On behalf of SCIs Board of Trustees and all the Institutes staff, I present to you a
shipslog of our efforts in 2014 to support the worlds mariners. Of course, this Report
highlights only the public triumphs from this past year, but day in and day out SCI also
worked away from the spotlight. Behind every attention-grabbing headline lie encounters
with real men and women impacted by our work. Wechaplains, instructors, Center
for Seafarers Rights staff and all our volunteershelped thousands of individual mariners
meet whatever challenges they faced, wherever our paths crossed.
We can only make such a difference in the lives of the mariners we meet because of the

For over 180 years, SCI has supported the men and women of maritime
commerce, helping to make the world a better place for them to work. In some
ways, 2014 proved to be a routine continuation of that effort; but in other ways,
SCI helped mariners meet new challenges of a changing world and industry.
Wherever the waters carried them, SCI journeyed alongside.
Our 2014 activities included:
Daily chaplains visits to Port of New York and New Jersey and the Bay
Area ports, greeting seafarers to ensure their wellbeing, connecting
them with family and friends far away, and facilitating precious shore
leave opportunities;
River chaplains visits to American mariners along more than 2,000 miles
of inland waterways, making vessel house calls on both routine and
catastrophic days;
Center for Seafarers Rights advocacy at international meetings of
governments and agencies, through shore leave access surveys, by
supporting piracy survivors, and by consulting with individual seafarers on
legal needs;
Completing a multi-year initiative to educate international seafarers about
Americas rigorous anti-pollution marine environment regulations;
Collaborating with the Yale School of Medicine and Rutgers School of
Nursing to promote seafarer health and wellness at SCIs Port Newark
hospitality center;
Comprehensively upgrading simulation infrastructure and hospitality spaces
to enhance state-of-the-art navigation training at SCIs Center for Maritime
Education in Paducah, KY;
And delivering more than 20,000 Christmas at Sea knitted items to mariners
calling at American ports and traveling along the inland river system.
This Annual Report highlights why SCI matters to mariners and why you matter to
SCI. The world depends on mariners, mariners depend on SCI and SCI depends
on you. Thanks for your prayers and support in 2014.

SCIs Center for Maritime Education
puts mariners in real-life situations using
high-tech simulation equipment. Most
days, SCI classrooms host groups of six
to eight students for training sessions
sponsored by maritime transportation
companies. But thanks to a new simulator
bridge installed at SCIs Houston Center,
mariners do not have to come to SCI as
part of a group or business to train or
undergo assessments needed to maintain
license certification. The new Transas
simulator offers affordable one-on-one
sessions to help mariners meet their
individualized training goals.

How does the past impact the worlds
mariners today? SCI Archivist Johnathan
Thayer made the connection at a
conference on seafarers welfare in
Hull, England in February 2014. The
conference brought together historians
and seafarers rights practitioners in
an intimate setting to share research
related to the past, present and future
of seafarers. Johnathans paper, Shore
Leave Denial in Historical Context:
ATimeline of Restricted Mobility and
Unfree Labor at Sea and in U.S. Ports,
traces back historical precedent leading
up to current legislation complicating the
process of seafarers obtaining shore leave
in American ports.

SCIs Douglas B. Stevenson joined


a delegation of Christian maritime
welfare organizations to participate in
an international review of legislation
safeguarding seafarers from abandonment
and other vulnerabilities.

Seafarers most frequently asked


questions have to do with shore leave in
the United States. To help them out, SCI
developed online guides to assist foreign
seafarers in navigating the processes
required by current US law. The United
States is one of the few countries in the
world requiring foreign crewmembers of
commercial ships and airplanes to have
avisa before they can go ashore.

On Thursday, June 5, 2014, SCI


hosted the 37th Annual Silver Bell
Awards Dinner at Pier Sixty in New
York and announced the launch of a
transformational fundraising effort,
The Campaign for SCI: Securing the
Future of Mariners. A panel of industry
professionals selected Orrin H. Ingram
and Captain James McNamara to receive
awards at this years event, which raised
over $875,000 from 740 attendees to
support SCI's work.

SCI embarked on a transformational


campaign to increase its investment
portfolio in 2014. Planning for the future
has stood at the center of the Institutes
mission strategy since its founding.
SCI has raised roughly $5.6 million for
this momentous effortnearly threequarters of our Campaign goal of
$8 million.

With the Maritime Labor Convention,
2006 now in force, it seems likely that
more seafarers should have visasyet
data collected by SCI in 2014 shows that
not only are shipowners failing to pay for
crewmember visas as required by the
Convention, but also flag states are failing
to enforce the requirement.
Even for some seafarers who have
obtained visas, gaining access to areas
outside the port can be expensive and
strenuous. Many seafarers must rely
on transportation from local sources.
Seafarer welfare organizations like
SCI frequently provide free-of-charge
escorted transportation, but at times
terminal operators restrict their access
to the docked vessels. Not all ports have
seafarer welfare organizations; and in

some terminals, seafarers must pay a


private companyusually at great cost
to escort them instead.
The results of SCIs Seafarer Shore Leave
Survey document terminal policies that
affect chaplains or seafarers access and
other restrictions preventing shore leave.

on how to alleviate some of the issues.

