Liberians remain divided over punishment for war crimes

others say they should be forgiven in line with the South African

British authorities while in London this
week is responsible for the deaths of three
Spaniards Flors Sirera, Manuel Madrazo
and Luis Valtuea in 1997. All three were
members of the NGO Mdicos del Mundo,
and were allegedly murdered by four Tutsi
soldiers after they had been taken to see
the mass graves of murdered Hutus.
DOES THIS RING A BELL?

In October 1992, five American nuns


were killed during Charles Taylors
National Patriotic Front of Liberia(NPFL)
Operation Octopus. The nuns reportedly
left their Gardnersville home to drive a
Liberian colleague to home but the never
made it to their destination and were
reportedly killed along with the man
in their vehicle, along with two African
peacekeepers the women picked up along
the way.
The slain nuns included: Sister Barbara
Muttra, 69; Mary Joel Kolmer, 58, a cancer
survivor who returned to Liberia after
surgery to remove a tumor; Agnes Mueller,
62, a trained nurse and a theologian
who taught aspirant nuns at the sisters
convent; Shirley Kolmer, 61, who served
as a high school principal in Monrovia, and
according to the St. Louise Post Dispatch
in a 1993 report, advocated forcefullyand
successfullyfor the nuns return to Liberia
after fighting between Charles Taylors
rebels and government forces forced the
nuns to flee in 1990 and Kathleen McGuire,

SIMILARITIES GALORE

Similarly, during the same period, a Dutch


female citizen married to a Liberian
male was killed not too far from the
Gardnersville area where the nuns were
killed.
Both the U.S. and Dutch authorities have
in the past couple of months dispatched
officials in Monrovia to continue their
probe of the nuns deaths, the Lutheran
Church Massacre and the killing of the
Dutch citizen in the Operation Octopus.
Last week, a team from the San FranciscoCalifornia-based Center for Justice
and Accountability was in Monrovia to
interview survivors of the Lutheran Church
Massacre and figures with knowledge of
how the nuns were killed. That visit was
preceded by a visit of a team from the
prosecutors office in the Netherlands
looking into the death of the Dutch citizen.
The CJA works directly with foreign
governments on a variety of transitional
justice initiatives to hold human rights
abusers criminally accountable in national
courts - especially where defendants in
CJAs universal jurisdiction (UJ) cases have

been deported or extradited to stand trial


in the home country. CJA attorneys provide
expertise on witness preparation and
testimony, the introduction of evidence,
charging human rights crimes and other
areas of human rights prosecutions.
The nuns case is said to be tied to the
trial of Thomas Woewiyu, who served
as Defense Minister for Charles Taylors
National Patriotic Front of Liberia.
Woewiyu who was arrested in the U.S. in
May 2014 upon arrival is currently out on
bail and under house arrest but is said to
be bracing for trial later this month with
the Americans said to be keen on proving
what has already been established from
witnesses and evidence gathered that the
nuns were killed in the territory of Taylor
and by forces under Taylors command.
SEVERAL OFFICIALS NIPPED

In the past year, several current and former


Liberian officials including Associate
Justice Kabineh Janeh, Sports Minister
Lenn Eugene Nagbe and Geraldine DoeSheriif and Jonathan Mason, former
Minister of Lands, Mines and Energy were
picked up at airports or taken off planes
bound for the United States of America
and sent back to Liberia.
Hassan Bility, Director of the Monroviabased Global Justice and Research
Project (GJRP) explains that the ongoing
interests in Liberia is not the work of the
International Criminal Court as is being
speculated or the U.S. Federal Bureau of
Investigation.
Says Bility: The team that was in Liberia
last week was from the Center for Justice
and Accountability(CJA); their work is
different from the FBI. They are doing
research on a number of gradation issues.
CJA is an independent non-governmental
organization whose work leads to
prosecution, arrests and indictments.
Bility says because the ICC was founded
July 1, 2002, it cannot take on cases that
started prior to its formation. They cannot
go back beyond to take on a case. For war
crimes to be committed there must have
been war and Octopus took place prior to
the ICC. The push were are seeing is from a
different network of people advocating for
international justice and war crimes.
FrontPageAfrica has learned of the
existence of a sealed indictment for a few
figures from the Liberian civil war which
has been prepared for nearly nine months
now. The same thing that happened to
that Rwandan official could happen,
Already, authorities in Switzerland have
in the last few months, arrested Alieu
Kosiah, a former commander of the
United Liberation Movement of Liberia for
Democracy (ULIMO), a rebel group that
fought against Charles Taylors National
Patriotic Front for Liberia (NPFL) in
Liberia's first civil war and authorities
in Belgium picked up Martina Johnson,
a female commander of Charles Taylor's

rebel group for war crimes allegedly


committed during Liberia's civil war.
Kosiahs arrest follows complaints by
seven Liberian victims who filed criminal
complaints against him in Switzerland.
Similarly, Johnsons arrest follows a
complaint filed on behalf of three victims
of an offensive in 1992 known as Operation
Octopus.
Those arrests coupled with Woewiyous
is reportedly sending shivers down the
spines of many of those linked to atrocities
during the civil war.
Besides Woewiyou, another Liberian
former warlord, Mr. George Boley, who
headed the Liberia Peace Council, spent
two years in a federal detention facility in
Batavia, New York before he was deported
to Liberia. Boley, who is married to an
American; and has children born in the
U.S. decided not to appeal an immigration
judges February 2012 decision that he had
committed war crimes and is responsible
for the rape of thousands of young girls in
Liberia.
Former President Charles Taylor was
sentenced in May 2012 for aiding rebels
who committed atrocities in Sierra
Leone during its civil war. Taylor, 67, was
found to have supplied weapons to the
Revolutionary United Front rebels in
exchange for a constant flow of so-called
blood diamonds. He was found guilty at
his trial of 11 crimes including terrorism,
rape, murder and the use of child soldiers
by rebel groups in neighboring Sierra
Leone during the vicious civil war of 19912002.
Charles Chucky Taylor Jr., the presidents
son was sentence to 97 years for leading
torture attacks in Liberia during his
fathers rule.
Several current and former officials
are said to be wary about unfolding
developments on the war crimes front.
RIGHTS VIOLATED DURING WAR

During the long-running civil war, marred


by horrific human rights violations,
including arbitrary killing, use of child
combatants, rape and sexual violence,
separation of families, and looting and
destruction of properties, an estimated
250,000 Liberians were killed, with as
many as 1.5 million displaced.
Despite the enormous toll on the countrys
infrastructure, key military and political
actors who appeared before the Truth
and Reconciliation Commission, denied
responsibilities for the atrocities.
The TRC was agreed upon in the August
2003 peace agreement and created by the
TRC Act of 2005. The TRC was established
to "promote national peace, security, unity
and reconciliation," and at the same time
make it possible to hold perpetrators
accountable for gross human rights
violations and violations of international
humanitarian law that occurred in Liberia
between January 1979 and October 2003.

The looming prosecution and threats of arrest has prompted


some to take precaution. Senator Prince Johnson(Independent,
Nimba), the former head of the Independent National Patriotic
Front of Liberia, for example was recently appointed along with
Senator George Manneh Weah(CDC, Montserrado County) were
recently appointed to the ECOWAS Parliament but despite his
appointment Johnson, reportedly got word that a trip to the first
session in Nigeria would have been costly and decided against
attending the induction for a post he had reportedly lobbied to
attend.
The Senate leadership has not said what it intends to do with the
vacant slot at Ecowas. He has not said whether he will accept the
position or not. He did not attend the induction so it is a mystery
to all of us, one of Johnsons colleagues told FrontPageAfrica
Tuesday.
Others like Roland Duo, Moses Thomas and other players from
the civil war are also said to be jittery.
Liberia Cooperation Uncertain

Duo, a former senior frontline commander of Taylor's NPFL


and government, has denied atrocities during the civil war. He
told the TRC hearing in 2008 that he had no knowledge of the
famous Mahel River Massacre in 2003 in Bomi County and
dismissed allegations of atrocities by witnesses appearing before
the commission."If those atrocities were committed as alleged,
I had no knowledge of them and did not participate in them. I
cannot denied allegations of atrocities, but I had no personal
participation," the once dreaded commander of former President
Taylor's Navy Division told commissioners of Liberia's Truth and
Reconciliation Commission.
Thomas has been linked to the Lutheran Church Massacre at
the Lutheran Church, Sinkor, on July 29,1990 when AFL soldiers
allegedly massacred over 500 persons under the guise that there
were Gios and Manos in that Church who were in support of NPFL
advances on Monrovia and the overthrow of the Samuel Doe
regime.
Interests are also said to be high on Christopher Vambo and
John T. Richardson both said to have played key roles during the
Operation Octopus in October 1992.
In wake of the numerous clouds of uncertainty in Liberia, what
has not been determined is the level of cooperation Liberia has
been giving relating to the capture and/or extradition of some of
those linked to war crimes.
The government in Rwanda appears not to be in favor and has
come out to condemn the arrest of -Karake, by British authorities
acting on a Spanish indictment.
Mugabe Snipes the West

