ADMINISTRATIVE ORDER 13-13

Additions to the Family Court Attorney Panels
WHEREAS, Administrative Order 13-07, issued on April 15, 2013, provided for the
selection of attorneys to serve on the Persons In Need of Supervision (PINS), Mental Health and
Mental Habilitation Panels, and for the consideration of new applications to the Special
Education Panel received no later than June 7, 2013; and
WHEREAS, the Family Court Panels Committee recommended to the Chief Judge the
names of attorneys eligible for appointment as members of the PINS, Mental Health, Mental
Habilitation, and Special Education Panels, or for appointment as counsel for a one year
provisional period (Provisional Panel) of those Panels;
WHEREAS, the Chief Judge is satisfied that the recommendations of the Family Court
Panel Committee with respect to the attorneys to be placed on the PINS, Mental Health and
Mental Habilitation Panels, and added to the Special Education Panels, and Provisional Panels
have been made after careful study and consideration of each attorney eligible to be considered
and should be accepted;
WHEREAS, it is in the best interest of the administration of justice for the PINS, Mental
Health and Mental Habilitation Panels to be reconstituted and for the Special Education Panel to
be supplemented at this time;
NOW, THEREFORE, IT IS HEREBY,
ORDERED, that members of the Provisional Panel shall consist of the attorneys as
recommended by the Committee and listed in Appendix 1 attached hereto; that the PINS Panel
shall consist of the attorneys as recommended by the Committee and listed in Appendix 2
attached hereto; that the Mental Health Panel shall consist of the attorneys as recommended by
the Committee and listed in Appendix 3 attached hereto; that the Mental Habilitation Panel shall
consist of the attorneys as recommended by the Committee and listed in Appendix 4 attached
hereto; and that additions to the Special Education Panel shall consist of the attorneys as
recommended by the Committee and listed in Appendix 5 attached hereto, and it is further
ORDERED, that absent suspension or removal, the attorneys listed as members of the
PINS, Mental Health, Mental Habilitation, and Special Education Panels listed in Appendices 2,
3, 4 and 5, are appointed to the designated panel(s) until the next re-establishment of the Family
Court Attorney Panels in August of 2015 , at which time they must submit an application for
reappointment, pending the determination of which they may remain a member of the relevant
panel(s), and if reappointed, every four (4) years thereafter, and it is further

ORDERED, that the attorneys listed in Appendix 1 as Provisional shall be eligible to

accept appointment as counsel for parties in their respective Panels for a period of one (1) year,
from the date of this administrative order, at which time they must further apply to become full
members of any Family Court Panel for the remaining years of the term, pending the
determination of which they may remain Provisional Panel members; and it is further
ORDERED, that attorneys selected for any of the Panels mentioned above must
complete mandatory training for the Panels for which they have been selected prior to receiving
appointments to particular cases.
