Proposal
KOFU MASJID
Yamanashi Prefecture, Japan
16/4/2015
Prepared by students of University of Yamanashi
INTRODUCTION
Kofu is located almost right at the middle of Yamanashi Prefecture and has
flourished since the old days as an important center for prefectural politics, culture, and
transportation. Kofu is associated with Takeda Shingen, a famous general from the Warring
States Period, and Kofu City is the seat of the Yamanashi Prefectural Government. The
area has many sightseeing spots connected to Takeda Shingen that passes on the history
and traditions of that era to the present day.
The population of foreigners in Kofu and Yamanashi itself, including Muslims from
different parts of the world, is growing every year. At present, the number of Muslims in
Kofu is approximately fifty (50). One of the main reasons of the population growth is the
study opportunities promoted by the University of Yamanashi through many Memorandum
of Understanding (MoU) collaborations with foreign universities from Bangladesh,
Indonesia, Malaysia, Ghana, and others. In recent years, mixed or interfaith marriage
between Muslims and Japanese also contributes to this population growth. There are also
some Muslims from abroad living here for jobs in government/non-government
projects/organizations, as well as self-employment (here we call them as shakaijin, which
means people who work in Japan).
In recent years (since about 10 years ago), the unofficial Yamanashi Islamic Society
(which will be formed later as an implication from this Masjid Project) rented a house as a
musallah to perform our religious activities. Currently, the house is located in Heiwa-dori
area. Unfortunately, we are unable to carry out all our activities in the house due to certain
reasons. For example, during Jumah prayer or other gathering events, we have to borrow a
room in the university campus or rent a hall in the community center as the current house
does not have enough space and also quite far from the university campus. This is also the
main reason for different sessions of jumah prayer at both our musallah and university
campus (borrowed room) simultaneously.
From the points mentioned above, we conclude that we need an appropriate place
of worship (masjid), and at the same time a convenient cultural center to implement Islamic
social activities for the Muslim community in Kofu city specifically, and Yamanashi
prefecture generally. We are optimistic and highly confident to carry out progressive
dawah, cultural exchange and Islamic education for Muslims and non-Muslims, Insha Allah.
OBJECTIVES
The objectives of this proposal are very clear and are summarized as below:
1. To seek for support & sponsorships, as well as donations from different Islamic
organizations and also the public support locally and internationally.
2. To establish a permanent building for masjid and cultural Islamic center in Kofu,
Yamanashi.
3. To provide efficient services and dawah for Muslims and non-Muslims in Kofu,
Yamanashi.
REASONS
The reasons why a permanent building for masjid and cultural center is required in Kofu city
are listed as follows.
1. Currently, Muslim populations in Kofu city is approximately 50 people, and it is
expected to increase gradually. However, more than half of these populations are
foreign students from the University of Yamanashi.
2. To lessen the difficulties of Muslim students from the University of Yamanashi and to
have more times for jumah prayer because the distance of the current house for jumah
prayer is quite far (about 3 km) from the university. Students there can only use the
room provided by the university during the lecture period (9:00 AM~5:00 PM) to
perform their daily prayers, which make them uncomfortable as the allocated room is
small. In addition, there is no special praying space for Muslim female students.
3. Lack of space in the current house for jumah prayer and for other Islamic activities due
to the growing number of jamaah (musallees).
4. To provide a new space to organize Islamic education activities (not the current place)
for the Muslim community in Kofu, and provide a new space for the Muslim women
community as well.
5. Bigger space to provide and prepare halal food is very essential to facilitate better
purchasing of halal food. At the moment, due to lack of space, we are storing and
selling half of the halal raw food at the current rented house, and the other half are
stored at one of the Muslim students house.
6. Recent conversations about Islam in media mass have developed a significant interest
among the Japanese society. Therefore, the construction of Masjid and Islamic center is
a potential approach to strengthen dawah activities in Kofu city.
7. The parking space in the current musalla is also very limited as there is only one parking
lot. At times, the police had shown up due to illegal parking.
OPPORTUNITY
We are considering buying a land and building a mosque as our utmost priority.
It is located nearby the main campus of the University of Yamanashi, where it would
take about 5 minutes walking from the main campus.
We have received the support from one of the staff from the University of Yamanashi
in convincing the land owner to agree with our proposal (sell the land).
From all the points mentioned above, we are confident and optimistic to build a masjid and
to develop a place to organize our Islamic activities.

SUMMARY
ALHAMDULILLAH, all praise are due to Allah s.w.t. for His blessings. The Proposal
of Mosque Project has finally been prepared. Thousands of thanks to all people, especially
to all Muslims for their overwhelming support and help in preparing the proposal. We
hope that the support may also come from our respective Muslim brothers, donators and
other Islamic countries.
It is our responsibility as an Ummah to uphold the tenets of Islam, and building a
masjid is one of shiar (the symbols) in Islam. Finally, we would like to make dua to Allah
s.w.t. to strengthen our Istiqamah in performing good deeds and also in making the effort
to build a mosque in our locality (Kofu, Yamanashi).
And when you have decided, then rely upon Allah. Indeed, Allah loves those who rely
[upon Him].
Surah Ali Imran [3:159]