In a snipe at the west, Zimbabwean president Robert Mugabe is


suggesting that Africa establishes its own International Criminal
Court to try western leaders. Mr Mugabe, 91, said the court should
try Tony Blair and George W Bush, according to The Chronicle, a
state-owned newspaper. They committed crimes, colonial crimes
galore the slaughter of our people and all that imprisonment,
he said. You set up the ICC, we set up our ICC to try Europeans, to
try Mr Bush and Mr Blair.
Louise Mushikiwabo, the Rwandan foreign minister, tweeted:
Western solidarity in demeaning Africans is unacceptable!! She
suggested the arrest was a conspiracy by those who deny the
1994 genocide. It is an outrage to arrest Rwandan official based
on pro-genocidaires lunacy!
Karake, 54, known as KK, has for two decades been a senior
intelligence and military officer in the Rwandan Patriotic Front.
The RPF brought an end to the genocide by Hutu extremities that
left an estimated 800,000 Tutsis dead.
Karake and 39 others are accused of ordering revenge massacres
of Hutus and the murder of three Spanish aid workers, according
to a European arrest warrant issued by Spain in 2008, understood
to be the basis for his detention by the Metropolitan Police at
Heathrow last Saturday.
A former member of Karakes intelligence unit testified to the
Spanish judge Fernando Andreu that Karake had ordered the
killings because these whites had sensitive information about
the Rwandan Patriotic Fronts recent massacres. In 2008 Andreu
brought a case against Karake and 39 other military officials.
But the Associated Press reported Tuesday that Madrids ability
to pursue Karake may be impeded by a law passed by the
countrys conservative government last year that severely limits
judges ability to prosecute crimes that occur outside Spain under
a system known as universal justice.
The concept, according to the report, is rooted in the 1949 Geneva
conventions and compels any signatory to provide effective
sanctions against those accused of breaching the convention.
Spain took the lead in applying universal justice after the concept
was integrated into the Spanish judicial system in 1985, most
famously with the arrest and attempted extradition of the
former Chilean dictator Augusto Pinochet from London in 1988.
The government introduced reforms to the system last year,
apparently to avoid conflict with China, which had been indicted
over human rights abuses in Tibet.

SECURITY AGENCIES including the Liberian


National Police, Bureau of Immigration and
Naturalization, Drugs Enforcement Agency and
others are among the least-paying government
employees.
LACKING LOGISTICS and other incentives, the
police and security officers barely survive on
their meager salaries paid by the Government
of Liberia, which in many instances contribute
to corruption within the security apparatus.
With high cost of living characterized by
increasing prices of basic commodities and
high tuition and fees at schools and other cost
of living, it remains a miracle how the average
police officer is catering to a small size family
with a low pay.
INTERNATIONAL REPORTS and surveys have
pointed to low pay within the police and other
security agencies as one of the contributing
factors to corruption within the security sector.
THE AVERAGE POLICE officer is believed to
be paid around US$ 150 United States dollars,
a small income in Liberia, a country with a
tradition of huge extended family.
OVER THE LAST two months there are
confirmed reports that officers of the Liberian
National Police have not been paid salaries.
SOME POLICE OFFICERS have confirmed that
they are yet to receive salaries for the month of
May and with June now almost at the end, there
are no signs they could get combined salaries
for the two months.
AS OF NOW, there is no explanation for the delay
in the payments of the May and June salaries for
the police, something it is very uncommon for
the current regime.
SINCE THE ASCENDENCY of President Ellen
Johnson Sirleaf there is no history of government
inability to pay salaries for a month which
makes the police situation quite strange and
worrisome.
THE SITUATION REGARDING the salaries of the
police is grave and requires serious attention. It
is difficult to explain how security officers can
go without salaries for two months while the
security of the state lies in their hands.
IT IS DIFFICULT TO FATHOM how a hungry
man can go after a criminal when he has all the
problems at home to solve
THE SPOKESPERSON for the Police, Sam Collins
has even confirmed that the police are yet to
be paid for the month of May saying payment
documentations for June are now at the Ministry
of Justice.

Simply Thinking Thoughts
In my regular thinking thoughts, I considered the recent concerns
and disappointments among stakeholders over the new Education
Ministers proposal to change the existing school calendar and
introduce a new version. Rumors are that the Honorable Minister
intends to nullify all credits students have acquired for promotion
to higher grades, and declared current 2015 efforts of school
teachers and administrators as vacation school operations, as
his own construct of education reform. The question asked in
various circles is therefore, if the existing academic 2015 calendar
was endorsed by stakeholders, and approved by President Sirleaf,
does dumping it by Hon. Werner mean it was a flawed document
crafted in error?
President Reagans Construct of Education Reform

You see, education reform is not a new phenomenon for history


is replete with efforts to fix pedagogy. When research and
experience showed that US Education had become substandard
and people graduating from US schools and colleges were not
meeting expectations, President Ronald Reagan, like George
Werner attempted, instituted a major education reform.
However, it was after consulting education professionals and
pundits, that Reagan declared a State of Emergency in US
Education in 1982, and set up the Gardner Commission to
evaluate the whole system from kindergarten to tertiary level.
The commission found that US education had become rotten to
the core, and needed serious reform; hence it submitted a report
entitled, A Nation at Risk: An Imperative for Reform. Today US
education is now in sync with global standards and expectations
as a result to that well thought-out, properly strategized education
reform construct of Reagans.
President Sirleafs Construct of Education Reform

There is a groundswell of opinions that President Sirleafs


construct of education reform is the changing of guards
Indications are that each time there is an outcry over student
performance, the President hurries to change education
ministers, including valuable technicians. For example, Dr. Kortos
team was replaced by Dr. Gongars, which was subsequently
replaced by Etmonia Tarpehs team. Recently, seven ministers in
Tarpehs team were dumped and Werner's super team of legions
pounced in, roaring like a mighty lion, as an apparent sequel to
the construct of the Presidents strategy for education reform.
While the Presidents frequent changing of education
administrators may be the prudent move in Liberia, President
Obama once noted, What Africa needs is not strong men, but
rather authentic systems Despite this assertion, in one of her
interviews, when asked why a new education minister had not
been nominated, the President noted that she was still looking for
the proper person to head the MOE, to move education from its
current status; hence the change of the Tarpeh team to usher in
George Werners.
The message that this frequent changing of ministers send is that,
it is the education administrators who are making the mess either
by their lack of savvy, inadequacy, or lack of will power, instead
of looking at other issues such as inadequate logistics, stunted
budgetary allotment, and misplacement of senior decision
makers (as reportedly confirmed by Minister Amara Konneh in
his alleged misplaced appointees assertion).
Audacity of Minister Werners construct of education reform

and avoid protesting or publicly expressing


dissatisfaction over issues such as incentives
but one thing that is certain is that the welfare
of human is paramount to ethics and whatever
rules and regulations.
IT IS QUITE GLARING that over the last few
weeks the begging habit of police officers has
increased to the extent at night police officers
at checkpoints are found begging almost every
vehicle. Chief we here ooh, the cold, no tea self?
THIS IS DISGRACEFUL of a state police trained
with millions of dollars to be professional and
protect lives and properties.

To be audacious in laymans terms is to be fearless or brave; to


venture into a strange terrain that holds mysteries; to tread where
angelic beings have trod and dare. In Werners case, the status
quo in the education sector is the tumultuous grounds swelling
under his feet due to his recent audacious proposal.
Currently, education professionals are questioning Werners
awareness that before his advent to this sector, in addition to
poor budgetary support, the failure of students in the WAEC and
UL exams always backlashed on MOE leaders; does he know that
in this sector all and sundry, underachievers and people whose
careers have plateaued can enter without professional
vetting due to their contacts; hence, the sector usually swarms
with major decision makers who, though aware they possess
inadequate acumen or minimum qualification to manage
education, refuse to revert to people whose profession is
education; in this sector, does Werner know that Legislators do
not summon people to increase budgetary allotments, but rather
to grill them, and correct faulty policies and issues that affect
their people. The Hon. Minister needs to take cognizance that this
sector certainly is tumultuous grounds where professionalism
should be applied, and caution placed over audacity.
Audacity to dump the gains

Now, there appears to be a curse on Liberia that each time


new leaders assume power, they refuse to ensure continuity,
or implement initiatives of their predecessors. For example,
President Taylor dashed a fine opportunity to complete the
numerous infrastructural development initiatives President Doe
left behind, and today the country is suffering.
In similar vein, Werners team may be following the same path
of folly by dumping Etmonia Tarpehs gains no matter how
infinitesimal they may be. While the Tarpeh team may have been
replaced for whatever reasons, some people still believe there
were authentic gains made, especially its strict enforcement and
compliance to Minister Gongars Education Act; formulation of a
comprehensive Three Year Operational Plan; development of
an exceptional Teacher Education Reforms initiative and most
of all, the risk and tenacity which Tarpeh's team exerted during
the Ebola crisis to ensure schools were re-opened using a widely
accepted school calendar. If the Werner Team were to focus on
these, instead of dumping them, its success would resonate
overwhelmingly.
Sad to note, Liberian education reform has always taken on
diverse, non-contemporary, and peculiar constructs from all and
sundry administrators; hence perspectives among education
professionals and pundits, who have religiously studied and
understood education are that if George Werners construct
is accepted and rolled out, it would be an audacious trek on
tumultuous grounds, and a construct stakeholders, students, and
parents could be poised to challenge.
Benediction

Now, although Almighty God had proposed that David, the young
shepherd boy become King would build His temple, he reassigned
the task to Solomon when David erred. Solomon for his part,
asked only for wisdom and good counsel; the success he enjoyed
from the application of his wisdom resonates to this day.
Now to Him who is able to save us from tumult and present us
faultless before the most High throne, of the only wise God; may
He make His countenance to shine upon us and give us grace and
give us peace that passes all understanding, in Jesus name. Amen.

