Dear Assistant Secretary Myers:

I am writing to request participation in the Delegation of Authority Program pursuant to 287(9) of the Immigration and
Naturalization Act. Based on the success of the program in Charlotte and other areas throughout the United States, and
our past success working with federal agencies. I feel this program will make great strides in meeting our needs in
Henderson County_

I have been in contact and d iscussed, in great detail, this program and its benefits to loca! Jaw enforcement with Assistant
Special Agent in Charge ' ~ based in your Charlotte Office, He has been extremely helpful throughout this
process and his knowledge of this program has aided myself and other local agency heads in making the final decision to
participate in this program.

In that spirit and in the spirit of this program I propose the following plan of action in Henderson County_

House this program at the Henderson County Detention Center. This is central processing, housing
and pre-trial location for ali law enforcement agencies within Henderson County.
Train 10 Deputies working within the Detention Center. These deputies must pass a security
background that is acceptable with your department and must be employed with the Henderson
County Sheriffs Office for at least two years.

Based on extensive research we believe the best course of action is to have this program solely housed within the
Henderson County Detention Center, The North Carolina Justice Academy - Western Campus can provide the location
for the training of OUf officers. This facility is located in Edneyville which is located within Henderson County.

It is my fervent belief th.at this prog,r<l(l1 will gce~tly enhance our ability to fig hi crime within Henderson County and will
allow us to remove an element of the community that is unwanted.

This program will allow the Henderson County Sheriffs Office to enter into a.Memorandum of Understanding that will
enable us to participate With /mm~gration and Customs tnforcemen! in tlle (denti1:C-<itlon ot iilegal aliens who pose a riSK :0
the people of Henderson County.

Dear Sheriff Davis,

Thank you for your interest in the 287(g) Delegation of Authority program. This letter is to
notify you that the Office of the Assistant Secretary for U.S. Inlmigration and Customs
Enforcement (ICE) has received your request for 287(g) Delegation of Authority training for
the Putnam County Sheriff s Office.

On April 11, 2007, the Program Manager for 287(g) Delegation of Authority at ICE
Headquarters forwarded your request for participation in the 287(g) program to the Special
Agent in Charge (SAC), and the Field Operations Director (FOD) for the Atlanta area of
responsibility (AOR). The SAC and FOD, along with a member of your staff will need to
conduct a feasibility assessment study. After cOInpletion, the assessment will be reviewed at
ICE Headquarters and a determination will be made to either accept or deny your request to
participate in the prograln.

Should you require information concerning the status of your request to pat1icipate in the
