he suspended Managing Director of the National Port
Authority, Ms. Matilda Wokie Parker told investigators
of the Liberia Anti-Corruption Commission that
concerns over the lack of readiness of the Port of
Greenville to allow vessels to dock prompted by a letter from
President Ellen Johnson-Sirleaf and others were driving forces
behind the NPA management entering into what has now been
concluded to be a bogus agreement with a makeshift company
and a US$800,000(eight hundred thousand United States
Dollars) corruption scheme unearthed by the LACC.
Documents in the possession of FrontPageAfrica shows that the
embattled NPA boss who co-signed the MOU with Mr. Deneah
M. Flomo to remove wrecks from the Port of Greenville in 2011
giving credence to Denmar Enterprises a Recognized Security
Organization(RSO) in 2012, responded in the affirmative when
she was asked whether she had any knowledge of the bogus
arrangement.
The LACC report states: Having been informed about the
allegations under investigation and questioned whether there
was existing need to remove wrecks from the Port of Greenville,
Madam Parker responded in the affirmative, adding that in 2010
the National Port Authority received written concerns about
the lack of readiness of the Port of Greenville to allow vessels
to dock(enter). She further indicated that because of such
concerns, in January 2011, the NPA was invited to the Economic
Management Team meeting to address the situation. At that
meeting, according to her, she informed the team that Buchanan
Renewable(BRE) was giving the task to remove the wrecks, but
was not performing and therefore needed to be replaced.
According to the LACC findings, Parker at that same meeting
said that the NPA requested to give additional time to BRE to
perform the task. Madam Parker continued by informing
the investigation that the Management of the NPA received
increased number of concerns from the Forestry Development
Authority(FDA) and logging concessionaires. And on June 7,
2011, a letter from the President, Her Excellency Madam Ellen
Johnson-Sirleaf stating numerous concerns and urged that the
Management of the NPA needed to take such actions as necessary
to expedite the removal of sunken vessels, and that delay on the
part of the management will be considered a lack of attention
and undermining of governments development agenda.
It was based on that, according to the LACC, that the NPA boss
said, thirty days after the concerns were raised, including the
presidents letter and others, that the NPA went into an agreement
with Deneah M. Flomo using no objection approval letter from
the Public Procurement Concessions Commission(PPCC) dated
March 3, 2009.
On the memorandum of Understanding(MOU) for a Recognized
Security Organization(RSO), Madam Parker informed the
Investigation that a memo sent by the U.S. Homeland Security
in May of 2011 indicated that most of the Ports in Liberia were
not adhering to the Anti-Terrorism Procedures. Therefore, for
Liberia to be removed from the black list, the Port of Greenville
needed to strive for International Ship & Port Security(ISPS)
Compliance. Accordingly, the Management of the NPA went
into an agreement with Denmar Enterprise to prepare the port
security assessment and the port security plan for NPA to ensure
compliance with the ISPS Code, according to Madam Parker.
Parker, according to the LACC informed investigators, that the
two contracts had performance bonds issued to cover the full
amount of the contract value and that both contracts were
performed successfully.
But multiple sources have confirmed to FrontPageAfrica that
both Denmar Enterprises and Mr. Flomo are not listed among
the approved ISPS operators by the U.S. government who have
reportedly expressed concerns that the port management was
not forthcoming in its report to the Homeland Security that both
contracts were performed.
The ISPS was put in place shortly after the September 11, 2000
terrorists attack on the United States in a bid to detect, deter and
counter threats as early as possible. As part of the program, the
Coast Guard fosters strategic relationships with partner nations
and the International Ship and Port Facility Security (ISPS)
Code provides an international regime to ensure ship and port
facilities take appropriate preventative measures consistent
with our domestic regime under the Maritime Transportation
Security Act.
According to the US Homeland Security website, through the
International Port Security Program, the Coast Guard conducts
foreign port assessments to determine the port security
effectiveness and antiterrorism measures of foreign trading
partners. Since the inception of the International Port Security
Program in 2004, Coast Guard personnel have visited more
than 150 countries and approximately 1,200 port facilities.
These countries generally receive biennial assessments to
verify compliance with the ISPS Code and U.S. maritime security
regulations, as appropriate. Vessels arriving in non-ISPS Code
compliant countries are required to take additional security
precautions while in those ports and may be boarded by the
Coast Guard before being granted permission to enter U.S. ports.
In specific cases, these vessels may be refused entry. It is unclear
how the NPA bogus scheme slipped through the cracks.
According the LACC report, Parker was furthered asked to
provide explanation on some issues which were not made clear
in her statement even though she was asked. They include:
bidding and procurement processes leading to the award of the
two contract; the NPA Board involvement in the awarding of
the contracts; payments processes and performance report to
which she responded in the following manner:
That the emergency waiver letter by the late Keith Juba, Former
PPCC Executive Director, and Schedule A of the PPCC Act of
2005: Part I: Section 3(a): Non-application was considered
for the awarding of the contracts to Deneah M. Flomo and
Denmar Enterprise; That both contracts were discussed by the
respective Boards of Binyah Kesselly and Hon. M. Nathaniel
Barnes. The Wrecks removal MOU was signed by Hon. Morris
M. Dukuly, the then Chairman of the Board and the addendum
of the RSO agreement was signed by Hon. M. Nathaniel Barnes,
then Chairman of the Board; That performance reports at every
phase of the contracts were generated and submitted.
Ironically, in his statement before the LACC inquiry, Mr. Kesselly
told investigators that the separate periods he served on the
board of the NPA and in the respective capacities several
discussions were held regarding the resumption of normal
operations at all the sea ports within the Republic of Liberia
and discussed were the processes that would ensure that
plans were actualized. According to him, one of critical issues
discussed was the challenge of movements of vessels within the
various basins, especially within the Freeport of Monrovia and
the Port of Greenville, Sinoe County. Wrecks removal at the Port
of Greenville, Sinoe County had no immediate resolution as to
methodology or a particular company to carry out the removal
project none in sight following several discussions at the level

