Mayor Simon Withers should
have considered abstaining
from voting on Cambridge infill because it would increase
the value of his own home,
according to legal advice obtained by 22 residents.
The advice has also identified
an extra 1868 blocks in City
Beach and Floreat that would
be added to the pool of those
eligible for infill.
Had Mr Withers abstained
from voting to initiate the
changes, the advice says, there
would not have been a quorum
enough voters for the controversial infill changes to be
progressed.
Alternatively, all councillors,
including four who abstained,
should have been allowed
to vote because they had an
interest in common with all
Cambridge land owners, the
advice said.
But Mr Withers has come out
swinging, saying that the advice
is wrong on several counts.
Its the same NIMBY nonsense that weve already heard
from the people they are representing, written on a law firms
stationery, he said.

2/16 Battalion
marks 75 years
Veterans and their families
from a battalion of soldiers that
first marched out exactly 75
years ago are commemorating
the event with the help of the
WA Governor.
This Saturday, May 16,
Governor Kerry Sanderson will
lead the service at the Flame
of Remembrance, at the Kings
Park War Memorial.
Veterans, their families and
supporters are welcome to attend.
On May 16, 75 years ago, soldiers of the 2/16th Battalion
marched out of Northam Army
Camp through the streets of
Northam.
In the next five years of fierce
fighting in World War II, they
continued tradition of the first
16th battalion that had landed at
Gallipoli on the first Anzac Day
and went on to fight in France
with horrific loses.
The 2/16th was part of an invasion of Syria and Lebanon and
fought with distinction at Kokoda,
other bloody battlefields of Papua
New Guinea, then Borneo.
Some of the Kokoda veterans
will attend.
Guests are asked to be seated
by 10.45am for the 10.55 ceremony, which is expected to
last about 40 minutes.

Barry was so proud of the cup,

name on it, Carole said.
She said they were the only
father and son whose names
were on the cup.
Barry was a state hockey player and swimmer and coached
hockey for many years at the
Claremont school.
His son, Tim, said Barrys
determination was seen in his
training.
He was not satisfied with his
running, so he would run around

his legs, Tim said.

Swimmer revived
An early-morning swimmer at a Claremont pool was
resuscitated after having a
heart attack last Thursday
morning.
The man was at a Kirby Swim
class in Christ Church Grammar
Schools pool when he became
ill.
He was dragged out and a defibrillator was used to stabilise
him until he was taken to Sir
Charles Gairdner Hospital.
A Kirby worker said: There
was an incident, but comment
would have to come from the
school.
A CCGS spokeswoman did not
provide further details.

At a meeting on Tuesday,
councillor Greg Peters criticised
flurries of ranger activity
followed by relapses after no
parking tickets had been issued
in Peppermint Grove over the
previous two weeks.
Last year, the council requested an accounting from Cottesloe,
which showed 89 parking tickets
were issued in Peppermint Grove
over the following six weeks.
Mr Peters suggested GPS devices be put into rangers cars to
monitor activity, but Grove CEO
John Merrick said: We get what
we pay for.
For the hours contracted for
ranger services from Cottesloe, we
receive excellent value, and rangers attend at extremely short notice
to our requests at all time.

similar to what they would be

The surveys followed
complaints
regarding
speeding, road safety and
hoon behaviour along Sydney Street, Marine Parade
and North Street.
Between late November 2014 and early March
2015, the Town received 56
requests for Council to install additional trafc calming devices along Marine
Parade and North Street.
Prevention of non-local
trafc from using Sydney
Street was requested by
several residents.
However, the surveys did
not establish a high level of
use of Marine Parade and
North Street by commuter
trafc, and most accidents
on Marine Parade are lowspeed parking accidents.
Council resolution
While
acknowledging
residents complaints at the
April meeting, the Council
also acknowledged that it
could not legislate to deal
with the behaviour of individual road users, who
might drive dangerously,
andor under the inuence
of drugs or alcohol.
It believes that overall
trafc speed on Sydney
Street, Marine Parade and
North Street is appropriate;
but will update the Towns
Bike Plan with a focus on
cyclist and pedestrian safety throughout Cottesloe.
It will also:
include pedestrian safety,
and consider a lower speed
environment between Forrest/Eric Streets, within the
Foreshore Redevelopment
Plan;
review existing pedestrian crossings, and assess the
need for additional crossings on Marine Parade;
investigate slowing the
approach to the Curtin Avenue and Marine Parade
intersection from the north
Curtin Avenue leg and; encourage cyclists to use the
middle of the circulating
lane.