POVERTY IS NO MANS friend and therefore


those in charge of financial issues must bear in
mind that salaries is the only source of income
for some of these police officers.
WHEN PEOPLE ARE not paid for nearly two
months, what is expected of them? Already the
salaries are nothing substantial, so while must it
be delayed?.
THE CURRENT SALARY crisis facing the police
must be addressed and measures put in place to
avoid reoccurrence. The Government of Liberia
has not announced any financial problems to
warrant the ugly situation facing the police.

some of the saddest! One of the ways we can put up a serious
fight against this hideous crime, is organized supports for the
INTERDISCIPLINARY TEAM involved in the fight and protection
of children and family. It will also require total commitment on
the part of the personnel and support staff. It is a job that requires
a none compromising stance regardless of who is connected.
In addition to national budgetary allocation, international
supports, etc, I suggest a nationwide national fundraising takes
place each year, inside Liberia, to support the various aspects of
program such as awareness, police education and coordination
services, Child Protective and/or women protection hands on
services plus more.

oesn't the Justice Ministry's gross incompetence


warrants its elimination?? We all know that 99.9999
percent of Liberian government officials are nothing
born rogues! (stealing is their natural born gift)....

But the Ministry can't even prosecute the few born rogues that
are caught by the General Auditing Commission (GAC), Liberian
Anti-Corruption Commission (LACC), and the Public Procurement
Concession Commission (PPCC)...
So how can you justified their continued existence when 90
percent of Liberians remain poor because of government
stupidity and government corruption? Most of the stupid people
in our government are in the Central Bank and the Ministry of
Justice!
If you have any evidence that the Ministry of Justice won at least
20 percent, ok, make that 10 percent, of corruption cases, please,
I stand corrected..
But let's look at some high profile corruption cases since our
"zero tolerance for corruption President took office", shall we?:

1) In 2008, Rep. Edwin Stole, Senator Roguish Devine, and Chopman Bryant were indicted for stealing millions from the Liberian
people. But when the case went to trial, E. Stole, Roguish D and
Chop-man B were acquitted by the jury! The state (Ministry of
Justice) lost because their star witnesses were all convicted felons
from the National Transitional Legislative Assembly (NTLA)!
2) In 2009, Harry Greed, former managing director of LPRC, was
fired by the president for bribery in Zakhem contract. Greed's
firing was predicated on a report by the Justice Minister (Christina
Tah), who determined that Greed committed bribery in the
Zakhem contract, but Greed was never put on trial for corruption!
Later, Greed open a restaurant and named it "Greed is Good?"
3) In 2013, the PPCC busted Ellen Crookrum and her boyfriend
(Melvin Looter Johnson) for stealing US$500,000 and turn the
case over to Justice Ministry for prosecution. But we all know
what happen after that: Justice Ministry officials were sleeping on
the job the same day Crookrum and her boyfriend ran away from
Liberia. Crookrum didn't even have to use heavy makeup during
her daring escape!
You can't trust these people to do their job, can you? They are
always dropping the ball.
4) This year (2015), LACC busted Wokie Plunderer for stealing
US$800,000 and turn the case over to the Ministry of Justice for
prosecution, but guess what happen again? Yes, the Ministry
dropped the ball again. Wokie wore a wig and a fake pregnant
belly to leave the country. Justice Ministry officials thought she

was Matilda Jackson Parker going on medical leave!!!

3) Recently, corruption charges were dropped against exNOCAL executives (Kleptomaniac B. Urey, Swindler Dunbar, Dr.
Fraudster Kromah, Rep. Alomiza Ennos Bribe-Taker, Pickpocket
Jallah, Fraudster Reeves, D. Embezzler Kandakai, and Thiefman Wlaplah)...because the state (ministry of justice) failed to
commence prosecution of the defendants within the statutory
period of five years.. Can you believe that? I can (Re " Charges
Against Oil Company BRIBERY Indictees Dropped")
If our 2-by-4 lawyers at the Ministry of Justice don't know a damn
thing about statute of limitations, how the hell do you expect them
to know anything about "prosecutorial evidence"? Prosecutorial
evidence, my rear end!
We pay these good-for-nothing people to prosecute the born
rogues in our government, but all they do is drag their feet, give
lame excuses, and lose 90 percent of their corruption cases.

Look. If you had someone who isn't doing their job, what would
you do? I don't know about you, but I'd fire their asses!
Hey, there comes a time when you have to say enough is enough.
Enough of your feet dragging. Enough of your lame excuses. And
enough of your lack of leadership! It's time to say hit the jack,
don't you come back no more, no more, no more, no more, no
more, no more...

So, to cut our losses, we need to abolish the Ministry of Justice,


once and for all! Because that's best way to fight corruption:
reducing the size of our government!

guide these institutions in
making major decisions in the
interest of the growth of the
institutions, eliminating waste
and protecting the corporation
from possible collapse.
In Liberia over the last few
years, the essence of board of
directors has seen dramatic
twist
with
individuals
appointed on Boards using
the situation to create for
themselves full time jobs
with huge benefits and other
incentives.
In many institutions, Board
members have increased the
number of board sittings only
to be paid sitting fees any time
they meet. Some government
officials receive more than two
board fees on the numerous
boards on which they are
serving as members.
Some say Board of Directors
have become cash cow for

many mostly aged people who
are unable to engage in active
work, providing retirement
payment for these people.
Members of Board of Directors
of Public Corporations such as
the National Port Authority,
National Oil Company of
Liberia, Liberia Maritime
Authority,
the
Liberia
Petroleum Refining Company,
the Roberts International
Airport and others are known
for taking home fat board fees.
One of the main reasons for the
establishment of these boards
to help these corporations
against wasteful decisions
has not been achieved at
numerous
corporations
in Liberia according to
prevailing situations at these
corporations.
At the Liberia Forestry
Development Authority (FDA)
the Board of Directors sat
and witnessed the issuance
of illegal Private Use Permits
(PUP) which resulted to loss
of revenue. The Board of
Directors of the Liberia Airport
Authority (LAA) did not act

enough to prevent a grand


corruption scandal in the
amount of more US$500,000.
A huge US$ 800,000 scandal
recently took place at the
National Port Authority with
indications that the NPA board
of Directors approved the
awarding of contract to a bogus
company without helping the
agency through due diligence.
Currently at NOCAL, the
company is at the verge of
bankruptcy
with
reports
that Board members have
increased their benefits and
other incentives over the last
years, creating more financial
burden for the company.
More burden than help

In the wake of the failure of


many of the Board of Directors
in Liberia to help corporations
safeguard against waste, these
board members are instead
allotting more benefits to
themselves with some now
even putting in place huge
retirement
packages
as
though their jobs require full

time services to these public


corporations.
With both NPA and NOCAL
recently in the spotlight
for all the wrong reasons,
President Ellen Johnson Sirleaf
has called on the Board of
Directors of both NOCAL and
NPA to with immediate effect,
nullify all resolutions passed
approving excessive benefits
for departing senior managers
and board members.
According to an Executive
Mansion release, the Liberian
leader has already mandated
the respective boards to
scrupulously implement the
decision.

the President decision to
order nullifying of the board
resolutions at both NOCAL
and NPA will pave the way for
a major shakeup at NOCAL
which is on the verge of
bankruptcy and infighting over
the conclusion of bid rounds
for oil blocks (LB-6, LB-7, LB16 and LB-17).

Boards not adding real value


In an audit on the Appointment
of Board of Directors For
the Periods 2006 January
-2010 September, the General
Auditing Commission of Liberia
noted that Cabinet Ministers
who are statutory Board
members were receiving board
fees in violation of Article
90 (b) of the constitution of
Liberia.
Stated the audit report As
noted in my audits of public
corporations,
managing
directors, cabinet minister and
government officials are also
recipients of remuneration
as board fees, a practice that
violates Article 90 (b) of the
Constitution of Liberia.
During the audit, the Auditor
general noted in the audit of
LPRC that managing Director
Greaves received remuneration
in the tune of US$ 26,600 for
2006 & 2007 and also 250
gallons of gasoline monthly
for serving on the Board of
Directors of LPRC, a public
corporation in which he also

of the deadly Ebola
virus, the Government of Israel
has donated a consignment
of medical supplies including
antibiotics to the Ministry of
Health and Social Welfare.
Ambassador Sharon Bar-li,
Israel Ambassador to Ghana
and Liberia said the medical
supplies are intended to
help the country provide
the necessary health to its
population as the country
recovers from Ebola.
The Israeli Ambassador said
Israel was the second biggest
donor to the Liberia Ebola
Trust Fund next to the United
States of America providing
US$8.5 million and as such
the country is still following-

up the donation with further


assistance to Liberia.
You know Israel was the
second biggest donor to the
Ebola Trust fund, after the
US, with US$8.5 million. We
sent in mobile clinics. I did
not want to come here emptyhanded and therefore, we
mobilized for almost half a ton
of medical supplies, 460 kilos
of different types of antibiotics
for children and for adults,
to distribute into Liberian
hospitals to help people in
treating the aftermath of the
Ebola outbreak.
Another Israeli organization,
Ambassador Bar-li said is
working with the United
Nations
Children
Fund
(UNICEF) for the next six
months on the psychological
aspect of the survivors and
the medical teams who were

treating Ebola patients.


