I am \vriting to request participation in the Delegation of Authority Program pu rsuant to


287 (g) of the Immigration and Naturalization Act. Given our past relationship \vith ICE,
this partnership will enable us to better serve and meet the needs of the residents of
Beaufort County South Carolina.

I have been in communication with your office in Charleston. Resident Agent-in-Cbarge;


has been very helpful and encouraging. With his advice 1 am proposing the

Establishment of an Identification Review Officer at our Detention Center located in


Beaufort. This is our processing and pre-trial detention faci.lity.

Train fou r( 4) Deputy Sheriff·s and ten( 10) Detention Center Officers~ with a min.imum of
two(2) years c;-,.rperience, who have passed a security background check acceptable to
ICE.

Tra.injng facilities are available in Beaufort County where instructors can utili.ze
computer training aids, videos and other materials they may need in instructions,

This program will aIlo\-v us to enter into a Memorandum of Understanding that will enable us to
participate \\~th ICE in identifying criminal illegal aliens who pose a risk to the citizens of
Beaufort County. I look for\vard to your speedy endorsement of this request and moving forward

Thank you for your interest in the 287(g) delegation of immigration authority program. The
287(g) Program Management Office and the Office of the Assistant Secretary for U. S.
Immigration and Customs Enforcement (I CE) are i.n receipt of your request for training for the
Waukegan Police Department.

On August 2,2007, the Program Manager for 287(g) Delegation of Authority at ICE
Headquarters forwarded your request to the Resident Agent in Charge Charleston, SC, and the
Field Officer Director of Detention and Removal, Atlanta, GA. Local representatives from
these two divisions will be in contact with you soon to conduct a preliminary assessment and
determine whether the 287(g) progTam is the appropriate application to address your locaJ law
enforcement challenges.
