Implementation
The provisions of this procedure are mandatory and shall apply to maintenance in all
territories of Network Rail.
Compliance
This Standard Maintenance Procedure shall be complied with by June 2006.
It is the responsibility of the Territory Maintenance Director to ensure that all roles identified
in this procedure are mapped to the relevant Territory/Area/Delivery Unit organisation.

Supply
Copies of documents are available electronically within Network Rails organisation. Hard
copies of this document shall be available to Network Rail employees on request to your
Area Document Controller.
Change control
Suspected errors and omissions or requests for change shall be reported to the
Maintenance National Specialist Team Standardised Process & Procedures, using
SMP/NRSOP Change Proposal Form SMF/MG/0001. This can be found on Network
Rails Intranet site.
No procedures shall be amended outside the control of the NST Standardised Process &
Procedures Team.

1.1
Purpose
To provide maintenance staff, either directly employed by Network Rail or
via a third party, with a mechanism to deal with the review of situations
where staff had felt that they or others may have been in serious or
imminent danger and have used the Network Rail Worksafe procedure
NR/SP/OHS/00112 (due for publication June 2006).
Scope
2.1
All employers are legally obliged to ensure that employees are provided with
a safe working environment and safe system of work. Maintenance does
not expect any employee or contingent labour to work in an unsafe manner
to achieve results. If a task cannot be undertaken safely then it must not be
done. Staff may refuse to work on the grounds of Health and Safety by
informing their supervisor immediately.

This document applies to all maintenance work carried on the Network Rail
controlled infrastructure by Network Rail staff or contingent labour under its
control.

Procedure for Review after the worksafe procedure has been used.
4.1
If a safe method of working could not be found on site when the Worksafe
Procedure was used then the work must be postponed until a safe method
of work can be found to carry out the work.
4.2
Within 24 hours of the decision to postpone the work a formal review must
take place with the Maintenance Delivery Unit Manager (MDUM) or
equivalent chairing the review. The Workforce Safety & Environment
Coach and a staff Safety Representative shall assist, where available, to
determine the correct safe method of work to be used in the future.

The MDUM or equivalent shall inform the IMM and Workforce Safety
Advisor (WSA) of the formal review outputs.
4.6
The WSA shall examine the outputs from the formal review and feed back to
the IMM, MDUM or equivalent and AMWS&EA ensuring all concerns
surrounding the incident have been addressed.
4.7
The AMWS&EA shall ensure that the impact on current Risk Assessments
and Method Statements has been reviewed. The AMWS&EA shall inform
the WSA of all changes to Risk Assessments and Method Statements so
that all changes can be briefed to all Areas in the territory and if appropriate,
to all the territories.
4.8
The WSA shall review and feedback to the IMM and MDUM or equivalent to
ensure that the Area has identified, as part of the review, the additional or
alternative control measures to be put in place are appropriate. The WSA
shall also allocate responsibility for making and cascading the changes to
the method of work within the maintenance line management structure.
4.9
No disciplinary action wiil be taken against any individual who uses the
Worksafe Procedure because they genuinley believe they are in danger.

Note 1 Where roles are not defined by the Standardised Area Template Organisation, it
is the responsibility of the Infrastructure Maintenance Manager to ensure that these roles
are mapped to the delivery unit organisation. For example Section Manager is a generic
title for supervisors of track, signalling & telecoms, electrification and plant (etc.) teams
within the delivery unit.

Executive Summary

Implementation
This Standard Maintenance Procedure will be briefed via the cascade briefing system
to all Maintenance staff. This SMP will standardise the arrangements already in place
within Maintenance. This will result in the following ex maintenance contractor
procedures being superseded following compliance to the new procedure.