Said the Israeli Ambassador
We hope that in our small
capacity we will be able to
show our solidarity with the
Liberian people and we will be
able to show our support to the
Liberian government and the
Liberian leadership without
which Liberia would not be
able to put out the crisis.
According to Ambassador
Bar-li, Israel is willing to
provide more support to
the government and people
of Liberia and the medical
supplies is not much about the
cost but a small support to the
health sector in continuation
of Israels bigger involvement
with Liberia.
The supplies, she said cost
US$5,000 which she brought to
the country to help save lives.

Africa, north, West, east, we see
these reciprocal influences in
the Middle East as well and we
need stronger collaboration,
the Israeli Ambassador added.
In terms of managing crisis,
she expressed that no country
in the world should have to
face a crisis like Ebola on its
own, because the disease
has no border, no religion, no
ethnicity, no gender.
I will like to congratulate the
leadership, Her Excellency
Ellen Johnson Sirleaf for the
leadership during the crisis
and I will like to congratulate
the Liberian people at the
community level for the great
effort and the great outcome.
Liberia as a country was the
first amongst the three to kick
out the disease and it was due
to the tenacity, the leadership,
she applauded.
Receiving the medical supplies,

Health said the government
of Liberia is pleased with the
donation from Israel.
We are happy that you
continue to think about us,
there are many more areas
of recovery and we will need
you, the acting Minister said.
She promised that the supplies

beside homes in the same area
where many families take their
bath and not too far where
many fetch water to drink.
Near the West Point Beach,
bystanders and passersby
cannot resist the smell with
feces laying bare to their faces.

the few toilets that are in the
community are not good or safe
for the children to use, as many
of the children go to the beach
to toilet there. We need toilet
facility and decent ones,
she says. Most especially the
toilet for children because for
the children they are unable to
use these toilet facilities here,
majority of children use the
beach
Additionally, Nelson says the
community lacks clean and
safe-drinking water due to the
availability of hand pumps. She
says the ones that are there
are not enough for the huge
population and the sea has also
damaged some of the pumps.
The Popo Beach resident
laments: We need water
especially hand pumps. The
ones that are here not enough,
the people are many, and the
sea has also carried some of
them, says Nelson.
With an estimated population
of 75,000, West Point has
only four public toilets and
other paid for toilet that many
people cannot afford, which
leaves some residents with no
choice but to use the beaches
that are free and unchecked.

Beach workers recently staged


a protest to demand salary
arrears for five months, a
factor, some say is contributing
to the abuse of the beaches by
residents in areas vulnerable
to squatters.
Few days week ago the
Government of Liberia through
the Ministry of Finance and
Development Planning (MFDP)
began the disbursement of
five months' salary arrears to
reclaim beaches and waterways project workers.
The amount of L$25, 200
was disbursed to each beach
worker, while L$44, 100 was
given to each supervisor.
The payment of salary
arrears for the beach and
waterways workers is a
result of a Memorandum of
Understanding signed between
authorities of the Ministry
of Finance and Development
Planning and the leadership
of the beach and waterways
project workers on Monday,
May 25, 2015.
According to the MOU, the
beach and water ways workers
agreed to be paid a settlement
equivalent to five months for
the period January to May
2015 for service rendered in
the cleaning and maintenance
of portions of the beaches and
waterways in Montserrado
County.
As part of the agreement, the
beach and waterways projects
leadership agreed to terminate
any existing relationship with
the government of Liberia until
the government can initiate a
contractual agreement.

in its academic calendar.
Hence, there will be no
WASSCE nor WAEC in 2015
for school based candidates.
Instead, we are requesting the

examination in May 2016, the

response to a question as to the
next course of action should

to suspend Liberia from
exams even though according
to him school closure is a
proposal what would have
the Government done? He

The

highlighted
some of the challenges faced
by the Liberian labor force,
including the lack of talent in
certain professions and the
overcrowding in others. He
referred to a study that showed
a trend of an overwhelming
number of college students
graduating with business
degrees while those graduating
in the technical and vocational
areas remained very low. He
urged the ALHRP to promote

training in demand-driven
skills that aligned with the
Liberian context. He later
inducted the first Corps of
Officers of the ALHRP and
challenged them to maximize
their efforts towards the goal
of addressing the challenges
that lie ahead.
In his remarks, the newly

ALHRP, Mr. Jonah S. Kotee,
thanked the dignitaries and
guests for gracing the occasion

about three weeks after the most recent new cases were
found, underscoring the difficulty of ridding the region
of the disease.
This is worrisome because we had already closed all Ebola
quarantine structures in Freetown since we had gone for weeks
without a case, Sidi Yahya Tunis, a spokesman for the National
Ebola Response Centre (NERC) told Reuters. The cases were
found in a densely populated slum called Magazine.
Sierra Leone, one of the three West African nations hit hardest
during the outbreak, has so far experienced more than 13,000
cases and more than 3,900 deaths. Guinea is still struggling to hit
zero cases; Liberia, which at one point last year led all three in the
highest number of cases, was declared Ebola-free in May.
Altogether, the three countries have reported more 27,350 cases
and more than 11,170 deaths. Overall infections are on the
decline, with fewer than 25 cases in Ebola treatment units last
week.

Gen. Daniel D. Ziankahn, Jr. has indicated that the
Armed Forces of Liberia, (AFL) is prepared to manage
the country securitys affairs when the United Nations
Mission in Liberia departs the country.
Speaking Tuesday, June 23, 2015, at the Ministry of Information,
Cultural Affairs and Tourism Regular Press Briefing, Gen.
Ziankahn mentioned that the AFL has gone through scrupulous
and rigorous security training from the United States of America
and other friendly nations.
He stated that UNMIL is going to carry out a gradual and sequential
drawdown exercise that will give the AFL an opportunity to
effectively take over and manage security in the country.
The Chief of Staff of the Armed Forces of Liberia pointed out
that the AFL has engaged in the process to rotate the Liberian
Contingent in Mali (MINUSMA).
Ziankahn disclosed that he has carried a seven-man delegation
to Mali to visit the Liberian troop that has been in Mali for the
past two years, and it is a tradition of United Nations Protocol that
after you have served for eleven month, you are given medal.
The AFL Boss stressed that he has presented the medal to the
gallant men of the Armed Forces of Liberia who have served for
eleven months plus.
He said that those who formed part of the delegation included
Senates Committee Chairman on Defense, Intelligence and
Veteran Affairs, Senator Stephen Zargo, Representative Lester
Paye, Co-Chair of the Houses Committee on Security and
Intelligence, and Assistant Defense Minister for Public Affairs,
David Dahn.
Brig. General Ziankahn mentioned that the delegation went Mali
to booze the spirit of the Armed Forces of Liberia, and because
of their performance, the troop received instruction from the
Missions head in Mali to go to Timbuktu to serve the rest of the
contingent in that country.
Also speaking at press briefing, the Executive Director of Young
Life, James S. Davis noted that his institution has provided a four
year scholarship to three victims of the Ebola virus to attend
tertiary institution in Liberia.
Young Life is a US faith-based humanitarian organization that has
been involved in the Ebola Crisis and has been reaching out to
young people to help them develop the skills and attitudes they
need to contribute to their countries development.
Mr. Davis indicated that his institution has provided several Ebola
materials to universities and hospitals in the country and has
provided psychological assistance to victims of the human killer
in the country.

1. INTRODUCTION:
The Government of Liberia (GoL) through the Civil Service Agency (CSA) has received a funding envelope comprising IDA and a MultiDonor Trust Fund (USAID & SIDA) to support the strengthening of governance and public administration through the Public Sector
Modernization Project (PSMP). The Civil Service Agency intends to apply part of the proceeds of this financing to eligible payments
under the contract for recruitment of a highly organized and energized National Consultant to Provide Technical Assistance for Pay
Reform to the GoL under the Public Sector Modernization Project.

