EMPLOYMENT OPPORTUNITIES
Plan International is one of the oldest and largest international development
agencies in the world. In the Philippines, Plan works with children and their
families in the poor communities with programs covering education, child and
youth engagement, health (including water and environmental sanitation), and
child protection.
Plan International will implement a three-year project that includes inclusive/sustainable livelihood,
health, youth training and employment, and disaster risk reduction programs in the municipalities of
Panay and East Samar. The project is in consortium with Handicap International.

Project Manager (Restoring Livelihoods and Building the Resilience of


Most Vulnerable People Affected by Typhoon Haiyan), Based in Tacloban City
The purpose of the position is to manage the over- all project implementation and ensure
smooth relationship with project partners and donors. The manager will supervise the implementation
of livelihood projects for coastal and farming communities as well as those families engaged in microenterprises/service sector, skills training for employment, health programs and inclusive disaster risk
management and individual micro-enterprise. The manager will also ensure that all programs are
implemented in line with the set standards and objectives.
The position is directly responsible for twenty three full time staff and is also responsible for
implementation of the project in three municipalities in East Samar.
Qualifications:

Graduate degree in economics, community development or other related course and with
advance education or masters degree on economics, rural development, and other related
studies.
Has relevant training on participatory research and monitoring & evaluation methods, project
proposal, micro-enterprise development, micro-finance management.
Has at least five years in development work and must have at least three years experience in
implementing youth development projects, technical research on emergency food security and
livelihood, and value chain analysis, planning, developing and managing community
development work related projects, and experience in working in an emergency context.
Uses clear and effective communication strategies that builds relationships in order to
influence others
Is assertive and is able to show cultural sensitivity

Disaster Risk Reduction Officer, Based in Tacloban City


This position is responsible for the technical quality of programs relating to strengthening of
inclusive community-based disaster risk reduction networks and mechanisms particularly the
establishment of Emergency Response Teams (ERT) in the covered communities and the inclusive
early warning system.
Qualifications:

Degree in social sciences or other related discipline/s.

Minimum of three (3) years work experience in DRR, community-mobilization, or other


relevant area/s.
Has experience in designing community-based DRR interventions for children in humanitarian
settings.
Has proven skills in assessment, monitoring and evaluation.
Has excellent written and spoken English, knowledge and use of the local language is an
advantage.

Emergency Food Security and Livelihood Specialist, Based in Tacloban City


The purpose of the position is to provide technical support in the implementation of livelihood
projects for the coastal and farming communities as well as those families engaged in microenterprises and service sectors and ensuring all programs is implemented in line with the set
standards and objectives.
Qualifications:

Graduate of Social Science, Statistics, Social Work, Community Development or other related
course;
Has relevant training on Sustainable agriculture, coastal resources management, participatory
research and monitoring & evaluation methods, project proposal, micro-enterprise
development, micro-finance management.
Has demonstrated experience of at least five years in development work
Must have at least three years experience in implementing food security and livelihood
projects, technical research on EFSL and value chain analysis, planning, developing and
managing community development work related projects
Has excellent written and spoken English, knowledge and use of the local language is an
advantage.

Employment Coordinator, Based in East Samar


This position is mainly responsible for the guidance, and mentoring of youth who will choose
the path of employment. The project activities will be implemented in collaboration various
stakeholders including the International Labor Organization, Department of Trade and Industry, Early
Recovery and Livelihoods Working Group, Private Companies and the targeted Barangays and
communities including children.
Qualifications:

Bachelors/Masters degree in Human Resources Management, Economics, Social Science,


Rural Development, entrepreneurships or related courses
Minimum of five years experience in job placement / human resources.
Experience on rural livelihoods programs in the Philippines would be an asset.
A minimum of three years experience in a supervisory role and managing teams
Has excellent written and spoken English, knowledge and use of the local language is an
advantage.

Training Coordinator, Based in East Samar


This position is mainly responsible for the skills training, guidance, and mentoring of youth.

Has excellent written and spoken English, knowledge and use of the local language is an
advantage.

Business Adviser, Based in East Samar


This position is mainly responsible for the skills training, guidance, and mentoring of youth

and Industry, Early Recovery and Livelihoods Working Group, and the targeted Barangays and
communities including children.
Qualifications:

Development, entrepreneurships or related courses
Minimum of five years experience in Food Security and Livelihoods Program.
Experience on rural livelihoods programs in the Philippines would be an asset.
A minimum of three years experience in a supervisory role and managing teams
Has excellent written and spoken English, knowledge and use of the local language is an
advantage.

Health Officer, Based in East Samar


This position is mainly responsible for the implementation of all planned health activities in
their respective municipalities to ensure quality implementation all planned interventions. The role will
also provide technical support to all trained health service providers and community health volunteers
in the assigned municipalities.
Qualifications:

Degree in the health field.


Minimum three years of work experience in field of health, nutrition or community
development.
Knowledge and skills in designing and delivering technical trainings in health especially
maternal, newborn care and adolescent friendly health services.
Knowledge of government and community structure in Region VIII
Knowledge of health system, and challenges in delivering health and nutrition services

Database Officer, Based in East Samar


The Database Officer is responsible for managing data base, project documents and reports,
and flow of information internal and external. The information officer works closely with the MnE team
to ensure proper documentation of project accomplishments deliverables, and periodic updating of
Report Matrices.
Qualifications:

Graduate of any four year degree preferably on Community development, Information


Management, or Social Sciences

Relevant training on data analysis, information management, reporting and communications


Proven experience on data analysis, office administration and management; statistics and or
communications
Has excellent written and spoken English, knowledge and use of the local language is an
advantage.

Logistics and Procurement Officer, Based in East Samar


The logistics and procurement officer is responsible in procuring of project inputs identified the
target areas and providing logistical support such as transportation and deliveries of supplies to
project areas.
Qualifications:

Bachelors degree in Business Administration, Commerce and any related course


Minimum of three years experience in procurement, asset and records management
Flexible, cooperative team player, courteous, with strong values on integrity, transparency,
and high sense of confidentiality of all transactions and records
Excellent communication and negotiation skills
Technological savvy
Ability to work well with different levels of internal and external clients
Has excellent written and spoken English, knowledge and use of the local language is an
advantage.

General Services Staff, Based in East Samar


The general services staff is responsible in providing general services along procurement,
asset management, and records management.
Qualifications:

Bachelors degree in Business Administration, Commerce and any related course


Minimum of three years experience in procurement, asset and records management
Flexible, cooperative team player, courteous, with strong values on integrity, transparency,
and high sense of confidentiality of all transactions and records
Excellent communication and negotiation skills
Knowledgeable in driving four-wheel vehicle and possesses a valid drivers license.
Has excellent written and spoken English, knowledge and use of the local language is an
advantage.

Community Development Facilitator, Based in East Samar


Community Development Facilitators (CDF) will implement all components of the project at
the community level according to the set of standards as stated in the projects logical framework.
CDFs will also ensure that implementation is consistent with Plans Child Centered Community
Development framework.
Qualifications:

Graduate Degree in Social Sciences, Agriculture, Economics, Community Development or


other related course
Has relevant training on sustainable agriculture, coastal resources management, participatory
research and monitoring & evaluation methods, project proposal, micro-enterprise
development, micro-finance
Has at least two years experience in development work

Must have at least two years experience in implementing food security and livelihood projects,
planning, developing and managing community development work related projects, and
experience in working in emergency context
