Sarion gets back at Tallado

Daet, CNorte -- Mayor Tito S. Sarion on Monday called


on the people of Camarines Norte to help save the province
from wrong governance, from its shattered image and damaged natural resources as he answered Gov. Tallados charges
against him over a radio station here last week.

Solar powered homes


to rise in Iriga, Legazpi
Some 4,000 units of
solar-powered homes will
be built in two cities in the
Bicol region, the chairman
of a housing company recently announced.
Imperial Homes Corporation chair Emma Imperial said that 3,000 of these
houses will rise in Iriga, and
another 1,000 in Legazpi
City.
She made the announcement during the launch of
its first 24-hour solar powered homes in Sto. Tomas,
Batangas last week.

The project is part of


the Enfinity Imperial Solar Homes Inc., a partnership of the company and
the Enfinity Philippines, a
company involved in solarpowered mass housing in
the country.
The partnership is offering a house-and-lot package
that include a 1,000-watt
solution that would produce
four kwh of electricity per
day.

Forever no more
We, the people, should stay awake. Not
that we are asleep but the silent onset of the
political season seemed to lull us to stupor,
like a boring late night movie with its predictable plot sending us to quick sleep.
In the national scene, true to our political
cultures practice of siding with the popular
which seem to come from our penchant for
bulang, this early the media is already hammering on a Poe vs Binay encounter.
Locally, in Camarines Norte, Liberal Partymates Gov. Egay Tallado and Daet Mayor Tito
S. Sarion have already nagulian kandila.
Amidst these developments, we, the people, including our colleagues in the media,
should not be lead where politicians want us
to be, i.e. in their agenda.
For instance, in the Tallado-Tito tiff, we
should not look at it as merely a clash of personality nor an intramurals within the Liberal
Party.
We should look at it not from the eyes of
a frog inside a well who said the sky is only
as wide as the mouth of the well it fell in.
Rather, we should examine things from, for
instance, Party platforms or principles. Not
on the person of Tallado or Sarion, but from
the philosophy for which the Liberal Party
was founded in 1945.
We are saying that we should now elevate
our kind of politics. EDSA was a signal landmark in our political history. We should take
off from its raison d etre.
Are we backsliding, to use a Martial Law
years word, to where we started? Or, do the
future generations of Filipinos deserve to
inherit a political democratic culture where
truly power resides in the people?
The time to check the trajectory of our
personality-cult kind of politics, and to
propel it towards a participative practice,
is now. It cannot be forevermore. And the
media, has a big part to play in this transformation.
Where it chose to be just a sounding board
without the critical examination of events,
then it reduces itself to the cold nature of
their medium and technology. Politics and
governance are human concerns. The media should then give these events the slant
or angle where the human spirit and nature is
concerned, threatened, violated or neglected.
Doing so, then it shall have fulfilled its role to
be a medium for people.

LGU SET-UP: The situation in
the local governments is primary

bring in their own people upon their
assumption to office. If there are no
vacant positions, new hires are taken
in on project basis (as JOs). Their
emoluments are charged to whatever
new or existing projects have budget
appropriations. As a result, the costs
of the projects become bloated by the

How about the trusted people of
previous governors or mayors? Those
without eligibility or plantilla positions
are summarily dismissed (regardless

given any work assignments. Waste
of money and talents!
OFW AND BPOs: It is no secret
that Philippine economic growth can
be traced to the FX remittances of
our overseas workers - that keep
on growing through the years.
Unfortunately, these revenues from
abroad have equivalent woes
physical separation problems, even
family break-ups. Now there are
silver linings indicating that more
earnings can be generated by Pinoy
workers right here in the Philippines
from business process outsourcing
(BPOs).

chairman, the FIT was increased to
500 MWs or ten times the original
measure. The bigger FIT increases
tremendously to P8 per kwh
(compared to P0.04 currently) the
FIT rate in our electricity bills. With
this encouraging arrangements new
investors will join the RE sector.
Most of them will be Malacanang
allies!

I watched on TV what appears
as railroading of the Bangsamoro
Basic Law. The House ad hoc
committee chaired by Rep. Rufus
Rodriguez is comprised by majority
of the administration allies and may
approved the version drafted by the
Palace. It did not use the BBL drafted
by a House technical working group
through months of deliberation as
questioned by Rep. Colminares.
Important amendments were always
voted down.
According to Zamboanga Rep. Celso
Lobregat, the right provisions that have
been deemed unconstitutional during
the eight previous hearings were being
restored during the voting.
There was the nominal voting,
just raising of hands without any
explanations. There was always
37 votes that would kill proposed
assessments. Its not surprising that the
House Ad Hoc Committee approved
the prepared BBL by a vote of 50-17.

