TECHNOLOGY
Excellence, Relevance, Cooperation and Cost-effectiveness
The logo of the Department of Science and Technology (DOST)
consists essentially of four circles joined together side by side to
form a square. The circles symbolize unit particles, the building
blocks of nature which are the subject and substance of science
and technology. The circle design gives an illusion of movement
signifying progress through Science and Technology.

The space in the center of the joined circles forms a


four-pointed star symbolic of scientific creativity.

The logo' s three-color scheme represents the


unknown(black), truth and enlightenment (white) and
progress (blue).

The logo's four circles represent the four guiding


principles in our S&T development: Excellence,
Relevance, Cooperation and Cost-effectiveness
ORGANIZATIONAL STRUCTURE
The DOST is headed by a Secretary who is appointed by the
President to exercise authority and responsibility for the
mandate, and for supervision and control of the Department. The
Secretary is assisted by three (3) Undersecretaries for:
(a) Research and Development, (b) Regional Operations, and
(c) Science and Technology Services - who also have
supervision over the Institutes under their respective areas of
responsibility. The Secretary is also assisted by three (3)
Assistant Secretaries for: (a) Strategic Plans and Programs,
(b) Technology Transfer, and (c) Finance, Administrative and
Legal Affairs.
The Department has four (4) Staff Services, namely:
(a) Administrative and Legal Service which provides the
Department with services relating to personnel, records, property
procurement and management, collection, disbursement,
archiving, general services, and legal matters; (b)Financial and
Management Service which provides advice and assistance on
budgetary, financial and management improvement matters;
(c)Internal Audit Service which assists the management in
achieving efficient and effective fiscal administration and
performance of its affairs and functions; and (d) Planning and
Evaluation Service which provides services relating to policy
development and planning, program coordination and
monitoring, and S&T resource assessment and evaluation
matters.
DOST is composed of the following councils and agencies :

Three (3) sectoral planning councils responsible for:

strategies for S&T development; for programming and
allocating funds; for monitoring of research and
development projects; and for generating external funds.
Seven (7) research and development
institutes concerned with basic and applied researches on
various fields.

Eight (8) S&T service institutes rendering science and


technology-related services.
Two (2) collegial bodies with mandated functions of
assistance, recognition, advisory and establishment of
international linkages.
Sixteen (16) Regional Offices headed by a Regional
Director and seventy-nine (79) Provincial S&T Centers
(PSTCs) manned by PSTC Officers. The Regional
Directors are under the supervision of the Undersecretary
for Regional Operations. As per DOST Administrative
Order No. 002 Series of 1989 (Annex 008), the DOST
Regional Offices serve as focal points for the planning
and implementation of S&T programs and projects in
their respective regions in consonance with the national
S&T Plan. They provide S&T services to the local
populace and coordinate with other government agencies
and other stakeholders on S&T matters.

"A reservoir of scientific and technological know-how
providing world-class solutions that empower Filipinos
to attain higher productivity and better quality of life.
MISSION
DOST shall be the direction provider, leader and
coordinator of the country's scientific and technological
efforts, ensuring that these are geared and utilized in
areas of maximum economic and social benefits for the
people. (Sec. 4, E.O. 128)
MANDATE
Executive Order No. 128 mandates the Department to
provide central direction, leadership and coordination
of scientific and technological efforts and ensure that
the results therefrom are geared and utilized in areas of
maximum economic and social benefits for the people.
FUNCTIONS
1.
Formulate and adopt a comprehensive National Science
and Technology Plan, and monitor and coordinate its
funding and implementation;
2.
Promote, assist and, where appropriate, undertake
scientific and technological research and development in
areas identified as vital to the country's development;
3.
Promote the development of indigenous technology and
the adaptation and innovation of suitable imported
technology, and in this regard, undertake technology
development up to commercial stage;
4.
Undertake design and engineering works to complement
research and development functions;
5.
Promote, assist and, where appropriate, undertake the
transfer of the results of scientific and technological
research and development to their end-users;
6.
Promote, assist and, where appropriate, undertake the
technological services needed by agriculture, industry,
transport, and the general public;
7.
Develop and maintain an information system and
databank on science and technology;
8.
Develop and implement programs for strengthening
scientific and technological capabilities through

manpower training, infrastructure and institutionbuilding;


9.
Promote public consciousness in science and
technology; and,
10. Undertake policy research, technology assessment,
feasibility and technical studies.
DOST OUTCOMES
The DOST has committed to achieve the following eight (8)
outcomes:

agriculture sector to raise productivity to world-class

that enable MSMEs to develop and produce competitive
products that meet world-class standards.

global competitiveness.

