Gbarnga, Bong Countyignals emanating from a weekend collaborative meeting of


political minds under the guise of the Rainbow Assembly
comprising George Weahs Congress for Democratic
Change, House Speaker Alex Tylers still-in-the-making
Peoples Unification Party and Independent Prince Y. Johnson
appear to have ruled out any possibility that football legend, Weah
would be playing second fiddle to a more experienced candidate
in the 2017 presidential elections.
The CDC last Friday assembled some of Liberias key political
actors in Gbarnga in a bid to forge a common political front ahead
of the 2017 general and presidential elections.
Besides Weah, those in attendance at Friday meeting were
Senate Pro tempore, Armah Jallah(NPP, Gbarpolu), House
Speaker Alex Tyler(Unity Party, Bomi); Deputy House Speaker
Hans Barchue(Independent, Grand Bassa): Senator Prince
Johnson(Independent, Nimba); Emmanuel Nuquay(Unity Party,
Margibi) and Senator Henry Yallah(Bong County, New Deal
Movement).
Others were Henry Fahnbulleh(Unity Party, Montserrado County)
and Bill Twehway(Unity Party, Montserrado County);Mariama
Fofana(Unity Party, Lofa) and Moses Kollie(Unity Party, Lofa).
Our presence here is in the interest of Liberia that is all I can
say, Weah told reporters shortly after the meeting.
The meeting, according to Mulbah Morlu, Public Relations
Officer of the rainbow assembly, the rainbow meeting is a
first of a series of meetings to be held by the CDC with an aim to
consummate the outcome into a unliterary agreement about what
will be transpiring in 2017. He added: The rainbow meeting is
the first of series of meetings and any decision from the outcome
of these meetings will protect the mass driven interest of the
citizenry.
Morlu also said the meeting was also aimed at driving a
collaborative agenda determined to bring about a successive
governance process that will be lead Liberias economic
revitalization process.
The CDC stalwart also said the rainbow meeting was to respond
to growing perceptions about the CDCs incapability to provide
leadership for Liberia in 2017. He said: The perceptions about
the CDC had been that the party is not capable of providing
leadership for Liberia and the presence in Gbarnga of over seven
key political actors of Liberia speaks volumes and defeats the
growing perceptions against the party.
Asked whether he trusts the sincerity of the forum, Morlu said:
This is the first time we had the conglomeration of political
parties converging for a specific cause bringing about discussions
concerning presidential election. I have no doubts about the
honesty. Those who have assembled here are people with honesty
and respectability. They are people who are concerned about
Liberias future. I believe these political actors will at the end of

the day discuss issues that will be workable for Liberias future.
Brumskine, Jones snubbed?

At the CDC meeting Friday, the absence of some key political


actors and presidential hopefuls was glaring. FrontPage Africa
gathered from a reliable CDC source that the meeting convened
by the party was aimed at soliciting a political pair that would
contest as a vice running mate to George Weah.
Our source said that the party snubbed Brumskine and Jones
because of the duos unbending presidential ambitions. We
chose to invite the Speaker, Deputy Speaker and the Pro tempore
because we believe they are not so keen on their presidential
ambitions as compared to Brumskine and Jones. It is easy to
convince them to align with you as compare to Brumskine and
Jones, the source said.
The decision to snub Brumskine from the meeting was further
manifested by the absence of Liberty Party lawmakers.
Meanwhile CDC Standard Bearer George Weah when quizzed by
reporters refused to give any account of the meeting.
Weah, who recently contested and won the Montserrado County
senatorial elections has not yet declared his intentions for 2017
but the partys national chairman Nathaniel Farlo McGill told the
Voice of America recently that theres a strong possibility that
Weah may consider another run.
Weah came second to Ellen Johnson Sirleaf in the 2005 and 2011
presidential elections and many of his supporters say his senate

victory and recent educational advancements has bolstered his


political experience and put him in ready mode for 2017.

Only vice presidential slot up for grabs Morlu


What many political observers see as complex for the CDC is the
partys unwavering decision to usurp Weahs presidential bid for
any of the invitees who are rumored to be harboring presidential
ambitions.
Addressing a team of reporters Friday, Morlu said: We like to be
very clear as we have been cleared to most of our stakeholders
converging here at this rainbow assembly that any process
ensuing whether now or in the future will work with what we
have (Senator George Weah).
Continued Morlu: When you are going to the warfront you select
your best general to lead you and concerning the current political
realities in the Liberia we believe Senator George Weah remains
the more viable alternative to Madam Ellen Johnson-Sirleaf and
we will be supporting that all the way.
Morlu said Weahs presidential bid remains uncompromising
adding that the Montserrado County Senator has all it takes to
lead Liberia. The mandate of the CDC is that in any process or
collaboration will draw around Senator George Weah, he added.
But political observers say CDC hopes of enticing any of the
invitees at Friday assembly rumored to be having presidential
ambitions Speaker Tyler, Pro tempore Jallah and Senator Prince
Johnson as running mate to Weah in 2017 remains a litmus test
for the party and an impossible political bargaining.

AS LIBERIA CELEBRATES the official announcement


by the World Health Organization that the country is
now Ebola Free effective May 9, 2015, the damaging
legacies left in the wake of a crisis that threatened the
entire gamut of the socio-economic fabric of this warravaged country must now be overcome. With the crisis
at its peak, an economy already struggling for traction
was totally rattled and edged on the brink of collapse.
It is therefore prudent at this stage of the recovery to
ensure attention is fixed on resuscitating the economy
and focusing more efforts on job creation.
A RECENT SURVEY commission by the World Bank in
collaboration with the Liberian Institute of Statistics and
Geo-Information Services (LISGIS) and Gallup shows
Liberia has made appreciable economic progress since
the crisis started in March 2014.
WHEN COMPARED with Sierra Leone and Guinea, Liberia
has shown impressive signs of recovery, while growth in
Guinea has stagnated and Sierra Leone has receded.
OVERALL, THE WORLD BANK survey found that
employment situation in Liberia continues to improve.
A return in wage work and rural self-employment was
offset by a typical seasonal stillness in agricultural work,
so the overall percentage out of work remains similar
to January. Women continue to experience the worst
job losses they are typically self-employed, working
as traders or in markets, the type of jobs that have been
most impacted.
THE REPORT indicates that even with improvements in
the health situation, the economy continues to shed jobs
faster than they are replaced.
OFFICIAL STATISTICS from the Ministry of Finance and
Development Planning seem to corroborate the survey
findings. The report findings point in the direction of
positive budget performance with tax revenue collection
through April 2015 exceeding the budget target by
about 9 per cent, even though the Ebola epidemic had a
significant impact on tax revenue collection from mineral
mining and telecommunications, while the execution of
the public investment program has been impaired by
the late approval of the FY 2015 budget, and the impact
of the crisis which further constrained implementation
capacity.
OVERALL FISCAL balance through end-March 2015
recorded surplus of US$ 27 million (1.3 percent of
projected FY 2015 GDP), a very impressive outcome,
especially giving the dire predictions of negative one
percent GDP growth in the second quarter of 2014-2015
fiscal year.
BUT PROGRESS notwithstanding, gross domestic
product is still projected to be less than 1% in 2015, a
far cry from the outstanding 8.9% recorded in 2013.
Challenges remain, notably amongst which is the
declining balance of payment, with exports still low as
Iron Ore and Rubber exports have been constrained due
to falling global demands.