BACKGROUND
The government unveiled a new development agenda (Agenda for Transformation, 2012-2017), which places public sector
modernization at the heart of its program to achieve middle income status by 2030.The drive to clean up the payroll, rationalize the
wage bill and improve performance management has been captured under the Public Sector Modernization Project (PSMP) which
is rooted in the GOLs Civil Service Reform Strategy (CSRS) on (i) Pay and Pensions Reforms; (ii) Payroll Management; (iii) Improved
Performance; (iv) Leadership Development and (v) Capacity building for effective Programme Management. Seven (7) Ministries are
piloted for implementation alias Participating Ministries.
The Civil Service Agency is currently developing job descriptions for positions in the seven pilot ministries and classifying these
positions onto respective grades, utilizing the requirements for the jobs and the grade level description.
The Civil Service Agency now requires the services of a well-trainedand experienced, highly organized and energized Pay Reform
Advisor, with experience in Public Sector grading and pay reform implementation, to place individual civil servants in each position
onto the relevant steps within each grade and assist the CSA to implement the medium term pay reform strategy. The consultant will
work in collaboration with a donor provided Grading and Classification Advisor, as well as a team of staff from the Civil Service Agency,
Government Ministries/Agencies/Commissions(MACs) and the Liberia Institute of Public Administration.
2. OBJECTIVES OF THE ASSIGNMENT:
The objective of the assignment is to assist the process of grading and place civil servants on the various steps within their relevant
grades to enable the Civil Service to operationalize the new grading structure, understand the costs and implement the pay reform
strategy across the civil service;
Enable the Government to manage compensation in a sustainable, structured and consistent manner within its national budget; and
Help the reform team implement the Pay Reform using the Pay Strategy that has already been approved by Cabinet;
3. SCOPE OF WORK:
The consultant will work with the Technical Working Group drawn from CSA, GC and LIPA,in collaboration with the existing donor
sponsored Grading and Classification Advisor. He/She will report to the CSA Director General through the Director, Civil Service
Reform Directorate (known as the Project Coordinator).He/She will also work with a team comprising representatives of the Civil
Service Agency, Ministry of Finance, and sectorial ministries.
The specific tasks shall include:

Drive implementation for the medium term pay reform strategy across the GOL, but specifically within the 7 pilot institutions;
Develop and agree the method for the starting placement of individual civil servants on their grade, for all civil servants;
Place each individual civil servants in all Ministries on their steps within the grades;
Based on individual placements, estimate the cost of the structure to the GOL;
Assist the CSA to make any modifications to the salary structure that may be necessary to enable the GOL to afford the placement;
Review payroll management and control system;
Develop processes and procedures necessary for effective payroll management and control;
Review previous work already done to transform the Pay Reform including the Medium-Term Pay Reform Strategy;
Review, analyze, edit and layout the Medium-Term Pay Reform Strategy and have it distributed to all Ministries, Agencies and
Commissions of Liberia;
Assist the government Project Coordinator in briefing the management of MACs on pay reform implementation the assignment, and
explaining how they will be involved and how civil servants will be affected;
Assist the Project Coordinator in providing initial training and coachingstaff analysts in grading, payroll management and control
Prepare an inception report outlining sequencing of activities, methodology to be applied, and timeline for completing the assignment.
Model the fiscal impacts of at least three possible pay scenarios, which align to each of the grading structures for civil service, health
care delivery personnel and education delivery personnel. The three scenarios will reflect high, low and base case assumptions about
progress on related reforms, including the grading and classification exercise that is currently ongoing. The scenarios will model
different size, composition and distribution of staffing, and different choices by GoL regarding pay levels for the existing grading
structure and the extent to which salary levels are benchmarked against external comparators. The approach to modeling and impacts
assessment that the Consultant will carry out will be guided by GoLs medium-term projections and targets for the wage bill, in order
to ensure that reforms are fiscally sustainable and in line with the Agenda for Transformation.
Develop a pay model, which can be used in the future when considering pay options and train identified employees at the CSA to use
the pay model.
Prepare an implementation plan that presents considerations related to sequencing. It will provide practical guidance in a flexible
manner taking into account the political economy, capacity, resource constraints, and the recommendations laid out in the MediumTerm Pay Reform Strategy Update of 2014. The plan needs to include a monitoring framework to track progress in implementing
reform.
Liaise with (a) the consultant who is responsible for designing a suitable grade-by-grade structure for the civil service (including for
education and health); and (b) the High Level Task Force on Wage Bill Management.
Survey a representative sample of civil servants to identify the key factors (both financial and non-financial) which create job
satisfaction. Propose how the findings can be used to improve the retention of critical skills;
Design a new salary structure(s) based on the results of the job evaluation and the market survey. To the extent possible, the
structure(s) should consolidate allowances with base pay
Develop an implementation plan for phasing in the new salary structure(s) based on policy priorities and wage bill constraints;
4. Deliverables:
Inception Report to include a detailed 12 month work plan implementing the medium term pay strategy, within three weeks after
commencement outlining sequencing of activities, methodology and timeline (2 weeks after commencement ;
Work with existing Job Evaluation Technical Assistants to grade Civil Servants of Participating MACs and produce Job Evaluation
Report
Individual civil servants placed on steps within grades and handbook on placement guidelines, within four weeks after commencement
Monthly report and outputs from agreed implementation work plan to the Director General updating on progress
A report that lays out in detail the specific salaries of the new civil service pay scale and a related implementation plan
Report on New Civil Service Pay Scale (5 weeks after commencement) (ref. Task 3).
Report on modeling of fiscal impacts of at least three possible scenarios for salary structures (10 weeks after commencement) (ref.
Task 4).
Report on a Pay Model (12weeks after commencement to include status of training in the model) (ref. Task 5).
Draft Final Report:Integrated report reflecting the agreements or modifications on the Civil Service Pay Scale, the model and fiscal
impacts, with the implementation strategy, including any proposed phasing approaches (14 weeks after commencement) (ref. Task 6).
Final Report: A final report to include the final agreed civil service pay scale and any modifications to the draft final report (24 weeks
after commencement).
5. Qualification Requirements:
Minimum Master Degree in the Business Administration, Human Resources or related area;
A minimum of 9-years working experience in Job Evaluation, Classification, Pay and Grading, 5 of which must have been in the public
sector;
Detailed understanding of Public Sector Management, Reform or Governance in Developing Countries especially Africa;
Demonstrated ability to work successfully individually and in teams where training others is required;
Ability to work at senior levels of government
Proven ability to think conceptually, strategically and analytically
Exceptional oral, written and presentation communication skills

champion within the agency to build capacity among local gender mainstreaming staff and to
promote confidence and efficiency in their gender mainstreaming deliveries.
4. Qualifications and Competencies:
The Gender Mainstreaming Consultant shall possess the following:

Assignment Title: Request for expression of interest Monitoring and Evaluation Specialist:
1. Introduction:
The Government of Liberia (GoL) through the Civil Service Agency (CSA) has received a funding envelope comprising IDA and a
Multi-Donor Trust Fund (USAID & SIDA) to support the strengthening of governance and public administration through the Public
Sector Modernization Project (PSMP). The Civil Service Agency intends to apply part of the proceeds of this financing to eligible
payments under the contract for hiring a highly organized and energized Monitoring and Evaluation Specialist, who will carry on
with the Monitoring and Evaluation function under the project and continue the capacity building of the Monitoring and Evaluation
officers in the participating ministries and agencies.

2. OBJECTIVES OF THE ASSIGNMENT:


The Monitoring and Evaluation Specialist will serve as the focal technical person for all monitoring and evaluation related activities
for the PSMP. S/he will assist and report to the Project Coordinator as regards the monitoring and evaluation of project activities
implemented by the project. The M&E Specialists responsibility is to coordinate and support implementation of monitoring
and evaluation of all the project activities to be conducted in accordance with the Results Framework, Result chain, and planned
objectives of the Project.
3. SCOPE OF THE ASSIGNMENT:
The Monitoring and Evaluation Specialist will work as part of the Project Implementing Team under the supervision and guidance of a
high-level inter-ministerial steering committee, The Project Oversight Committee (POC); and will form part of the Technical Working
Group (TWG) which draws technicians from the three implementing Agencies, the Liberia Institute for Public Administration (LIPA),
the Governance Commission (GC), and the Civil Service Agency (CSA), coordinated for the attainment of project's goal.
B. CAPACITY BUILDING
During the course of the assignment, the consultant will be required to build the capacity of staff from M&E, CSRD, and all departments
that work to achieve the reforms deliverables.

DELIVERABLES/OUTPUTS:
Lead the development of and oversee the review of project level Monitoring & Evaluation plan and associated work-plans for each
component/activity (as reflected in the results framework);
Help develop an M&E Manual for CSA M&E Directorate and conduct regular training during the time of contract;
Be responsible for sourcing data and information for specific M&E needs directly from the tripod, such as budgets, staff capacity
and other internal data particularly for indicators not requiring a survey.
Support technical work such as reviewing M&E methods, carrying out training needs, designing M&E tools and advising M&E
technical assistance.
Oversee and participate in evaluations and assessments.
The M&E Specialist will also serve as the evaluation team member of selected evaluations conducted under this Project.
Ensure quality control of M&E outputs (e.g surveys,etc), by contributing substantively to the design and field testing of the
monitoring methodology, review, supervising design and implementation of the survey, participatory data collection methods and
protocols, data verification techniques, and other technical evaluation and analytical tasks to be conducted by this project.
Closely cooperate and coordinate with the communication specialist for the design, quality, development and completion of all
assessments, analytical reports, case studies, and success stories.
Develop and maintain an M&E database for the project and contribute to the maintenance of the database.
Review monitoring and evaluation system/mechanism, process and procedures of the project and forms and formats for project
activities under its various components; monitor project progress through field visit, offer feedback and keep regular communication
with the participating ministries and the Technical Working Group.
Attend, participate and provide necessary inputs for preparation of and during project meeting, Workshops and trainings;
Serve as focal point for providing M &E inputs on Implementation Progress Reports(IPRs)
Prepare and submit M&E inputs as per the Results Framework to the quarter/ annual project implementation progress reports on
meeting the deadline as per the requirement of the project.
Accomplish others tasks related for preparing, monitoring, evaluation and implementing as per the need of the project assigned
by the Project Coordinator.
B. EXPECTED OUTPUTS/REPORTING REQUIREMENTS:
The consultant will report to the Director-General of the Civil Service Agency through the Director of Civil Service Reform Directorate
(referred to as Project Coordinator). In addition to the regular responsibilities, the consultant shall be accountable for providing /
preparing the following documents and reports during assigned period.
M&E implementation plan for the PSMP using the result framework and chain;
M&E inputs to Monthly/Quarterly/Yearly Project Implementation Progress Report;
Monitoring and Supervision report as per the requirement.
Prepare and submit Guidelines/Manuals of concerned fields visits/surveys as per the need of the project.
Reports and proceeding of seminars, workshops and training
Identify, report, and help manage risks associated with Project implementation
Report Updates should include:
o Highlight progress against milestones
o Explain the reasons for lack of progress, setting out corrective action either taken or intended
o Identify blockages to be addressed by the Project Oversight Committee
o Present any policy proposals for decision by the Project Oversight Committee

