This letter is a request bY-the Wylie, Texas Police Department to participate in die Delegation a
Authority Program pursuant to 287 (g) of the Immigration and Naturaliza,ion Act. It is hoped that
by developing this partn hip between our agencies, we wiJl be able to better serve and meet the
needs ofthe residents o f the City of Wylie and the surrounding community.

In request for~281 (gJ:f> egation of Authority training, the Wylie Police Department proposes the.
following:

Establishment of an Identification Review Officer at our Police Department

'f'raio 4 patrol officers and I investigator, with a mjnimum of two years experience, who
/lav e passed a security background acceptable to ICE.

Training facilities are aila61 at our Police Depar1ment where instructors can utilize

This progrnm will allow us to enter into a Memorandum of Understanding that will enable iIs to

After speaking with you and looking further into our needs here at the Wylie Police Department, it's evident that the
287g program is more extensive than what our needs demand. The "CAP's" program will be more suitable for us as
our jail is only a temporary holding facility and we transport the majority of our inmates to the Collin County
Detention Center.

On another note, (bl(6). (blJIl(C has visited with us and instructed a course on Human Trafficking and Alien
Smuggling. This formation that was needed by our front line officers and they now have a better
understanding of their resources into this type of criminal activity. This training fully explained the CAP program and
L b)(6) J b)(7)( C) .1 did a fine job and should be commended. He agreed to meet with our patrol shifts at 0700 hours.
