Dear Attorney Andrews,

I enclosed a copy of a federal brochure of the U.S. Census 2010 that appears to have been
tampered with for political purposes, The first page highlights "5* District Town Committee" when in fact
there is no present town committee, as there are two district committee slates vying in a district committee
election set for March2,2010. In addition, the individuals listed on the left side of the first page do not in
total make any of the challenging slates, in that Mr. Abbe Giles was added and Ms. Olga Vasquez was
deleted. In addition, citizens are directed in the central lower part of the first page to call Mr. Giles' radio
show on WKND for "further information".

The hard copy brochure itself is in the hands of States Attorney Investigator Charles Sarant though
the brochure may be violative also of C.G.S. 9-602,9-608 and 9-621.1 have talked to a person in the
State's Attorney's office who seems to agree that Mr. Sarant might appropriately also transfer the tampered
brochure to the U.S. Attorneys Office for their own independent investigation of the other charges, relating
to the brochure.

As I understand the chain of custody, the "Abbe Giles Team" lit dropped the tampered brochures
all over the 5th district the weekend of January 30* after the Local Census person told Mr. Sean Arena not
to tamper with and distribute that brochure, sometime before the brochure was lit dropped, A person named
Kyle Anderson on Tower Avenue found the brochure in his mailbox and called Ms. Kelly Kirkley-Bey and
gave her the brochure. Ms. Kelly Kirkley-Bey gave the brochure to Ms. Rebeca Wareing whom made a
PDF of it and set it to me.

Please investigate the above in an expedited fashion as the district town committee primary is
March 2,2010.
