Family Economics Push Shift


To Stronger Line By Teachers
A few years ago sanctions,
walkouts, strikes and boycotts
were union terms generally associated with the factory worker or coal miner.
Now the terms have become
quite common, especially sanctions and walkouts and a new
one "professional day"
in a field which the average
viewer would least expect it:
education.
Why?
Charles Godwin, principal at
Boca Raton High School and a

Education Association, explained it in one sentence. ' More

by men and heads of the household who need more money."

Tax bills. That's what they are: tax bills. Assessor Owen Benion checks the file of bills for the upcoming fiscal year, awaiting
completion after City Council takes final action to establish the

The bills are slated to go into the mail the last week of October.

truck routes through the city
will be on the agenda for tonight's council meeting.
The proposed plan, based
around a new pattern of routing
truck traffic around residential
areas,
separates primary
routes for through vehicles from
secondary routes for vehicles
which must make deliveries.
As drafted by the city engineering department, the plan provides an access route to each
area of the city which has business zoning.

Six other public hearings are


on the agenda. Up for discussion will be ordinances on the
city's fire prevention code,
swimming pool setbacks, a r e zoning in the Spanish River
Land Co.'s Plat A, an internal
transfer of city funds, change
of subdivision requirements,
and an amendment to the rules
of the mechanical contractors

Two assessment roll items
are back on the agenda. One
confirms the roll for the Winfield Park area and another
relates to Aldrich Corners.,

Many improvements in the


municipal organization were
noted by George Holds worth,
chairman of the city's C i v i l
Service Board, as the board
prepared to present its annual
report to the City Council.
The report, a requirement of
the City Charter, is on the
agenda for tonight's Council
meeting. Holdsworth said that
the board found many improvements as it toured each of the
city's departments during t h e
course of the study.
Particularly, he noted that the
records kept in each of the departments are superior to those
kept in the past and that many
procedures especially those
related to employe pay scales
have been standardized. He
said the annual study was conducted with t h e "excellent cooperation" of the various department heads and praised the
help the board received during
its work.
In the report, the board noted
that every effort was made so
that employes could "express
their feelings cordially, (since)
this was the only way to get a
true picture of the personnel
administration in our municipal service."
Among the findings of t h e

board were:
A large turnover of laborers due to alleged low hourly rate. The board recommends
that the minimum hourly rate
be adjusted.
Abuse of sick leave privileges by hourly employes. The
board advised a mandatory
suspension for any employe
found guilty on this count.
The need to hire new employes with considerable experience at a rate higher than the
minimum range specified. The
Board favored the plan.
Divided opinion on the r e quired 12-month probationary
period for new employes. The
Board stuck to the 12-month
figure but advised a possible
wage increase after six months
service "if warranted."
Lack of training for new
police officers. The board advised more basic courses.

Half Of Population Along Coast

By 1985, Boca Raton residents may find themselves living in the middle of a giant
population build-up which will
s e e almost half of Florida's
population concentrated in 18
southeastern counties.
According to a new study of
population trends by the Central
and Southern Florida Flood
Control District, the district
population should hit 5 million
by 1985, about double what it is
now.
Boca Raton stands to pick up
new residents at an even faster
rate. According to figures compiled by Dr. John Webb at Florida Atlantic University, t h e
city's population will double its
present number before 1980.
City Planning director Walter
Young quoted Webb's statistics
as indicating a population here
of 27,250 by 1970, growing to
40,150 by 1975 and hitting the
53,250 mark by 1980.
Young said the Webb figures
are "realistic." He added that
t h e current building boom,
sparked by the pending opening
of an IBM computer plant has
not altered the projections.
"These booms run in cycles,''
Young said, "and are taken into
consideration in the long range

projections,
Robert W. Padrick, chairman
of the FCD governing board,
said all indications point to
more "linear growth along
the East Coast, in particular
from Palm Beach County north
through Martin and St. Lucie
Counties. And it is expected
that the mushrooming population in the greater Cape Kennedy area will expand southward to meet the northern trend.
Percentagewise, the population of the Florida Gold Coast
will not increase as much as
in the past 17 years, Padrick
said. In the years from 1950
to 1966, the population of the
district tripled, from 803,000
to 2,390,000. In 1966, Dade
County had approximately 46
per cent of the population of the
18-county District, with 1,098,000 persons. Following D a d e
were Broward, Palm Beach,
Brevard, and Orange Counties
with 19 per cent, 12 per cent,
and 5 per cent respectively.
"All indications are t h a t
Florida has entered a new growth p h a s e , steady but non boomy," according to Gerald
L. McDonald, geographer for
the FCD, who compiled the new
population projections.