Constitutional Amendments & the
Revision of Laws Committee on Peace,

asunder the supreme authority
possessed by the sovereignty of the
people. This will make the Bangsamoro
government co-equal with the national
government and thus a sub-state,

resources found in the area also
drew Santiagos criticism. She said,
Under the Constitutional language,
nothing of value may be exclusively
allocated to any territorial part of the
Philippine archipelago. The Senator
said among other objectionable
provisions.
Senator Santiago particularly
opposed the extensive taxing and
revenue raising powers the BBL would
give the Bangsamoro government.
Effectively, the Bangsamoro
government will have seceded from
yet remain financially supported by
the Philippine government.
Lets wait and study the different
versions of the BBL in the House of
Representatives and in the Senate.
I believe the B BLs constitutionality
will be questioned in the Supreme
Court if it is passed by both Houses.
Allies of the administration dominate
the composition of both chambers.
I do not believe that the BBL will
bring lasting peace in Mindanao.
It maybe with the Moro Islamic
Liberation Front (MILF) but not with
the BIFF, Abusayaf, Moro National
Liberation Front, New Peoples Army
(NPAs) the numerous Christians,
the indigineous people and other
tribal groups who do not want to
be under the MILF and be called
Bangsamoro.

Be wary of Mayon, Bulusan: Phivolcs

This is the advice of Dr. Ed
Laguerta, the veteran resident
volcanologist of the Philippine Institute of Volcanology
and Seismology (Phivolcs)
in Bicol, saying there are still
volcanic activities going on
inside the two active volcanos.
Laguerta said they are
closely observing two critical
activities of Mt. Mayon: its
continuous ground swelling
and the amount of sulfur dioxide that it has been emitting
for the past two months.
"There has been sporadic sulfur dioxide emission

of more than 1,000 metric


tons per day for the last two
months," he said.
In this connection, the Phivolcs official said, he plans
to request an aerial survey of
the volcano to see the present condition of its summit,
particularly the lava dome
formed last year.
It is important that we see
and evaluate its present situation, Laguerta said.
He said they will schedule an aerial survey for both
Mayon and Bulusan volcanos
to save on expenses.

they were not able to see the
real situation at the summit

Premature campaigning
It is still almost one whole year more to go before the 2016
national and local elections. Meanwhile, COMELEC has
set the deadline for the filing of the certificate of candidacy
on October 12 to 16, 2015. According to COMELEC, the
period of campaigning is set at a much longer time from
October 2015 to April 2016. This was after the Supreme
Court ruled against the very limited air time mandated by the
commission in the previous elections. The highest tribunal of
the land has not nullified or declared the unconstitutionality
of Republic Act 9006 or the Fair Elections Act of 2001 but
rather it simply rejected the COMELEC resolution that
imposed the limits on total air time advertisements.
Despite of the lifting of the limits on air time ads and
the extension of the campaign period, many politicians
are still trying to exploit the situation to gain some unfair
advantages. Many are circumventing the provisions on
premature campaigning. Technically, if a politician who
is planning to run in the 2016 elections is not committing
premature campaigning if he or she has not yet filed his or
her COC. This is the main loophole of the law that is being
abused by unscrupulous politicians.
As early as March during the graduation rites, I have
already observed many subtle and not-so-subtle means
of premature campaigning both at the national level and
at the local levels. These included medals with names of
politicians that were distributed to schools. Others resorted
to simpler but embarrassing tactics such as distributing
candies that bear politician names and signature campaign
colors.
Those who are currently holding elected and powerful
appointed positions in government have clear advantage over
those who do not command the resources of government.
Many of the incumbent officials are moving mountains
to impress their constituents and get their sympathy and
loyalty. From infrastructural projects to livelihood projects
to dole outs, it seems that many incumbents want to
maximize their exposures through the use of public funds
and the power of their respective positions. Some resort to
traditional EPAL tactics of printing their names on almost
every square-inch of surface that they could find and claim
as their projects, from large tarpaulins of multi-billion worth
infrastructure projects to grocery tote bags.
These premature campaigning tactics are technically not
illegal but they are patently unethical. It is not only an issue
of gaining unfair advantages over other possible candidates
but also about an issue of the misuse of government
resources for personal gains. Even if the projects will
benefit the public, the there is still obvious misappropriation
in terms of selfish motives and manipulation of the opinions
of the electorate. On the other hand, those politicians who
are currently not in the positions of power but still engaging
in expensive premature campaigning tactics, the issue
becomes an issue or recovering their investments after they
are elected. Many are funded by certain shady business
groups and powerful political king pins who have highly
questionable motives.
Premature campaigning is not only an unethical
circumventing of the law but also an insult to the intelligence
of the voters.

