AT POLLUTANT LEVEL
EXPLANATORY NOTES CONCERNING THE AGGREGATED TABLES OF
ANNEX III
Notes on Remarks or text:
Stricken-through text means that this text (remarks or ELV) was not comprised
anywhere in the new reports of the Member States (MS). They are usually
highlighted in yellow colour, but in some occasions in green colour as well (there
is no difference concerning these colours)
Yellow highlighted text means that this text (either remark or ELV) needs to be
checked for small differences that are met between the two articles.
Yellow highlighted remarks under the label FOE. These remarks were made by
the person that has checked the aggregated tables, in order to provide additional
information.
Green highlighted text means that this text (either remark or ELV) was found
in the new reports of the Member States (MS) and added to the tables.
Notes on Pollutants Cells:
Brown cells in general indicate that new or different ELV are found in the new
reports (under Article 16(3)) comparing to the old aggregated tables (Article
16(1)). Therefore, in most cases, there are two cells per pollutant, the one
comprising the old ELV (where the values are stricken-through) and another one
that comprises the new ELV. However, in some cases, the old values are not
stricken through and placed in a white, indicating that the new ELV (in brown
cell) are additional ELV and do not replace the old ELV.
Brown rows in particular, indicate that the comprised pollutants were not included
in the old aggregated tables and are considered in the present tables, under Article
16(3).
Notes on columns:
The columns referring to UKs ELV are in a pale-green colour that indicates the
submission of ELV by this MS, for the first time.

Portugal sets Emission Limit Values for water pollutants on a case by case basis, for air pollutants limit values are set
according to categories. No representative data for sectors exists (categories 2.1.1 5.2) as traditionally ELVs were not
considered as part of the permits.
Recent legislation (adoption water 1990 and air 1993) introduces limit values, it is only being implemented since 2000 as a phase
of transition was necessary.
Values quoted for existing installations are not representative for the entire sector.

The waste waters are mainly cooling waters from indirect cooling. There are no permit conditions but the content of the
wastewater must be measured.

waste water from other sources in the generation of steam; if the parameter is to be expected in the waste water

burned hard coal under full load (t/h) and the chloride content of the hard coal used; where the waste water chloride
concentration from the service water exceeds 2 g/l, the excess chloride content is added to the chloride load calculated from the
hard coal burned.

Presidential Decree No 1180/81 states that the guide values are based on the amount of pollution resulting after proper
processing of effluent with an efficiency of 85% taking the average of values over 30 consecutive days. This percentage is
calculated on the pollutant load of untreated waste.
374
The quality limits for discharges of liquid industrial effluent into natural recipients are those specified in the prefectural
decisions for specific recipients.

EL9
Presidential Decree No 1180/81 states that the guide values are based on the amount of pollution resulting after proper
processing of effluent with an efficiency of 85% taking the average of values over 30 consecutive days. This percentage is
calculated on the pollutant load of untreated waste.
EL10
The quality limits for discharges of liquid industrial effluent into natural recipients are those specified in the Prefectural
Decisions for specific recipients.

1252
if COD > 750 mg/l waste water reduction of 90% is required
1253
if COD > 50000 mg/l in untreated waste water
1254
The COD limit values in the water discharge licences are calculated upon different reduction rates for the COD load of the
individual waste water flows. For waste water flows whose COD concentration at the site of occurrence is
a) more than 50 000 mg/l, a COD concentration of 2 500 mg/l shall apply
b) more than 750 mg/l, a COD concentration equivalent to a 90% reduction in COD shall apply
c) 750 mg/l or less, a COD concentration of 75 mg/l shall apply
d) less than 75 mg/l, the actual COD concentration at the site of occurrence shall apply.
The total load is the sum of the individual loads from the individual waste water flows. In general, this calculation results in a
COD limit value equivalent to a reduction of about 90% of the total COD load., requirement for waste water at the point of
discharge

Presidential Decree No 1180/81 states that the guide values are based on the amount of pollution resulting after proper
processing of effluent with an efficiency of 85% taking the average of values over 30 consecutive days. This percentage is
calculated on the pollutant load of untreated waste.
EL12
The quality limits for discharges of liquid industrial effluent into natural recipients are those specified in the Prefectural
Decisions for specific recipients.

In general, this calculation results in a
COD limit value equivalent to a reduction of about 90% of the total COD load., requirement for wastewater at the point of

Presidential Decree No 1180/81 states that the guide values are based on the amount of pollution resulting after proper
processing of effluent with an efficiency of 85% taking the average of values over 30 consecutive days. This percentage is
calculated on the pollutant load of untreated waste.

The COD limit values in the water discharge licences are calculated upon different reduction rates for the COD load
of the individual waste water flows.
In general, this calculation results in a
COD limit value equivalent to a reduction of about 90% of the total COD load., requirement for wastewater at the point of
discharge

Presidential Decree No 1180/81 states that the guide values are based on the amount of pollution resulting after proper
processing of effluent with an efficiency of 85% taking the average of values over 30 consecutive days. This percentage is
calculated on the pollutant load of untreated waste.
EL20
The quality limits for discharges of liquid industrial effluent into natural recipients are those specified in the Prefectural
Decisions for specific recipients (in this case prefecture of Salonica).

General regulations apply to all farms to ensure the application of manure over sufficiently large areas. This restricts
indirectly the amount of Nitrate (N) and Phosphorous (P) per hectare, as follows: On poultry farms the maximum amount of
manure applied must not exceed the equivalent of 170 kg N and approx. 40 kg P per hectare for broiler farms and 170 kg
N/approx. 70 kg P per hectare for farms with laying poultry.
DK3
With effect from 1 August 2004 the level is reduced by 30 kg N/ap-prox. 10 kg P per hectare. On pig farms the maximum
amount of manure applied must not exceed the equivalent of 140 kg N/approx. 40 kg P per hectare. In addition to these
general rules the Permitting Authority may set up specific conditions in a permit for further reduction of the amount of N and
P applied. Furthermore, general regulations apply to all farms to reduce the risks for leaching nitrate
DK4
Farms must have storage facilities for at least nine months production of manure. Maximal amounts apply for the application
of fertiliser, manure and other organic waste
2022
Livestock farming does not produce waste water generally, but its stipulated in the Technical Instructions on Air Quality
Control (TA Luft) and the Water Resources Management Act (WHG) that installations for poultry should be constructed and
operated in such fashion that liquid manure is properly and safely collected for utilisation
