GENERAL
This project calls for the supply, installation, & construction of ZCWD Third
Floor Renovation Project. It is therefore the responsibility of the winning
bidder to supply the required materials & construct in accordance to the
plans & specifications of ZCWD. All responsibilities as to the integrity of the
design & construction method rest with the contractor.
This project is intended to provide more convenient means to the employees
in performing daily work activity.
The proposed project shall be undertaken in accordance with the
established standards set by the National Building Code of the Philippines
and other pertinent standards set forth under Philippines Laws, Rules and
Regulations.
All electrical works shall be done in conformity with Philippine Electrical
Code (PEC) and the standards of the local power utility. Proper color coding
shall be observed. Grounding system must likewise be required as
stipulated in the Philippine Electrical Code.
All mechanical works shall be done in conformity with Philippine
Mechanical Code (PMC).
Completion of works is for One Hundred Ninety Eight (198) calendar days.
Curing period of cement for all necessary concrete works shall be included
in the one hundred ninety eight (198) calendar days.
In securing permits from Government Agencies all processing fee and bonds
shall be considered incidental expenses and shall be shouldered by the
winning bidder.
All necessary permits, clearances and other documents necessary for the
implementation of the project to include incidental expenses shall likewise
be done by the contractor.
All structural concrete must at least develop the minimum required

compressive strength by NSCP (National Structural Code of the Philippines)


at the end of Twenty Eight (28) days using the size of aggregates stipulated
in the NSCP.
The bill of quantities prevails in all issues relating to per unit pay items of
work.
Project Engineer of the contracting party must be at the project site at all
times during construction period.
Any accident or mishap that may happen during project implementation
shall be the sole responsibility of the contractor.
There shall be no demolition works on the major structural members of the
building considering it was constructed more than 30 years ago.
The contractor shall be liable for all damages that may be incurred during
the construction of the project. It shall be the responsibility of the
contractor to complete the project amidst any impediments that will arise
during the implementation phase. Only force majeure shall be sufficient
reason for time extension.
The equipment requirements for this project enumerated (attached in the
BOQ) must be made available at the premises of the principal office of the
contractor-bidder at the time of inspection. The contractor-bidder must be
able to present receipts/ proof of ownership of the required equipment;
otherwise the contractor-bidder must show documents/undertaking that the
equipment shall be dedicated for use of this project during project
implementation. Even though the contractor-bidder does not own the
equipment, still the equipment must be available at the time of inspection.
Equipment requirement may be owned or it can be leased, however it will
be required to be present during inspection by the Technical Working
Group.
The submission of the as-built plan is a requisite for final payment.
Single completed project similar in nature must be at least 50% of the ABC

of the whole project to be bid.


Bidders must submit an Affidavit of Site Inspection as part of the Technical
Requirements.
Temporary facility shall not be subject to turn over.
Request for Extension/Letter of Request for temporary suspension of work
due to justifiable grounds coming from contractor shall be subject to the
confirmation of the offices Project Engineer and with the approval of the
General Manager
Safety measures/signage must be provided at all times by the winning
bidder especially for the riding public.
All forms of bid security are acceptable however if the Bidder opts to submit
a Surety Bond it must be callable on demand and must be accompanied by
(1) Certificate of Authority from the Insurance Commission authorizing the
Insurance/Finance Company to issue such bond and (2) another specific
Certification for the specific surety bond from the Insurance Commission for
bidding purpose of the specific project.
No prohibition on the point of origin of the item except UN Sanctioned
countries.
The bidders are advised to observe the Sealing and Markings of bids found
in the ITB Clause 20. Otherwise, if the bids are not marked/sealed properly
it shall be ground for disqualification under ITB Clause 20.5
All Bank Documents should be machine validated.
Validity shall be 120 c.d. unless otherwise requested by BAC for an
extension.