How A Resilient Nation Overcame The Worlds Deadliest Ebola Virus

he number 14 is probably that number that Liberians


should always look forward to in times of turmoil:
14 years of civil upheaval and now 14 months of
experiencing the worlds deadliest outbreak of the Ebola
Virus Disease. That is why two sets of dates will remain deeply
chronicled in Liberias modern history: December 24, 1989 to
August 11, 2003 and March 23, 2014 to May 9, 2015.
While the former reflects 14 years of civil war that carried with
it over 230,000 Liberians, its the latter that will remain on the
minds of Liberians in and out of the country as it has a tag of a
14-month relatively short but deadly journey that brought our
nation to its knees, claiming the lives of over 4,000 compatriots.
The two periods resemble a movie series of two seasons (Parts
I & II), probably to be dubbed The Number 14 Vs Resilience.
Sounds of sirens throughout the streets replaced the sounds of
bullets in a seeming sequel of the Ebola crisis to the civil crisis.
Both nationally and internationally built structures and tents
as Ebola Treatment Units (ETUs) throughout the capital and
other parts of the country replaced those of camps for internally
displaced persons (IDPs) and refugee camps built in Liberia
and host countries respectively. Fears of bullets and armed men
were replaced in the Second Season with much more fears of an
invisible enemy-an enemy that made every living soul a suspicion
of carrying the virus to the extent that wives avoided husbands
as much as possible as were sisters and brothers avoiding each
other. Worst of all, even the most-caring mother couldnt afford
to cater to a dying child! This even made most Liberians to have
a little bit of positive grading of the 14 years civil war over the
14-month health crisis.
But resilience is that key word that matters in ending the scourge
of what would have been worst, thanks to God Almighty! The
resilience of the national government took no time in replicating
itself in a group of people who were determined in ensuring that
what seemed like a pre-determined climax (to borrow the words
of Foreign Minister Augustine Kpehe Ngafuan) to our national
tragedy was not shot for whatever movie that was being filmed.
When the US-based Center for Disease Control (CDC) in
September of 2014 predicted in a report that the combined
cases of Liberia and Sierra Leone would hit a record high of 1.4
million in four months, given the pace of the transmission, it was
Liberians, inspired by the motivational leadership of President
Ellen Johnson Sirleaf who didnt only say a big NO to that predetermined climax of a movie in motion, but also showed in all
aspects of strength, unity and focus that we were tired of losing
more of our compatriots.
Ranging from various mechanisms put in place by the Government
including the declaration of a three-month State of Emergency
which followed the declaration of a Public Health Emergency
by the President, to the compulsory closure of all schools, the
quarantining of worst affected areas to the institution of a
compulsory sanitized hand-washing and temperature taking of
everyone at private and public buildings, checkpoints and homes,
it was the Presidents decision of ensuring that she was not
only grounded at home to personally oversee the fight but also
made it a policy for all officials of the Executive to also remain
on the battlefront with a few exempts that helped to propel that
resilience among her compatriots.
That resilience resulted into a nation greatly unified, probably for
the first time in some many years where politics and selfishness
were replaced with unity among politicians and those from the
political divides while deep patriotic concern resonated among
the citizenship.
Now, the Government and people of our great nation can once

in long term economic recovery programs, particularly in


the productive sectors of the economy. There has to be a
new paradigm shift in how we deal with the agriculture
sector, particularly in cash crop production and agroprocessing initiatives.
LOCAL COMMUNITIES must be empowered to make their
lands productive and a national strategy for domestic
agriculture production must be central to the long term
recovery program.
CURBING THE IMPACT of the crisis requires shrewd
strategic interventions and regimented austerity measures
to keep the economy stabilized. While we reserve some
commendation for the job done by the fiscal management
team of the country, we still believe lot more is required to

again smile and thank God for ending the transmission of the
virus that also affected the countrys economy greatly.
Its obvious that the commemoration of the event brings about
mixed feelings: those of joy and grieve as lots more of our
compatriots will reflect on the loss of their loved ones either
directly or indirectly to the virus. The World Health Organization
(WHO)s latest report put the number of persons who died from
the virus from Liberia and her two Mano River Union (MRU)
neighbors of Sierra Leone and Guinea at 11,005 out of which
over 4,000 of this number were our compatriots for whom we
inevitably have to dedicate our celebration in their memorial.
Everyone is aware of the laundry list of sacrifices made to get
to this point: losing medical personnel (almost 200 of Liberias
health workers account for about 40% of the total of 507 that
died in the three worst affected countries), missed opportunities
for Liberian students to study abroad and Liberian professionals
missing out on lucrative international contracts, mass exodus and
or closure of companies leading to job loses, the entrapment of
Liberian travellers at international airports and stigmatization
of Liberians in some parts of the world, a huge societal burden
of a large number of Ebola-made orphans (authorities say 4,500
Liberian kids were orphaned by the virus of whom, 3,000 lost
either one or both parents ), economic loss, and so forth.
Yes, its true that the battle was initially met with a challenge of
denial. But when Government stepped up its publicity, backed
by its international partners, the battle continued unhindered.
Thus, the HipCo group, SoFreshs ever popular Health Ministry
sponsored anti-Ebola song The Tin Na Com, The Tin Na Show
FaceEbola in Town which sent strong preventive messages
even played on international radio stations and networks which
the VOA continues to play to date.
While we even grapple to complete the compilation of a
comprehensive list of Ebola-heroes and heroines, led by
Montserrado County Saah Joseph, Mr. Tolbert Nyensweah and
his team, national and foreign health workers (alive and dead),
Liberian musicians and comedians use of various platforms to
carry messages, Ebola survivors who returned to aid in the fight,
and others, we will never forget the international communitys
contribution to arriving at this point.
Though fewer than 20 new cases were reported from Sierra
Leone and Guinea from the last week, according to the UN Special
Envoy on Ebola David Nabarro, our resilience must remain intact,
saying no to complacency and keeping an eye on our neighbors
Ebola freedom which the WHO hopes will be latest June.
True to the Presidents defiance against a projected 1.4 million
transmissions, true to her strong leadership (which the WHO in
her declaration of Liberias Ebola Freedom describes as the first
decisive factor), and true to us Liberians determination to follow
the instructions of a leader very much resolved on ensuring
that the worst affected Ebola nation became the first Ebola-free
nation, resilience, like the Love of Liberty, brought us here with
God above.

change the way the economy is run.


GOVERNMENT INVESTMENT must begin to target small
and medium enterprises and Liberia entrepreneurs must
be empowered to drive local industries, most of which are
owned by foreigners.
IF NO LESSON WAS learned, Ebola taught us that if we fail
to make the required investment choices in the things that
matter most- decent health care, sound education, better
roads and access to opportunities- a single moment of
mishap can ruin an entire nation.
WE CANNOT FAIL to maximize the windfall of goodwill
brought by this crisis, as doing so would effectively
dispatch all the gains that were made in handling the crisis
and the recovery to lost memory.