THERE HAVE BEEN too many reports in recent days of
survivors complaining of neglect; too many cases of nurses and
doctors feeling abandoned by the national government and
too many reports of healthcare workers being laid off due to
what government says is the lack of funds to keep them on the
job and caring for those still feeling the after effects of Ebola.
Countless others are continuing to die from other diseases
because major referral hospitals simply do not have the basic

The difficulty Liberia has faced in making meaningful economic
recovery is not because Madame Sirleaf and her officials do not love
Liberia. It is primarily because the President buried her head in the
sand over the belief that she, a kitchen cabinet of a few and a handful
of international business friends, the World Bank, IMF, ADB and the
like had the answers to solving Liberia's problems. In the 10th year
of her administration, the slow pace of development speaks for itself.
In a society where all the systems had collapse because of prolonged
war, the quality of people who make decisions for the government
matters above all others. Senior offices of the government from
ministries to public corporations have been continuously staff with
either unqualified or inexperienced heads, seemingly on the basis of
"who knows you" rather than proven capabilities. The performance
of our economy is a result of that inadequacy. Ebola, World Financial
meltdown, commodity prices depreciation, etc. etc are all but normal
challenges that government faces time after time. Bad as they may
appear, they always offer opportunities, but opportunities no matter
how bright the color they may come require keen eyes to identify and
harness. Frankly, there is not much President Sirleaf can do to stabilize
the economic situation in Liberia over the time remaining. The best
thing this government can offer are lessons to be learned by those who
will come after President Sirleaf. The quality of Civic Leaders matter.
Yes you can travel from Paynesville to Gbarnga going directly toward
the Executive Mansion but you will probably spend a better part the
two Presidential terms doing that because you will need boats for the
world oceans, visas for the countries you will trans-pass and a lot of
wasted time. In contrast there is a shortly way. Most time you need the
best set of brains to identify and utilize that solution.