4. Required Qualifications:
Academic qualifications:
The consultant should have a minimum of a Master degree in Public Policy, Program Management, Economics, and other related
Social Sciences; Management, Environmental Sciences, Natural Science or related field combined with extensive experience in
similar responsible position in the Public/Civil Service is considered as equivalent.
Experience:
At least 9 years of work experience in a field related to public sector reform, service delivery, and planning or project management.
At least 5 years of experience in M&E design and implementation at the project level would be preferable. Previous involvement with,
and good knowledge of, CBOs, I/NGOs and civil society is desired.
Computer literacy in Microsoft packages (MS Word, MS PowerPoint, MS Excel), GIS and SPSS is an advantage. Experiences in
creating and managing performance monitoring plans and leveraging performance monitoring data for improving ongoing project
management are under consideration.
Knowledge in designing and field testing surveys and other data collection instruments are required.
Competencies:
The M&E Specialist should possess excellent technical skills in research methods, Risk Analysis, program and project performance
assessment and management;
Demonstrated experience in monitoring and evaluation of Public Sector project activities especially under World Bank funded
project;
Strong communication and facilitation skills and ability to establish good working relationships with colleagues and stakeholders
in a highly sensitive environment. S/he must be able to respond quickly to requests for information;
S/he must demonstrate strong interpersonal and motivational skills and sensitivity to the local environment as well as the ability
to work with minimal supervision;
Excellent data analytical skills and interpretation;
S/he must have ability to write clearly and concisely, and have sound quantitative skills (managing, analyzing and interpreting
data);
Experience on planning, monitoring and evaluation of community based social projects and having good computer knowledge on
database software like; MS Excel, SPSS, GIS will be given priority;
Broad knowledge and understanding of building monitoring and evaluation system, determining baselines and setting resultsbased indicators;

5. DURATION OF ASSIGNMENT:
The Consultant will be contracted for seven (7) months, and is expected to work full time (office hours) within Monrovia, except
otherwise situation demands outside Monrovia travel on related project matters.
6. SELECTION CRITERIA
The consultant shall be selected based on the Individual selection method of the World Banks consultant selection guidelines. Main
criteria for the selection will be relevant work experience and qualifications.

1. Introduction:

AND VERIFICATION CONSULTING FIRM for the Public Sector Modernization Project.

BACKGROUND
The government unveiled a new development agenda (Agenda for Transformation, 2012-2017), which places public sector modernization at the heart of its
program to achieve middle income status by 2030.The drive to clean up the payroll, rationalize the wage bill and improve performance management has been
captured under the Public Sector Modernization Project (PSMP) which is rooted in the GOLs Civil Service Reform Strategy (CSRS) on (i) Pay and Pensions Reforms;
(ii) Payroll Management; (iii) Improved Performance; (iv) Leadership Development and (v) Capacity building for effective Programme Management. Seven (7)
Ministries are piloted for implementation alias Participating Ministries.
The Civil Service Agency requires the services of a BIOMETRIC ON-LINE REGISTRATION and VERIFICATION CONSULTING FIRM who will develop, train and roll-out
an On-line HRMIS and Biometric Registration/Verification System in various regions across the country as per Implementation Plan. The consultant will work with
the project team and staff drawn from the Civil Service Agency, Governance Commission and the Liberia Institute of Public Administration.
2. OBJECTIVES OF THE ASSIGNMENT:
The overall objective of the assignment is to provide an On-line HRMIS and Biometric Registration/Verification System that will be deployed in various regions
across the Country in order to capture and verify HR and Biometric data of employees of Government assigned to the Fifteen (15) Counties of Liberia. The
assignment will entail:
The development of a robust On-line HRMIS and Biometric Registration/Verification System capable of enrolling and verifying employees of Government assigned
to the leeward counties of Liberia. The firm will also include Off-line capabilities during the development of the software so as to address issues of disruptions and
down-time in the on-line connectivity.
Train the Human Resource Management Information System (HRMIS) and Biometrics Staff on how to use the system efficiently and effectively.
Deploy the system to regions where there exists a presence of the Civil Service Agencys Regional Offices.
3. SCOPE OF THE ASSIGNMENT:
The Civil Service Agency is seeking an experienced consulting firm or Consortium of firms who will develop, train and roll-out an On-line HRMIS and Biometric
Registration/Verification System in various regions across the country as per Implementation Plan. The scope of work for this assignment includes:
The main tasks of the independent verification agent:

Develop and deploy an On-line HRMIS and Biometric Registration/Verification System that will be fully compatible and interoperable with the existing Employees
Biometric Identification and Records System (EBIRS) in all respects.
Develop and deploy an On-line HRMIS and Biometric Registration/Verification System that will have an interface and functionality consistent with the existing
system so that existing skills and experiences currently possessed by CSA Biometrics Staff can be fully leveraged.
Develop and deploy an On-line HRMIS and Biometric Registration/Verification System that will be network aware such that enrolment information can be
automatically saved to a local database when the central server is inaccessible; and synchronized whenever the server is accessible from the local/decentralized
computer.
Develop and deploy an On-line HRMIS and Biometric Registration/Verification System that will have a manual override to allow the operator to elect to operate
locally or online in cases where the server is accessible but the integrity of the network may make online enrolment unreliable.
Develop and deploy an On-line HRMIS and Biometric Registration/Verification System that will be capable of registering persons who are not in the database.
Note that Biometric enrolment was originally conceived as the acquisition of fingerprints and photographs of persons already in the Government of Liberias payroll
database. However, while this remains the primary requirement of biometric enrolment, the system must also be capable of registering persons who are not in the
database.
Develop and deploy an On-line HRMIS and Biometric Registration/Verification System that will allow automatic checking of Employee/Payroll numbers at the
time of enrolment to avoid duplication.
In addition, the system should permit the biometric registration of any person with the following minimum information:
1. First Name;
2. Last Name;
3. Gender
Biometric enrolment should include the acquisition of at least one photograph and images of all ten fingers of each subject.
The system should allow the retrieval of a person's record using any one of the following:
1. Full Name;
2. Employee/Payroll Number;
3. Social Security Number; and
4. System generated Person ID (pID) number
The search shall permit use of wild cards. Where multiple search results are returned, it must give the operator the option of checking each result at will.

Decentralized Systems
The server system should have a function for loading decentralized systems with an administrator specified subset of database records according to the respective
locations in which they will be used.
Decentralized systems should be capable of connecting to the central server and synchronizing their respective databases as follows:
New enrolments in the local database that have no records on the server will be copied to the server database
Changes to records on the server will copied to and overwrite records on the local database
Decentralized systems should be capable of importing from and exporting their databases to portable media; and the central server should have a means of
synchronizing with databases on portable media.
Decentralized systems should be capable of performing fingerprint and facial identification functions on their local datasets; and should be capable of performing
identification against the entire CSA database when the biometric identification server is accessible.
Access Control
The system must include a comprehensive access control system that grants read/write access to subsets of the database by location, ministry, and position level;
and to records by type (for example biometric records, employment, compensation, etc.)
Deliverables/Reporting Obligations:
1. An brief Inception Report: Submit a first draft inception report of the project within 15 days following signing of the contract, detailing:
An analysis and review of the project and work plan
Development of system development and deployment strategy that provides clear reporting criteria and schedule, and perceived challenges;
2. A draft final report submitted to the Project Team for review and comments.
3. A final report, subject to approval by the project team and head of the CSA

The BIOMETRICS CONSULTING FIRM shall report to the Director-General of the CSA through the Director of the Civil Service Reform Director (known as the Project
Coordinator) of the Public Sector Modernization Project (PSMP).
Responsibilities:

Maintain regular communication with the PSMP Management Program team via direct meeting, audio-conference, videoconference, and email regarding all
aspects of the evaluation procedure, system development and deployment, and reporting framework etc.
Provide PSMP and World Bank with copies of its evaluation procedure work flow and its system development and deployment methodology for review.
Strictly comply with all general independence, confidentiality, and professional integrity codes. Seek advice from CSA and World Bank team when uncertain about
requirements and expectations in this regard.
Permit the World Bank representatives and PSMP team or designated entities or individuals to monitor and inspect selected components or all of the process.
Monitoring may take the form of unannounced visits to firm offices and field area.
4. QUALIFICATIONS REQUIRED ( Evidence to substantiate that) :

a) Team Leader:
Masters Degree in Information Communications Technology, Management Information Systems, Biometrics and Identity Management, Public Administration,
Public Sector Management and Reform, Project Management or related field to the above with bias in IT;
Must have a minimum of ten (10) years relevant work experience;
Must have experience in strategic planning, systems analysis and design, monitoring/evaluation, CSA reform initiatives and other reform programs, especially
related to the public sector;
Must demonstrate practical and relevant experience dealing with difficult governance issues and other stakeholders participatory processes XC
b.) Key Staff (Minimum two personnel):
Masters Degree in Information Communications Technology, Management Information Systems, Biometrics and Identity Management, Public Administration,
Public Sector Management and Reform, Project Management or related field to the above with bias in IT;
He/she must have a minimum of Seven (7) years relevant work experience;
The consultant must have experience in strategic planning, systems analysis and design, monitoring/evaluation, CSA reform initiatives and other reform programs,
especially related to the public sector;
Must demonstrate practical and relevant experience dealing with difficult governance issues and other stakeholders participatory processes XC

Other Registration Requirements:


The interested firms should attach evidence of the following documents with their applications:
Documentary proof of valid legal entity of the firm i.e. Registration with Securities and
Exchange Commission or Registrar of firms;
Registration of firm/consortium with relevant professional body, if any;
Audited Statements of Accounts for last 3 years;
Undertaking that the firm has not been blacklisted or debarred by any government organization;
The firms experience in Biometrics System Development and implementation in public/private sector, if available, where it has been involved in development and
implementation of biometrics systems, and provision of services and any relevant and recent analysis or report.
Details of major works/projects completed in public/private sector during the last five years. The list must include a brief description of the project relevant to
the assignment;
A capacity statement on available IT equipment (software/hardware) requirement for evaluation process.
List of key permanent professional staff including detailed CVs of core team for the assignment, showing qualification and experience including the projects on
which they have worked; their role in the project and duration of their engagement with the project, and the name of a contact person for identification purposes.
Proof of registration, income tax and sales tax.

5.DURATION OF ASSIGNMENT:
The duration for this assignment is Six (6) months and based on the achievement of specific milestone predetermined by the project team. The work schedule
will be determined by the project team and the consultant for the duration of the assignment. The duty station shall be Civil Service Agency Monrovia, Liberia.
However, a portion of this assignment could be undertaken away from the CSA or Monrovia.
6. Selection Criteria:.
The consultant shall be selected based on the Consultants' Qualification Selection, (CQS), method of the World Banks consultant selection guidelines. Main criteria
for the selection will be relevant work experience and qualifications of core Personnel for the Assignment.

Title: Request for expression of interest-COMMUNICATIONS SPECIALIST/PUBLIC RELATIONS OFFICER
1. Introduction:

under the contract for hiring a highly organized and energized Communications Specialist/Public Relation Officer, who will carry
on with the Communications/Public Relation function under the project and continue the capacity building of the Monitoring and
Evaluation officers in the participating ministries and agencies.

2. Objectives of the Assignment:


The objectives of the assignment are as follows :
To supplement the capacity of the CSA to manage the Communications/Public Relations activities under the project hereafter
called the Client, including the planning and implementation and supervision of all Communications/Public Relations operations
under the project;
To contract the services of a Communication/Public Relations Specialist needed to implement existing Communications strategies
and plan in order to positively highlight results of the PSMP over the project life cycle.
To carry out an In-depth evaluation of the Communications/Public Relations activities and work products of the PSMP.
To have a thorough review of the Project Appraisal Document, (PAD), with a view to strengthening/developing Communications/
Public Relations activities.
To facilitate activation of Communications/Public Relations activities in participating ministries and agencies and build their
capacity to gradually take over the Communications/Public Relations function at the end of the consultancy period.
To produce relations materials, edit and layout reports and other promotional material and assist in planning, publicizing, and
carrying out special events;
To work in concert with the PSMP project Coordinator, CSA communication/PR Officer, stakeholders, beneficiaries and donors to
develop activities that highlight and showcase donor assistance/achievements of the PSMP;
To monitor local and international press coverage and monitor effectiveness of the communications strategy, provide feedback to
inform ongoing Public Relations activities and future programs;
Assist in editing, designing structure for monthly, quarterly, and yearly project implementation progress report in close consultation
with the Director of CSRD(known as the Project Coordinator);
3. Scope of the Assignmdnt:
The scope of the services to be provided by the Communications Specialist/Public Relations Officer is as follows:
The Communications Specialist/Public Relations Officer will work as part of the Project Implementing Team under the supervision
and guidance of a high-level inter-ministerial steering committee, The Project Oversight Committee (POC); and will form part of
the Technical Working Group (TWG) which draws technicians from the three implementing Agencies, the Liberia Institute for
Public Administration (LIPA), the Governance Commission (GC), and the Civil Service Agency (CSA), coordinated for the attainment
of project's goal. Under the direct supervision of the Director of CSRD (referred to as Project Coordinator), the communication
specialist, will be responsible for carrying out the internal and external communication strategy/plan for CSA. S/He will also provide
communications support to the internal and external partners such as the GC and LIPA team. These activities are to be carried out
within a participatory context that gives importance to advising and transferring knowledge to partners and stakeholders.
The consultant is expected to disseminate information and messages from the activities of the PSMP to the wider public, influence
decision making and knowledge sharing. Also, promote and enhance the national, regional, and global visibility of the PSMP.
Specifically the consultants work is expected to:
Raise the profile of the PSMP, nationally, regionally, globally, and with identified audiences;
Ensure effective lobbying and advocacy with critical stakeholders at all levels including government and policy makers;
Support and further the effectiveness of the activities implemented by partners including LIPA, and GC in relations to the PSMP
and reforms in general;
Within the framework of the project and its objectives, utilize existing communication strategy and develop information strategy
and carry out communication activities to promote and share information about the project objectives, outputs and outcomes;
Assist PSMP team in developing appropriate branded public information documentations and events;
Assist in the preparation of schedules, briefing materials, scene setters, briefing with PSMP team;
Maintain a calendar of the PSMP events in close coordination with PSMP team and our implementing partners.
Design, develop, and disseminate all outreach materials and activities to advertize beneficiaries, products to target audience
and media, including outreach folders and fact sheets, newsletter, blog/website entries, tweets, newsletter, brochures, video, and
campaigns, for broadcast and print media;
Engage with change Agents(Internal Reform Committees) across MACs, and capture success stories for disseminations through
website , outreach folders and to media;
Design, develop, market, and maintain project social media page;
B. Capacity Building
During the course of the assignment, the consultant will work in concert with the PSMP project Coordinator, CSA communication/
PR Officer, stakeholders, beneficiaries and donors to develop activities that highlight and showcase donor assistance/achievements
of the PSMP and to communicate the reforms and achieve the deliverables.
Provide support in guidance, mentoring, and coaching the Local Communications/Public Relations officers and other staff in
Communications/Public Relations Management. The Communications Specialist/Public Relations Officer will be the champion
within the Agency to build capacity among local Communications/Public Relations staff and to promote confidence and efficiency in
their Communications/Public Relations deliveries.
Participate in and facilitate related training and workshops as appropriate;

4. Qualifications and Competencies:


The selected Communications Specialist/Public Relations Officer shall possess the following:
Required Academic Qualifications:
The Consultant shall possess a Minimum of Master degree in Development Studies, Public Policy, Communications, Media
Management, Journalism, and equivalent;
Minimum of 5 years knowledge of professional experience in policy advocacy, internet campaign, coalition building and
management and/or networking is desirable. Work experience in the Public Sector will be an advantage;
Minimum of 5 years Training and experience in development and use of information management systems and techniques;
At least 5 years of work experience in the field of Public Information and communications, preferably in a newspaper or media
Agency, at least 5 years of experience in Communications at the project level would be preferable
1. Competencies:
Training and experience in Computer aided design;
Demonstrated experience in writing articles and text for professional publications and also to a highly illiterate public;
Excellent writing skills;
Excellent knowledge and skills in computer applications of MS office, desktop publishing programs, and website design and
management;
Sensitive to gender issues;
Excellent interpersonal and communication skills and positive attitude, towards working with local staff and government officials;

several stalled and undecided
development agenda. This
county sitting will be hosted
in Electoral District Five
- a district consider as far
behind
in
development.
There are several issues
already emerging as top
priorities that may dominate
the
development
agenda
during the upcoming setting
including roads, schools and
health and the election of the
countys Project Management
Committee (PMC).
But there are lingering concerns
that the ongoing political
tension between members of
the county legislative caucus
and the superintendent may
overwhelm the significance of
the county sitting.
Recently, a member of the
caucus announced during a
press conference in Buchanan
that the caucus is unwilling
to work with Superintendent
Etweeda Cooper. Hon. Hans
Barchue cited several reasons
for the caucus decision
including lack of respect and
allegation of corruption.
The superintendent along
with the Project Management
Committee (PMC) went and
organized a fake county sitting
and signed resolution saying
that a county sitting was held
and decision was made but
there have been no county
sitting over the last two years
(since 2013). She went and
gathered the PMC members
and set up a meeting and said
it was a county sitting but how
can there be a county sitting
without the lawmakers?
We are going to audit them
because it is criminal by nature.
These are issues we want to
bring to the attention of the
public and let the President
know what is happening, Hon.
Barchue said recently.
Cooper has not reacted to all
the allegations against her but

are favorites against the
incumbent Chair of the PMC.
We hope and pray that

delegates that will be selected


to go to the sitting will
understand and make inform
decision and should not be
politically entangled so as to
take out the positive essence,
Williams said.
Williams admits to FrontPage
Africa that the pending
sitting is critical because of
the political polarization in
the county. Politics will add
some impetus to the process,
Williams said. It will bring
together different actors with
a single goal; we expect that
it will enhance the county
development.
CITIZENS CONCERN