SENATE MUST SPEEDILY CONFIRM PRESIDENTIAL NOMINEES AT HEALTH


The Editor,

he World Health Organization (WHO) declared Liberia Ebolafree on May 9, 2015. This means that Liberians have once
again triumphed over a major national threat that destroyed
the countrys economic fabric and took away many lives. It is
a gain that every Liberian should take credit for, especially those Health
workers and officials who sacrificed all that they had to keep the rest of
the citizenry safe from the scourge of Ebola.
Now that the menace is history, it is time for every Liberian to institute
the necessary mechanisms to sustain the imminent Departure of Ebola
from the motherland. In this light, President Sirleaf has demonstrated her
unflinching commitment to closing the gloomy chapter of the pandemic
as well as strengthening the Health Sector by appointing highly venerated
professionals at the Ministry of Health and Social Welfare, whose
nominations have been described as very timely, taking into consideration
their immense contributions to the Liberian society.
What is needed now is to bring on board patriotic citizens whose expertise
can help improve the countrys Healthcare delivery system which was
earlier berated as dysfunctional. The selections of these professionals to
manage, expand, and strengthen Liberias health sector is being welcomed
with glee by well-meaning Liberians.
As for Dr. Bernice Dahn, during her stint as Liberias Chief Medical Officer,
made some significant improvement for which she is highly respected
both locally and internationally. Under her administration as Chief Medical
Officer, the modern multi-medical facility in Tappita, Nimba County was
constructed. She was one of the forerunners in the fight against Ebola.
Moreover, she has been collaborating with other stakeholders in setting
policies and standards to guide and regulate healthcare provisions
and health program management in the country. Her unquestioned
qualification as a renowned Medical Doctor, coupled with her rich
professional experience, is a clear manifestation that she will add
immense value to the countrys health sector.
She is a 1996 graduate of the A.M. Dogliotti College of medicine, University
of Liberia and earned a Bachelor of Science degree in Zoology in 1987
from the T.J. Faulkner College of Science and Technology, University of
Liberia. This erudite Medical Doctor also earned a Master of Public Health
and Community Medicine at the University of Washington, USA.
With the presence of Mr. Edward B. Tolbert on the team, transparency
and accountability will be the hallmark of the institutions operations. A
consummate Auditor and Financial Management Expert, Mr. Tolbert cut
his teeth in Public Financial Management at a very earlier age; a career
he has maintained for the past Twenty Six years with distinction. With
his professional qualification as a licensed Certified Public Accountant
(CPA), he is poised to be the right choice for the post of Deputy Minister
for Administration where donors partners contributions and confidence
in the rebuilding of our resilience healthcare system is pivotal.
The decision to appoint this topnotch Financial Management Expert to
such a crucial position at the Ministry of Health is considered as one of the
best, especially at a time when the country is transitioning from a major
health hazard and that donors are demanding proper accountability,
transparency and integrity in the administration of resources.
Prior to his nomination for the post of Deputy Minister for Administration,
Mr. Tolbert served as Director of Government and Donor Funds Audits at
the General Auditing Commission (GAC), at which time he managed over
15 Audit Units and supervised more than forty audits of Government
Ministries and Agencies; including the Consolidated Funds Audit of the
Government of Liberia for the Fiscal Years 2010/2011 and 2011/2012
and the Financial Audit of the MOHSW for the fiscal period ended June
30, 2012.
Mr. Tolbert obtained a Master of Business Administration degree in
Accounting from the University of Nebraska and a Bachelor of Science
degree in Economics from the University of Liberia. He is a seasoned
Certified Public Accountant (CPA), licensed to practice in Washington
DC, and is an active member of the American Institute of Certified Public
Accountants (AICPA).
Mr. Tolbert has over 12 years work experience in Healthcare institutions
in different portfolios, including the American Postal Workers Union
(APWU) Health Plan where he served as Finance Manager, The George
Washington University Healthcare Plan where he served as Accounting
Manager and the Greater Southeast Healthcare System (GSCH) where he
last served as Director of Accounting for a period of 10 years.
He has over 14 years of experience in managerial functions to include

Auditing, Assurance & Attestation engagements, Financial Management

The appointed Deputy Minister of Health and Chief Medical Officer, Dr.
Francis Kateh currently serves as the Chief Medical Officer of the Jackson
F. Doe Memorial Hospital in Tappita, Nimba County. His contribution to
Liberias health sector is enormous; giving the fact that he truly sacrificed
to have taken assignment in a remote county, where he denied himself of
the luxury of life to serve humanity.
Dr. Kateh is a Liberian Doctor trained in Liberia and the United States
of America. He earned a doctoral degree in Medicine and a Master of
Health Administration degree from Governors States University in
the United States. He also earned a Master of Professional Studies in
Homeland Security Leadership with emphasis in Public Health Disaster
Preparedness.
In addition to his recent portfolio, Dr. Kateh served as Head of Surgery at
the Ganta United Methodist Hospital, Public Health Director at the Anson
County in North Carolina, Adjunct Professor of Healthcare Law & Ethics
and International Healthcare Issues and Policy at Pfeiffer University
graduate program in Health Administration in Charlotte, North Carolina.
He also served as Surgical Assistant at the Sacred Heart Hospital in
Chicago, as well as Adjunct Instructor of Anatomy and Physiology at the
Prairie State College in Chicago.
The head of the Incident Management System (IMS) and the Current
Assistant Minister for Preventive Services, who is the presidential nominee
for the post of Deputy Minister of Health for Incident Management,
Mr. Tolbert Nyenswah is considered in many quarters as the frontline
commander in the fight against the Ebola Virus Disease. His commitment
to strengthen the health sector through disease control and prevention
is unquestionable as was manifested in the Presidents State of the Nation
Address, in which this national hero was showered with praises.
He serves as Deputy Chief Medical Officer for Preventive Services and
oversaw the coordination of Malaria Control, Prevention, Policy and
Strategy when he served as Program Director of the National Malaria
Control Program. He has been credited for being instrumental in the
development of the National Health Plan and Policy of Liberia. He holds
a Master in Public Health from the Johns Hopkins University in the US.
With all the eye-catching qualities in these nominees, it is indeed no doubt
true that they will prove their mettle and therefore, the nowness of their
appointments is plausible. In the context of the doctrine of separation of
powers, the honorable Senate should have no option and should waste
no time to speedily endorse these nominees by expeditiously proceeding
with their confirmation process.
This will go a long way to help strengthen the ministrys operations
and facilitate a robust system of control that will be responsive to
the healthcare needs of our people. The President has led the way by
recruiting these best minds to serve in their capacities of distinction and
that it will only be prudent for our distinguished Senators to confirm
these high caliber personalities and achievers to their various posts to
avoid another breakdown in the blood strain of our countrys struggling
health sector.
The Senate inaction or slowness to confirm may be detrimental or
harmful to the countrys healthcare recovery agenda, due to the fact that
we have just come out of a major health crisis that took away many lives
and that our donor partners will set as prerequisite the recruitment and
retention of seasoned professionals that will instill some level of integrity
in the administration of donors resources. This will guarantee donors
assurance in releasing funds intended to strengthen our health system.
Therefore, it is highly urgent for the Senate Committee on Health to
support the effort of the President by unconditionally confirming these
sons and daughter of the soil.

of weeks if nothing is done.
Myers says he has informed
the health officer of the district
but all to no avail.
I want to say that the situation
is very serious and the people
are not even able to access a
fully run health facility in the
area, Myers said.
He continued: The best the
MoH or the County Health
Team can do is to come in
because as I speak to you we
are having measles cases here
every day, if this is not done
this outbreak will be very
dangerous here.

County. The measles outbreak
in the town, according to locals
in the area, started more than
three weeks ago when a lady
traveled from Sanmlah Town
along with her child who was
infected to Guahs Town the
epic center of the outbreak in
the area.

During a visit to the affected


area, FrontPageAfrica gathered
from people in Guahs Town
that they have informed the
District Health Officer (DHO)
about the outbreak but there
has been no intervention. More
than five children were seen
lying on mats helplessly while
a pregnant woman who also
appears infected with measles
bagged for help.

Another female resident, Betty
Paypay said a lot of children in
the town are getting sick with
measles and that they fear the
disease might spread if the
county health team continues
to ignore their plight.
We have tried to tell the people
(health workers or authority)
but nobody has come here
to look at the children and
maybe this thing will spread all
around like Ebola before they
come, she said.