Here are some facts: post-war Liberia is susceptible and government's
negotiators at the time, including the National Investment Commission
under Mr. Richard Tolbert were not truthful to the Liberian people.

international investors/companies who promised (myths) the creation
of thousands of new jobs for Liberians, which they never and will
never delivered. I still remembered Mr. Tolbert constantly boasting
that thousands of jobs were to be created once these agreements were
ratified and signed: these are job scams that foreign investors use to
blackmail weak and corrupt government like ours to get tax breaks.
Compounding our woes were the greedy Representatives and Senators
who were coerced through bribes to obligate the Nation into these
scam concessionary agreements. Damage control is always too late in
the public domain. This government failed to negotiate strategically,
thereby giving unnecessary tax incentives to so-called investors.

Mamie, 38 year old, a
resident of the Pipeline
community in Paynesville
told FrontPageAfrica that on
Wednesday April 29 after
giving birth at a clinic in her
community she decided to call
a friend Esther to come and
visit her because Esther had
earlier established friendly ties
with her children.
According to Mamie, Esther
requested to help her upon
delivery and based upon that
she decided to call Esther to
come and see them at the clinic,
but said she had earlier called
her sister in-law to come and
take she and her baby home.
I delivered Wednesday 10
clock, before I delivered one
girl, she made friend with my
children and she told them
that any time I deliver I should
call her but before I called her I
called my sister in law so when
I called her she brought her
own blanket said Mamie.
Mamie narrated that her Sister
in law and Esther arrived at the
clinic and Esther congratulated
her, after which she asked her
Sister in law to take the baby so
they could head home.
According Mamie, she decided
to tell one of the midwives
good-bye before leaving, but
the midwife advised that the
sun was hot so it was better to
leave at sunset.
Mamie explained that Esther
decided to provide 300
Liberian dollars to the sister in
law to go home and cook but
she (Mamie) told Esther that
she had already bought some
food stuffs and did not need
much food.
The blind mother narrated that
Esther asked for 100 Liberian
dollars and the remaining 200
Liberian dollars was left with
the sister in law to go and cook.
She came and said thank you
ooh, so I told my sister-in-law
take the baby let go home, but
before that I told her let me go
and tell my play ma goodbye so
when I went there, she told me
the sun hot and I should wait
5 clock before we go home,
Mamie said.
When Mamies sister in law
left them to go cook, at about
3:00pm, Esther asked that she
takes Mamie home because
it would be difficult to get
transport vehicle when it gets
late.
Upon leaving the clinic, Mamie
said she decided to buy tablets,
Folic acid from a nearby drug
because she was feeling weak
and eye swinging.
At the drug store, Mamie
further said due to her
condition, the pharmacist
asked her who could he
prescribe the medicine to and
she decided to call her little
daughter to come and help.
Mamie said little did she
realize that it was a mistake to
call her daughter to leave the
baby with Esther and go to the
pharmacy to help her.
During that period, Mamie
lamented that Esther left with
the baby and ran away to an

Fillable PDF Programmer for NBC Concessions Reporting Template (2 Positions)
Background: IBI International is implementing the USAID-funded Governance and
Economic Management Support Program (GEMS), a five-year technical assistance program
to improve performance through strengthening public sector capacity in Liberia. One of the
GEMS five objectives is to support GoL to efficiently, effectively and transparently manage the
natural resource concessions.
The support to the management of natural resource concessions focuses on the National Bureau of
Concessions (NBC) and the concession granting entities (CGE) responsible for managing concessions
and the concessions process. The NBC and representatives of these CGEs designed reporting
templates to capture data required from concessionaires. When implemented, the templates will give
the NBC and the other concession-related entities the data they need to perform their statutory
functions with respect to concessions.
The templates are largely prepared and are in Excel for ease of preparation but those forms are not
convenient for data entry. While the ultimate solution is a relational database with a set of userfriendly data entry screens in a web-based environment, an interim solution is required. Fillable .pdf
forms, as a temporary data-entry solution, will be utilized pending development of the relational
database. Two consultants are required to develop the fillable pdf reports.
1. The Objective of the assignment is to:
automate four (4) concession reporting templates in pdf format for data entry. The data once
entered must be stored in such a way the data may be transferred to a database for analysis
2. Scope of Work
The consultants will prepare fillable .pdf forms for the collection of concessions-related data. The
forms will be based on the Excel-based forms to be provided to the consultants. Four separate form
templates must be developed one each for forestry concessions and mining concessions and one each
for the rubber and oil palm agricultural concessions. Each of four Excel templates details the fields to
be included in each pdf form template and has approximately 22 separate worksheets. Some of the
worksheets are the same across all four Excel templates; most are different.
The data fields stored in the pdf forms should be able to be sent to a database. The pdfs should be able
to be completed offline or online using free client tools.
The form templates must be submitted to USAID-GEMS for review and testing by USAID-GEMS,
NBC staff and a concessionaire. . The consultant will make revisions based on the review of the form
templates. The consultants will develop instructions for completion of the forms.
3. Deliverables
Form templates and instructions for completion no later than June 23, 2015
Final form templates with revisions and instructions for completion, by July 17 2015.

