he Philippines' Laguna Lake Development Authority abbreviated as LLDA is one of the attached

agencies of the Philippines'Department of Environment and Natural Resources responsible in the


preservation, development and sustainability of the Laguna de Bay and its 21 major tributary rivers.
OUR MISSION
To catalyze a climate change-sensitive Integrated Water Resource Management in the
Laguna de Bay Region, with clear focus on preserving ecological integrity and promoting
sustainable economic growth.
To effectively restore the lake and its delicate ecosystem, we need the full involvement
of all stakeholders, the soundness of science and research to guide proper interventions
and the strengthening of the overall environmental management and governance to
ensure that livelihood, economy and wealth will flourish sustainably in what is the focal
area of regional and national development.

ntroduction
The National Water Resources Board ("NWRB") is the lead government agency in the Philippine water sector,
conferred with policy-making, regulatory and quasi-judicial functions. The NWRB is responsible for ensuring
the optimum exploitation, utilization, development, conservation and protection of the country's water
resource, consistent with the principles of Integrated Water Resource Management.
The NWRB's functions and responsibilities are three-fold.

Formulation and coordination of policies, programs and standards relating to the Philippine Water
Sector;

Management and regulation all water-related activities; and

Regulation and monitoring of water utilities.

The NWRB Board, composed of five (5) cabinet secretaries, a representative from the academe and the
executive director, is chaired by the Secretary of Environment and Natural Resources. Although independent,
insofar as its regulatory and quasi-judicial functions are concerned, the NWRB is under the administrative
supervision of the Department of Environment and Natural Resources, as an attached agency.

Mission
1.

To ensure access to safe, adequate water supply and sanitation at acceptable rates and levels of
service;

To allocate sufficient water that will ensure food security and spur economic development of the
country; and

3.

To protect the water environment in order to preserve flow regimes, biodiversity and cultural
heritage as well as the mitigation of water related hazards.

National Irrigation Administration shall carry out the construction of the Project, operate and
administer all facilities therein, and determine the priorities in the use of the waters: Provided,
however, That the National Irrigation Administration may, with the approval of the President of the
Philippines, transfer certain functions with respect to the operation of the Project to appropriate
agencies
or
instrumentalities
of
the
Government.
Sec. 3.
The President of the Philippines is hereby authorized to contract such loans, credits and
indebtedness under the provisions of Section one of Republic Act Numbered Forty-eight hundred and
sixty as may be necessary to enable the Republic of the Philippines to finance the foreign currency
requirements of the Project which shall not exceed sixty million United States dollars, or the
equivalent thereof in other currencies. The total proceeds of such loans, credits and indebtedness are
hereby appropriated to the National Irrigation Administration to be used exclusively for the
construction of the Project.

Groundwater resources
There are four major groundwater reservoirs (Cagayan, 10 000 km2; Central Luzon,
9 000 km2; Agusan, 8 500 km2; Cotobato, 6 000 km2) which, when combined with smaller
reservoirs already identified, would aggregate to an area of about 50 000 km2.
Private wells are extensively used in rural areas for domestic purposes. Municipal
waterworks wells are drilled by the Local Water Utilities Administration for domestic
purposes and deep wells have been drilled by the National Irrigation Administration (NIA)
for irrigation purposes.
The groundwater resources are estimated at 180 km3/year, of which 80 percent
(145 km3/year) would constitute the base flow of the river systems. The total internal water
resources would therefore amount to 479 km3/year. (Detailed water resources information for

The Local Water Utilities Administration, more commonly referred to as LWUA, is a

government-owned and controlled corporation (GOCC) with a specialized lending function


mandated by law to promote and oversee the development of water supply systems in
provincial cities and municipalities outside of Metropolitan Manila.
It holds office in its own building at the MWSS-LWUA Compound located at Balara, Quezon

City.
It is run by an Administrator assisted by a Senior Deputy Administrator, a Deputy
Administrator for Finance & Investments, a Deputy Administrator for Area Operations, and a
Deputy Administrator for Administrative Services, under the guidance of a five-man Board of
Trustees where the Administrator is an ex-officio member.

NATIONAL POWER CORPORATION

The National Power Corporation (NPC) is an agency attached to the


Department of Energy. It is tasked to undertake the production of electricity,
provide power generation in areas not connected to the main grids, manage
and rehabilitate hydroelectric dams and watersheds, and explore and
develop renewable energy sources.

Watershed and dams management=[edit]


National Power continues to fulfill its mandate to manage the 11 watersheds and 22 dams under its
stewardship. From 2008 up to 2012, NPC was able to rehabilitate a total of 2,608 hectares (6,440
acres) in its watershed areas, mainly through reforestation and agro-forestry initiatives. It continues
to play a role in supporting the governments drive towards climate change mitigation. At the same
time, NPC continuously updates its dam safety protocols and flood control programs in keeping with
international best practices.

The Metropolitan Waterworks and Sewerage System (MWSS) is the corporation supplying water and
sewerage services to Metro Manila. It is one of the oldest waterworks systems in Asia, as well as one of
the oldest government-owned and controlled corporations in the Philippines.

MWSS is the prime mover and guardian of water security providing adequate, safe,
reliable, and affordable water and sewerage services to Metro Manila and its existing
and future coverage areas, while ensuring the sustainability of its water resources and
the intelligent and right use of water.

For Metro-Manila and its neighboring towns:

Protect, secure, optimize and expand our water sources, their watersheds and
infrastructure

Provide equitable access to clean, potable and affordable water

Aggressively increase the coverage of sewerage disposal system

Ensure prudence and efficiency in the implementation of all our plans, including
those we accomplish through our agent concessionaires, and in doing so, deliver
affordable water tariffs that will support the long term water security program for
Metro manila and all covered areas.