When FPA contacted, Chris


Quioh, the District Health
Officer via cellphone denied
that he was informed about the
outbreak and said that the sick
people will have to find their
way to the health center which
is three hours away.
The people should find their
way to the clinic but we will
go there and collect blood
sample to find out whether it
is measles or not before we can
do anything, said Quioh. He
also assured that a vaccination
team will be in the area before
the process ends on the 14th of
May.
The news of the measles
outbreak in that part of Grand
Bassa County alarms just as
the county health team along
with its partners launched the
integrated measles campaign
for children below five years in
the county.
The campaign is a nationwide
exercise which coincides with
Liberias success against the
Ebola virus disease when the
WHO on Saturday announced
that the country is now Ebola
free.
The county health teams
director of community health
services, Steven E. James told
a community radio that there
are several cases of measles in
the county and did not explain
what is being done to treat
some of these several cases
that are found in rural areas in
the county.
For Guehs Town, the outbreak
is alarming; theres no public
health center in the Kpogblem
Clan. Residents have to walk
three hours to Larkpasee
Town, Rivercess County where
the nearest public health
center is located.

But the health team director
of community health services,

the misconception they are
making progress by carrying
out social mobilization and
at the same time using the
community radio stations
to play jingles about the
vaccination campaign.
Some of the residents in
rural Grand Bassa who are
willing to take their children
for the measles vaccine
are complaining that the
vaccination teams are based
in areas that are very far from
them. On Saturday, one man
travelled with his three year
old sick son for over two hours
only to get frustrated because
the team didnt show up.
Myers said they have trained
several community social
mobilizers including town
chiefs to help create awareness
for
the
immunization
campaign against measles
and he also said there have
been misconception about the
vaccine.

right activist Archie Ponpon
still remains resolute in his
advocacy for the rights of gays.
Ponpon who just returned
to the country from Ghana
after spending a month in
that country though still
tightlipped on the purpose of
his trip in that country told
FrontPageAfrica Friday that he
has adapted a new strategy in
the advocacy for the rights of
gays.
Not deterred by the threats on
his life and humiliation he has
received from the public since
he started his advocacy for the
rights of gays in the country
since 2011 Ponpon says he
is shifting his organizations
attention from advocacy to
office building.
The gay rights activist who
claimed not to be a gay but
sees gay rights as a human
rights issue said that in his
new approach he intends to
open a new office in the swamp
Community of West Point
where he is a resident.
I am not a gay but seeking the
interest of gays though many
Liberians have problem with
it is because it is the matter of
human rights.
Ponpon who is also the Chief
Executive Officer of a newly
certificated local international
organization called Respect
Inc. whose aims and objective
is to promote human rights

is opened the core focus

According to Ponpon other
actions of his new approach is
team building and team work,
recruit, retain and motivate
staff as well as problem solving
and decision.
The gay rights activist said
the important thing for which
this office is been opened in
the West Point Community
to create awareness on the
rights of gays and community
mobilization and participation
is community group and team
work.
When questioned whether
the citizens of West Point
who are among people who
have expressed opposition to
granting rights to gays and
lesbians in the country Ponpon
answered that it was a task he
has ahead to pursue.
Archie Ponpon a student of the
University of Liberia came into
the spot light for the advocacy
of the rights of gays and
lesbians in late 2011 when the
matter of the rights of gays and
lesbians became a debatable
issue in the country.
With a very small number of
Liberians behind the scene
in support of giving rights to
gays and lesbians there are a
vast majority of Liberians who
opposed the idea alluding that
doing so is a taboo.
The opposition of Liberians to
accept gays and lesbians rights
have make it very difficult
for even the lawmakers who
continues to receive lashes as
they make any attempt to hear
bill in support of the rights of
gays and lesbians but whether
Ponpon will succeed in his
quest in support gays and
lesbians rights in the midst
of immense opposition is
everyone guess.

authorities have targeted

vaccinated, through social
mobilizers, recorders, and

Asked what would happen
to children above five years,
who have never taken either
vaccines; Dr. Logan replied: If
a child has the history of not
taking the measles vaccine,
we will vaccinate that child
because we currently have an
epidemic in the country, so it is
better that that child takes the
vaccine than not take it at all.
He added My advice to
children mothers is that, this
vaccine is to protect your
child from measles and it is
not an Ebola vaccine neither a
vaccine for pregnancy, because
people believe that when they
take the vaccine, they will get
pregnant.
At the end of the program,
Bomi County Superintendent
Samuel Browne launched the
campaign by dropping the
polio vaccine in the first childs
mouth as mothers of other
children started bringing their
children for the vaccines.
I want to be the first to bring
my daughter for the vaccine,
so parents, do not be scare to
bring your children for the
vaccine, because it will not kill

Government of Liberia to establish tax collection windows through
a process of decentralization. While the benefits of opening more
avenues for tax payment may appear obvious, the actual size of
these benefits needs to be estimated. Further, their performance as
measured by tax payers satisfaction is also important. To determine
the level of performance, satisfaction, current and potential impacts
of decentralized windows, a rapid survey of these decentralized
windows will be conducted.
Three research consultants, working closely with Liberian Revenue
Authority (LRA) and under the direction of the USAID-GEMS
Monitoring and Evaluation (M&E) Advisor, will be required for the
following tasks;
(i) Conduct structured exit interviews with tax payers at decentralized
windows and at the Ministry of Finance and Development Planning
(MFDP)

(ii) Conduct open-ended key informant interviews on issues,


benefits, and challenges of decentralized windows.
(iii) Work with LRA Tax Information System Department to extract
tax revenue data relevant to the Study indicators.
(iv) Conduct data cleaning.

(v) Participate in quantitative and qualitative statistical data analysis

The period of performance is between May and June 2015, with each
consultant utilizing 15 work days. Most of the work will take place in
Monrovia and nearby areas.

The required consultant should have five years proven experience


in conducting research and undertaking surveys and statistical data
analysis. S/he must have a bachelors degree in statistics, finance,
mathematics, information technology, or related area. A masters
degree in any of these areas will be an advantage.

1. The Government of Liberia, through the Ministry of Foreign Affairs has apportioned funds for the purpose of renovating and
refurbishing the Liberia House in Accra, Ghana: IFB No. RL/MFA/FM-ACCRA/RB/001/14/15.

PPCC ALARMS ABUSE OF PROCUREMENT LAWS BY PUBLIC ENTITIES

administrations in Liberias
history credited with the
establishment of numerous
anti-graft institutions in an
effort to fight corruption and
other forms of abuse of public
resources but adherence
to the laws governing
these institutions remain a
challenge.
The Public Procurement
and Concession Commission
of Liberia was one of the
institutions
established
to serve as the agency
to monitor and enforce
adherence
to
prudent
procurement processes in
the public sector.
Procurement which accounts
for large percentage of
Government
of
Liberia
spending is one of the
expenditure line items prone
to abuse and corruption.
Consummation of major
contracts for procurement of
goods and services in Liberia
has long been a subject of
massive abuse with conflict
of
interest,
awarding
of
contracts
without
performance and other forms
of corruption prevalent.
The PPCC in a report on the
performance of procuring
entities for the period
2014/2015 released on
march 25, 2015 has indicated
that majority of procuring

In consideration of the fact that about 73.5% of the 2014-15 National Budget of US$635,236,000 is appropriated to these non-compliant entities, these
violations of the PPCA are undermining transparency, accountability, fair play and competition non procurement and exposing the country to corruption and
impeding the attainment of value for money in the conduct of public procurement activities, PPCC report on non-compliant Procuring entities, 2014/2015

entities in Liberia are noncomplaint with the PPCC


rules and regulations.