that turning right out of

Avenue is difcult, and this
will be addressed with the

When Claremont Concert
Band was formed, Gough
Whitlam was still prime minister, the Cold War was at its
height and half the current
line-up had not been born.
Now about to celebrate its 40th
year, the band has members who
range in age from 80-year-old
euphonium player Gerry MacGill
to 11-year-old flute player Yuni
Chang.
Gerry, who is also band president, said the diverse group of
players ranged from school students to retired people.
The band was founded in
1975 as part of the Nedlands
Music Development Association,
which set up a symphonic
wind band, youth band, junior
percussion group, recorder
orchestra, training orchestra,
sinfonietta, guitar groups and
choirs, he said.
In 1981, the Melville Symphony
Orchestra moved north of the
river to become the Nedlands
Symphony Orchestra.
Now, the surviving elements
of that era are Claremont
Concert Band and the Fremantle
Symphony Orchestra, which both
rehearse at the John Leckie
Music Pavilion, in College Park,
Nedlands.
To celebrate its 40th anniversary, the band will play a concert
on Sunday, May 24, at 2.30pm in
John Leckie Pavilion.
The concert theme is Something
for Everyone, which musical
director Peter Sunman said
reflected the groups diverse
nature.

A Chinese state-owned company will
complete the new childrens hospital at the
QEII Medical Centre.
The China Communications Construction
Company (CCCC) has bought out the hospitals
former builder, the John Holland Group, for
$1.5billion.
The $1.2billion hospital will replace Princess
Margaret Hospital for Children in Subiaco.
It was due to open by November, but in March
Health Minister Kim Hames said there would
be a six-month delay.
At the time, Dr Hames said adding new rooms
to the plan was a factor in the delay.
The takeover was announced last December
and got final approval from the Foreign Review
Investments Board (FRIB) about a week ago.
It has been reported that issues with some
of the Holland Groups defence contracts
may be behind the FRIBs approval of the
acquisition.
In 2011, the World Bank banned the CCCC
for six years from building any road or bridge
projects because of corruption claims.
In a statement, CCCC, which has its HQ in
Beijing, said it planned to double its Australian
outfit within five years and would be chasing
more big government and property projects.
Under the Free Trade Agreement signed by
Australia and China last year, for infrastructure
projects in Australia of $150million or more,
Chinese firms can bring in Chinese workers.
Meanwhile, Department of Immigration
figures show that $3755billion has been invested through the Significant Investor Visa
(SIV) scheme between November 2012 and
March 2015.
Overseas investors need to put at least $5million into the scheme to qualify for an SIV.
The most recent government statistics show
that 90.2% of all SIV applications were from
China, with 3% from Hong Kong and 1.2% from
Malaysia.
The SIV scheme was introduced in 2012 and
has seen an uptake in WA in the past year,
with 14 approved between July 1, 2013, and
June 30 last year.

There will be a
changing of the
guard at DalkeithNedlands Bowling
Club next week, when
new president Chris
Richardson takes over
the reins.
Chris is a long-time
member who has freely
given his time for many
onerous tasks.
He will be overseeing some dramatic
changes to the club
but, because his hair
is already white, the
stress will not be
evident, at least not
in that area.
The presidency will
be a good test of his
doggedness.
He takes over as
Wendy Ireland finishes
her three years at the
helm.
Wendy has seen the
club change to a combined club for men and
women, which most
would agree was a
long time coming.
She has graced the
position, which has
seen its difficulties,
graciously, which all
members have appreciated.

Its difficult to understand
the rise in popularity of the
white wine pinot gris/grigio
in Australia, especially after
a panel tasting of wines
that had us shaking our
heads.
The
h variety h
has gone
crazy on the eastern
seaboard and is
outperforming most
whites (other than NZ
sauvignon blanc) in
sales, but is slow here in
the west.
Maybe its because
there is little of it grown
and made here and
West Australians are
fiercely parochial when
buying wine.
But deep down, we
reckon WA consumers
are very perceptive,
recognising the varietys
shortcomings and
preferring other whites.
Pinot gris/grigio
demands a cold climate
to grow in and hence
its scarcity here and its
popularity in the chilly
regions of the Adelaide
Hills, Southern Victoria,
Tasmania, New
Zealand, Northern Italy
and Alsace in France.
The quality of both
imported and Australian
wines at our tasting was
disappointing to say the
least and it wasnt the
first time weve been
disillusioned by the
variety. The descriptors
used by our panel when
discussing the wines
included short, fat,
flabby, hard, broad,
unbalanced, overdeveloped and sugary.
It was inconsistent in
style, but common
threads throughout
the tasting were lack
