LOCAL AGENDA 21

Local Agenda 21 is a local-government-led, community-wide, and participatory effort


to establish a comprehensive action strategy for environmental protection, economic
prosperity and community well-being in the local jurisdiction or area. This requires the
integration of planning and action across economic, social and environmental spheres. Key
elements are full community participation, assessment of current conditions, target setting for
achieving specific goals, monitoring and reporting. According to report of the United Nations
conference on environment and development, Local Agenda 21 is a comprehensive plan of
action to be taken globally, nationally and locally by organizations of the United Nations
System, Governments, and Major Groups in every area in which human impacts on the
environment.

There are six key elements of Local Agenda 21:1. Managing and improving the local authority's own environmental performance
2. Integrating sustainable development aims into the local authority's policies and
activities.
3. Awareness raising and education.
4. Consulting and involving the general public.
5. Partnerships.
6. Measuring monitoring and reporting on progress towards sustainability.

EVALUATION AND SUGGESTION PLAN IN ACCORDANCE OF LOCAL


AGENDA 21

1. Managing and improving the local authority's own environmental performance


a. Evaluation
i. There environmental management system is ineffective.
ii. The local authoritys level of awareness towards preserving the
environment is low. Many decision made without considering the effect
toward the environment.
iii. The environmental protecting policy is weak and not fully enforced.
b. Suggestion
i. The level of awareness toward protecting and preserving the
environmental in the local authority by practising environmental inside
the local authority itself and organizing campaign toward protecting
and preserving the environment.
ii. Increasing environmental budgeting could also improve the local
authoritys own environmental performance.
iii. There should be policy integration across sectors inside the local
authorities and should followed by sectors making it easier to manage.
2. Integrating sustainable development aims into the local authority's policies and
activities
a. Evaluation
i. The private vehicle owner is high in the local area. It has puts pressure
on the capacity of the existing road network.
ii. The inefficient public transportation resulted in the tendency for the
urban population to optimize for private vehicles instead of the public
transport.
iii. The pollution has affected the health of the resident because of
increasing level of pollutant.
b. Suggestion
i. The development of an urban system needs to be based on clear system
of hierarchy so that the provision and distribution of facilities and

infrastructure will be more efficient, thus, preventing wastage of


national resources.
ii. Urban development should be implemented in accordance with the
principles of smart growth with emphasis on redeveloping suitable
areas especially in urban centres and brown field areas for recreational
purpose and conserving environmentally sensitive areas.
iii. Control the pollutant by enforcing environmental policy.
3. Awareness raising and education
a. Evaluation
i. Environmental and Sustainable Awareness level is very low inside the
local area.
ii. There is lack of basic education of sustainable development and
environmental.
b. Suggestion
i. Good access to high quality public, social and cultural facilities will
contribute a great deal to the improvement of the quality of life of the
residents. The local authority can provide good governance by
recruiting the participation of residents in the improvements of their
living environment.
ii. The public should be also encouraged to adopt the 3R concept of
Reduce, Reuse, and Recycle. Such programmes can be organised at a
neighbourhood level. The policies that have been formulated and the
guidelines to be drafted, shall from the basis for a comprehensive
framework to guide, control, and manage new development and
improvement works in local government.
iii. The public participation should assist in achieving sustainable
development in optimal utilisation of available resources environment,
should be promoted and enhanced.

4. Consulting and involving the general public.


a. Evaluation
i. There is lack of involvement from general public toward the
sustainable development program.
ii. New development does not follow the sustainable development or does
not involve the particular publics.
b. Suggestion
i. Setting up a special environmental forum to discuss and propose
solutions to environmental problems that can be involve representatives
of group.
ii. All parties, in particular local authorities should be more innovative,
transparent and efficient in promoting urban development that is of
quality, healthy, competitive and progressive.
5. Partnership
a. Evaluation
i. There is lack of partnership between different parties to ensuring the
new development is sustainable.
ii. The communication between parties is low thus affected the decision
making progress.
b. Suggestion
i. Partnership should bear in mind the economic, social and
environmental dimensions of sustainable in their design and
implementation.
ii. Partnerships can be done by doing meetings, workshops and
conferences. And all these must be based on sustainability
development. It will be more efficient if the residents working in
groups or advisory groups. Round the tables should be done to go
through any issues arising from any members. A plan on how
environment city model should be improvised can be good idea as
Local Agenda 21 is promoting sustainable development.
6. Measuring, monitoring and reporting on progress towards sustainability
a. Evaluation
i. There is low activity of the local authority on measuring, monitoring
and reporting on progress towards sustainability of the local area.
b. Suggestion
i. The local authority should develop a team that can monitor and report
the progress towards sustainability in the local area.
ii. An Environmental Impact Assessment should been done before
confirming any new development in the local area.
