Monroviahooting to kill due to disagreements over business,


politics and other deals is not common in Liberia like
other African countries including Kenya, Nigeria, South
Africa and others but recently what appears to be a
shoot to kill took place in Monrovia, nearly killing a prominent
local businessman.
In many other countries dispute over lucrative contracts
and other transactions between individuals turn deadly but
Liberia has no recent history of such dangerous practice.
The Chief Executive Officer (CEO) of PEALAT Construction
Company, Praise Tony Lawal was on Tuesday arrested by
officers of the Liberia National Police (LNP) for his alleged
link to the assassination attempt on the life of Liberian
businessman, Samuel Benedict Cooper,III.
Mr. Lawa said to be a former Nigerian ECOMOG Soldier who
came on a peacekeeping mission to Liberia and subsequently
integrated, according to police spokesman, Sam Collins
spent Wednesday night behind bars at the Headquarters
of the Liberian National Police and would be questioned in
connection to the alleged assassination plot.
Unknown gunmen last Saturday morning opened fired at Mr.
Coopers vehicle while he was returning to his Fish Market
Communitys residence, during the early morning hours,
police sources have indicated.
Mr. Cooper, owner of Westwood Construction Company
accordingly narrowly survived death after the bullets that
riddled the front windshield of his car didnt hit him.
Eric L. Bracewell an associate of Mr. Cooper told journalists
Wednesday that Cooper was fired at twice by the unknown
men, while returning home on Saturday morning.
According to him, Mr. Coopers vehicle windshield was
damaged by shots fired at him, noting that we have been
assured that the perpetrators of this barbaric act will be
brought to justice.
Bracewell, owner of another construction Company, Mandee
Construction Company disclosed that prior to the incident,
Mr. Cooper, received threats on his life from through a text
message from an anonymous individual.
POLICE QUESTIONS LAWAL

Late Wednesday, the suspect Mr. Lawal was seen in the Crime
Services Department interview room with investigators
undergoing police questioning along with his lawyer.
Cllr. Theophilus Gould of Kemp and Associates dressed
in a silver coat suit was seen parading the hall of the CSD
floor awaiting the call of his client who was undergoing

investigation.
Both Cooper and the accused Lawal are owners of construction
companies and have been embroiled in competition along
with other construction companies over contracts from the
Ministry of Public Works for roads construction projects.
Lawal have reportedly previously issued threats to Cooper
and downplaying road projects performed by Westwood
suggesting that those projects were not performing up to
contracts specifications.
With Liberia currently carrying out roads construction
throughout the country, there is massive competition between
local construction companies for big contracts.
The owner of one local construction company confirmed to
FrontPageAfrica that there is disagreement between local
contractors who are struggling to win contracts against bigger
foreign-owned companies with big capacity believed to be
favored by government in getting contracts.
Two big Chinese companies China Chongqing International
Construction Corporation (CICO) and China Henan
International Cooperation Group Co., Ltd (CHICO) are usually
the winners of the bigger contracts from the Ministry of Public
Works leaving local contractors to fight over smaller contracts.
Pealat is accused of being favored by the Ministry of Public
Works for major projects based on an alleged connection by
the companys owner, Lawal with senior government officials.
FPA investigation has established that in one instance Pealat
had a road construction contract changed on more than two
occasions with the price of the contract increasing on each
occasion despite the alleged failure of the company to perform
as expected.
Pealat and Belle Yallah Road

According to investigation PEALAT Construction Company in


December 2009 signed a contract with the Ministry of Public
Works for the construction of a forty-five miles road from
Bopolu to Belle Yallah for the amount of US$2,875,000.00.
On January 2011, there was an addendum to the contract for
additional works increasing the cost of materials and fuel in
which the Ministry agreed to pay an additional amount of
US$2,064,052.17 thereby resulting into a total project cost of
US$4,939,052.17.
In April 2012, a second addendum to the same contract was
done increasing the contract cost to US$14,308,668.45.
Sources at the Ministry of Finance confirmed to FPA that the
company was paid the amount of US$13,371,759.70 with the
Belle Yallah road not done to specification with commuters
still complaining about the deplorable nature of the road.

