MEDICAL ADMISSIONS: RENDER JUSTICE


TO STUDENTS WHO LOST THEIR CHANCES
The first phase of the counselling for admission to Tamil Nadu Government and Affiliated medical
colleges is over. 2257 vacancies in Government and Private medical colleges had been filled. At the
same time 544 students have lost their chances of joining Medicine because of the wrong selection
policies of the government.
Since the science papers were tough this year, overall cut off marks have come down. Using this, more
than 4000 students who passed last year and were not able to join medicine because of last years cut
off, but became eligible this year because of the lower cut off marks have applied for MB BS admissions.
Out of this 544 students got selected. Students who had passed 12th standard this year approached
the court to prevent their entry. However the court has set aside their plea agreeing to the arguments
presented by the Tamil Nadu government.
The Madras High Courts verdict is in conformity with the rules of the Tamil Nadu government. But it
is just not fairto permit last years students to participate in this years counselling. The reason for this
situation is the ambiguity in the rules for admissions to MB BS courses in Tamil Nadu. The rules of the
Tamil Nadu government just prescribes the age of eligibility as should have completed 17 years by
the December of the current academic year and mentions the minimum marks for applying and does
not go further on any other criteria. Hence it had created a situation where people who had secured
less marks in the previous academic years, become eligible in later years whenever the cut off marks
fall due to various reasons.
To avoid theconfusions in admissions to medical education these issues need to be addressed. Social
justice is about giving equal opportunity to all those willing to join medical education. Improvement
examinations were cancelled to ensure this. If students are allowed to improve, they rewrite the
examinations after 3 or 4 years of studying and take away the chances of the mainstream students.
All the justifications for cancelling the improvement examinations apply for not permitting previous
years students to apply for current years medical admissions.

The 12th standard examinations were easier last year. Hence 2710 students secured 100% marks in
Physics, 1693 students got 100% marks in Chemistry and 652 students got 100% in Biology. This years
papers were tough. Hence only 124 students got 100% in physics, 1049 students got 100% in Chemistry
and just 75 students got 100% in Biology. Hence it is unfair to weigh of last years marks against this
year marks. Those 60 students who were ineligible for applying to medicine due to the age criteria
should alone be given the chance for current years counselling.
Since the current years counselling and admissions are over, changes to rules should not be madenow.
However rules should be rewritten to remove ambiguities and avoid confusions. The 544 students
who lost their chances because of the entry of last academic year students should be given opportunity
by creating additional seats in medical colleges. The Supreme Court in its judgement on the 69%
reservation case ordered for creating extra seats to accommodate those who may have lost their
chances because of the reservation policy. This concession is in practice since 14 years. Hence the
Central Government should render justice to the 544 students by creating additional seats in medical
colleges for the current academic year.
