A RESOLUTION ADOPTING THE COMPREHENSIVE AND

INTEGRATED MUNICIPAL DISASTER RISK REDUCTION MANAGEMENT
PLAN (BDRRMP) OF THE MUNICIPALITY OF EL NIDO, PALAWAN FOR
CY 2011-2016

WHEREAS, The Civil Defense Program of the Philippines including Civil

Defense Assistance was originally embodied under Republic Act No. 1190
otherwise known as the Civil Defense Act of 1954 dated August 18, 1954
with function spearheaded by the Office of Civil Defense (OCD) through
Presidential Decree No. 1 issued in 1971 as implemented through letter of
Instruction No. 19;
WHEREAS, The Philippine Disaster Management System was further
enhanced through the promulgation of P.D. 1566 dated June 28, 1978
designed to strengthen the Philippines Disaster Control Capability and to
establish the National Program on Community Disaster preparedness which
created also the National Disaster Coordinating Council, a body incharge of
mitigating the impacts of natural hazards, responsible in planning,
implementing and allocating resources for disaster management;
WHEREAS, The Local Government Code of 1991 expressly provides
that all LGUs shall ensure public safety and protect the general welfare of its
constituents and provide the basis social services needed by the populace;
WHEREAS, to enhance the funding support on Disaster preparedness
and mitigating activities, Republic Act No. 8185 was issued in 1997 which
directs Local Government Unit fund for disaster contingencies upon
declaration of a state of calamity;
WHEREAS, the Climate Change Act of 2009 as provided under R.A.
9729 specifically mentioned of Mainstreaming Climate Change into
government policy formulations as well as the Establishment of the
Framework Strategy and Program on Climate Change with mandated to LGUs
as frontline agencies in the formulation planning and implementation of
Climate Change Action Plans in their respective areas;
WHEREAS, to bolster further the activities in Support of Disaster
Prevention, administration and mitigating of Calamity within the country,
Republic Act No. 10121 was promulgated which is designed to Strengthen
the Philippine Disaster Risk Reduction and Management System, providing
for the National Disaster Risk Reduction and Management Framework and
Institutionalizing the National Disaster Risk Reduction and Management Plan;
WHEREAS, in support of RA 10121, the Municipal Disaster Risk
Reduction Management Committee (MDRRMC) of the Municipality of El Nido,
Palawan was organized through Executive No. _____ s 2012 dated
_____________________, 2012;
WHEREAS, the Municipal Government of El Nido, Palawan in close
coordination with the DILG-Municipal Office ____________ had conducted the
Training/Workshop on Disaster Risk Reduction Management for MDRRMC

Members/Officials to formulate the MDRRM Plan dated __________________ to

comply with the provision of R.A. 10121;
NOW, THEREFORE, on unanimous decision of all the members
present, be it;
RESOLVED, AS IT IS HEREBY RESOLVED, to pass a resolution
adopting the Comprehensive and Integrated Municipal Disaster Risk
Reduction Management Plan (MDRRMP) of El Nido, Palawan for CY 20112016;
RESOLVED FURTHER, that a copy of this resolution be furnished to
the office of the Sangguniang Bayan, for their information and appropriate
action;
RESOLVED FINALLY, that copies of this resolution be furnished also to
all the offices and agencies concerned, for their information.

undertakings of the MDRRMC Staff Elements and the Operating Service
Committees;
NOW, THEREFORE, on unanimous decision of all the members
present, be it;
RESOLVED, AS IT IS HEREBY RESOLVED, to pass a resolution
adopting the Comprehensive and Integrated Municipal Disaster Risk
Reduction Management Plan (MDRRMP) of Municipality of El Nido, Palawan
for CY 2011- 2016;

the Provincial Disaster Risk Reduction Management Council (PDRRMC), for
their information;

regular sources of the Municipality otherwise known as the Municipal
Disaster Risk Reduction Management Fund (MDRRMF) to support disaster risk
reduction management activities such as, but not limited to, preparedness
programs including training, purchasing life-saving rescue equipment,
supplies and medicines and for post-disaster activities;
NOW, THEREFORE, on unanimous decision of all the members
present, be it;
RESOLVED, AS IT IS HEREBY RESOLVED, to pass a resolution
adopting the Annual Municipal Disaster Risk Reduction Management Plan of
Municipality of El Nido, Palawan for CY 2012;
