Summary of Deliberations and Action Points
Using ICT to improve service delivery has wide reaching impact for the
economy of Eastern Africa. The Summit deliberations affirmed that:
1. The achievement of a Smart Region is possible through working
together as the Eastern Africa member states in both the public and
private sectors
2. Leadership that is bold, persistent, visionary and ruthless with non-
performance is a key element to achieving our target of impacting on
lives and moving the economy through ICT
3. Interventions to encourage more girls to take up science and maths
subjects in school and get and retain them in the field as careers and
businesses can have a positive impact on the economy and in
bridging the ICT talent and skills gap
4. Total uptake of automation both at county and national levels of
government will result in more efficient service delivery, increased
revenue collection and economic growth. Update of eService Delivery
can ensure the region ranks better in the ease of doing business and
thus attract more foreign direct investment.
5. Cloud Computing and Information Security have a direct impact on
eService Delivery uptake and success. A strong eco-system that
supports needs of the vendors, software developers, entrepreneurs
and citizens is essential.
6. Interventions in bridging the ICT talent gap like Kenyas Presidential
Talent Development Programme can be strengthened through
increasing mentorship opportunities and creating more PPP
frameworks

The recommendations for governments in East Africa are to:
1. Develop frameworks to promote sharing of infrastructure among
private sector, across states and within public sector

2. Allocate sufficient resourcing to source, collect, store and aggregate


quality data at county and national level. With quality data
governments can plan better, investor can understand the
opportunities available and citizens can engage more meaningfully in
their communities.
3. Draft a framework to support engineers and entrepreneurs to
fabricate, develop and assemble devices uniquely designed to
respond to local needs and demands. This includes review of the
taxation policies on components for assembling locally produced
devices that directly affect the final cost to market and affordability of
local products.
4. Draft policy to regulate e-waste management in consultation with the
regulatory bodies in ICT (CAK) and environment management
(NEMA), and the private sector stakeholders

Commitments at the conclusion of the Summit are that governments
will:

1. Hasten the passing of currently important legislation in the


development of ICT, specifically the Critical Infrastructure Act 2015
2. Complete drafting a Local Content Policy to create the right
environment to promote local content and have preferential treatment
for local and regional companies by supporting such programmes as
Enterprise Kenya with proper and sustainable institutional
frameworks
3. Complete the draft Cloud Computing Strategy in readiness for
stakeholder engagement and ratification.
4. Increase allocation of funds for ICT projects from 3% to 5% of
national budget.