Many in the countys capital,


Buchanan, have already begun
bemoaning the potential rancor
that will unfold beginning
June 29 when county officials
and lawmakers maneuvered
to lure the votes of delegates
and at the same time influence
decisions leading to the
selection of projects. Tension
will be all in the air, and Alex
Dezo, a student of the countys
community college, fears that
it will have a bad influence
on the process, therefore; the
county leadership will have to
sort it out the soonest.
If the leadership structure is
not compatible, you cant have
any county sitting that will
get any good result, because
when the superintendent does
not agree or a senator says he/
she cannot approve because of
these differences, than I think
that will not be anything good,
he said.
Another resident, Samuel
Zoegar said: If such rivalry
continues then I dont think
it will lead us to anything
good for Grand Bassa to really
benefit.
Zoegar
suggests
that what the county needs
urgently is a mass citizens
meeting to mitigate the long
standing row between political
actors and stakeholders.

hat appears to be a boost in the Liberian rubber


industry has begun with Grow-Liberia training
local farmers in the sector (Rubber) in Kakata,
Margibi County?
The technical workshop is intended to educate local farmers
on Grow Ribbed smoked Sheets (RSS), a new method of
manufacturing raw latex by the organization before being
exported to the international market.
The workshop is a five day training being initiated by an
international rubber expert and former Director of the Rubber
Research Institute of Sri Lanka.
Grow-Liberia is a non-governmental agricultural Organization
operating in the rubber sector. The team leader of GrowLiberia, Mr. Haime Reibel said the group is interested in
creating, strengthening and repairing the market-driven
rubber chain of the Country.
Mr. Reibel said it was not just enough to produce technicallyproduced high grade Ribbed Smoked Sheets rubber as an
alternative to the sale of raw latex.
Speaking Tuesday at the start of the five day Grow-Ribbed
Smoked Sheets training in Kakata, Margibi County, Mr. Reibel
challenged the participants, most of whom are rubber farmers
to adapt to the new system being introduced by GROW-Liberia.
The GROW-Liberia team Leader urged members of the rubber
industry to be focus on the market mechanism from the initial
stage beginning with tapping, transporting, processing of RSS
until being shipped to the international market.
Mr. Reibel said Grow-Liberia envisioned the establishment of
offspring factory of rubber in Liberia in the coming years to
transform the locally produced RSS to manufacturing products
that will further add more value to raw latex in the Country.
He said to achieve such task, it is important to train farmers,
partners and stakeholders in the rubber sector to have actual
understanding on the new method.
Liberia is one of the largest importers of rubber, yet the
country remains the poorest among other nations importing
the same product.
Liberia is said to be one of the poorest countries in the world
despite having natural resources including rubber, one of the
countrys major import products, but the country economy
is extremely underdeveloped, apparently due to the first
Liberian civil war in 1989-96.
The civil war destroyed much of Liberia's economy, especially
the infrastructure in and around Monrovia.
Liberia is richly endowed with water, mineral resources,
forests, and a climate favorable for agriculture, but poor
in human capital, infrastructure, and stability, Liberia has
a fairly typical profile for Sub-Saharan African economies
- the majority of the population is reliant on subsistence
agriculture, while exports are dominated by raw commodities
such as rubber and iron ore.
Timber and rubber are Liberia's main export items since the
end of the war. Liberia earns more than $100 million and more
than $70 million annually from timber and rubber exports,
respectively.
The Government of Liberia is said to be developing a Master
Plan for the coming three decades with emphasis on building
capacities of small-holders, after consultation with industry
stakeholders.
The Rubber Planters Association of Liberia is also taking
initiatives to prepare a strategy for the industry with the
involvement of the major companies.

Dr. Gabriel Gorbee Logan and Dr. Jerry Browne were on
Tuesday recognized and honored as civil servants of the
year.
The both separately played a pivotal role in the fight against the
Ebola virus; the pair defied the odds and braved the storm to save
lives, when the world was running out of ideas to tackle the Ebola
virus.
The Deputy Director at the Civil Service Agency Othello Weh
presented a certificate of honor to the both doctors for going
beyond the call of duty.
Dr. Logan a father of three heads Bomi County Health Team
though underfunded; he was responsible to manage and put
under control the spread of the Ebola virus.
In 2014, Liberias capital which considerably had better
infrastructure than the rest of the country was overwhelmed thus
refusing cases from other counties and Bomi was no exception.
With that Dr. Logan organized the County Health Team and
decided to institute a full treatment in the community care center.
The Ebola virus had no known treatment but a safe protocol was
designed for Ebola prevention.
As the death toll increase Dr. Logan having knowledge of other
infectious viruses with similar attribute of the Ebola virus;
decided to apply antiviral drug Lamivudine 150 mg which proved
to be a better option in saving lives.
In no time people attending treatment at his center start coming
out alive thus, reducing the death rate.
When things get difficult it when you have the best ideas, I have
been dealing with other infectious disease like Lassa fever which
is brother of Ebola, so I decided to use the Lamivudine it proved
to be a success, Logan added.
This innovation and intervention brought relief, changed the
situation and resulted in saving many lives, CSA Deputy Director
Weh said.
The honoring of the civil servants or public servants of the year is
an annual event aimed at rewarding and appreciating employees
who performed above and beyond the call of duty.
For this year, the Civil Service as head of personnel management
in government selected two public servants who met the criteria
for recognition and appreciation. They are Dr. Gabriel Gorbee
Logan and Dr. Jerry Brown.
In the midst of the Ebola crisis, Dr. Jerry Fahnlone Brown expanded
the ELWA hospital facilities to include the Chapel, turning it into
Ebola treatment center. Dr. Brown transformed the newly built
kitchen and laundry into ETU, thus increasing the bed occupancy.
Brown became very progressive in training his staff to fight the
disease, to extent that none of his staff fell victim to Ebola.
It was reported that his center put out the largest number of
survivors in the country, two hundred thirty two and a model for
other hospitals in West Africa during the Ebola crisis.
Therefore and considering the ingenuity, the innovation, the
passion for the job and love for humanity, the civil service Agency
recognizes and awards Dr. Jerry Fahnlone Brown, Weh added.
The honorees each received 1,000 United States but it was given,
with fifty percent in Liberia Dollars.

Kesselly Commissioner of the Liberia Maritime
Agency (LMA) was Tuesday asked out of the
revenue hearing on the 2015/2016 national
budget after he allegedly insulted one lawmaker, a
member of the committee.
According to information gathered, Representative Bhofal
Chambers (CDC-District# 2 Maryland County) in an attempt to
make a follow up to a question posed by one of the committee
members about how Commissioner Kesselly was spending
money not approved under the National budget at the LMA,
the Commissioner is said to have gone wild allegedly insulting
the lawmaker.
Get out from here, sources say was the response to the
lawmaker from the LMA head.
Over the years Representative Chambers a onetime member
of the ruling unity party has been a strong critic of the Ellen
Johnson Sirleaf government since he joined the opposition
Congress for Democratic Change (CDC).
Among many things Representative Chambers has criticized
President Sirleaf of spending huge sum of money on her foreign
Public Relations, corruption, Nepotism and bad governance.
He has on many occasions described as a dictator President
Sirleaf and in 2014 he sponsored a bill to impeach President
Sirleaf.
The alleged attitude exhibited by the LMA head to many is
a reprisal for President Sirleaf aimed at getting back at the
Maryland County Representative for the many criticisms and
ugly comments he has made against the President but for
many that was the wrong forum.
Disrespect to committee
In an interview with Representative Chambers, he described
the LMA commissioner action as unbecoming and a total
disrespect to the Ways, Means and Finance Committee which
he said was doing a piece of job for the Liberian people.
He said, Commissioner Kesselly went off the track after he
raised concerns over projection made by the LMA to the
committee which the lawmaker described as unrealistic and
inconsistent.
I just wanted him to make the clarity thats all. I didnt talk;
I was just recognized by the chairman when I was about to
speak when this unbecoming behavior from honorable if
I may, Kesselly called him started so it is nothing personal,
Representative Chambers stated.
Representative Chambers refused to state Commissioner
Kessellys exact words to him as he said, he could not say it
and expressed disappointment that an official of government
could cause distraction where senior officials of government
had gathered to do a piece of professional work.
But Commissioner Kesselly disagrees. The LMA boss told
FrontPageAfrica that it was in fact, Rep. Chambers who started
the squabble. We had a disagreement on when the amendment
to the LMA act occurred and when I was about to explain, he
told me to shut up. I responded to him in the same fashion and
told him to shut up! I told him, I am not a little child, you will
not insult me. We are both representatives of government and
we should respect each other. I am not living on his farm, If my
job is contingent on me apologize to Mr. chambers, then I will
and walk off. I will apologized and have already done so to the
other lawmakers but I will not apologized to Rep. Chambers
because he disrespected me initially.
