influencinq/did influence anyone to commit or attempt to
commit an act of terror. A secondary qoal is to determine if
KHAN is beinq directed by a hiqher authority/authorities to do
so.
If the investiqation does determine that KHAN is
influencinq or has influenced anyone to commit an act of
terror, the FBI will disrupt KHAN, either by prosecuting him
for violations of Title 18, Section 2339A/B (Material

interest in the Tanzeem-e-Islami-affiliated, US-based organization, Islamic Organization ofNorth
America (IONA), and in jihad. It was discovered that KHAN stated that his view of jihad and
IONA's view of jihad differ in that IONA does not publicly support the physical fighting aspect of
jihad.

depict the killing of US soldiers in Iraq, suicide attacks on coalition facilities, and speeches by
A YMAN AL ZAWAHIRI and UBL. In his online blog, KHAN has stated his desire to bring about
the Islamic Caliphate and that he feels the west is a hypocrisy.

would not rule out picking up a weapon himself one day. This article, and subsequently KHAN,
received significant media and press coverage, both locally and nationally;
