PRIMARY PURPOSE OF THE JOB


1. Supervise and direct the work to technical assistants and senior clerk.
2. Prepare and coordinate with his lead on deciding the best contractual strategies for the Drilling
Department.
3. Represents the Section in various Tender Committee, contract negotiation, Finance, Legal and
Materials departments during absence of his lead.
4. Ensure the tenders are issued and contracts are awarded within planned time frame in order to avoid
unnecessary variations.
5. Prepares periodically updates and monitors closely the Contracts Status and Drilling Departments
total contracts value and period consumption ensure the operations are conducted within approved
budget.
6. Reviews the tender evaluation both technically and commercially which is submitted by the
subordinates and keeps higher levels and department sections informed of all action taken during the
evaluation progress.
7. Prepare statistical/trend analysis on market/regional and local prices and services development and
changes.
8. Answers all the queries either in writing or orally related to the Drilling Department contracts and
assists internal, external and State Audit Bureau auditors as appropriate.

9. Optimises cost / budget Management within the framework of contractual agreements and assists the
Lead Planning Engineer in preparation of Corporation Estimates for tenders under process.
10. Makes recommendations for improving the contractual producer, strategies for price structure,
combining services as integrates services. Request comments from end users of contracts if any
amendment to be considered prior to re-tendering to avoid any short fall that they may have
occurred in previous contract.
11. Participates at the required level, in meetings with Finance/Legal/Materials/ contracts personnel and
auditors.
12. Make presentations and familiarisation to end users to new contracts for the proper administration
of the contracts including pricing structure.
13. Acting for Lead Engineer during his leave.
Principal Accountabilities
1. Directs and supervises the subordinates with regard to the tendering plan for each tender i.e.
advertisement, tender closing, evaluation, awarding and budget related work.
2. Responsible for strict adherence to the established tendering and contracting procedures and
negotiations.
3. Has access to tender and contracts confidential commercial bids and evaluation which he must
maintain strict secrecy and confidentiality.
4. Interpretation of 25-35 active Drilling Department equipment and services contracts and assist in
administrating worth 400 MMQR 800 MMQR.
5. Responsible for the accuracy of corporation estimates, tender evaluation and variations cost and
ensures that the evaluation of bids are comprehensive. A lack of accuracy and thoroughness could
have significant financial and legal implications.
6. Processing of Call Off Orders and Materials reservations depending upon the activities. Constantly
monitoring for over invoice / duplicate invoice, a slip can cause great financial and legal
implications on Q.P and issue monthly reports for status of Contracts and Call off Orders.
Knowledge, Skills & Experience
B. Sc. in Petroleum Engineering or related discipline.
1.

Should have in depth knowledge and experience of drilling, completion, well testing and rigless
operations engineering.

2.

Knowledge of complete tendering procedures from preparing the tender to awarding the contract.

3.

Cost engineering knowledge of the activities from spud to completion of a well.

4.

Negotiation skills to negotiate with contractors along with GTC/LTC Committee/Sub-committee.

5. Should have good knowledge of oil industry pricing structures and standards in order to
incorporate best pricing structure in the contracts to achieve maximum for Q.P./budgeting
exercises.
6.

Through knowledge of preparation monthly and yearly accruals allocation cost.

7.

Co-ordination / consolidating Drilling Departments annual objectives and performance target


and their follow up.

8.

Preparing, compiling and editing departments monthly/quarterly and yearly reports.

9.

Providing data for well insurance on yearly basis, actual and forecasts. Data for Corporate
Planning.

10. At least 8 years experience in Petroleum and Drilling operations engineering.


11. 3 years experience on the well site including the Onshore and Offshore Rigs.
12. At least 2 years in financial/contract engineering/cost engineering system.

Budget Dimensions
1. Drilling annual budget varies from 400 MMQR to + 800 MMQR depending upon the activities.
2. Over 25 35 active drilling services and supply contracts are administered by Drilling, valued
between 500 700 MMQR.
3. Some 70 100 MMQR worth of drilling equipment and materials are ordered and consumed every
year.