It is predicted that by 1985

population of 3.7 million or
74 per cent of the total FCD
population.

area, will show spectacular increases by 1985, due largely
to the impact of the Disney

In Boca Raton, the greatest number was at the high school where

PD Probes Attempt
To Derail SCL Train
Local police, Palm Beach
Sheriff's Office deputies and
Deerfield Beach officers were
investigating the attempted derailing of a Seaboard Coastline
Railway train late yesterday
afternoon.
Sgt. Frank Maguire said an
unidentified youth allegedly had
placed metal bars across the
train tracks just north of the
Deerfield Beach line.
The youth was spotted in the
area by two people who reported to police he was riding a
motorcycle and carrying a
hacksaw.
Since tampering with t r a i n
tracks comes under the jurisdiction of the Federal authorities, Sgt. Fred Dettman said
' the FBI in Miami had been notified.
At 7 p.m. yesterday authorities were still on the scene,
having had to walk the tracks

Potters Field
Close Studied
City Council will hear an appeal from the cemetery committee tonight to change existing regulations concerning pauper cases and where they are to
be buried.
Present rules provide a portion of the cemetery known as
"potters field." However, there
has been only one pauper burial
there in the citys history.
City Manager Alan Alford
said he will recommend to council that person without means
for paying for burial services

space plot.
Thus the potters field would
be eliminated.

Playing the Numbers Game

Reminder
Once again, we're reminded that Boca Raton's
municipal organization is about as good as one
can find.
On the agenda for tonight's City Council meeting is the annual report of the city's Civil Service Board. It's a requirement of the new city
charter and the fact that it was undertaken in
the first place only means that the board was
doing the job it's supposed to do.
It's conclusions indicate that the city organization is also doing what it's supposed to be
doing. Commenting on the report, Chairman
George Holdsworth said that "things are much
b e t t e r " than they were a few years ago.
What he means covers a wide spectrum of city
affairs, since Holdsworth has been close to the
municipal operations for a long time now. It

goes beyond the letter of the board's report,


perhaps, but the written words substantiate the
conclusion.
What discrepancies are noted in the board's
report are essentially of a minor nature, although a few have broad implications. What's
even more relevant is that each of the findings is
accompanied by a recommendation for correcting the situation. It's much easier to find faults
than to make suggestions for their improvement
and the board is to be congratulated for taking
the initiative in this regard.
And congratulated, too, for a job well done.
The board shares with the employes they interviewed the appreciation of the citizens and taxpayers who reap the benefits of a smoothly operating city government.

Views of Other Newspapers

You have to watch the numbers carefully to follow the action in t h i s Constitution Revision session of the Legislature, because things aren't always what they seem to be.
For example, it was reported
the other day that the House
voted to authorize "population
acts." And it did, by a majority
of 53 to 45. But that isn't nearly enough votes to write such a
clause into the Constitution.
As a matter of fact, very few
House votes have been sufficient to make the changes favored by a majority; for, when
it comes to formal action, it
will take a three-fifths vote of
members elected 72 "yea"
votes, regardless of how many
are present and voting. The
present Constitution requires
this for submitting an amendment or revision to the people.