These non-compliant entities
account for US $98,856,070
or 90.5% of the total PSIP
appropriations.
Eleven
percent (11%) of all PSIP
appropriations are allocated
to four SOEs of which tow are
not procurement complaint
corresponding to 80% of
PSIP appropriation to SOEs
(or US$ 9,660,182).
The 19 entities as per the
report include Ministry of
Health, Ministry of Justice,
Ministry of Defense, Ministry
of Internal Affairs, Ministry
of Foreign Affairs, amongst
others.
Amongst the 15 counties
of Liberia, the PPCC report
observed that only Nimba

County
is
procurement
complaint for both its
core budget and Social
development
Fund
appropriations.
The commission frowned
that the non-compliance by
these entities poses risk to
the national interest.
There are three key risks
to the national interest as a
result of the non-compliance
of entities namely: low inflow
of public sector funds into the
economy which will result in
port delivery of social and
public services, expected
high demand for singlesource procurement., the
Commission indicated.
The 74 non-compliance
entities, the Commission
observed
have
already
engaged in procurement
activities for the next fiscal
year in contravention of the
PPCA without submitting
a procurement plan to the
commission for approval.
While
the
commission
has disclosed that it is
investigating the situation
of non-complaint by the 74
entities, it noted that entities
involved are still consuming
recurring procurable items
such as fuel, stationery and
others.
LAST MINUTE REQUEST

In the report, the Commission


also disclosed that most
procuring entities make
request for no objection for
single sole-sourcing close
to the end of the fiscal year
using time limitation as an
excuse for such request.
It is expected that closer
to the end of the fiscal year,

as has been experience


from previous year, there
will be a high influx of
requests for No-Objection
to the Commission from
non-complaint entities for
single-sourcing based on
reasons of time limitation,
emergencies, etc, stated
the PPCC.
Time
limitation
and
emergency conditions, the
commission indicated are
created as a result of the
dilatory actions of the noncompliant entities.
Recently,
an
alleged
procurement of contract
fraud at the National Port
Authority (NPA) led to over
US$800,000
questionable
transactions between the
NPA and a fake company
in which the NPA Managing
Director Matilda Parker
and Comptroller Christiana
Kpabar Paelay, have been
suspended by President
Sirleaf.
The Liberia Anti-Corruption
Commission
investigating

the NPA contract fraud
recommended that Parker
and
her
comptroller,
Pealay be charged with
Misuse of public money,
property or record: 15.81(a
and c) and Theft and/or
illegal disbursement and
expenditure of public money:
15.82(b) for knowingly,
purposely
and
willfully
ignoring all procedures and
processes in disposing of
eight hundred thousand
United
States
Dollars
(US$800,000) of government
money to an individual and a
firm with no proven record
nor expertise in marine
works and no clear evidence
of performance in both the
Wreck removal and ISPS
consultancy contracts as
agreed in the terms of the
contracts.

he Ebola Treatment
Unit in Bomi has
been
officially
closed.
The facility was shut down
last weekend and turned
over to the government of
Liberia, shortly after the
World Health Organization
(WHO) declared the country
Ebola free.
The decommissioning of
the Bomi ETU brought
together many players who
fought to eradicate Ebola
from Liberia, including the
International Organization
on Migration, (IOM), WHO,
Bomi County Health Team,
County Authority, survivors
and well-wishers.
Tejani Golafalee, a survivor
from the Bomi community
Care Center recalled that he
had some apprehensions
about the virus when it first
surfaced. I was one of those
living in denial of the Ebola
virus; I said the government
was only trying to put
something together to eat
money. I contracted the virus
from one of my friends who I
visited when he was sick, and
I advise him not to allow any
health worker to take him to
the ETU because they were
going to kill him.
Golafalee further narrated
that while his friend was sick,

he visited him constantly,


and catered to him but later
his friend died. And when he
was informed that his friend
had died, he did not take part
in the burial, only because
he arrived late, but had he
not gone late, he would have

taken part in the burial. He


says the twelve people, who

started to get sick; he called
his sister who asked if he had
ever touched a sick person.

me. And when she started
seeing signs and symptoms,

any new case of the virus,

commemorated the celebration
at the Myrtle Beach in
Paynesville, bringing together
survivors and other Liberians
who recounted their stories.
The program which brought
together survivors, Action

the general public led to sad
memories of Ebola when Ebola
survivors narrated their painful
ordeals.
I lost my children to Ebola
because my oldest daughter,
who was a nurse, came down
with the virus and that affected
everybody. We were all in the
ETU and the children started

dying but I was the only one


who survived, said Shelly
Trawallay, a survivor at the
program.

She thanked the youths for
investing change in the country
as she said many youths visited
Action Aid Offices in Congo
Town and volunteered to fight
against Ebola without asking
for salaries.
The Action Aid official
also thanked survivors for
explaining their stories that
taught them how to protect
themselves against Ebola.
I want to thank everybody
including Action Aid staffs for
sacrificing their lives in the
fight against Ebola. This is a
good time for us and I think we
should celebrate because we
deserve it, she said.
During the program, a big
box to put away things that
reminded people of Ebola was
introduced.
Many attending the program
put away photos of their dead
relatives, friends and loved
ones, while others placed

September to construct
this ETU, we met Dr. Logan
who had been managing
the Community Care Center
when there was nothing; and
we also met Dr. Williametta
Williams, who had worked

Authority and Health Team,
they were trying to contain
the Ebola virus. So when we
leave, we know they will do
what they did before.
Players such as IOM, WHO,
Health workers, County
Authorities, survivors and
other NGOs fighting the Ebola
virus, were all certificated for
a job well done, during the
decommissioning of the ETU
in Bomi.
I am so happy for our county
authorities,
paramount
chiefs and all the traditional
and local people. I am
happy because during the
fight against this deadly
disease, you recognized us
as traditional people and
involved us in the process.

is out of Liberia, it brings us

treated the nurse also died. The
lady, her son and sister all later
died.
Now a year after the first Ebola
outbreak, Liberia was over the
weekend declared Ebola free
Country by the World Health
Organization (WHO).
Citizens have been celebrating,
until
the
government
announced a working holiday
for Monday May 11, 2015,
when official program was held
at the Centennial memorial
pavilion in Monrovia.

Recently the General Auditing
Commission
of
Liberia
published a report linking
several government agencies
to the misapplication of Ebola
funds by violating procurement

and other laws.