Westwood on the other hand has been awarded several


contracts from the Ministry of Public works including the
Zorzor to Voinjama City Road, Voinjama to Banzenwein and
Fissibu to Zorzor Road.
FPA have reliably learnt that the Pealat Construction boss has
been linked to maltreatment against some of his employees of
his company.
GHANAIANS EMPLOYEES ORDEAL

According reports on December 4, and 5 2014, the CEO


of PEALAT & PGL Construction Companies, ordered the
Inspector-General of Police, Col. Chris Massaquoi, who is
reportedly a friend of Lawal, to allegedly arrest five of his
workers, all Ghanaians for destroying his yellow machine.
A source noted that the guys were arrested because they
allegedly took the yellow machine belonging to the company
on a gold mine because their boss had gone to Ghana during
the height of the Ebola outbreak and had not paid them about
six months salaries; thereby making them run out of food and
rent, thus prompting them to use the machine on the gold
mine to sustain themselves.
The source further informed the FPA of the alleged handcuffing
of the workers from Zwedru, Grand Gedeh County up to
Monrovia and subsequent incarceration at the Center Street
Police Depot for more than three days without preliminary
investigation.
Accordingly, as a result of the alleged maltreatment meted
against the workers by the police upon their arrest, the then
Chief Engineer of the company felt very ill while in jail and
started dehydrating, which subsequently led to his release so
as to enable him seek medical treatment.
The information further revealed that since the alleged arrest
and incarceration of the workers, the complainant, Lawal,
reportedly refused to reach the police depot so as to enable
the police carry out preliminary investigation
Mr. Lawal has come under criticisms from several members of
the public and the Liberian Contractor Association for being
awarded four lucrative contracts without completing any road
contract in the country.
One high profile source hinted FPA that Lawal is highly
connected and might walk free.
The current shoot to kill incident will raise fear amongst
Liberians, a country where only common criminals are
prevalent as compared to broad day attempt to take away the
life of another.

Liberian Taxes Must


Build More Roads

FOR THE LAST at least 10 years donor nations including


the European Union and the governments of Great Britain
(DFID), Sweden (Sida), Ireland (Irish Aid), Norway
and Germany (KfW) and the World Bank have been
carrying out major interventions in the infrastructural
development of Liberia by financing the construction of
roads and bridges.
SWEDEN through Sida has done a remarkable work with
feeder roads in Nimba, Lofa and other places, helping the
locals to move about easily.
THROUGH THE Liberia Reconstruction Trust Fund
(LRTF), a multi-donor trust fund for infrastructure setup
for Liberia and managed by the World Bank; the funding
has been able to finance up to eight major essential
roads construction around Liberia with the latest being
the Monrovia Ganta to Guinea border road.
A KEY OFFICIAL of one of the donors, the World Bank has
disclosed that the funding generated by the LRTF have
all been committed, a statement that means, Liberia and
the donors need to design new mechanisms in sourcing
new funding to continue the construction of more roads.
ALL THE FUNDS in the Liberia Reconstruction Trust
Fund have been committed, so the government of Liberia
has to be clear what the needs are to enable donors find
the way out for further interventions, Inguna Dobraja,
Country Manager, World Bank Liberia Country Office
told journalists Tuesday.
THE DONORS HAVE and continue to do well in helping
Liberia find solution to the road woes and all the projects
financed by the donors including the rehabilitation of
specified Monrovia city streets, Cotton Tree to Buchanan
Road, Demolition, Removal of the Debris of the Collapsed
Vai Town Bridge, the Construction of a New Vai Town
Bridge, the Monrovia Ganta to Guinea Border and
others are all very important to the people of Liberia.
BUT AS A COUNTRY, it is time for the Government to
step-up by ensuring that taxes collected are used to
build some of these roads instead of waiting for donors
to do it all.
THE FAILED JALLAH Town Road project where millions
of dollars were wasted to construct a short length road
with the same road getting rehabilitation more than
one time is a classic example of the inability of the
Government to help itself amid the support from donors.
DURING THE REHABILITATION of the Jallah Town road,
it was visible how materials meant for the construction
work ended up being sold to community dwellers with
no good result. The Belleh Yallah road project and
several other failed projects around the country are
some of the examples of how the government must take
responsibility and properly manage projects financed
with tax payers money.
DONORS-FINANCED PROJECTS have gone well over the
period which indicates that government is more careful
in managing donors funded projects while projects
financed using poor Liberian tax payers money end up
in fiasco.
WHILE THE GOVERNMENT is taking the glory for all
the donor-funded projects, it is a disservice to not boast

