Online System for Transfer Tax Transactions (OST )

This program aims to provide a facility for BIR officers to review and approve online the
one-time transactions filed by taxpayers. One-time transaction includes not only transfer
of real properties and stocks not traded in the stock exchange but also transfer of other
properties in connection with estate tax and donor's tax. In OST3, taxpayer has to use
the eBIRForms offline package for lodging/encoding one-time tax returns and use the
online eBIRForms facility to submit/file the return and attach the necessary documentary
requirements. The OST3 will then interface with eBIRForms system to pull or get data.
Other necessary details will be lodged using the OST3 facility. Review and approval of
the taxpayer's application for one-time transaction will be done thru OST3 and will
push/insert data to eCAR system for the generation of CAR. The OST3 is envisioned to
expedite processing of one-time transactions, issuance of CAR and enhance revenue
collections.

Electronic Certificate Authorizing Registration (eCAR)

A web-based system that generates the CAR with barcode and electronically transmit
data to Land Registration Authority, eliminating or reducing revenue losses from all types
of transfer tax transactions. The information from the eCAR system shall be used by BIR
offices in conducting of pre and post-audit of said transactions.

Electronic Tax Information System (eTIS)

A major Information and Communications Technology undertaking intended to


enhance/improve BIR core Tax Administration System, providing a single, web-based
automated solution. It is set to replace the existing BIR Integrated Tax System - the core
infrastructure that powers several tax application systems.

RATE Program

This program identifies and prosecutes high profile tax evaders through investigation of
large-scale violators of the tax laws. Started in the year 2005, it was re-invigorated under
the administration of President Benigno S. Aquino and Commissioner Kim S. JacintoHenares. It has also been expanded to the revenue regions. The resolute and
continuous nationwide implementation of the program has led to higher levels of tax
consciousness and compliance not only among private individuals and companies but
also in public entities and instrumentalities.

An initiative involving the strengthening of the Bureau's imposition of prescribed
administrative sanctions of suspending the business operations and closing temporarily
of business establishments for non-compliance with essential requirements of valueadded tax (VAT) taxpayers such as taxpayer's VAT registration, the issuance of sales
invoices/receipts, filing of VAT returns, declaration of taxable transactions and paying
the correct amount of taxes by persons engaged in transactions subject to VAT pursuant
to Section 115 of the Tax Code, as amended.

1. To update and clean up the BIR registration database.
2. To allow the taxpayers to register and update their registration data online

Authority to Print (ATP) and registration of Books of Accounts.
4. To address existing production issues of the current TIN registration functions by
improving the system architecture.
5. To capture additional data which are not available in the ITS Registration and
eREG System.
The printing of PVC Taxpayer Identification Number Card covers three Phases:
Phase I (coverage): Senior Citizen and Persons with Disabilities (PWD)
Phase II (coverage): Business Taxpayers
Phase III (coverage): Local Employees

- Online System Accreditation of Printers

A sub-system of the enhancement and expansion of eRegistration System to properly


implement and monitor compliance of printers in securing ATP for its clients and
consequent printing of official receipts, sales invoices and other commercial receipts
and/or invoices in accordance with the provisions of Section 238 of the NIRC, as
amended.

An automated facility on excise products that shall allow the manufacturers of excisable
products to electronically submit the ORBs. Allows to monitor the submission and check
entries to uncover discrepancies on declarations of the Official Registry Book of

Automated Internal Revenue Allotment Computation A system that will automatically compute the earmarked shares of the Local

Government Units (LGUs) and other government agencies-beneficiaries of the internal
revenue tax collections. This system will expedite data generations and validation to
ensure quality of data. It shall be capable of transmitting the system-generated
certifications to the BTr and/or DBM. The said information can also be readily available
data over the internet via the BIR Portal/Website.

strategy for taxpayers for the effective management of risks and to improve overall

and arrears management.
The compliance improvement strategy will further strengthen tax administration and will
complement and support the achievement of the BIR Strategic Plan.

Asset Information Management Program (AIM-P)

The Program aims to establish a systematic, strategic and integrated revenue


management system for asset-related and other relevant transactions, utilizing IT
infrastructure, applications and solutions, for enhanced fiscal policy formulation and
improved revenue collection; thus, enabling the BIR to contribute to the attainment of
the government's overall development agenda. AIMP include the build-up of a
taxpayer database management system of asset-related and other relevant information
from processed tax amnesty returns, SALNs, TPI and other existing internal information
within the BIR. It also covers the development of business intelligence (BI) solutions for
revenue administration and decision-making process.

Enhanced Mobile Revenue Collection Officers System This project is for the Application Enhancement and Maintenance of the MRCOS, and
(MRCOS)
the need to acquire more efficient and effective equipment that will likewise maximize
the features of the MRCOS.
The application enhancement shall include the following:
1) Transform the downloadable MRCOS mobile application into a cross platform
application capable of running on the broadest array of mobileOperating
Systems (OS).
2) Integration of the Philippine National Public Key Infrastructure (PNPKI) System:
a. Login authentication using iGov certificates
b. Application of digital signature on issued eReceipts and validation thereof to
authenticate
3) Enable sending of eReceipts via SMS and email.
4) Implementation of the Unified Accounts Code Structure (UACS)
5) Enhancement of the web-based MRCOS:
a. Dashboard facility to monitor total collections received by the Revenue
Collection Officer (RCO) and the number of transactions issued per RCO.
b. Summary of Batch Control Sheets(BCS) flat files transmitted via FTP to ITS/eTIS.

