1. SCOPE
This specification covers the minimum requirements for design, manufacture and testing of
high and low voltage power cables, control and earthing cables for the SOUTH PARS GAS
FIELD DEVELOPMENT PHASE 12, ONSHORE FACILITIES PROJECT.

2.2 Definitions
Within this specification the following definitions shall apply:
COMPANY

Shall mean Petropars Limited.

CONTRACT

Shall mean the Agreement between the


COMPANY and the CONTRACTOR and
includes documents to therein.

CONTRACTOR

Shall mean the party which has entered under


a CONTRACT or Agreement with the
COMPANY for the execution of design,
engineering, procurement and construction of
the Onshore Facilities regarding the South
Pars Field Development Project, Phase 12.

CONSULTANT

Shall mean WorleyParsons resource & energy,


engaged by the COMPANY to perform Basic
Design and FEED services.

ENGINEERING CONTRACTOR

Shall be replaced by CONTRACTOR, when


applicable.

INSPECTION AGENCY

Shall mean the inspection bodies which work


under the supervision of the COMPANY or
CONTRACTOR.
In
some
cases
the
COMPANY may also act as the INSPECTION
AGENCY.

OWNER

Shall mean the National Iranian Oil Company


(NIOC)

PLANT

Shall mean permanent facilities designed,


constructed and completed as a result of
execution of the WORK under the
CONTRACT, located at the Tombak region of
IRAN, on the Persian Gulf coast, in Bushehr
Province.

Any deviation from the above mentioned standards and this specification shall be clearly
mentioned in the Vendors proposal.
When there are discrepancies among various contract documents on some requirement,

Service conditions
Cables shall be designed to operate in continuous service at full load. Permissive
current shall be calculated according to IEC 60287.

4.3

Environmental conditions
Environmental conditions shall be as per SP12-2YY-PE-DB-999-004 Basic Engineering
design Data.

5. GENERAL CHARACTERISTICS
5.1

Insulation grade service voltages


The voltage designation of the cables shall be Uo/U (Um) as defined in IEC 60502-2

5.2

Insulating material
Insulation for HV and LV power cables shall be cross-linked polyethylene (XLPE).
HV cables shall be of the following type:
Copper core conductor, cross linked poly ethylene primary insulation (XLPE) copper
wire screen PVC bedding, wire armoured with red low smoke and fume (LSF) over
sheath.
LV cables shall be of the following type:
Copper core conductor, cross linked polyethylene insulation (XLPE), PVC bedding, wire
armoured with black low smoke and fume (LSF) over sheath, The insulation thickness
shall be in accordance with IEC 60502.

Control cables (multi-core cables) shall be PVC insulated in accordance with IEC 60502.
5.3

Cross sections

Minimum cable cross section shall be:


2.5 sqmm for control and lighting cables
4 sqmm for outdoor light and LV power cables
16 sqmm for street light
120 sqmm for HV power distribution
50 sqmm for HV motors
For high voltage, the following cross sections shall not be exceeded:
- 185 sqmm for three-core armoured cables
- 500 sqmm for single core cables
For low voltage the limits shall be:
- 150 sqmm for a cable whether armoured or not, up to a maximum of three conductors
- 500 sqmm for single core cables
Multi-conductor cables
When a multi-conductor cable includes a neutral conductor, it shall be sized according to
the following table:

This table is applicable when the protective conductor is made of the same material as
the phase conductor. If application of this table involves non-standard sizes, the nearest
larger standard size shall be used.
5.4

Conductors
Conductors shall be high conductivity, circular stranded or shaped stranded plain
annealed copper. Conductors shall be class 2 for cables for fixed installations and class
5 for flexible cables feeding mobile equipment, in accordance with IEC 60228. Tinned
conductors are also acceptable. Only LV conductors may be sector shaped.