Protection Agency, the entity mandated by law to
protect the human health and well-being of the
nation will be celebrating World Environment Day

(WED).
WED for short, is a United Nations Environment Program
(UNEP) activity that is celebrated every year on June 5 to
raise global awareness to take positive action to protect
nature and the planet earth. The global theme for this year
is: Sustainable consumption and production. The slogan for
the theme is "Seven Billion Dreams. One Planet. Consume
with Care." For the EPA, the domestic theme for this years
celebration is Protect the Environment, enjoy nature.
Seriously, global environmental challenges continue to plague
mankind, especially in least developing countries. From the
impact of climate change on the agriculture, forestry and the
health sectors, to sea erosion and displacement of groups
of mainly poor people, especially those living along coastal
belts. These attending issues can be seriously overwhelming
for a country whose development agenda is characterized
by excessive budgetary shortfalls.
Subsequently, in the design and allocation of limited
resources to ministries and agencies, institutions such as
the EPA is left with nothing short of gathering the leftovers
from the tables of important ministries such as Health,
Education, Agriculture etc. But seriously again, it doesnt
seem, but rather it is grimacing to place the EPA in the
category of an orphaned or abandoned child during these
national exercises. I need not tell you about the role of the
EPA during the Ebola crisis.
Importantly, one can argue that the three named ministries
are cardinal to the existence of the nation such that without
a better education, not enough food to feed itself and
poor health care, the nation could sink into the dungeon
of increased and poverty. This analysis from a one sided
perspective can be absolutely right. However, the wrong
in it can be manifested by asking the tricky question: The
environment and the economy which comes first?
There may likely be no straight answer to this reverberating
and rhetorical question simply because an answer to
one could lead to the answer of the other. The difficulty
in answering yes or no has given rise to the concept of
sustainable development- the process of creating a balance

of that many successful projects financed, monitored and


implemented by the government from taxes raised locally.
LIBERIA NOW HAS A GOOD highway from Cotton Tree
to Buchannan; the Vai Town Bridge is perfect and now
Monrovia to Ganta is nearing a super highway, the African
development Bank is now financing the Fish Town to
harper road, so where are the success stories with tax
payers money?
THE GOVERNMENT NEEDS to take on major project
besides the smaller ones, for example, the Gbarnga to Ganta
and Guinea border financed by donors is being constructed
for a little over $70 million, a figure that is not big for the
government that has operated a budget of more than $500
million for more than six years.
WHY NOT PUT ASIDE funding to for example to construct
Ganta to Tappita or Tappita to Zwedru to show how serious
the country is for its own development rather than begging
donors to do it all.
IT WAS RIGHTLY STATED by Finance and Development
Planning Minister, Amara Konneh while visiting the United
States, when he disclosed that the country collected

of power between the environment and the economy or


economic development and transformation.
On our side of the world, the theme of WED looks a bit blurry
and for now one can say partly unachievable. How can we
as a nation protect the environment? How can we enjoy
nature? Conspiracy theorists will argue that for a country
like Liberia, protecting the environment is light years away.
The rationale in their spirits is that a country that relies
primarily on the exploitation of natural resources as a basis
for revenue generation is outside the box of sustainable
development.
How can we protect the environment in light of unsustainable
and illicit logging in the South East, widespread shifting
cultivation, continuous hunting of bush meat in the Gola
Forest, no cap and trade on the rate of pollution from
emission of fossil fuel, lack of an effective early warning
system for farmers and other users of weather information
and coastal defense mechanism to mitigate the rate of sea
erosion in Robertsports, Buchanan, Hotel Africa and other
coastal belts?
Protecting the environment means improving the human and
institutional capacity of the EPA. As it stands, there is need
for serious reform within the EPA to reflect professionalism
in tackling environmental issues.
Besides been in a consistent budgetary dilemma, the EPA is
yet to find a place in the hearts and minds of the Cabinet
to the extent that when the nation was under siege by
the deadly Ebola Virus Disease, the EPA was nowhere to
be found. Or may I say the EPA was no part of the entire
process including the handling, management and disposal
of hazardous wastes, the burial of victims of the EVD and so
forth.
So then, how can we enjoy nature when we have no passion
or desire of protecting our environment in which we live?
We are all called to be custodians and stewards of the
environment and our efforts should be concentrated at
bringing man into harmony with nature. One way of doing
so is to show love to the natural habitats that give us the
shade to rest, a clean air to breath and a soil for food. Hope
this time around, the celebration of World Environment
Day will share new light on how our policymakers view the
environment.