The GAC Report called on
the Ministry of Defense to
explain the lack of receipts for
its expenditure something the
Ministry failed to do.
According to the report an
amount
of
US$673,000
was spent on fuel, staff
allowances,
communication
costs and training, according
to the expenditure summary
submitted without supporting
documentation.
President Ellen Johnson Sirleaf
commenting on the GAC
report said the report was
more about procedural errors;
something she said was due to
the emergency situation facing
the country at the time.
I have not read the audit
report, but I got a briefing on it,

and I know that there may have


been procedural errors, but I
believe that if someone says
they had to go and buy a bus
to carry people when a hundred
people are dying on the streets
and they did not go through a
bidding process, I will leave it
to you, to say which was better
for them to have bought the
buses to save the lives or for
them to have taken two weeks
to go through the bidding
process, said President Sirleaf
recently.
However, the GAC statedt
"funds disbursed without
supporting documents could
lead to misappropriation."
The report also accused the
Liberia National Police of
several improprieties. It stated
that allowances were paid for

68 officers during the Ebola


crisis even though they were
never found to be in the areas
they were assigned.
The police responded by
saying those in question
were deployed on "covert
operations" to help contain
further spread of the disease.
All funds received from
government agencies, business
partners of the government and
citizens were to be deposited
into the National Ebola Trust
Fund at the Central Bank of
Liberia and the Fund was
managed by the Information
Management System (IMS).
The IMS dispensed a total
of $10.7 million of the $15.1
million with the following
individuals responsible for

The state building contract


program is part of the EU's

funds to the Liberian national
budget with focus on critical

up justice and security services


in anticipation of UNMIL's
drawdown and improving
the country's management of
public funds.
Speaking Monday at the
signing ceremony in Monrovia,
Minister Konneh described the
signing as a new beginning
starting from a disastrous end
of the Ebola crises in Liberia.
Minister Konneh said the
money will support the
governing process including
the UNMIL draw down plan
which will place the Liberian
government in the position to
take over the security sector.
"on behalf of the government
of Liberia, I commit today to
make the best possible use
of this money which has so
generously been donated by
European citizens, so it can
benefit those who it is intended
to reach, the Liberian people
and amongst them those most
dependent on basic public
services, the poorest and

reports as required by Public
Financial
Management
regulations.
The audit report also added that
the following vendors received
payments for which no
contracts were in place: H&A
Corporation - US$38,220, for
165 KV generators; James N.
Davies & Son - US$19,584,
for 1,200 bags of rice; Africa
Motors - US$31,360, for 15
passenger buses and payments
to
implementing
partner
agencies.
The report observed that
remitting funds from the
government
of
Liberia's
account makes it difficult
to report accurately actual
amounts sent to the following
agencies:
Ministry
of
Internal Affairs, Ministry of
National Defense, Bureau of
Immigration & Naturalization,
and Liberia National Police
The report stated that wages
payment to 52 officers in three
counties appeared to have been
over reported. The difference
in payments sent and received
is stated amounted to LD
94,500 (US$ 1,125)
The auditors found that 68
officers were paid for services
in 10 counties where they were
never assigned.
Collins called on the Ministry
of Justice to prosecute officials
indicted by the General
Auditing Report.
Collins: They must be given
their day in court, the Ebola
money they used to build
beautiful houses could be used
for public schools.

The fund will also ensure
oversight of proper police
behavior and prosecution
of sexual and gender based
violence.

10 YEARS OF PEACE?

IN PREVENTING A POTENTIAL CONFLICT AND A RELAPSE TO THE UGLY PAST

(P4DP)
has concluded a
daylong validation forum on
the findings of a nationwide
research on assets and
capacities
that
hold
Liberians together.
The forum was the first
phase of a study conducted
by P4DP in partnership with
International Peace Building
Alliance (Interpeace).
It sought to access the
resilience
nature
of
Liberians in overcoming the
traumatic stress of conflict
and their ability to prevent
future relapse in the context
of post-civil conflict and the
recent Ebola crisis.
P4DP said while there
has been no large scale or
systematic violence since
the end of the civil war in
August 2003, the sources of
conflict that contributed to
the war are still very much
present.
Prior to the recent Ebola
epidemic in March 2014,
Liberia celebrated 10 years
of peace but P4DP believes
that the current peace,
made possible through the
collective efforts of Liberians
but heavily reliant on the
support of regional and
international stakeholders,
will be tested with UNMILs
growing drawdown.
Under the Framework for
Accessing Resilience (FAR)
project with funding from
the Swedish International
Development Cooperation
Agency
(Sida),
P4DP
implemented the eightmonth national research as a
partner of Interpeace.
It consists of a first
consultation phase that was
implemented between June
2014 to February 2015 and
a second phase of action
research through a national
working
group
(NWG),
which will begin in June.
FAR,
which
is
an
international study that
is simultaneously being
conducted by Interpeace in
Timor Leste and Guatemala,
endeavors to contribute
to the development of
contextual framework and
assess resilience through the
lenses of local stakeholders
from individuals, household,
institutions and societal
perspective.
The research was designed
with the dual objective of
making Liberians audible
and central to the definition
of resilience in Liberia, and
to engage policy makers
at both national and
international levelson the
development of assessment
frameworks for resilience
as it specifically relates to
peacebuilding.
At the end of the forum, the
participants came-up with
eight resilience mechanisms,
which they believe, have
the greatest potential to
strengthen the peace.
These are the courage
and
determination
of

women in their next level


attitude that helps them to
overcome marginalization
and increased vulnerability;
community
dialogue
initiatives that women have
developed and relied on to
discuss and improve their
condition.
Others are the development
of skills among youths as a
means of empowering them
to find solutions to the lack
of public goods provided
by the state; dialogue and
advocacy initiatives at the
community and national
level through which people
can voice their concerns
regarding
governance
deficits and alternative
dispute resolution (ADR)
mechanisms that exist in
communities and through
traditional chiefs.
The rest are initiatives in the
judicial system to integrate
ADR in the formal process,
particularly as it relates
to resolving land related
conflict; the community
cohesion and impetus for
community based networks
that were formed to provide
assistance and awareness
during the Ebola crisis and
demands, as a result of the
Ebola crisis, to strengthen
the health sector.
P4DP believes consolidating
peace is necessary and
should be an ongoing
process for Liberia, which
must identify, understand

and draw conclusions from


the potential assets and
strengths at all levels of
society in order to ensure
that peace is a nationallyowned and contextually
relevant process.
The forum, which took
place at the P. A. Ribhouse
in the Airfield community
on April 29, validated the
views and findings of 1,100
respondents from all sectors
and chief amongst them
were the issues of gender,
land, lack of access to public
goods, governance issues
and recent Ebola outbreak.
The participants outlined
several
historical
and
contemporary factors that
informed their perceptions
of what underpinned peace
and gave concrete examples
of the strategies, resources
and capacities that they
drew on to recover from past
violent conflicts and prevent
its recurrence.
The findings disclosed that
in the midst of these crises,
community initiatives and
traditional customs have
been highly emphasized as
resilience mechanisms.
Internal Affairs Minister
Morris Dukuly was pleased
with the level of the
research
and
admitted
that the difficult past of
Liberians couple with their
determination to grapple
with their realities cant be
overemphasized that they

are resilience people.


One of the interviewees was
Wilfred Gray-Johnson, who
heads the peace building
office at the Ministry of
Internal Affairs.
My optimism [for peace],
certainly, is not based on
our political leaders, or our
politicians or our political
actors. My optimism, as a
peace practitioner and head
of the peacebuilding office,
is based on the grassroot
ordinary citizens. And this
is something we saw, as is
reflected in the document
[executive summary], about
what happened during the
Ebola crisis.
When we looked-up to the
government as an institution
to deliver on our behalf,
when we looked-up to our
political
leaders,
when
we looked-up to foreign
partners, yes, the help of
foreign partners, the help
of the government [and] the
facilitations of the process
of NGOs and CSOs cant be
overemphasized in terms of
what they achieved, but in
the midst of our looking-up
to all of these institutions,
the Ebola Virus Disease
spread.
But when the local people,
when
the
community
people and grassroot people
decided to take the fight in
their hands, we are where
we are today. [The] Ebola
Virus [Disease] declined and