Each year, SCI invites one summer intern


to its Center for Seafarers Rights to learn
about maritime law and see firsthand its
effects on various sectors of the industry.
Intern Mark Vessio said the most
rewarding experience outside the office
was visiting ships with SCIs chaplains.
Interacting with seafarers allowed him to
understand how the laws and regulations
he studies and researches on a regular
basis affect seafarers daily lives. Mark
wrote, Through this internship, I have
realized the important role SCI plays
in the lives of seafarers everywhere.
Whether providing legal assistance or
simply supplying seafarers with phone
cards, SCI has a positive impact on the
entire international maritime community.

piracy: not a
thing of the past

SCIs Douglas B. Stevenson, Director of the Center for Seafarers Rights,


sat down with former pirate hostages in Accra, Ghana to hear about their
experiences and what life is like two years after release from pirate captivity.

The men interviewed in these four videos served on board the MV Iceberg1,
a Panama-flaggedcargo ship transiting near the coast of Somalia in 2010.
Somali pirates captured the vessel in March and held the crew hostage
under harsh conditions for nearly three years. Seafarers recorded in these
interviews speak of torture, starvation and violence.

In March of 2014, Julie Caine, a public radio reporter based


in San Francisco, contacted SCI about doing a feature story on
the Institutes work in the Bay Area.Julie said she did not believe
many people knew about SCImuch less the lives of the seafarers
the organization serves. She wanted to explore a day in the
life and discover the reasons SCI would set up a center to help
professional mariners from around the world. Listen to Julies

Somali pirates appear to be under
controlat least for now. Pirate attacks
off Somalia have fallen to the lowest
levels since 2007. Attention on piracy
is now shifting to West Africa, where
attacks continue to happen frequently.
Douglas B. Stevenson participated in
two meetings in London sponsored
by Oceans Beyond Piracy to examine
West African piracy and its effects on
seafarersa forum on violence against
seafarers and a high-level, offthe
record working group of government,
international and non-governmental
organization leaders exploring ways to
tackle piracy-related violence in this area.

These days, not many people can access
the secure areas of maritime workplaces,
but few places prove more difficult to
get to than deepwater offshore oil and
gas exploration and production facilities.
After months of screening and training,
SCI chaplains are now making their way
to these remote regions in the middle
of the ocean. Chaplains help workers
negotiate the stress and isolation of
working in high-risk areas by providing
a pastoral presence concerned with the
spiritual welfare of persons on board.
Additionally, chaplains assist the families
of offshore workers.

week in dubai
Nov 13, 2014 / Law & Advocacy
For four days at the end of October in
Dubai, SCI participated in discussions
addressing piracy at sea. Douglas B.
Stevenson moderated a panel session
of experts at the UAE Counter-Piracy
Conference 2014. The conference
concluded on a high note with the
announcement that captors had released
seven Indian seafarers from the MV
Asphalt Venture after holding them
hostage for more than four years.

In 2014, SCI collaborated with two
prominent American medical institutions
to focus on preventative medicine and
healthy lifestyles for seafarers. As part
of this initiative, the Rutgers University
School of Nursing regularly provides
seafarers with health assessments,
preventative medicine and healthy living
advice at the International Seafarers'
Center in Port Newark, NJ. SCIs second
partner, Yale University Medical School,
uses medical data gathered from these
assessments to conduct valuable research
on seafarers health issues. Additional
components of SCIs seafarer wellness
program include a HealthCENTER Kiosk
(measuring blood pressure, BMI and
other health indicators) and free use of
the Centers gym.

On Thursday, December 11, 2014,
SCI hosted its 15th Annual River Bell
Awards Luncheon in Paducah, KY,
raising over $270,000 to support
mariners served by the Institutes
Ministry on the Rivers and Gulf program.
SCI presented the River Bell Award to
Peter H. Stephaich, Chairman & CEO of
Campbell Transportation Company, Inc.
The Institute also conferred the River
Legend Award on J. Russell Flowers, the
Chairman of J.Russell Flowers, Inc.

The day before its 15th Annual River Bell Awards ceremony, SCI pushed the
proverbial boat out on a new era of maritime education. In prior months,
SCI installed new simulators and renovated the hospitality areas at its
Center for Maritime Education in Paducah, KY. The official dedication of the
refurbished Center on December 10 revealed SCIs blueprint for preparing
a new generation of mariners for safe operations on American waterways.