US$3.1billion as revenue since President Sirleaf took


over the leadership of Liberia, but most of the money is
being spent on government's administration and salaries,
consuming 60% of the budget representing only forty
thousand of the four million people in the country.
SO IT IS LIKE RAISING taxes and getting fabulous salaries
as high as US$15,000 per month for one official plus gas
slips and other incentives in some entities while begging
donors for money for development.
WHILE WE APPRECIATE our donor partners, Liberia
must prove its sovereignty by focusing on developmental
projects, reducing the fabulous incentives and undertaking
projects that will benefit the vast majority of the population.
A US$15,000 OR MORE SALARY for one official a month
does not translate into anything that will make impact in
the lives of ordinary Liberians as compared to constructing
a one mile road that will be used by thousands of people.
IT IS TIME for the government to step-up and implement
major infrastructural projects financed by taxes collected
locally.

President Sirleaf is slow to declare for her number two because

coming presidential election is a referendum on the stewardship of
the country under his party. He has advantages of capacity, likability,
and potential availability of campaign funding sources, but could
lack electability in a peaceful, free, fair, and transparent presidential
election monitored by impartial external observers due to EJSs
negative domestic policy legacy.
Moreover, she would prefer to hitch her wagon to a horse thats a sure
winner for protection from the same corruption investigation and
detention she dished out to President Bryant. The Iron Lady enjoys
international gravitas, but should any new regime have probable
cause, and willing to indict her, there wouldnt be any help. A 2017
presidential hopeful needs across party appeal, not the ruse of a
PYJ coalition she got away with when the electorate was uninformed
about useless promises, and boldface lies. For now, the race is up for
grabs, and Ellen cleverly hedges her bets: dont blame her!

that both she and Boakai would leave the stage after her term is over
in 2017. We will both leave public office and turn it over to the young

end. Now if these statements are accurate, then VP Boakai should
get ready to pack his Satokas and leave the scene. The petitioning
ceremonies among his tribesmen was arranged to divert the public's
attention to the statements above. This act is in no way going to get
the endorsement of EJS under the canopy of daylight. It's time for
a change, it time to infuse some new and vibrant young blood into
steering the state of affairs of Mama Liberia. Right now VP sits at the
capitol that has no sanitary facilities, oh well!

It's also best for more people who know about VP Boakai to begin to
talk. Most Liberians discuss issues and personalities on perceptions,
and not necessarily on facts. Can anybody discuss the past success
stories of the VP's past 37-year public service, and counting? We
are waiting to hear people talk the real TRUTH about Joseph Nyuma
Boakai (at CWA, LPMC, MINISTRY OF AGRICULTURE, LPRC, ETC).
Why was he twice "Minister of the Year" while at Agriculture? What
did he do at LPMC? I wish I had someone to tell us more about this
"Humble" servant of Liberia. More so, the Liberian President never
hid her likeness of his way of doing things, especially serving her as
Vice President for two 6-year terms. I believe I am right in supposing
that no Liberian know JOE BOAKAI than Madam Ellen JohnsonSirleaf; her being quiet at this time of their leadership does not
necessarily mean lack of interest in him or his ability to succeed her.
The fact also remains that most Liberians don't know Madam

I agree, the Vice-president 's responsibility is to assist and advice
the president. How about the loyalty to country? What efforts
has he made to reduce the depletion of our resources ,rampant
corruption in government, misuse of government 's property, lack of
accountability for embezzlement, poor public health, lack of quality
education, infant mortality and morbidity, exorbitant salaries for
some government officials? Do I need to list more?

