1 Overview
1.1 Purpose of Quality Management Plan
The purpose of the Quality Plan is to detail how the quality processes for the Indian Housing
project- Batticaloa will be implemented to ensure a 40 houses project is completed and given to the
war affected people in the area. This will be achieved by ensuring that all project management
processes are conducted in a quality manner and by developing quality criteria for the outputs
themselves.

1.2 Quality Management Plan Components


To achieve this, the Indian Housing Projects Quality Management Plan includes the following
components:

Quality Assurance - to ensure quality project management processes.


Quality Control Ensure the desired level of quality expected by the client is achieved
Quality Improvement review points to assess and improve quality where possible.

2 Project Quality Assurance


Quality Assurance for the Indian Housing Project will be achieved by defining the relevant quality
project management processes that will be applied.

2.1 Methodologies and Standards


The following are the main standards and methodologies used in the construction to ensure proper
quality and standards are adhered.

Institute for Construction Training and Development (ICTAD) standards.

Product realisation and measurement items are specifically referenced in quality


management systems guidelines and requirements such as AS/NZS ISO 90001:2008 and
ISO 9000-1 Quality management and quality assurance standards

2.2 Quality Review


2.2.1 Project Evaluation and Review
When quality management is being undertaken effectively in a project, there will usually be areas
identified for improvement. By building in regular reviews of both output development processes
and project processes, quality improvement can be carried out throughout the life of the project.
A review should be provided at the end of each and every month until the completion of the
project and the review should cover all the following aspects;

If there is an under performance, provide the reasons for such.

The Quality Assurance officer of the project is responsible for arranging and managing the reviews
and the report is given to the client for inspection. Once the report is received the client will give a
review about it to the project manager hence suitable actions can be taken.
Ideally, an independent body which is appointed by client the conducts these types of review and
the cost for the reviews should be included in the project budget.

3 Project Quality Management


At the highest of levels Quality Management involves planning, doing, checking, and acting to
improve project quality standards. Project Management Institutes Project Management Body of
Knowledge breaks the practice of Quality Management into three process groups: Quality Planning
(QP), Quality Assurance (QA) and Quality Control (QC). The following sections define how this
project will apply each of these practice groups to define, monitor and control quality standards.

3.1 Quality Planning


All the materials and the quality should be matched with the specifications to ICTAD
or the client and the consultant will analyses the work and provide a report to the
client about the material standard and the work quality.

3.2 Quality Assurance

3.2.1 Improve Project Quality


If the desired quality of work is not attained, measures can be taken to improve the quality
and to avoid such. This is the responsibility of the quality control officer.
