ORDER:
National Academy of Construction, Hyderabad was established
by the Government of A.P in G.O first cited and the Institute is
imparting quality training to construction workers and unemployed
rural and urban youth in various construction trades.

The Corpus fund available was completely spent for the
development of the Institute at Head Quarters and in establishing
Regional Centres, Training Centres in all 23 districts of undivided
Andhra Pradesh and now, NAC is facing severe financial crisis and the
only source of income for NAC is training fee from Building and Other
Construction Workers Welfare Board (BOCWWB) and with great
difficulty NAC is surviving.

The D.G. NAC, Hyderabad has sent proposals for providing 0.1%
of the value of the estimates of works of Engineering Departments and
Corporations towards corpus fund of NAC. This amount will be added
in each bill of contractor and will be recovered from the contractors
bills and the same will deposited by Executive Engineers in the shape
of DD in favor of D.G. NAC. In case of remittance by the pay &
Accounts officers remittance shall be made through e-payment to the
bank account of NAC.

Government after careful examination of the proposals hereby
order that, all the Engineering Departments/Corporations in the State
shall add 0.1% of the estimate value towards Corpus Fund to National
Academy of Construction in all sanctioned works. This amount shall be
credited to the corpus fund of NAC by incorporating necessary clauses
in Tender Schedules and agreements duly following the Guidelines as
follows:
i)

In all the estimates for works, L.S. provision shall be made


at the rate of 0.1% of the amount of estimate as
Provision for Corpus fund of NAC.

ii)

In the tender documents, 0.1% of the value of the


estimate contract amount shall be shown under Part B of
Schedule A towards corpus fund of NAC.

iii)

In the agreements, 0.1% of the contract amount shall be


shown under Part B of Schedule A towards corpus fund of
NAC.

iv)

In the tender documents and agreements, a clause shall


be incorporated that in each bill, 0.1% of the value of the
gross bill will be added to the bill amount and equal
amount will be deducted from the bill amount creditable to
corpus fund of NAC.

v)

The departmental officers while passing the bills shall add


0.1% of the gross value of the bill to the bill amount and
deduct equal amount from the bill amount creditable to
corpus fund of NAC.

vi)

In respect of the bills paid by the PAOs/APAOs, the amount


so deducted shall be credited to the Bank Account No.
110310100028836 and IFSC No.ANDB0001103 with
Andhra Bank, AP Secretariat Branch, Hyderabad.

vii)

In respect of bills paid by Executive Engineers, the amount


so deducted shall be sent by D.D drawn on any
Nationalized/Scheduled Bank in favour of Director General,
NAC.

These orders are applicable for all works sanctioned by all
Engineering Departments of Government and Corporations and come
into force with immediate effect.
6.
The Principal Secretaries/Secretaries/Engineers in Chief /Chief
Engineers / Managing Directors shall take further necessary action
accordingly.
7.
The orders issue with the concurrence of the Finance (EBS.XI)
Department vide their U.O.No.7252-A/274/EBS-XI/15, Dt:02.06.2015.