The former World Player of the Year has the political nous and footballing
stardust to change Fifa for the better after the Sepp Blatter era

he debate has begun as to who should succeed Sepp


Blatter as Fifa president.
It is stating the obvious to say it needs someone
untainted by his toxic regime and with the
determination to scrub this house clean, weed out his cronies
as much as possible and not only win back public support
but also keep Fifa united.
It is a tall order. Not an impossible task but pretty close to it.
So it needs someone with not just a reforming zeal but the
personality and profile to carry it through.
It might also help to have a former player and certainly
someone with the sport and not its politics or money-making
opportunities in his or her heart.
Whoever comes in has to do so on an anti-corruption,
reforming ticket and support the notion of the presidency
being limited to two terms of office.
So, what about George Weah? Africa was fundamentally wrong
to support Blatter and Weah was part of that support. I am
pro-Blatter, he was quoted as saying in the French media.
The positives outweigh the negatives.
Should that rule him out? Not necessarily. Weah would have to
explain those comments but he carries such weight in Africa
and in world football, commands such respect as a former
player and a politician attempting to reform his homeland,
Liberia, that he is an interesting proposition.
And Fifa reform, while fundamentally about removing the
corrupt, is not about alienating or disenfranchising those in
need. There is some good work being done by Fifa.
Weah is the only African to be named Fifa player of the year. He
also won the Ballon dOr in 1995 and had a glittering career,
most notably at AC Milan.
He is the leader of Liberias largest opposition party, taking a
seat in the countrys senate last December when he defeated
the president's son. It is said the 48-year-old former striker
wants to run for the presidency itself in 2017, and help unite a
nation ravaged by the effects of civil war and recovering from
the Ebola crisis.
His political ambitions might rule him out and his work there
maybe far more important and fundamental than anything he
can do for Fifa but he fits the profile of the ideal candidate.
Fifa must be cleansed but it must not fall under Uefas control.
Someone like Weah would have populist appeal among
supporters throughout the world especially in Europe
and Africa - and he would protect the interests of his home
continent.
An interesting alternative is Lydia Nsekera who, three
years ago, became the first woman to be appointed onto
Fifas executive committee. She was the president of the
Burundi Football Association and has been a member of the
International Olympic Committee since 2009. Electing a black
African woman would certainly change the dynamic of Fifa for
the better.

If not her then what about Moya Dodd, the Australian lawyer
some legal knowledge might come in handy and former
player. Again it would change the way of working.
Ultimately, however, it needs someone with a higher profile to
bring back faith and inclusivity in the organisation.
So if not Weah then what about someone like Didier Drogba?
It is a bit left-field. The striker has left Chelsea and wants to
carry on his playing career but the Ivorian has wider social
awareness and the understanding to use his fame and profile
for the greater good.
Drogba is just 37 and may fancy a season in the MLS but he has
made no secret of his longer-term ambitions. He has steered
clear of politics but intervened to try and act as a peacemaker
to resolve the civil war in the Ivory Coast.
Above all what football needs is someone untainted by Fifas
past but also with the personality to unite all factions. It does
not need a middle-aged, white, European bureaucrat and
it would be hard to make a reasoned case for one, however
credible he is.
Luis Figo would be a better choice but not someone like Prince
Ali bin-al-Hussein from Jordan who even his supporters, such
as FA chairman Greg Dyke, said was a stalking horse.
A black African former player with worldwide appeal would
be perfect - so Weah or Drogba should be candidates.