NFA offers low priced rice as school-year opening treat

As thousands of school
children troop back to
school this June, government agencies like the National Food Authority has
also thought of an initiative
that will lessen the everyday worries and concern of
each Bicolano family an
affordable food in front of
their table.
NFA Camarines Sur Provincial Office has joined
forces with the Department
of Trade and Industry (DTI)
in their 2-day Diskwento
Caravan successfully conducted over the weekend and
sold a low-priced government rice at P27.00 per kilo,
almost half of the price of the

existing cost of rice found in


the local marketplace.
NFA employees managed
the selling of packed NFA
rice ranging from 1 to 2 kilos
to the consumers from 7 am
to 6pm as a complimentary
initiative to the discounted
school supplies offered by
DTI.
Other commercial
establishments also participated in the caravan and sold
different merchandise from
food items like dry goods and
poultry products to non-food
items like toiletries and other
school items.
NFA Camarines Sur Provincial Manager Engr. Gloria Tabayag is also happy to
announce that NFA buying
price is now in full swing.

Palay procurement of the


cereal agency in this province
has reached its peak at an average intake of 5,000 6,000
bags daily. Palay traders
lowered its buying price to P
16.80 17.00 per kilo compared to last month of P 17.50
to 18.20. The trend is normal
when the height of harvest
is already in full swing in
the area with the principle
of supply and demand, Tabayag stated.

municipalities in the province Ocampo, Iriga City,
Libmanan, and the two (2)
terminal warehouses located
in Palestina, Pili.
If the volume in procurement continues to increase
above its target, the agency
will have to lease additional
warehouses to accommodate
excess volume of the present
four (4) warehouses. We also
set-up a goal for this summer,
targeting a harvest of 125,500
cavans, the official added.

also in place and saved up
for off-season palay harvest,
usually occurring from June
to December. NFA Camarines Sur has a buffer stock
of 170,000 cavans (imported
rice) to augment the consumer needs and demands during
the said month.

need to augment the existing

demand for the staple cereal.
Should there be a need
for more supply, the harvest
of our farmers will be augmented by the additional

rice. If necessary, local palay
procured this season will be
programmed for milling.

The Provincial Statistics
Authority (PSA) is gearing
up for the upcoming 2015
Census of Population (POPCEN 2015) by convening
their Municipal Census Coordinating Board (MCCB)
and recruitment of enumerators in the different barangays of this province.
Earlier, Provincial Census
Coordinating Board (PCCB)
was convened to seek support
for the upcoming POPCEN
2015.
The listing and enumeration for the POPCEN 2015
will be from August 1-31,
2015 that will last for about 25
working days including Saturdays and holidays.
PSA interim chief Anabella D. Barquillasaid that
POPCEN 2015 is a complete
enumeration of households

in the country and designated


primarily to take an inventory
of the population of the entire
Philippines.
It is the 14th census of population to be undertaken in the
country since the first census
in 1903. She said that it aims
to provide government executives, policy and decision
makers, and planners with the
population data, especially
updated population counts of
all barangays in the country
on which to base their social
and economic development
plans, policies and programs.
She also sought the support
of the board in the conduct of
the census in the province by
providing facilities like transportation, communications,
training and lodging as well as
in security, publicity and other
logistics needed.

credit lines for five agrarian
reform beneficiaries organizations (ARBOs).
DAR Bicol regional director Luis Bueno Jr. said
that the credit assistance is a
tripartite program of the the
DAR, Department of Agriculture (DA) and LBP under
the Agricultural Production
Credit Program (APCP).
The program is designed
primarily to provide loans to
farmer-beneficiaries and their
households through cooperatives or ARBOs and other
farmers organizations to
support their individual or
communal crop production,
agri-enterprise and other
livelihood projects, Bueno
said.

are: the pineapple production
for Caayunan Multi-Purpose
Cooperative, Brgy. Iberica
Cassava Pineapple & Processing Association and MAGCAISA ARC Organization,

Bicol goat- raisers meet

the recently conducted 1st
Bicol Small Ruminant Assembly or Unang BiSiRA
has proven this old maxim.
Initiated by the ASRRA
with the full support of the
RAFC, Albay Provincial Vet
Services, the DA regional office, and the full attendance
of officers and members of
small ruminants raisers association of the five provinces of the region, the twoday assembly has provided
updates on goat and sheep
raising technologies and
benefits of goat meat and
milk. But more than that
it has forged a closer bond
among the stakeholders of
the small ruminant industry

in the region.
Some 400 goat and sheep
raisers, producers, dairy product processors LGU representatives from all over the region, veterinary students, rural
youths and supporters from
government agencies led by
the DA attended the assembly.
DA Undersecretary for
Livestock Jose C. Reao , in
his key note address, said the
association is the hope of the
small communities. The challenge is how to mainstream
goat meat into the local market
which is proliferated by popular meat types such as chicken
and pork. He underscored the
need to empower and legitimize farmers as entrepreneurs.

theme: Stand Up, Save our
Reefs.
DA will also distribute agriculture implements, including
