CONTROL PHILOSOPHY FOR ARAR GENERATION EXPANSION

The plant includes the following package Units:


GTG : 2 nos with future provision for connecting to redundant datahighway of
Future DCIS.
Master clock
Fuel oil system
HVAC System
Fire fighting system
Air compressor

2.0

Emergency shutdown system for the plant is not envisaged.

3.0

GTG
Each GTG supplied is a Packaged Electric and Electronic Control compartment
with skid mounted local panel, local Operator station, Remote operator stations
and IRIG B interface for time synchronisation from Master clock.
Each Gas turbine controller shall have independent SOE monitoring function.

4.0

Master clock
Time synchronisation of GTG's and Electrical SER system shall be carried out by
a Master clock.

5.0

Fuel oil system


The fuel oil system consists of Fuel forwarding system. The DFO forwarding skid
shall be capable of being monitored locally by a panel and remotely from Control
system. The local panel shall contain all the control logic and protective functions
with the necessary manual overriding to enable automatic operation without
supervision and to permit ready diagnostics in the event of faults. Local process
value indicating instruments shall be grouped and mounted on the skid with
suitable protection from the effects of vibration.
The control system shall be based on the manufacturer's proven product line.
The system shall be suitable for full automatic control of the skid assuming
unattended operation.
The automatic controls shall be arranged to control effectively the pressure of
diesel oil to the Gas turbines and to protect the mechanical integrity of equipment
and associated plant from malfunction.
Where duplex equipment is fitted, the control system shall detect failureof the
selected remaining system and automatically initiate start of the selected stand
by system.
The skid package shall be capable of providing signals(Pump trip alarms) to the
future DCIS.

6.0

HVAC System
One(1) local control panel is envisaged in switchgear Room.

7.0

Fire fighting System


Fire fighting system shall consist of detectors, 2 numbers local control
panels(one(1) each for Fuel tank area, GTG area) and 1 no. repeater panel(for
local control panels) which also incorporates the signals from Switchgear Room.
The repeater panel shall be located in switchgear Room.

8.0

Air compressor
Air compressor shall be controlled by a local control panel.

13.8kV Generator Switchgear:
Remote Control cum Annunciation panel for 13.8kV Generator Switchgear would
be located in the existing Control building.
This panel would be provided with annunciation windows, mimic with discrepancy
type selector switches, synchronisation selector switch for selecting
Manual/Auto/Dead bus synchronisation from RCP. For Auto Synchronisation,
only initiating signal will be given from RCP.
(TIT may kindly obtain confirmation from GE on the following:
Does GE make provision for duplicating controls such as Excitation & Speed
controls at RCP for carrying out manual synchronisation from RCP?
Does GE recommend remote manual synchronisation of GCB?
Is GE providing manual/dead bus /Auto synchronisation facility from local to
13.kV Generator Switchgear in addition to providing these in the PEECC? )
13.8kV Switchgear would be provided with local/remote control facility for
breaker. (GE to confirm)
Provision to interface with future DCIS would be provided. (GE to confirm)
13.8kV Circuit breaker Failure protection alongwith Generator relay panels and
Control panels would be located in PEECC. (GE to confirm regarding provision
CB fail protection. SEC specified a separate CB failure protection panel)

4.16kV Station Switchgear:


The 4.16kV Station Switchgear would be located in New Switchgear building. All
protections along with Digital Power demand meter (DPDM) would be mounted
as part of the Switchgear.
Local control of 4.16kV Breakers is envisaged only for testing purposes. Control
of circuit breakers in service position would be from Remote Control cum
Annunciation panel only.
Remote Control cum Annunciation panel for 4.16kV Station Switchgear would be
located in the existing control building. This panel would be provided with meters,
annunciation windows, mimic with discrepancy type selector switches, selector
switch for manual synchronisation / Live Line Dead bus of incomer & bus coupler
breakers. Control of all incomer feeders, bus coupler & outgoing feeder circuit
breakers would be provided on this panel.
Auto Transfer Scheme (ATS) to achieve Auto fast transfer of auxiliaries would be
provided on the Remote Control panel of 4.16kV Station Switchgear for incomers
& bus coupler.
480V Station Switchgear:
The 480V Station Switchgear would be located in New Switchgear building. All
protections along with Digital Power demand meter (DPDM) would be mounted
as part of the Switchgear.
Local control of 480V incomer and bus coupler Breakers is envisaged only for
testing purposes. Control of incomer & bus coupler circuit breakers in service
position would be from Remote Control cum Annunciation panel only. For all
outgoing circuit breakers, only local control from switchgear would be provided.
Remote Control cum Annunciation panel for 480V Station Switchgear would be
located in the existing control building. This panel would be provided with meters,
annunciation windows, mimic with discrepancy type selector switches , selector
switch for remote control of incomer & bus coupler breakers.
Auto Transfer Scheme (ATS) to achieve Auto transfer of auxiliaries would be
provided on the Remote Control panel of 480V Station Switchgear for incomers &
bus coupler.
No synchronisation facilities would be provided on the 480V Station Switchgear.
Momentary paralleling of incomers is envisaged under manual changeover
conditions.
480V Unit Switchgear:
The 480V Unit Switchgear would be located in Unit Switchgear room.
Local control of 480V Incomer Breakers is envisaged only for testing purposes.
Control of incomer circuit breakers in service position would be from Remote

Control cum Annunciation panel only. For all outgoing circuit breakers, only local
control from switchgear would be provided.
Remote Control cum Annunciation panel for 480V Unit Switchgear would be
located in the existing control building. This panel would be provided with
annunciation windows, mimic with discrepancy type selector switches , selector
switch for manual synchronisation of incomer feeders and selector switch for
remote control of incomer breakers.
Auto Transfer Scheme (ATS) to achieve Auto transfer of auxiliaries would be
provided on the Remote Control panel of 480V Unit Switchgear for incomers.
480V MCCs / Distribution Boards:
Only local control of incoming and outgoing feeders would be provided for all
other 480V Distribution boards / MCCs.
13.8kV/132kV Generator Transformers:
Relay panel for Generator Transformer would be located in existing Control
building. Separate Relay panels would be provided for Set-1 & Set-2 protections.
Remote Tap Changer Control Panels for Generator Transformers would be
located in existing control room.
33/4.16kV Station Transformers:
Relay panel for Station Transformer would be located in existing Control building.
One Relay panel with segregation between Set-1 & Set-2 protections would be
provided for each Station Transformer. The relay panel would be located in
existing control room.
4.16/0.480kV Station Auxiliary Transformers:
Protections for Station Auxiliary Transformers would be located in respective
Switchgears (HV side protections in 4.16kV Switchgear & LV side protections in
480V Station Switchgear).
Remote Tap Changer Control Panels for Station Auxiliary Transformers would be
located in New Switchgear building.
13.8kV/0.480kV Unit Auxiliary Transformers:
Protections for Unit Auxiliary Transformers would be located in respective
Switchgears (HV side protections in Relay panel of Generator Transformer & LV
side protections in 480V Unit Switchgear).
SOER Panel:

SOER Panel for Generator, Generator Transformer and Auxiliary Transformers


would be provided in New Switchgear building and would be interfaced with
existing operator console in existing control room. (GE may provide SOER
monitoring functions for Generator as part Mark-VI. This may be checked up with
GE. In this case, the SOER to be located in Switchgear building will exclude
Generator monitoring. TIT may kindly check this with GE)
Fire Detection and Alarm Panel:
The Plant Fire Alarm and Detection Panel would be located in New Switchgear
building.

(TIT may please note that as per SECs clarification, only incomer and bus
coupler panels shall be provided with remote Control and Annunciation panels.
Considering the importance of 4.16kV Outgoing breakers, the above writeup
proposes remote control of all breakers on 4.16kV Switchgear and remote control
of incomer & bus coupler panels of 480V Switchgears. Also, Mimic is envisaged
to be part of Remote Control Panels though it is not explicitly mentioned in SECs
specification)