E-Linkage with the Bureau of Treasury (BTr)

A new process for the electronic exchange of information/data between the BIR and
the BTr with respect to collections and the remittances of internal revenue taxes across
all collection channels. It aims to ensure that BTr will electronically provides all the data
on tax payments received by the BIR, thru any of its authorized Revenue Collection
Officer (RCO) or deputized collections agents, and the same are timely captured by the
BIR and the same are accurately and timely remitted to the BTr.

Forfeited Asset Management

A web-based facility that will enable the BIR to automatically create and update its
database of absolutely forfeited properties; monitor the handling of forfeited properties
from the time of absolute forfeiture up to final disposition; ensure that all civil and natural
fruits of forfeited properties are duly accounted for and remitted to the government; and
automatically publish the relevant information on acquired assets to the BIR Website for
dissemination to all interested internal and external parties.

Workflow Management System (WMS)

A web-based system that will manage the documents received by BIR. Its main features
include scanning and barcoding for proper tracking and archiving. It will provide a

Expansion of ISO Certification to Other District Offices

Description / Objectives
Implementation of Quality Management System (QMS) as mandated under Executive
Order No. 605 (Institutionalizing the Structure, Mechanisms and Standards to Implement
the Government Quality Management Program). The main objective of EO 605 is the
promotion and enhancement of public sector performance through the adoption of
International Organization for Standardization (ISO) 9001:2008 QMS in all government
agencies. BIR established QMS for the Business Registration Process for both individual
and non-individual taxpayers.

Exchange of Information (EOI) Program and the


implementation of the Foreign Account Tax
Compliance Act Intergovernmental Agreement
Model 1 (FATCA-IGA 1)

This program seeks to make the BIR more aware of the benefits of EOI in collecting taxes,
particularly, on cross-border transactions. Since information on foreign-sourced incomes
derived by taxable residents are often declared on voluntary basis, the BIR can obtain
information from another tax authority regarding such income. This information will assist
our revenue officers in building up a case whether in a simple tax audit or a tax fraud
case.
FATCA is a type of EOI covered by an intergovernmental agreement with the US Internal
Revenue Service which calls for automatic exchange of financial account information.
The benefits of FATCA are:
- Improved tax transparency and international tax compliance (i.e. US tax law)
- BIR will receive data on Filipinos with bank accounts and assets in the US; helps
enforcement efforts
- Covers individuals and corporations; both US and Philippines follow worldwide
taxation.

Human Resources Information System (HRIS)

The establishment of a modern, fully automated HRIS will allow better utilization and
management of BIR staff. The HRIS will support the requirements of the Civil Service
Commission (CSC) Program to Institutionalize Meritocracy and Excellence in Human
Resource Management (PRIME-HRM) and to provide the revenuers with fast and easy
access to comprehensive and integrated human resource data. The data inside the
HRIS will be used in the implementation of the Government Financial Management
Information System (GIFMIS) which was developed per Executive Order No. 55 Directing the Integration and Automation of GIFMIS to allow greater financial
management control at the oversight and agency levels, ensure stricter compliance of
the budget to appropriation laws and corresponding rules and regulations, significally
improve treasury cash management and facilitate keeping of general accounts of
government and management reporting at various levels of government.

Monitoring System

This project will automate and integrate, for a more efficient and effective delivery of
services, the processes pertaining to receipt of purchase requests, allocation of funds,
procurement of goods/services, maintenance of inventory and distribution of goods
purchased/monitoring of rendition of services contracted, payment of purchases made,
while adhering to existing procurement, budgeting, accounting and auditing laws, rules
and regulations.

The SPMS seeks to link individual performance with the agency's organizational vision,
mission, and strategic goals. With some adjustments, it also makes use of existing

Transfer Pricing Program

This program seeks to complement Transfer Pricing Guidelines of the BIR issued through
Revenue Regulations No. 2-2013 dated January 23, 2013. It prescribed the guidelines in
determining the appropriate revenues and taxable income of the parties in controlled
transactions which is largely based on the Economic Cooperation and Development
(OECD) Transfer Pricing Guidelines. The proposed Transfer Pricing Program will include
the Commercial Database Subscription for Transfer Pricing Studies (Cdbc-TPS) and the
crafting/finalization of related issuances on Transfer Pricing:

Industry Issues Resolutions - Legal

Description / Objectives
This program was introduced by the Large Taxpayers Service beginning June, 2014
following the issuance of Revenue Memorandum Order No. 9-2014 setting forth the
guidelines in the processing of requests for rulings with the Law and Legislative Division.
For the purpose, LTS Core Group was created to address and tackle any industry tax
issues and concerns of large taxpayers, specifically on matters declared as "No Ruling
Areas". Also being discussed for resolution by the Core Group are issues raised in an
ongoing audit/investigation requiring immediate action and resolution and/or crafting
of appropriate revenue issuances or amendments to existing issuances. The LTS Core
Group is composed of the LTS Officials and representatives from the Legal Group.