and others have been indicted
by the General Auditing
Commission for financial and
operational
irregularities
in the stewardship of the
Ministry in the 2006/2007
and 2007/2008 audits of the
Ministry. The audits were part
of the requirement for Liberia
to meet the Heavily Indebted
Poor
Countries
(HIPC)
Completion Point, which led
to the waiver of Liberias
external debt by bilateral and
multilateral donors.
Another
nominee,
Mr.
Tolbert Nyenswah the Head
of the countrys Incident
Management System (IMS), the
organization that coordinates
Government
Ebola
Virus
Disease efforts has been
implicated by the GAC in
financial and administrative
malpractices at the Ministry of
Health during the audit of the
Ministry for the 2006/2007
and 2007/2008 fiscal years. Mr.
Nyenswah served as Deputy
Head of the National Malaria
Control Program (NMCP)
during the audit period. He
was recently nominated by
President Ellen Jonson-Sirleaf
as a Deputy Minister, Ministry

of Health. The nominations


come amid growing concerns
about how Liberia intends to
improve its dilapidated health
system in the aftermath of the
deadly Ebola outbreak.

team that managed the Ebola

exception to the GAC report
describing the report as
unprofessional.
The audit saga prompted
Senator Nyonblee Karnga
Lawrence(Liberty
Party,
Grand Bassa) to request
that the Senate put on hold
confirmation of presidential
appointees who are named
in reports from the General
Auditing
Commission
of
Liberia and other anti-graft
institutions until the Public
Accounts Committee (PAC)
conducts public hearings and
report to that body.
The
Senator
in
her
communication
said:
Knowing that Liberia has
been labeled as one of the most
corrupt countries in the world,
and we have a huge challenge
to foster transparency and
accountability, it is very
important that the senate
continue to be very supportive
in the fight of corruption by
ensuring that all confirmation
for people who are implicated
in Audit Reports or Audit
indictees are put on hold

until the PAC conduct public


hearing and make final
recommendations for action,
Senator Lawrence appealed to
her colleagues.
But Senator Coleman, chairman
of the Senate Committee on
Health raised eyebrows during
the confirmation of Dahn last
week when he told the Minister
designate to focus on her plans
for the Health Ministry and
not listen to everything in the
media.
Said Senator Coleman: Madam
Minister: I will encourage you
to go ahead with all these good
plans you have earmarked for
the Ministry of Health and dont
pay much attention to every
newspaper story of anything
you hear on the radio.
The comments drew a red
flag from the CDC which took
exception to the Senators
statement which contradicts
the partys position that those
with allegations of corruption
over their heads should clear
up their issues before they can
be confirmed.

took issue with Senator
Coleman: We will want
him to tell us why he should
make such comments when
the party has stressed the
need for individuals who
have credibility issues to
be investigated. We are not
indicting the health minister
but the fact that she has
questions and he has gone
ahead to clear her without
investigation, there is a
problem.
Twenty four hours later,
Coleman somersaulted.
In a text message to
FrontPageAfrica, the Senator
denied making the statement
and instead sought the
necessary correction on the
article.

not deliberate but committed

administration
of
the
university
carried
out
transactions that they should
not have done some of which
included giving out contracts
without publishing those
contracts but declared that
those things happened under a
given situation.
Speaking during a public
hearing held in the first floor
conference room of the House
of Representatives at the
Capitol Building conducted
by the legislative Joint Public
Accounts Committee (PAC)
Gataweh said: For some
reasons because of our

situation we did some things


that we shouldnt have done
but it wasnt deliberate they
were done based on the
situation we found ourselves.
We are growing and we will
continue to change things as
we ask for the audit.
He also confirmed that
employees of the University
are yet to be paid four months
salaries a situation he blamed
on lack of funding from the
government since January.
At the end of a Public hearing,
despite accepting accusation
in the (GAC) report on the
UL violating the PPCC act
he denied accusation that
the University of Liberia
has employed unqualified
instructors
without
the
consent of the President of
the University of Liberia, Dr.
Emmett Dennis.
That is wrong since the
administration of Dr. Dennis
we have done everything not
to employ BA to teach BA at
the University anymore and
therefore our quest has been
sending our people to go
for foreign studies to go and
qualify with masters to teach

employed unqualified people
to teach BA that is wrong, he

He also promised that
University will no longer
allow the services of Teachers
Assistant (TA).