METHODOLOGY
Minimize impacts to freight mobility within the vicinity by placing a high
priority on maintenance of traffic and public safety.
Implement the Project in a manner sensitive to the communities and
achieve enhanced environmental performance and comprehensive
environmental compliance.
Stimulate the local economy by maximizing local business participation in
delivering the Project.
Maximize use of minority or local business enterprises.
Proactively engage communities and Stakeholders in execution of the
Project from planning to construction.
Develop and implement an effective Quality Program.
Achieve rapid initiation and timely completion of construction.
Provide cost-effective solutions and cost-containment methodologies.
Increase work zone safety with engineering improvements and enhanced
awareness through public information.
Minimize life-cycle cost of the product.
Any additional project goals will be identified in the Special Provisions.
Main Responsibilities of the Contractor in Design, Construction, and Quality
Management - The contractor shall be responsible for furnishing all labor,
material, plant, equipment, services and support facilities for the following:
o Construction

of

all

o Project-related Public Information activities
o Coordination with Project stakeholders, other contractors, and

o Construction Quality and Workmanship
o Maintenance and protection of traffic and access to properties
(both temporary and permanent access)
o Project safety and security
o Harmful and hazardous materials remediation (design and

o Drainage and erosion control
o Construction waste disposal and handling
o Acquisition

of

required

clearances,

licenses,

construction

easements, and permits for the Design-Builder's Work, Work


sites, and storage areas, on or off site
o Ancillary Work, such as access roads, work sites, and temporary
works
o Location, acquisition, permits, and transportation for material
o Site clearance and restoration
o Administration of the Project during the Contract period
The Contractor will be required to plan, implement, and maintain a Quality
Plan for the Work. The Quality Plan will detail how the Contractor will
establish

and

operate

its

quality

program

management

structure,

independent from design and construction production, and document its


procedures pertaining to all aspects of the work listed below. The Quality
Plan will be established and maintained by the Contractor such that it
provides an agency-auditable system that assures that the contractor will
comply with all Contract requirements called for under this terms of
reference.

TECHNICAL SPECIFICATIONS OF PROPOSED THIRD FLOOR RENOVATION


PROJECT

GENERAL
All Installation works shall be done in a thorough and workmanlike manner
in accordance with the Detailed Plans and Specifications with the presence
of ZCWD project in charge. The Contractor shall supply the required
Equipment/Materials and all other Accessories that shall conform to the
specifications below, necessary for the construction of the third floor
renovation project.
The contractor shall also provide as-built plans and details of the project. All
materials must to be brand new. Expenses for the use of power supply
during the construction and testing of mechanical equipment shall be done
by the contractor. All installation works shall commence only after thorough
inspection has been conducted by the ZCWD.
The contractor should provide electrical materials, tools and equipment
needed during the installation & testing of mechanical & electronic
equipment. All materials are in accordance with Philippine National
Standards, Philippine Electrical Code and Philippine Society of Mechanical
Engineer (PSME) Code.

CIVIL WORKS
The Bidder/Contractor shall prepare the structural design and plan for the
additional civil works which are the extension of elevator shaft at the roofdeck and the construction of elevator machine room.

The additional civil works must be designed according to National Structure


code of the Philippines (NSCP) latest edition. The contractor shall do the
necessary structural integrity test to the existing structural member if
required.
The contractor shall verify on site the condition for proper assessment of
the existing elevator shaft. (See attached plan as Annex A).
The contractor shall provide the proper bonding strength between existing
old concrete to the new poured concrete to attain high level of fixity.
o Ceiling Works
Ceiling Frames
For Perforated Gypsum Board, ceiling frames or grid should be
25mm. aluminium Wall Angle Runner, Main Aluminium Tee Runner
and 600mm. length aluminium Cross Tee Runner fastened and
joined with aluminium blind rivets, hangers must be 3mm. thick x
25mm. x 25mm. Angle Bar, fastened with drive pin or metal screw
w/ tox to existing concrete floor.
For Fiber Cement Board, ceiling frames or grid should be 0.40mm.
x 19mm. x 50mm. Furring Channel and for carrying channel,
0.80mm. x 12mm. x 38mm. and for wall angle should be 0.40mm. x
25mm. x 25mm., fastened and joined with blind rivets.
Ceiling Boards
The specified ceiling board is 12.5mm. x 600mm. x 600mm.
Perforated Gypsum Board and 3.0mm. thick Fiber Cement Board
Mouldings
Ceiling mouldings shall be 75mm. size.
o Tile Works
The whole floor areas shall have 600mm. x 600mm. Granite Tiles
with application of 25mm. floor topping before installation. Tiles
are installed at 2.5mm. groove where application of tile grout is
expected. Tile grout shall be conform to the color of the granite
tiles.
Flooring for the toilet area shall be of 300mm. x 300mm. ceramic
tiles with application of 12mm. floor topping before tile installation.
Tile grout color shall conform to the color of ceramic tiles.