declined in an immeasurable
way that even predictions, by
the international community
in terms of the escalation
of the virus, were proven
wrong, said Johnson at the
forum.
With the conclusion of
the validation, national
stakeholders
will
be
expected to deepen the
outcomes of various findings
through a process called
national group meeting.
The establishment of a NWG,
compromising of national
experts, will guide and
further develop the scope
of the study and resilience
mechanisms in Liberia.
Made-up of eight to 10
members
of
diverse
backgrounds,
the
NWG
will have the task of
developing concrete policy
recommendations and a
programmatic action plan
on ways of strengthening
resilience for peacebuilding,
based on the orientation
provided by the forum.
P4DP executive director
James Shilue said they
want to help Liberia
becomes a society-based
on good governance and
civic
participation
by
strengthening the resilience
of Liberians with UNMILs
eventual drawdown.
It is quite a very tedious task
for this country recognizing
that the eventual drawdown
of UNMIL is something that

we cant prevent. And in the


midst of all of this, there is
a question of what and how
do we strengthen the voids
or gaps that will inevitably
be created as a result of the
UNMIL drawdown.
And there is something in
the whole peace-building
discourse they call the
conflict trap. The conflict
trap is a kind of assertion
that any country that leaves
from conflict, within five
to 10 years, there is a huge
chance that they will slip
back but Liberia have defied
that whole concept. And so
we want to understand what
and how people manage
to withstand those things,
Shilue stressed.
The one dialogue brought
diverse participants from
governmental institutions,
civil society organizations,
private
sector,
foreign
missions,
academia
and
representatives
of
local
communities
that participated in the
consultation process.
Karin Landgren, special
representative of the UN
Secretary-General (SRSG),
briefed the UN Security
Council on May 5 about
Liberias plan to assume full
responsibility of its security
by 30 June 2016.
And much will be expected
from the government and
Liberians, at home and
abroad, to maintain and
improve on the fragile peace
with UNMILs drawdown
resuming on May 13 with the
withdrawal of 80 soldiers
from Toe Town in Grand
Gedeh County and Pleebo in
Maryland County.
A joint implementation
group, chaired by the
minister of justice and cochaired by the SRSG, minister
of finance and development
planning,
minister
of
defense, a Supreme Court
associate justice and the
ambassador of the United
States, will monitor the
planned benchmark.
But it will require a sustained
budgetary support, which
will hopefully not be affected
by budget shortfallsa
perennial
governmental
problem
since
2011,
sustained political will at
the highest levels and the
resilience of Liberians to
keep the peace.
As always, only time will tell
what will happen to Liberia
and P4DPs research when
the last batch of UNMIL
soldiers leaves.

of specific submarines armed

70 submarines is based

A South Korean defense
ministry
official
who

declined to be identified
said photographs released
on Saturday by the North
showing a missile launched
from the sea appeared to be
authentic.
The official also said that the
North could be capable of
building a fully-operational
submarine equipped with
ballistic missiles within two
or three years - a shorter time
frame than many analysts say
is needed.
Before it can head toward
its target on an arched
trajectory, an SLBM must be
ejected and travel to the sea's
surface, which is what North
Korea appears to have done.
The missile traveled only
about 150 meters, the South
Korean official said.
Yang said the system was
likely years away from
deployment because North
Korean submarines were
not well enough equipped
to manage the radar and
tracking systems required to
guide a missile to its target.
Lewis said the missile that
North Korea tested probably
has a range of roughly 2,400
km (1,500 miles), which
would require a submarine
to be at sea for 60-90 days.
"That means a journey to
bring the U.S. in range would
be pretty daring."

Beirut (AFP) t least 72 fighters


were killed in a
single day as the
Syrian army battled
to relieve some 250 besieged
regime loyalists under rebel
assault, a monitoring group
said Monday.
President Bashar al-Assad
had personally pledged to
rescue the trapped troops
and civilians, who are said
to include senior figures
and have been holed up in a
hospital complex since rebels
captured the northwestern
town of Jisr al-Shughur two
weeks ago.
As the relief column fought
its way to within two
kilometres (just over a mile)
of the complex on Sunday
morning, the rebels launched

an all-out assault, the Syrian


Observatory for Human
Rights said.
At least 40 rebels and
32
government
troops
were killed in the heavy
fighting that erupted inside
the complex and with
the
advancing
column,
Observatory director Rami
Abdel Rahman told AFP.
The clashes continued into
the early hours of Monday
with the rebels retaking some
ground from the advancing
troops before being pushed
back.
Among the 250 people holed
up inside the complex are
around 150 government
troops, including "highranking officers," as well as
their family members and
some civil servants, Abdel

Rahman said.
It is unclear how much food
and ammunition they have
left.
The rebels assaulting the

complex include fighters of
Al-Qaeda affiliate Al-Nusra

They seized the rest of Jisr
al-Shughur on April 25,

served under him should brace
themselves for "persecution"
following his loss and his
decision to concede defeat.
Buhari, a former military
leader, is scheduled to be
sworn into office on May 29.

for his side BYC in their 3-1
triumph over Nimba United to
lift the trophy.
Harmon who received the
best player of the tournament
award, got the curtain raiser
within the first two minutes
through spacing after receiving
a pass from Trokon Myers from
the left corner of the opponent
goal.
After BYC early goal, the team
maintained hold on the ball
with absolute suppression
against Nimba United and in
the fourth minute Myers came
close to doubling the score
after he received a splendid
cross from goal scorer Harmon
but shot wide over the bar.

Due to BYC persistent pressure


on the defense of Nimba
United, they got two quick
corner kicks in the fourth and
fifth minutes respectively but
the defense of Nimba United
thwarted the threat.
Three minutes after Myers
missed a glorious scoring
chance; Harmon got the
second goal in the ninth minute
through a prolific shot from the
25 yard after taking advantage
of a mistake from Nimba
United defender Barbou Kollie
who gifted him the ball.
Anthony Bugbor came close
to reducing the score line for
Nimba United in the 12th
minute through a well taken
shot but he was denied by the
brilliance of BYC goalkeeper
Nathaniel Sherman.

Paye
could
have
increased the score to three
for BYC in the 16th minute
after wonderful shot from a
splendid pass from midfielder
Junior Barshell but Goalkeeper
Edmod Borloh was at his best
to keep the match within reach.
Paye again attempted to score

from the 20th yard in the


23rd minute at which time he
disorganized the defense of
Nimba United but sent the ball
over the crossbar.
Sunnyboy Dolo made the
second attempt for Nimba
United in the 26th minute after
he headed the ball outside the
goal and his teammate Joseph
Dennis made another attempt
in the 29th minute from the
half way with a shot but the
ball went over the bar.
Prince Saydee who played
the left forward wing for BYC,
misused a beautiful from Paye
in the 30th minute and took
another fine shot from a free
kick won by scorer Harmon
in the 34th minute and was
denied by the opposing
goalkeeper.
Papie Johnson almost brought
hope for Nimba United in 44th
minute but sent the ball not
too far from the goal line which
ended the first half 2-0 for BYC.
From start to end Nimba
United didnt really play to
expectation,
they
lacked
proper
ball
possession,

accurate passes and finishing


touches.
Nimba United performance
got worse in the second half as
they failed to make use of all of
their chances.
Both teams started the second
half with high concentration
and Franklin Mulbah made
the first attempt in the 57th
minute for Nimba United
through indirect kick after a
teammate was brought down.
Saydee made three good
passes in the 73rd, 75 and 77th
minutes but none could make
the breakthrough
until in
the 78rd minute when scorer
Harmon added the third goal
with classical shot from 20th
yard through a long pass from
a teammate.

technical staff and I am pleased
to say thank you to our officials
for support , said Jallabah.
Nimba
United
captain
attributed his team failure to
capture the trophy to what he
called the poor performance of
the entire team.
Titus Cooper said his side failed
to play against their opponents
according to the game of
football because they lacked
proper ball possession and
complete finishing touches.
These were some of the areas
we lacked and it led to our
failure to capture the trophy
but we are going back to
our drawing board to better
prepare the team for the
national league, he added.
BYC walked away with 2,000
USD as champions and Nimba
United received 1,000 USD as
runners up.
The LFA President Musa Bility
thanked the participating
teams and paid tribute to the
winning side BYC for their
victory and also thanked LCCBC
family for their sponsorship
and said he hopes others will
follow the good example of the
company.

into unpaid bonuses which
should have been given to the
country's victorious 2015 Africa
Cup of Nations squad.
Players and officials were
promised
a
substantial
financial reward by the Ivorian
government for winning the
tournament in Equatorial Guinea
in February.
There has been a lengthy delay
in the money reaching some
squad members, prompting
both coach Herve Renard and
midfielder Serey Die to question
why.