National Budget for the Fiscal
year
2014/2015,

Minister for Expenditure ay
the Ministry of Finance and
Development Planning, Dr.
James Kollie in an interview
said, the University of Liberia,
the Health sector and the
National security account for
lion share of the budget.
In a Transmittal letter from
the GAC to the PAC the Auditor
General informed the PAC that
the report, is the first audit
commissioned on the economy,
efficiency and effectiveness
of Staffing Regulation at the
University of Liberia. The
report according to the GAC
covers the operating period FY
2008/09 and 2009/10.

the quality of service delivery
by the instructional staff
at the University of Liberia
(UL) and to identify major
challenges if any, and provide
recommendations that may
help to enhance the provision
of quality teaching services at
the nations highest institution

audit focused primarily on
staffing regulations relative
to the provision of quality
teaching services at the UL,
the GAC stated.
The report further stated
that the University of Liberia
received government subsidy
of US$7,685,161.00 for the
period 2008/09 and out of this
amount US$5,468,000.00 was
appropriated for improvement
of salaries and benefits for
faculty and administrative
staff.
The report further stated
that this amount constitutes
65% of the subsidy received.
For the period 2009/10, the
UL also received government
subsidy of US$12,559,987.00,
of which US$8,114,407.00

ballots in two districts in Lofa
County.

F. Kpakar. The high court
in its judgment under the
signature of four justices
stated that they have heard
the legal arguments and
contentions advanced by the

to teach courses. There were
also instances where some
appointments were made
without approval by the ULs
President and the Board of
Trustees.
My reviewed of files of
full time instructional staff
revealed that the employment
of 84 out of 566 instructional
staff were made without the
approval of the President and
the Board of Trustees. The nonadherence to the procedures in
the Universitys Handbook was
wholly responsible for the nonapproval of the eighty-four
(84) full-time instructional
staff, which led to the hiring
of full-time instructional staff
whose credentials were not
properly vetted, the GAC noted
in some of its findings.
The GAC report also stated

strategy put in place by the
administration to encourage
staff retention. As a result, 62
percent of the Universitys
instructional staffs are hired on
a part-time basis and are also
recruited on a non-competitive
basis.

A Monitoring team led by UNDP Team Leader for Sustainable
Economic Transformation (SET) Pillar recently accompanied the
Minister of Internal Affairs Morris Dukuly on a mission of the
KMVP in the district.

stand today for the first time.

February when he and the four
other defendants pleaded not
guilty when the clerk read the
indictment charging them with
the commission of multiple
offences including economic
sabotage, forgery theft of
property among others.

the lead defense lawyer in case
told the court in a motion filed

state was insufficient, the claim

was speculative while the
testimonies of the prosecution
witnesses were contradictory.
Cllr. Gbeisay argued that
when there is variance in the
testimonies of the prosecution
witnesses the result ought
to operate in favor of the
movants/defendants
and
also stated that the Special
Independent
Investigation
Board (SIIB) report used
to indict the defendants
was not signed and that the
movants/ defendants were not

represented by legal counsel


during their entire interview.

the defendants, Cllr. Gbeisay
stated.
The motion was resisted by
the prosecution lawyers led by
Atty. Tony Sillah who counter

commission of the offenses.
Sillah continued that the claim
of US$6m revenue loss was not
speculative as the land rental
fees are prescribed by law and
that the evidence produced
by the prosecution during the

doubt and /or variance which
ought to operate in favor of the
movants, said Atty. Sillah.
But Judge Peter Gbeneweleh
in his ruling Wednesday for
acquittal stated that the careful

defendants in the commission
of the alleged offenses.
Presiding Judge Gbeneweleh
continued that as a judge and
jury de facto of the facts and
a judge of the law will like for
the defendants to testify if they
so desire to disapprove the
allegations as contained in the
indictment and the testimonies
of the prosecution witnesses
before determining the general
issues in the case.
Wherefore, and in view of
the foregoing, the motion for
judgment of acquittal is hereby
denied and dismissed, and this
case is hereby assigned for
hearing on Thursday, June 4,
2015 at 9:00 am, the minutes
of todays sitting constitutes a
notice of assignment since both
parties are present in court
and is hereby so ordered. said

