The material comprising this collection was collated by Ms. Orluc whilst researching in the
Special Archive in Moscow in fond 554 and 771. The material has been subject to organisation
and arrangement at the HAEC in order to present significant files. However, any single piece
can be relocated to its original context (Fond/Opis/Delo) by arrangement and description. The
files' physical arrangement allows identification of original file number and the description cites
the original file number in the field Old Record Code.
This collection consists of photocopied excerpts taken from documents held in the 'Russian
State Military Archive' of the 'Federal Archive Service of Russia' in Moscow concerning the
International Paneuropean Union. The material is a selection of the correspondence sent and
received by R. Coudenhove-Kalergi (16. November 1894 +27. Juli 1972), the founder of the
International Paneuropean Union in 1923. R. C.-K. set up a Head Office in the Hofburg in
Vienna and held a large correspondence with personalities from all over Europe in order to
publicise his ideas and set up national committees of the International Paneuropean Union. He
also organised 'Paneuropean Congresses' on political, agrarian and economic matters and
carried out various opinion polls on Paneuropean matters. The 'International Paneuropean
Union' fighted for a European confederation, the continuous creation of a customs union and a
European currency, an European military alliance to secure peace and promote general
disarmament, respect of minorities and national entities. Coudenhove excluded from Paneurope
Bolshevistic Russia and Great Britain and he found major supporters for his European project in
industrial and political circles. His major success was when Briand submitted the project of
European Union to the United Nations in May 1930.