Walls for the toilet area shall be of 300mm. x 300mm. ceramic tiles
with application of 12mm. wall topping before tile installation. Tile
grout color shall conform to the color of ceramic tiles.
o Fabrication and Installation of Cubicle
Cubicle Partition
All cubicle partition shall be 20mm. thick MDF (Medium Density
Fiberboard) Melamine Board with 20mm. thick marine plywood for
horizontal and vertical studding and for nailer. Edging for 20mm.
thick melamine shall be 2mm. thick x 20mm. PVC Banding Tape
(for MDF Melamine). Edging color shall conform to the color of
melamine board.
Cubicle Partition with Glass
All cubicle partition with glass shall be 6mm. thick clear glass with
100mm. x 44mm. analok aluminium partition frame and with
10mm. analok aluminium glass clipper.
Cubicle Table
All top board shall be 30mm. thick MDF (Medium Density
Fiberboard) Melamine Board, use 30mm. PVC T- Moulding for edge
banding. Edging color shall conform to the color of melamine top
board. And 20mm. thick MDF (Medium Density Fiberboard)
Melamine Board shall be use to base board, drawer board, cubicle
board, and frame. Edging shall be band with 2mm. thick x 20mm.
PVC Edge Banding Tape with the use of heating tools or Portable
Edge Banding Machine. To fastened melamine board use 2 inches
Flat Head Wood Screw with the chemical application of glue for
melamine.
Drawer and Cabinet
For cabinet frame, drawer frame and nailer shall be 20mm. thick
marine plywood and for drawer floor shall be 6mm. thick marine
plywood, fastened with finishing nail.

All office table shall be 20mm. thick marine plywood for siding,
drawer siding, top board and drawer frame. Nosing for top board
shall be 25mm. x 25mm. Lauan Wood or equivalent hard wood and
for siding nosing shall be 25mm. x 50mm. Lauan Wood or
equivalent hard wood. Front table siding must be provide with
upholstery cloth. Each drawer must have drawer lock, drawer
handle and drawer roller slide.
o Supply and Installation of Aluminum and Glass Works

1.77m. x 3.20m. Glass Sliding Window


The frames shall be FD100 Analok Aluminum Frames with 6mm.
thick Bronze Glass. Dimensions and Measurements, to verity at
site.
Glass Wall Partition
Thickness of Bronze Glass Partition shall be of 6.0mm and with
44mm. x 100mm. Aluminum Frame.
o Installation of Dry Wall Partition
Board for wall partition shall be 10mm. thick Boral Plasterboard
with steel wall framing stud, gauge 25 x 50mm. x 75mm. fastened
with aluminum blind rivets. Plasterboard are fastened to metal
stud with #14 Metal Screw Type B Zinc. Fastened metal stud to
existing concrete floor with expansion bolt.
o Masonry Works
This item shall cover wet partition wall in accordance with the
provided BOQ (Bill of Quantities). Wet partition wall are specified
to use 100mm. thick CHB (Concrete Hollow Blocks). All masonry
shall be laid plumb, true to line, with level and accurately spaced
course. Bond shall be kept plumb throughout, corners shall be
plumb and true. Units with greater than 12% absorption shall be

wetted before laying. Work required to be built in with masonry,


including anchors, wall plugs and accessories shall be built in as
the erection progresses. All horizontal and vertical points shall be
completely filled with mortar when aid in full bed of unfurrowed
mortar. All horizontal and vertical points shall be bonded at corners
and intersections. No cells shall be left open in face surfaces. All
cells shall be filled up with mortar for exterior walls. Units
terminating against beams or slab shall be wedged tied with
mortar. Do not lay cracked, broken or defaced block.
o Plastering Works
Plastering works requires minimum 12mm. thickness with class
mixture of 1:3 for internal wall plastering and 1:3 for external wall
plastering (cement and fine sand ratio). This covers both sides of
the walls having smooth surface finish ready for painting.
o Plumbing Works
Plumbing specifications shall conform to the National Plumbing
Code of the Philippines
Plumbing Fixtures
Water Closets one piece, jet flush water closets with complete
fittings and accessories.
Lavatory at Toilets with faucet Wall Hang Type Lavatory with
complete fittings and accessories.
Floor Drain 100mm. x 100mm. Stainless Double Strainer
Soap and Tissue Holder shall be ceramic.

o Installation of PVC Doors

Prefabricated PVC doors are of 600mm. x 2100mm. size with


bottom louver with complete accessories. PVC doors are mainly
utilized for toilets.

o Installation of Panel Type Door.