President Clinton made the
comments to reporters at
the Emergency Operations
Center following a whirlwind
visit to Liberia on Monday,
May 4, 2015 where he
held a meeting with the
Incidence
Management
System and partners (local
and
international)
who
have assisted Liberia in its
fight against the Ebola virus
disease.
During his visit to the
Center, the President Clinton
interacted with some Ebola
survivors
including
the
leadership of the Ebola
Survivors Network. Speaking
on behalf of the survivors,
the president of the network,
Patrick Faley, highlighted
problems affecting them
including
discrimination,
stigmatization, access to
income, jobs and healthcare.

A senior police official speaking
on condition of anonymity said
Monday that the dismissal of
the three senior police officers
followed what the US embassy
described as bridging the rules
of law enforcement.

US embassy recommended
that the police deputy director
for operation be dismissed for
his link to brutalities against
motorcyclists and Liberian
citizens.

(NACUL) has embarked
on a pilot project
called Sustainable Charcoal
Production.
Organized on December 23,
2014, NACUL is a communitybased organization (CBO) of
charcoal producers and sellers
in Liberia.
The project was launched on
Saturday, May 2, 2015, at the
Sinje Multipurpose Community
Center in Sinje, Grand Cape
Mount County, bringing together
charcoal
producers
from
across the county and other
stakeholders.
Speaking at the program,
NACUL President, Richard T. A.
Dorbor, said the yearlong (May
1, 2015-April 2016) project is
intended to mobilize and create
awareness to strengthen the
capacity of charcoal producers
and sellers in the five districts of
Grand Cape Mount.

Radio Producer (SSA)
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations,
works for the elimination of discrimination against women and girls; the empowerment
of women; and the achievement of equality between women and men as partners and
beneficiaries of development, human rights, humanitarian action and peace and security.
The radio producer (SSA) will take full responsibility for the planning, production, airing as
well as report writing of a one hour live radio program providing psychosocial education
on Ebola.
The radio producer will develop a six-month program matrix capturing weekly program
topics on the psychosocial dynamics of the outbreak such as: Sources of Ebola related
Stress, Fear of Infection, Understanding the plight of affected persons, Consequences of
(nurses, social works etc); are health experts, relevant community members; stakeholders
working in the Ebola response etc.
Additionally, the radio producer will provide communications support to the UN Women
Ebola response program and other relevant UN Women programs; handle guest entry
procedures at partner radio station etc.
Functions and key results expected
Produce 24 editions of a high quality live educational radio talk show on the
psychosocial dynamics of the Ebola Virus Outbreak, especially its impact on women & girls
develope content, write materials for scripts, bulletins and links;
source potential contributors and interviewees;
Convene meeting with relevant stakeholders including: WHO, MSF, Red Cross, Carter Center,
Ministry of Health, Ministry of Gender, UNMIL, UNICEF etc for collaboration to improve the
quality of the radio show
select music appropriate to the radio programme, the audience and the station;
manage the logistics of getting people, resources and equipment together to the right place
at the right time for the radio show;
Develop and implement a six-month matrix for the radio show capturing airing dates, guests
and topics on the psychosocial effects of the EVD Write radio program script and report for
each edition of the radio show
