times higher.

Many of the universities do not have proper logistics to support their students. For
example: library, science lab, sports facilities.
Space problems are almost for every universities, that they lacks from proper space
for their students & to maintain the proper environment of an university.
Some of the universities enroll students with poor academic background and let
them to pass each year so that he/she can earn a certificate at the end of the
studies, they are just selling so called certificates for only monetary gains.
So the faculties, some of the universities make fake PhD degrees and recruit
teachers who are not at all qualified to teach in any particular subjects and yet they
are becoming the teachers, with no legal eligibility.

They tend to operate as like business enterprise, promoting, campaigning to enroll


students as much as they can without investing in real educational work, e.g.
building new and enlarge campus or recruiting talented, experienced and qualified
faculties.
Also the universities offer only those subjects that are only in demand and popular in job
market, thus forcing to abandon ones choice to go for other despite of no interest.

overcome
Many of the universities are already enlarged their campuses with
proper logistics and begin to operate in their fully owned campuses
Recruiting talented, qualified, experienced teachers in their relevant
educational fields from other top universities of Bangladesh & abroad.
Trying to arrange at least scholarships and tuition fees waiver for the
high achievers in order to minimize their cost disparity
Setting up regulations to enroll students with sound academic
background and motivating them to do well through proper guidance
and disciplinary policies.
The private universities also adapting to diversify their tuition providing system
to different fieldsso the choices can be more with variations for the students

What the Govt. and its responsible


body need now to do

It is not that much of asking for the Government of Bangladesh all the
Government need to do is to transfer as much as control and authority to the
responsible body i.e. UGC to operate more independently so that it can
completely remove the unwanted political influences on Public universities
teachers and students.
Also UGC must have the sufficient budget from the government to subsidize as
much as possible to enhance every type of operation that needs to be done for the
public universities so that more numbers of students can have quality higher
education in a more cost effective way.

While for the private universities UGC need to put a strict rules &
regulations to be maintained by the universities so that the international
quality of education can be maintained. They must possess the supreme
power to void the license of any university who fails to comply with the
laws. Doing this they must ensure and convince total transparency and
accountability of their work towards the general people & govt.
Failure of these few crucial steps can put this higher education
system of Bangladesh in such a low standard it will be hard to
restore for the future generations. Economically it will also hit us
badly since the skilled human resource will not be there to run
the economic components.

Our Final thoughts


The research we carried out mainly are based on secondary research, from that we
got to know and presented how the current status of Public & Private Universities of
Bangladesh are. We have seen there possible potentialities with positivity and
negativity.
Our personal observation suggests both Public & Private universities
can easily overcome their obstacles by adapting each of their
strengths. This is the easiest way that we think to get rid of the
negativities that each one of these have.