Panel Type Doors (800mm. x 2100mm.) are job order and its door
jamb. Dimensions and measurements shall conform to the provided
detailed plans. The preferred good lumber to be used for flushed
type door is Mahogany or equivalent hard wood.

o Supply and Installation of Double Swing Door


Dimension for double swing door shall be 1450mm. x 2100mm.
with 6mm. thick Bronze Glass. The frames shall be of FD100
Analok Aluminum Frames.
o Painting Works
Surface Preparation
Remove all existing paint to bare substrate using paint remover,
then follow coating system procedure for new surfaces. Smoothen
uneven surfaces, use filler/wall putty to patch up cracks or holes in
the walls. Use masking tape to protect areas that you dont want to
paint. Clean surfaces before introduce on it. For new masonry wall
apply concrete neutralizer.
Primer
Primer paint shall be Acrylic Solvent Based Primer for
plasterboard, fiber cement board, existing concrete wall and new

concrete surfaces, reduce it with Acrylic Solvent Based Reducer, if


necessary reduce it with liter per 4 liters of paint. Use plastic
sheets or old newspaper to protect floors and furniture from paint
splashes. Stir well the paint before each use.
Finishes/Top Coat
For finishes, shall be Acrylic Solvent Based Top Coat, mix it with
desired amount of Solvent Based Thermoplastic Acrylic Resin,
reduce it with Acrylic Solvent Based Reducer and finish it with two
coats.
o Hardware
Lockset Satin Chrome Entrance Lockset, use at panel type door
and Cylindrical Satin
Chrome Bathroom Lockset, use at PVC door.
Hinges 75mm. x 75mm. Stainless Ball Bearing Hinges, use at
panel type door and shall
be Cabinet Concealed Hinges use at cabinet.

MECHANICAL WORKS
o Fire Sprinkler
a. The third floor fire sprinkler piping branch shall be tap to the
existing 100mm B.I. main riser column fire sprinkler pipe.
b. Sprinklers systems are engineered to meet the standards of NFPA
13 (National Fire Protection Association), FM global loss
prevention council (FOC), or other similar organizations, and will
also need to comply with the provisions of governmental codes,
ordinances, and standards where applicable.
c. The system provides fixed fire protection using piping filled with
pressurized
Water supplied from a dependable source at all times.
d. The systems pendent sprinkler head must be chrome finished.
e. All piping system must be B.I. Pipe, Schedule 40 ASTM A- 106 GRADE B.
f. The contractor shall provide 30 HP Centrifugal pump with motor. The
pump will be tapped to the existing control panel of the jockey
pump. The pump discharge will be also tapped to the existing fire
sprinkler discharge line.
o Smoke alarm
a. The smoke alarm detector shall be 220-240 ac powered with battery as
backup power.

b. The smoke alarm must have minimum of 85 decibels sound.


c. The contractor will provide the necessary wire for the installation
of the smoke alarm.

ELECTRICAL POWER CONNECTION


The electrical power connection of the elevator system will be tapped at the
existing three-phase power source of the building. All materials, manpower,
permits and fees necessary for the provision and energization of the
elevator system shall be borne by the contractor.

All electrical works shall be done in accordance with all the requirements of
the latest issue of the Philippine Electrical Code with the rules, regulations,
and ordinances of the local enforcing authorities of Zamboanga City.

TESTING AND COMMISSIONING


The testing and commissioning shall be done upon the completion of
upgrading existing electrical system at ZCWD main office.

OTHER FEATURES
The elevator system must be loaded with the following features:
The elevator should be installed with a CCTV camera, which must also be
connected to the existing ZCWD CCTV system
The car must be with Emergency Car Lightning (ECL)
The car must also have built-in 3-way intercom system