Monrovia
resident Ellen Johnson Sirleaf
says though the country
has been declared Ebola
free by the World Health
Organization (WHO), the challenge
now in this fight is working with the
two other worse affected countries Sierra Leone and Guinea - to achieve
the position that Liberia has reached.
She said Liberia will begin to
take a regional approach to share
information, talents and experiences
with the other two affected countries;
stressing that in the coming weeks
Liberia will intensify efforts in this
regard as the country is still at risk
once the Ebola virus disease is
still active in the two neighboring
countries.
According to an Executive Mansion
release, the Liberian leader made
the assertion when she addressed a
mammoth crowd at the Centennial
Memorial Pavilion after she was
officially presented the declaration
of the end of the Ebola outbreak in
Liberia by the WHO.
President Sirleaf used the occasion
to pay tribute to all Liberians who
assisted in the fight against this
deadly disease, particularly signaling
out security forces who had not been
mentioned in earlier statements.
Before then, the WHO Representative
Dr. Alex Gasasira had another
opportunity to officially declare the
outbreak of Ebola virus disease in
Liberia over. He said Liberia has
interrupted transmission of the Ebola
virus and 42 days have passed since
the last laboratory-confirmed case
was buried on March 28; the criteria
established by WHO has been met.
The WHO Representative said the
interruption of the transmission is
a monumental achievement for a
country that reported the highest
number of deaths in the largest,
longest and most complex outbreak
since Ebola first emerged in 1976.
Dr. Gasasira warned, however, that
transmission persists in neighboring
Guinea and Sierra Leone creating a
high risk that infected people may
cross into Liberia. The government
is fully aware of the need to remain
on high alert and has the experience,
capacity,
and
support
from
international partners to do so, he reechoed adding, that his organization
is here to support Liberia as the
response transitions from outbreak
control, to vigilance for imported
cases, to recovery of essential health
services.
On behalf of WHO and its DirectorGeneral,
Dr
Margaret
Chan,
and the Regional Director for
Africa, Dr Matshidiso Moeti, Dr.
Gasasira conveyed their heartfelt
congratulations to the people
and government of Liberia on the
monumental success.
He then presented the Ebola- Free
Declaration to the head of the Incident
Management System of the Ministry of
Health, Mr. Tolbert Nyenswah, who in
turn presented it to outgoing Health
Minister, Dr. Walter Gwenigale.
Dr. Gwenigale, in turn, officially
presented it to President Sirleaf
amidst rapturous applauds.
Making
remarks
earlier,
the
President of Togo, His Excellency
Faure Essozimna Gnassingb, who
is also ECOWAS Ebola Coordinator,
congratulated the Government and
people of Liberia for achieving this
milestone.
He paid homage to Ghanaian
President and Chairman of ECOWAS
Authority, Dr. John Mahama, through
his representative, for his personal
level of engagement in the fight
against Ebola.
President
Gnassingb
recalled
his solidarity visit to Monrovia in
February on behalf of ECOWAS and
to reassure the country how ECOWAS
was determined to work along with
Liberia. However, it was a real historic
success, he stressed; but warned that

Liberians should not ignore the fact


that Ebola is a public health problem
that has a lot of human loss because
health systems were not strong
enough. He said Liberians have
demonstrated that this public health
crisis is not a fatality; but it can be
overcome if all work together as the
people of Liberia demonstrated.
He
expressed
thanks
and
congratulated the people of Liberia,
especially President Sirleaf for her
exceptional leadership demonstrated
during this painful period. He paid
particular tribute to the health
workers who made a lot of sacrifices
in the fight against Ebola.
The Togolese President said the
celebrations going on would not
have been possible without the
participation of the international
partners who mobilized themselves
and resources in order to put logistics
in place.
For her part, Ghanas Minister
of Foreign Affairs and Regional
Integration, Ms. Hanna Serwaa Tetteh,
who represented the President of
Ghana and Chairman of ECOWAS
Authority, Dr. John Mahama, brought
warm greeting and congratulations
for having achieved the remarkable
milestone for eradicating the Ebola
virus from Liberia.
She stressed that it was not only to
congratulate President Sirleaf for
her leadership, but the leadership
of the country at all levels of society
including the health workers around
the country. We are extremely proud
at how you have made it within this
short period of time, she said, adding

that from a distance, they could only


sympathize with the challenge that
Liberia faced.
She stressed that for Liberia, worse
affected by the virus and the first
to come out of it, speaks volumes.
She noted that this shows the kind
of leadership, making reference to
President Sirleaf, that the country has
amidst a standing ovation.
Ms. Tetteh also thanked the
international partners for the
support they have provided to the
Ebola affected countries.
She warned that while Liberians want
to celebrate how far they have come,
it is important to recognize the work
that is left undone. She appealed
to partners of the international
community to help these affected
countries go through the last lap
which is to ensure that the sub-region
has similar celebrations in Guinea
and Sierra Leone. Only when that

happens then we will know that our


sub-region is truly free, Ms. Tetteh
said.
The Ghanaian Foreign Minister,
on behalf of President Mahama,
extended appreciation to all the
health workers and volunteers from
the AU and ECOWAS who came to
assist in the containment of the virus
in the sub-region.
While acknowledging what has been
done, she also raised the issues of
what needs to be done; highlighting
the stringent measures placed on
Liberia. Those countries that up
until now have closed their borders
to Liberia, its time to open them.
Those countries that have stopped
their airlines from flying to Monrovia,
its time to resume the flights, she
urged adding that Liberia will not be
able to achieve the reconstruction if
this semi-isolation continues.

Republic of Nigeria, Dr. Goodluck
Jonathan congratulated President
Sirleaf and the people of Liberia on
the end of the Ebola virus disease in
Liberia as declared by the WHO.
She assured that Nigeria remains
committed to assisting Liberia in its
rehabilitation and reconstruction
processes.
She warned that though Liberia
is celebrating the end of the virus
disease in Liberia, the sub-region is
not yet free from the virus since two of
the worse affected countries Guinea
and Sierra Leone still report cases
of the transmission. We implore all
West African countries to remain
vigilant and enhance surveillance not
only for the Ebola virus but also other
diseases that constitute public health
emergencies, she urged.
She commended the decision of the
AU to establish an African Centre
for Disease Control and Prevention
(ACDCP) in Nigeria and assured that
the Nigerian Government was ready
and willing to support this institution
and build capacities of health workers
within the sub-region.
She also praised the exemplary
leadership of President Sirleaf with
the support of international partners
that today the country is celebrating
this huge success in the fight against
Ebola and also sympathized with
the Liberian Government as well as
families that have lost loved ones
during the Ebola crisis.
