SHORELINE CHANGE PREVENTION LINKAGES WITH SOCIETY ACTIVITIES


IN JENU DISTRICT, TUBAN: SOCIAL-ECOLOGICAL SYSTEMS APPROACH

BACKGROUND
Jenu district is located in Tuban Regency, East Java. There are so many activities that
happened there, for instance shrimp pond, tourism, residence, fish capture and many more.
Jenu Beach had been eroded for long time after 1971 there was mass mortality of coco palm
because of Rhinoceros Beetle (Dynastiae) epidemic (Lensaindonesia, 2013).
The preventions that had been done to recover Jenu Beach are by planting vegetation,
Casuarina equisetifolia, in Jenu village. This activity was done by Mangrove Center Tuban
foundation and already helped reform the beach since 1997 (Lensaindonesia, 2013). Beside
planted mangrove, theres also sea wall development in Beji village. This construction was
protested by fishermen, because sea wall construction along 650 meters, according to local
residents, it will complicate the activities of people who mostly livelihood of fishermen
(Sosialnews, 2012). Coastal community for the most of the part is fishermen community has
different characteristics by the other communities. The difference is due to relevance by coastal
economic characteristics, culture background, and the availability of facilities and infrastructure
(Halandevi, 2012). The shoreline change and the prevention should be have impact whether it
positive or negative to the society, especially to the fishermen community.
Social-Ecological System (SES) is an ecological system which is related to one or more
social systems and forms co-operation and mutual (Anderies et al., 2004). Thus, socialecological system talks about ecosystem units as coastal, mangrove, coral reef, beach which is
associated to social structure and process. This is important to manage coastal area since
coastal dynamic is a dynamic interconnected system between society and natural system
(Shofyatun, 2010). According to Glaser et al. (2010), the analysis of social-ecological systems
(SES) seeks to identify system configurations which produce sustainable futures for major
stakeholders at various system levels and scales.
OBJECTIVE
This study aims to understand which coastal protecting whether use mangrove and
vegetation or sea wall is better for society activities in Jenu district, Tuban.

METHODOLOGY
1. Study Location
This study will be conducted in Jenu, East Java. This site was selected as the location has
so many activities which have relation to the ecology, for instance residence, fisheries,
aquaculture pond, also there is tourism activity. The location is divided into two stations, one
station with the mangrove in Jenu village and the other with seawall in Beji village. These of two
locations are side by side and being separated by a river (Figure 1).

2. Method
The study framework is delivered below in Figure 2.

This study use SES framework to make group based on Anderies et al (2004) conceptual
model (Figure 3). SES is composed of multiple subsystems and internal variables (Ostrom,
2009). The general framework is used to identify subsystem variables that affect societys
activities.

The social-ecological system framework developed by Ostrom (2007, 2009) can be very
useful for such analyses since it provides a common analytical language to diagnose the factors
that are important for addressing the complex problems of urban and rural ecosystem
management at multiple scales (Nagendra and Ostrom, 2014).
In order to get data, there are four steps are used based on Mitchell et al (2015):
1. Determine Location
Field survey is conducted in order to determine the location. This step is important to
understand the study area more.
2. Problem Identification
Identify the main problem that happens in the location. In this study, I will focus on
which way better, sea wall or mangrove as prevention to shoreline changes and
societys activities use SES approach.
3. Systems Identification
Identify any existing system in the location; Resource, Resource User, Infrastructure
Providers, and Public Infrastructure.
4. Develop Conceptual SES Model
After all systems have known, development of SES model can be conducted. The
SES framework show linkages involved in SES system.
