ORDER:
In the order second read above, orders were .iss\,!ed-permittiflg------------Commissioner of Technical Education to conduct the counselling for giving
transfer to the Teachers working in Government Engineering Colleges,
Government Polytechnic Colleges and Special Institutions for the year 20132014 and also guidelines were issued. In the letter 3rd read above, the_
Commissioner of Technical Education has requested to issue necessary
orders which IS empowered -film- to 'conduct the counselling _.tor -grariting of
transfers to the Teachers working in the above _said Institutions for the year
2014-2015 arid also requested to issue guidelines in this regard.

In the letter 3rd read above, the following details are submitted by
the Commissioner of Technical Education for due consideration of the
Govemment:(i)

The General Order that the Government-seo/ants shoilid no1..

serve in the same place for more than three years is not being
followed in respect of Teachers serving in Government
Engineering Colleges / Polytechnic Colleges and Special
Institutions, since the post in which they serving are not
administrative post. The same procedure may be continued.

(ii)

The General Transfer must be made only in respect of vacancies

arising out of retirement, resignation, removal from service,
promotion, death, creation of new posts, incumbent already
transferred and other administrative reasons. In order to give
transfer to a Teacher, on no reason, the other teacher must not
be transferred.

The following information must be displayed in the Notice Board?

of the office of the Principal of the concerned Institutions i
- Commissioner of Technical Education in respect of applications
received requesting transfer.

(a)

The list of vacant places to be filled up.

(b)

The names of the Teachers who have requested for transfer and
the names of the Engineering Colleges I Polytechnic Colleges to
which the transfer has been requested.

(c)

Guidelines for transfer.

must be registered in the relevant office records in the serial order and the
relevant number assigned and ackl10wledgement given to the teachers

Procedure for making transfer through Counselling:-

(i)

The list of names of faculty who have made request for transfer
will be prepared as per the priority mentioned in para 5 below.
On that basis, counselling may be conducted at.ClJennaLT.hosa
who have made request for transfer and come for counselling will
be given a . list- of vacant places and if tl:!~:'-dJ!"..IDre-' -O-o~--9~e=!t~_-_

transferred to any of the vacant place the transfer wilt be giveri.
While giving such transfer, the vacant places arising out of such
transfer must be included in the list then and there and the
willingness of faculty in the next order ofprierity-mtlst----be-------obtained and transfer given,..It must be clearly mentioned .in.Jhe
notice board that the transfer will be considered -purely- oo--the ....
willingness of the faculty who seeks transfer to the places where
is not indicated in their application, if vacancy is create due to
above.

(ii)

,After counselling is over, the transfer order shall be given on the

day or next day. All the transfer should be completed before the
end of the month of July except transfers on promotion-and other
'genuine reasons. The faculty must participate in counselling on
their own expenses.

If more than one person make request for transfer to a particular
vacant place, the following categories would be given preference:(i)

Husband I Wife of person serving in Military.

(ii)

(a) Physically handicapped persons capable of moving only in

Tri-cycle; or handicapped persons whose both legs have
been affected and who can move using caliper.

(b) Persons who have undergone Heart Surgery and kidney

Transplantation Surgery.
(c)_

Acute Cancer patients.

(iii)

Widows and unmarried women who have crossed the age of 40

years.

(iv)

Teachers who have served in the same place for a minimum

period of five years or more.

(v)

When both husband and wife who are in service;

Government Offices, Government Schools, Government
Aided Schools and Government Public Sector
undertakings. Provided certificates issued by the
concerned officials who have been empowered in that
behalf are produced. There is no discrimination in this
regard as Central Government ,Slate- -Government I
Public Sector Undertakings. If either of them
(husband/wife) is serving within a distance of radius of 20
k_ms.,they cannot be considered as separated and given
priority. Once husband or wife has obtained transfer
through counselling, they cannot again apply for transfer
for a minimum period of two years. While_.requesti,un~g~f~o~r
transfer on the basis of priority of husband / wife, the place
of request for transfer must lie within the same district or
within a minimum of radius of 40 k.ms., from the place
where husband or wife is serving. .

for transfer, then the period of service rendered by "the inaiiiidUal
at the present place must be taken into account and the
individual who has put in more period of service must be given
priority.

In respect of Teachers who have served for three years or more

at Government Polytechnic College at Ooty, when they make
request for transfer to other place of their choice where there is
- novacahcy, then the station senior at tneplace where they have
made request for transfer may be transferred and they may be
accommodated in such vacancies. If the station senior has
already served at these College (Government Polytechnic
College, Ooty), the next station senior who has not worked at the
above College may be transferred. Whether all the Teaching
faculties have already worked in the above College, seniority
may be worked out for their service put in the above Colleges
and transfer shall be effected accordingly on rotation basis.
(b)

If the station senior have got two years or less than the
period of service to retire, then they may be given

As it is considered that the above position will prevail

every year in respect of transfer to faculties serving at
Government
Polytechnic College at
Ooty, the
Commissioner of Technical Education is permitted to
transfer the station senior teachers serving at the District
Headquarters. In view of this they will be paid Transfer
Travelling Allowance as per the Travelling Allowance
Rules.

Transfer on Administrative reasons:---(i)----AElmiflistFattve-r-easen-meafls-traFlsfer. is to. be made in cases

where complaint has been received against the concerned
personnel, inquiry conducted by the appropriate authority and the
prima facie evidence available on the complaint and cases in
which disciplinary action initiated and charges framed. The above
transfers on administrative reasons may be made. -by -the
. Commissioner of Technical Education. It shall be clearly
mentioned in the file.

Such transfers on administrative reasons are to be effected by

the Commissioner of Technical Education based on the Inquiry
Officer's Report or evidences..

transfers on administrative reasons considering -the public
interest, promotion of education and skills of students of the area
where Engineering College I Polytechnic College is located.

The following conditions must be carefully borne in mind by the
officials while making general transfer of teaching faculties through
Counselling:__ ___{i). ... The .new entrants to the service are eligip.leto make request for
transfer, only if they have rendered one full academic year of
service in the newly joined place.
(ii)

T~e persons transferred on administrative reasons on complaints

will not be permitted to apply for transfer or participate in the
counselling for transfer for three years.

(iii)

A person once obtained transfer through counselling cannot

apply for transfer for a minimum period of two years. This time
limit will not apply to those who have been transferred on
promotion.

(iv)

Those completing the period of three .years I two years

mentioned in item (ii) and (iii) respectively on or before 31 July of
the year in which the counselling is made, shall also be allowed
to participate in the counselling held in July.

(v)

So far in respect of transfer is concerned, all Government

. Po19techFiiCColleges and Government-Speciaflnsfituhons
in
Chennai City will be considered as one Unit.

(vi)

Mutual transfers should be completed before the General

transfer takes place. Such transfers may be considered and
orders issued at any time during the course of the year.

(vii)

Those station senior who were disturbed and forcefully

transferred as per provisions of para 5 (vii) (a) may participate in
counselling after two years and may seek transfer to a vacant

It is informed that under this system the transfer is made as per
the willingness of Teachers, hence, no expenditure like Transfer Travelling

be applicable for the category mentioned in item NO.5(vii) (c).

After the issue of guidelines, the time table regarding Counselling
must be prepared and the same may be informed to all Principals of
Government Engineering College, Polytechnic Coileges and Special
Institutions.