INSURANCE BOND

Monroviariminal Court C at the Temple of Justice has issued a two-day notice to the Sky Insurance
Company to produce seven defendants placed on its surety bond that are widely believed to
have gone into hiding for fear of prosecution.
Presiding Judge Peter Gbeneweleh ruled Wednesday to give the Insurance Company up to
Friday, June 5, 2015 to produce before the court the seven co-defendants on whose behalf the said
insurance company filed the bond.
The presiding Judge did not say what action the court will take if the Insurance Company fails to
adhere to the mandate like it has done on two separate occasions to produce the seven defendants
who are needed by the court to stand trial for multiple offences including money laundering, theft of
property, criminal conspiracy and facilitation among others.
The courts ruling came from the backdrop when lawyers representing the Insurance Company thru
the Dougbor Law Offices told the court that their client will adhere to the courts order to present the
defendants in court but the company has failed to do so with no justifiable cause.
The Sky Insurance Company lawyers went on to argue before the court that it was individual lawyers
that proceeded to secure the bond for their clients and that these law offices communicated with
the court to do that.
Counsel for the respondent/Sky Insurance Company prays your honour to also charge these
lawyers of criminal contempt to show why their client cannot be produced before the court the Sky
Insurance Company lawyers said.
Contrary to the claim state lawyers assisted by Cllr. Milton Taylor argued that why it was true that
a lawyer may have made representations on behalf of his client in securing the bond yet it was the
responsibility of the Insurance Company who entered into the contract with the defendants and not
the lawyer.
Wherefore and in view of the forth going and circumstances it is the prayer of the prosecution that
all the defendants with the exception of co-defendant Aurelia Tamba the rest of the defendants must
be arrested and held for bail jumping said Cllr. Taylor.
Also in his ruling Judge Gbeneweleh indicated that request by the respondent lawyer to hold the
lawyers responsible was not lawful under the law and that submission by one of the defendants
Aurelia Tamba that her baby was sick and could not come was lawful.
The prayer of the prosecution to have the nine defendants arrested is hereby granted said Judge
Gbeneweleh.
Those ordered arrested by the court and detained at a nearby police depot after 6: pm include
Jermin Tegil, Richard Gboyah, Africanus Freeman, Robert Cummings, Kebbeh Clark, Angie Brooks,
Boyan Dadizie, others are: Ngagi Waritay and Victoria Yaguba.
The nine defendants all former employees of the First International Bank (FIB) have gone on trial
for allegedly siphoning over US$1m in cash while in the employ of the bank in various capacities but
were placed on the Sky Insurance company surety bond during court appearance until lately when
it was discovered that most of the defendants cannot be found by the insurance company.

diesel fuel and gasoline on the Liberian market.
According to a petroleum price circular issued by the government, the retail pump
price for a gallon of diesel has increased from US$3.16 to US$3.41 or its Liberian dollar
equivalent of 290.00 (which represent a twenty-five cent increment) while the retail pump
price for a gallon of gasoline has increased from US$3.21 to US$3.41 or its Liberian dollar
equivalent of 290.00 (which represent a twenty cent increment). The prices were calculated
using the Central Banks approved exchange rate of 1USD to LRD$85.00
The new petroleum price ceiling circular which was jointly signed by the Managing Director
of the Liberia Petroleum Refining Company, Professor Sumo G. Kupee and the Minister of
Commerce & Industry, Axel Addy takes effect as of Wednesday, June 3, 2015.
The decision to increase the prices of Petroleum products is as a result of the upward change
in the price of crude oil on the international market and the freight and insurance charges; the
two largest determinants of the prices of petroleum product in Liberia.
Between the period April to June, the price of a barrel of crude oil increased from US$40.00 to
US$60.00 representing a 50% increment, while for the same period the freight and insurance
charges increased from US$75.00 to US$121.00 representing a 61% increment.
These adjustments are attributed to the insecurity in the Gulf of Aden, a major supply route for
oil tankers conveying crude oil; this has reduce shipping availability leading to higher freight
and insurance rates.
The circular warned that the Ministry of Commerce inspectorate will closely monitor the
approved ceiling prices to avoid the arbitrary hike in the pump prices of gasoline and fuel on
the local market. The circular further warned that the Ministry of Commerce will also be closely
monitoring the effectiveness of the price circular to ensure that importers do not undercut
fellow competitors on the market.
