Lesson Four Speech
Gun Control and Registry Informative Outline
General Purpose: To inform.
Specific Purpose: To inform the audience about what gun control and registry is.
Thesis: Gun control and registry are important aspects to a national society.
Introduction:
I: The Second Amendment, as written by the Founding Fathers of the USA, goes like this A well regulated
militia, being necessary to the security of a free state, the right of the people to keep and bear arms, shall not be
infringed (Cornell Staff).
II: Tiffany Madison said, The Second Amendment is timeless. Our Founders grasped that self-defense is
three-fold: every free individual must protect themselves against the evil will of man, mob and the state.
III: Now many people assume that gun control and a registry infringe this amendment. Most people do not
even know what these two things are.
IV: So what are these, and how do they actually help us follow the second amendment? Gun control is a set of
laws that help police officers and security forces keep guns out of the hands of those who should not have them.
A registry keeps record of those who own guns, which can be used to help solve crimes that involve firearms.
Body One:
I: So what is gun control? According to Dictionary.com, gun control generally refers to laws or policies that
regulate the manufacture, sale, transfer, possession, modification, or use of firearms.
II: In reality, these laws are not about control, nor taking away guns. These gun laws are about regulation and
safety to the mass people.
III: I found some gun control laws that are currently in place from JustFacts.com. There is The Gun Control
Act of 1968. This is a U.S. federal law that regulates the firearms industry and firearms owners. It primarily
focuses on regulating interstate commerce in firearms by generally prohibiting interstate firearms transfers
except among licensed manufacturers, dealers and importers.
IV: Another gun control law is The Gun Free School Zones Act of 1990. It is a federal United States law that
prohibits any unauthorized individual from knowingly possessing a firearm at a place that the individual knows,
or has reasonable cause to believe, is a school zone.
V: A relatively recent law is The Brady Handgun Violence Prevention act of 1993. It is an act of the United
States Congress that instituted federal background checks on firearm purchasers in the United States.
Body Two:
I: So what is a registry? According to the staff of SmartGunLaws.com, firearm registration laws require
individuals to record their ownership of a firearm with a designated law enforcement agency.
II: There are a few different types of registries that exist. State permits to purchase, owner license, concealed
carry permit, and open carry permit.
III: These laws enable law enforcement to identify, disarm, and prosecute violent criminals and people illegally
in possession of firearms. Registration systems also create accountability for firearm owners and discourage
illegal sales.
Conclusion:
I: Gun control and registry are not about weapons being taken away from the owners.
II: These resources are for knowledge purposes only.
III: Registries and gun control laws discourage illegal sales.
IV: The gun control laws also help limit the improper use of guns.
V: Overall, these two make life a little safer in the nation.