5.5

Over sheath
Cable over sheath shall be UV stabilised or UV resistant to prevent colour fading due to
sunlight.
Over sheath of cables shall be PVC.
All cables shall be aliphatic hydrocarbon, sunlight resistant, flame retardant and low
density of smoke according to IEC 60332 and IEC 61034 (for earthing cables see
paragraph 6).
PVC over sheath shall be coloured according to its specified voltage, as indicated
below:
HV cable
: red
LV cable
: black
Fire resistant cable : orange
Earthing cable
: yellow and green stripes
The following information shall be indelibly marked or engraved on outer sheath of all
cables at intervals not exceeding 0.5m:

5.6

Bedding and Fillers


Extruded bedding shall provide a good longitudinal seal against humidity, gas and
vapours.
Fillers shall be provided as required to maintain the circular shape of a cable. Suitable
interstice material such as pre-shaped HDP (high density polyethylene) or polypropylene
string shall be used. Material shall be low smoke and fume (LSF). Cables shall be
substantially compacted so that when fitted with a compression gland will provide a gas
seal.

5.7

Armour
Armour shall mechanically protect the cable and shall be single wire galvanized round
steel. Non magnetic armour shall be used for single core cables. The minimum
dimension of armour wires shall conform to IEC 60502.

Cables shall incorporate sealed lead sheath when installed underground, in areas
subject to aromatic hydrocarbon contamination.
5.9

Conductor Screen
Cable 3.6/6 kV and above shall have a semi-conducting screen over the conductor.
Conductor screen shall be non-metallic and shall consist of extruded and or taped semiconducting material as per IEC 60502 recommendations.

5.10 Binder
The laid up cores together with the filler shall be lapped with a suitable binder tape.
5.11 Fire resistance
Only circuits for safety requirements (for example all F&G cables, fire alarm, PA/GA, fire
water pumps cable) shall be compulsorily fire resistant. Fire resisting cables shall
withstand to a 1000C temperature during 30 minutes (with test procedure requirement
of the IEC 60331) and shall continue to conduct electric power during this period. A test
procedure shall be issued (complying with IEC 60331):
5.12 Cable joints
Cable joints shall be prohibited except where cable length exceeds the normal
manufactured length.
Joints shall be achieved using specific underground boxes, restoring the integrity of the
insulation and continuity of service of the cable.
5.13 Fibre optic
Fibre optic cables shall be in accordance with operating system requirements (e.g.
Power Distribution Control System PDCS).
5.14 Cable Core Identification
The following cable core identification will be used.
Cable voltage grade 600/1000V
Lighting cable 3 core (single phase): Red, Black and Green/Yellow
Lighting Cable 4 core (single phase with battery back-up): Red, Blue, Black and
Green/Yellow
1 core: Black, yellow/green for earthing
2 cores: Red, Black
3 cores: Red, Yellow, Blue (phase L1, L2, L3)
4 cores: Red, Yellow, Blue, Black (phase L1, L2, L3, NEUTRAL)
5 cores: Red, Yellow, Blue, Black and Green/Yellow
Cables exceeding 5 cores: number (black printed numbers on the core white insulation)

Cable voltage 6kV and above


1 core: Black
3 cores: Longitudinal band along cores with Red, Yellow and Blue colors

6. CONSTRUCTION OF EARTHING CABLES

Conductor shall be circular, standard annealed copper conductors


Insulated conductors shall have a green/yellow PVC outer sheath.

7. CABLES DATA
A complete data sheet shall be provided for each type and size of cable. The data sheet
shall include the following information:

Maximum and minimum manufacturing drum lengths and weights of individual drums
for each size and type of cable
Number and size of conductors making up the cross-sectional area of each core
Insulation thickness
Inner sheath diameter with maximum tolerance
Over sheath diameter with maximum tolerance
Armour thickness
Minimum installation temperature
Minimum bending radius at minimum installation temperature
Weight per unit length
Current carrying capacity with specified ambient and installation conditions
Rated conductor temperature
Maximum conductor temperature
Resistance per unit length
Reactance per unit length
Capacitance per unit length
Short-circuit withstand capacity
1) Short circuit withstand of conductors
2) Short circuit withstand of copper screen in HV cables
3) Short circuit withstand of copper screen + armour
Voltage drop in A/km.