PH a global leader in Information Technology Business Process Management Services generating direct
employment of 1.3 M (520,000 of which in the
countryside).

ICT-based transformation of governance broadening


access to government services (i.e. health and education)
for those in the countryside (PH in the top 50 global
ranking of e-government by 2016).

Improved quality healthcare and quality of life thru


science, technology and innovation.

Highly skilled and globally competitive S&T human


resources in support of the national S&T programs
(PSHS to be the leading science high school in ASEAN
by 2015 and every town to have at least one DOST
scholar by 2016).
Science-based weather information and climate change
scenarios with associated impact assessments that enable
concerned agencies to develop appropriate mitigation
strategies for a disaster and climate change resilient
Philippines.

These DOST outcomes shall guide all DOST agencies and


offices in weaving one DOST story to communicate to the public
and stakeholders the benefits from DOST programs, projects and
activities.

SECTORAL PLANNING COUNCILS


DOST has three (3) sectoral planning councils responsible
for: (a) formulating policies, plans, programs, projects and
strategies for S&T development; (b) programming and
allocating funds; (c) monitoring of research and
development projects; and for generating external funds.

Philippine Council for Agriculture, Aquatic and


Natural Resources Research and Development
(PCAARRD)
PCAARRD was created from the consolidation of
PCARRD with PCAMRD. This consolidation
became effective on June 22, 2011 and was aimed
at improving the efficiency of government service
and optimizing the use of scarce government
resources. The creation of PCAARRD will
strengthen the development of research and
development (R&D) in the agriculture, forestry,
aquatic, and natural resources sectors, as well as
optimize human and physical resources to develop
these sectors.
Philippine Council for Health Research and
Development (PCHRD)
PCHRD is the lead council that creates and
sustains an enabling environment for health
research in the country.
Philippine Council for Industry, Energy and
Emerging Technology Research and
Development (PCIEERD)
The PCIEERD is mandated to serve as the central
agency in the development of policies, plans and
programs as well as in the implementation of
strategies in the industry, energy, and emerging
technology sectors.
RESEARCH AND DEVELOPMENT INSTITUTES
DOST has the following seven (7) research and
development institutes concerned with basic and applied
researches on various fields.
Advanced Science and Technology Institute
(ASTI)
ASTI is one of the research and development
institutes of the Department of Science and
Technology (DOST) tasked in conducting
scientific research and development in the
advanced fields of Information and
Communications Technology and
Microelectronics.
Food and Nutrition Research Institute (FNRI)
FNRI is the principal research arm of the
government in food and nutrition, is one of the
research and development institutes of the
Department of Science and Technology (DOST).
The Institute continues to provide relevant
technologies and scientific information on food
and nutrition.

Forests Product Research and Development


Institute (FPRDI)
FPRDI is the research and development arm on
forest products utilization of the Philippines'
Department of Science and Technology (DOST),
the body that coordinates and manages the national
science and technology system.

Philippine Atmospheric, Geophysical and


Astronomical Services Administration (PAGASA)
PAGASA is mandated to provide protection
against natural calamities and utilize scientific
knowledge as an effective instrument to insure the
safety, well-being and economic security of all the
people, and for promotion of national progress.

Industrial Technology Development Institute


(ITDI)
ITDI is one of the research and development
institutes (RDIs) under the Department of Science
and Technology. It is the flagship agency of the
Department, generating a large pool of
technologies while providing technical services to
industry.

Philippine Institute of Volcanology and


Seismology (PHIVOLCS)
The principal goal of PHIVOLCS is to formulate
up-to-date and comprehensive disaster
preparedness and loss reduction actions plans for
volcanic eruption, earthquake occurrences and
related geotectonic processes/phenomena (e.g.
faulting, landslides and tsunami) which imprint
significant impacts on man and his environment.