Constitution goes on the ballot

last 20 days merely drafting
new provisions which they will
refer back to themselves when
they rise as committees and go
into formal House and Senate
sessions for final consideration
The Senate is doing it differof what they have written.
This is sound procedure, be- ently, and more logically. It
requires a three-fifths vote to
make any change in the basic
draft which came mostly from
the Constitution Revision Commission. As it finishes consideration of each article, it
takes another vote to see that
the whole article has sufficient
support to justify engrossing it
or writing it into the bill it
will consider in a week or two.
Also, it has adopted a rule to
require a three-fifths vote for1
each change when it again becomes a Senate and moves for
final action.
This means that the Senate is
working by constitutionally r e quired votes at every step,
while the House is merely testing sentiment and in the
opinion of some spinning its
wheels.
The question of whether the
new Constitution will go on a
special ballot this year or wait
until the November, 1968, general election will be determined by the vote in House and
Senate on a separate resolution calling a special election.
That takes a three-fourths vote,
so either 30 opposition votes
in the House or 13 in the Senate will postpone your change
to vote on the Constitution until
1968.
Whenever you vote, though,
you'll only get one whack. You
must vote FOR or AGAINST
the whole document as submitted. You can't pick some
articles you favor and some
you oppose, the way the legislators are doing.
"Nice Balance"

Wild Animals
A simple briefing on the habits of wild animals and the safety rules of America's national
parks could well be made a required course
for persons entering the wilderness areas of
these great preserves.
Need for such instruction has been brought
home in a tragic manner by recent fatalities.
The two young women attacked in their sleeping
bags and killed by grizzly bears were apparently
not sufficiently forewarned of the risk they took.
But it is only fair to note that this is the first
such casualty since the opening of Glacier National Park 35 years ago.
An ordinary encyclopedia article on bears,
however, sounds a warning note. One says of
grizzlies that they are "easily the most dangerous game animals of North America." It adds:
"Experienced hunters of the West have learned
to hold all of them in the highest respect." But
the parks are now full of inexperienced woods-

men who think of bears as amiable creatures,


like the lovable Winnie the Pooh of A.A. Milne's
children's verses, and trea.. them familiarly.
Shooting grizzly bear suspects (as has been
done to four) is no guarantee of safetyfor future
campers. Posted ruled apparently are not enough,
either, for rules have been posted ~ and ignored in many cases by heedless visitors. Nor
must the bears be exterminated as some hysterical reaction has suggested, for they are part
of the wilderness and not dangerous to those who
"respect" them and avoid risky situations.
It is sad that it has taken the fatal attack by
bears in Glacier National Park, and attacks on
four other people at about the same time in Alaskan wilds, to alert people to the need for caution. We hope that whatever measures are taken
by park authorities to educate people in wilderness ways will be warmly supported by the visitors for whose protection they will be designed,

Forming a Color Guard

At this writing 92 Civic Division members of the Greater
Boca Raton Chamber of Commerce have accepted the invitation to become charter members of the now forming chamber color guard.
The purpose of the color
guard is to procure, present
and preserve a suitable American flag and chamber banner
with poles and bases to provide
a handsome ceremonial "package." These will be on display
at the numerous Chamber of
Commerce meetings which are
held throughout the year.
It is estimated that with Coffee Club breakfast meetings
drawing ever larger crowds,
there will be at least 6000 attendance at Chamber of Commerce gatherings during the
1967-68 season.
Civic Division members consider it deplorable that no ceremonial flag and banner have
been available for showing at
past occasions and they are
taking action to immediately
change the situation.
They delegated Max Hutkin,

how they had progressed. There

specially designed and custommade 3x5 foot nylon banner,
also with a fringe of gold cord.

field on which is appliqued in

flag and the banner, gold anodized aluminum poles and bases
topped by gold plated eagles are
provided.
The poles are in sections for
flexibility and ease of transportation. They are so designed

meeting rooms.
Personally I w a s delighted
with what I saw and the. dispatch
with which Max and George had
turned an idea into a reality. It
is my feeling that a vast majority of Chamber members will
be proud to have these colors
showing at their meetings.
Between meetings it is planned to have them placed so that
they will be seen by all who
visit the Chamber of Commerce
information bureau and add
color to the verbal welcome
which is extended to those who
enter. It is planned that this
contribution of Civic Division
members will be officially unfurled at an early fall meeting
of the Chamber's Coffee Club.
It was a fine expression of
cooperation when about 40% of
all Civic Division members r e sponded to the single written invitation to join the color guard,

approached unanimous participation in this endeavor. All it
takes to be enrolled is your
name and a dollar.