For fire resisting cables:


Fire resistance behaviour (temperature/duration)

8. CABLES Length & outer diameter


The total effective length of every size of cable shall not differ from the specified length
by more than 0% + 3%.
Maximum tolerance of specified outer diameter shall not exceed more than 10%.

9. INSPECTIONS AND TESTS


9.1

Type tests
Where certificates are not available, type tests shall be performed in accordance with
the IEC standards. The manufacturer shall supply three copies of certified test reports of
the specified tests.
Where necessary, type tests shall be performed by the manufacturer on samples from
each type of cable according to IEC 60502. The results of such test shall be submitted
to COMPANY.

Factory acceptance tests


Factory acceptance tests shall be witnessed by COMPANY inspector or their
representatives.
Tests shall be in accordance with IEC standards and shall include as minimum:
Dielectric strength test
Partial discharge test (for HV cables only)
Insulation resistance measurement
Dimensional check
Screen continuity tests (when applicable)
Fire resistance tests (when applicable)
Test reports shall be made of these acceptance tests.
On pieces of finished cable selected from each type and size, the special tests as per
IEC 60502 and IEC 60332 shall be made where applicable. The results of such tests
shall be submitted to COMPANY.

9.3

Field tests

The following tests shall be carried out before cables are placed in service:

Dielectric test for HV cables

10. SHIPPING
10.1 Drums
Maximum weight and minimum weight of cable drums shall be specified in the tender
documents.
Metallic cable drums shall be applied for heavy applications.
Cables shall be supplied in drums.
Every drum shall be made up of a single length.
Cable wound on drums shall be protected to prevent damage and tampering.
The inside diameter of the drum on which every cable is wound shall in general not be
less than twice the cable minimum permissible bending radius.
Following completion of all necessary tests and inspections, Supplier shall prepare the
goods in a suitable way for the type of shipment specified by the PURCHASER and in
accordance with COMPANY specification for Packing, Marking and Shipping DB-5561V999-P-332-407. The main shipping mark referred to in the Packing, Marking and
Shipping Specification shall be amended to show the PURCHASER, and current project
name South Pars Gas Field Development-Phase12
In order to facilitate loading, unloading and handling of cargo, Supplier shall stencil the
necessary cautionary symbols with red mark on the proper place on two opposite ends
of the packs. If the equipment is filled with nitrogen gas, N2 shall be indicated on the
face of the package. If it is acceptable to store the goods in an open area under a
Tarpaulin then the goods shall be marked with a red free from wet mark.
Pre shipment Inspection of the packing and marking shall be carried out before any
shipment by an approved third party. In case any export licenses and/or other necessary
permits, authorisation, etc., are required by authorities in the exporting country then the
Supplier shall obtain such export licenses, permits, authorisations, etc. prior to shipment
at own cost and risk.

11. Additional requirements


Splices by the manufacturer are not acceptable, even in individual cores of multi-cores
cables. Ends of cables shall be sealed in order to prevent entrance of moisture during
shipment or outdoor storage at site.
The following information is required of the time, price quotations are submitted to
purchaser:
Maximum length of cable per drum
Weight of cable per 100 meters
Outside diameter of cables
Outside diameter and weight of each drum
All drum shall have lagging to protect the finished cable.

12. Inspection
COMPANY and/or appointed inspectors reserve the right for inspection at any stage of
manufacture, testing or preparation for shipment.

13. Guarantees
Suppliers of cables under this specification shall certify that such cables meet all
requirements of this specification. Any deviation from this specification shall be clearly
mentioned in the Suppliers proposal. Suppliers shall replace any length of cable which fails
under a voltage test performed before cable is placed in service.

14. Accessories
The Supplier shall include for the supply of the following accessories; (Note the numbers
and sizes will be finalised during detail engineering).

Cable gland
Nickel plated brass, double compression type, suitable for armoured cable, Ex certified for
use in hazardous areas, complete with shroud and earth tag
Splicing kits
Splicing kits shall be flame retardant