Metal Industry Research and Development


Center (MIRDC)
MIRDC is the sole government entity directly
supporting the metals and engineering industry
with services designed to enhance its competitive
advantage.
Philippine Nuclear Research Institute (PNRI)
PNRI is mandated to undertake research and
development activities in the peaceful uses of
nuclear energy, to institute regulations on the said
uses and to carry out the enforcement of said
regulations to protect the health and safety of
radiation workers and the general public.
Philippine Textile Research Institute (PTRI)
PTRI as a line agency of the Department of
Science and Technology (DOST) supports the local
textile and allied industries achieve gobal
competitiveness through utilization of indigenous
resources, and development of technical
competence in textile production and quality
assurance.
SCIENTIFIC AND TECHNOLOGICAL SERVICE
INSTITUTES
The eight (8) institutes rendering science and technologyrelated services.
Information and Communications Technology
Office (ICTO)
DOST-ICTO is the Philippine Government's lead
agency on ICT related matters. Its primary thrusts
are in the ICT Industry Development,
eGovernment, ICT policy development, Internet
for all and Cybersecurity.

Philippine Science High School (PSHS)


To offer on a free scholarship basis a secondary
course with emphasis on subjects pertaining to
service with the end in view of preparing its
students for science career.
Science Education Institute (SEI)
To develop a critical mass of highly trained science
and Technology (S&T) manpower by
administering scholarships, awards and grants in
S&T, and formulating and implementing plans for
the promotion, development and improvement of
science and technology education and training.
Science and Technology Information Institute
(STII)
STII is the marketing arm of the Department of
Science and Technology (DOST), and a leading
repository of science and technology information
and data in the country.
Technology Application and Promotion Institute
(TAPI)
Take the lead role in implementing the
Department's technology transfer and
commercialization thrusts, as well as in marketing
the technical services being offered by other DOST
agencies.
Technology Resource Center (TRC)
TRC serves the public through the acquisition and
promotion of technology and livelihood skills and
information for Filipinos worldwide.
ADVISORY BODIES
Two (2) bodies pursue mandated functions of assistance,
recognition, advisory and establishment of international
linkages.

National Academy of Science and Technology


(NAST)
To recognize outstanding achievements in science
and technology as well as provide meaningful
incentives to those engaged in scientific and
technological researches
National Research Council of the Philippines
(NRCP)
NRCP is mandated in promotion and support of
fundamental or basic research for the continuing
improvement of the research capability of
individual or group scientists; foster linkages with
local and international scientific organizations for
enhanced cooperation in the development and
sharing of scientific information; provide advice on
problems and issues of national interest; and
promotion of scientific and technological culture to
all sectors of society.

DEPARTMENT OF AGRICULTURE (DA)


As stipulated in the Philippine Development Plan (PDP) 20112016, Chapter 4, Competitive and Sustainable Agriculture and
Fisheries Sector, the agriculture and fisheries sector provides
food and vital raw materials for the rest of the economy. As the
sector grows and modernizes, it releases surplus labor to the
industry and services sectors. Rising productivity and efficiency
in the sector are critical in maintaining the affordability of food
and purchasing power, especially among the poor. The sector's
development is therefore vital in achieving inclusive growth and
poverty reduction as well as attaining the targets under the
Millennium Development Goals (MDGs).
MDGs are the world's time-bound and quantified targets
for addressing extreme poverty in its many dimensionsincome poverty, hunger, disease, lack of adequate
shelter, and exclusion-while promoting gender equality,
education, and environmental sustainability.

Mandate
The Department is the government agency responsible
for the promotion of agricultural development by
providing the policy framework, public investments,
and support services needed for domestic and exportoriented business enterprises.
In the fulfillment of this mandate, it shall be the primary
concern of the Department to improve farm income and
generate work opportunities for farmers, fishermen and
other rural workers. It shall encourage people's
participation in agricultural development through
sectoral representation in agricultural policy-making
bodies so that the policies, plans and programs of the
Department are formulated and executed to satisfy their
needs.
It shall also use a bottom-up self-reliant farm system
approach that will emphasize social justice, equity,
productivity and sustainability in the use of agricultural
resources.

A modernized smallholder agriculture and fisheries; a


diversified rural economy that is dynamic,
technologically
advanced
and
internationally
competitive. Its transformation is guided by the sound
practices of resource sustainability, the principles of
social justice, and a strong private sector participation.

Mission
To help and empower the farming and fishing
communities and the private sector to produce enough,
accessible and affordable food for every Filipino and a
decent income for all.
