Dear Ms. Myers:

Please accept this letter as an official request for the Wake County Sheriffs Office
(WCSO) to participate in the Delegation of Authority Program pursuant to Section 287(g)
of the Immigrat ion and Naturali zation Act. Participation in this program will enable us to
better serve and meet the needs of the residents of Wake County, North Caroli na.

We propose to establish an Immigration Enforcement unit in our Jail facility to screen

arrestees as they are brought into the jail to determine citizenshi p and/or val idate
immigration status. lnitially. we want to train twenty (20) WCSO detention officers
assigned to this unit. These officers will have at least two (2) years experience and will
have passed a security background acceptable to ICE. Since we want to train twenty
officers. we are willing to provide the traini ng facilities for your offi ce.

I understand that we will enter into a Memorandum of Agreement that w ill enable us to
participate with ICE in identifying criminal illegal aliens who pose a risk to the citizens

On December 10,2006, the 287(g) PMO at ICE Headquarters forwarded your request to the
Field Office DiIector (FOD) of Detention and Removal Operations, Atlanta, OA and the
Special Agenl in Charge (SAC) Atlanta, GA. Additionally. your request has been included in the
newly formed partnership between ICE Clnd the North Carolina Sheriff's Association. This partnership