can become flammable weapons and yet, at times, become
hopelessly befuddled symbols.
They can express the ecstacy
of man's poetic concepts or
perversely be abused for baser
motivations to foment wars and
bloodshed.
One overly abused term, " i n tellectual" was derived from
the Latin word intellectus,
meaning to understand, or the
quality of Intelligence, A person with intellect, according tc
the Merriam - Webster dictionary is: "One who has the
faculty of knowing; as distinguished from the power to feel
and to will; especially the power of reasoning,"
This definition should be clear
enough, but some of the most intelligent persons with superior
I.Q. ratings are prone to confuse the real essence lying behind the facade which this word

should convey.
For some odd reason, the
word intellectual has slipped
into the grey category of a derogatory term, denoting a snob
with campy, sophisticated tastes
in the realm of the arts and
literature. This corruption of
the word could be no further
from the truth as there are
many divergent degrees of
meaning attached to the attribute of being an intellectual.
It is a disturbing thought to
witness the increasing volume
of words that have drifted into
the twilight zone of muddled
meanings while others are doing a right-about-face
from
their original connotations.This
trend is strikingly revealed in
political words such afe: conservative, liberal, democracy,
freedom and revisionist. Their
actual meanings have become
as nebulous and protean as
the opportunists who corrupt
them for ulterior gain.

The Exchanges had not expected the 10-million plus
volume before 1970, and thus
have been caught flatfooted. The
American Stock Exchange volume has averaged nearly six
million shares this year against
a 2,310,000 average last year.
Volume on the other exchanges #
has also expanded.
If the shortened hours do not
give the respite needed, the exchanges may have to close one
day a week a Friday or a
Monday.

In the first game, a
sluggish Sjostrom team
showed the effects of

games. Nip and tuck
through the opening innings, the game deadlocked at 7-7 in t h e
seventh.
In the top of t h e
eighth, Dennis Jones
singled for Sjostrom
and Dave Boles moved
him to second when Lenders committed an error in the infield. Tom
Ott slammed a long
drive to center scoring
Jones and putting t h e
Boca Raton team out in
front.
Lenders came back to
tie up in the eighth and
a f t e r that Sjostrom
couldn't buy a run.
In the bottom of the
tenth, Thomas, Clark

Watson.
Diana, a new Florida
Atlantic University student, was born in East
Africa and lived there
until she was four. She
and her parents then
moved to Jersey Channel Island, a small island of about 50 square
miles on the English
Channel, Five years later they moved to New
Zealand where Diana
has spent most of her
life.
She has been in the
United States with her
parents for two years
and moved to Boca Raton from Wisconsin in
June. Her parents plan
to settle here soon.
"My parents and I
came to the U.S. initially because of the
education system," she
said. "It is so much

New Zealand. Over

feeling when the mercury soars and the air is
heavy with moisture. In
hot, humid conditions,
the body gains heat from
the air, since the perspiration can not evaporate and cool the skin.
Miss Todd says keeping the body temperature normal during hot
summer days is not hard
if you're healthy and
sensible. Take it easy.
Make up for lost fluid
by drinking plenty of
water at frequent intervals. Thirst is not a
barometer to the body's
need for fluids. Those
who drink only when
thirsty fail to keep up
with perspiration loss,

your food will also help
ward off that all-gone
feeling at the end of a
hot day.
What to eat to keep
cool is not as important as how much if
you are already eating
from the four basic
food groups. In years

Cut the pieces as shown. Sew up the bottom of the body


and stuff it with cotton, kapok, or rags. Then tie it at the
neck. If the head seems too wide, gather it at the back.
Sew on the arms and legs and tic the body at the waistline. Use buttons for eyes and red chainstttching for the
nose and mouth. Over-and-over stitches at the center of
the mouth improve its shape. Sew on a stocking wig. Then
braid il or leave it hanging. If you prefer, the doll may be
dressed as Red Riding Hood, Little Bopeep, Cinderella,
Little Miss MulFi-t, or anyone else.
