Research Award Directive


PART ONE

General provisions
1. Declaring Authority
Ministry of Science and Technology declare this directive.
2. Short Title
This Directive may be cited as Research Award Directive No.
10/2015

3. Definition
In this Directive unless the context requires otherwise
1/ Ministry or Minister means the Ministry or Minister of
Science and technology respectively;
2/ Applied research means an original investigation work
undertaken to acquire new knowledge which is directed
primarily towards solving specific or cumulative practical
local /national problems;
3/ Science and Technology Fields refers to Engineering and
Technology Sciences, Agricultural Sciences, Medicine and
Health Sciences and Natural Sciences;
4/ National Priority Areas includes Textile, Metal, Leather
and Leather Products, Chemicals and Pharmaceutical, AgroProcessing, Bio-Technology, Information and Electronics,
Construction, Mining, Energy, Water, Agriculture, Medical
and Health Sciences.
5/ Sustainability means a pattern of social learning and
problem solving that is linked to the continuity of the
research outcome;

6/ Replicability mean the duplicability of an achievement


with minimum finance, time and labor cost in other
conditions, institutions and period of time;
7/ Specific Research Output refer to a Research finding
which aims to solve a specific problem.
8/ Researcher refers to an individual who is engaged research
activities

and

working

on

specific

problem

at

government/private research and teaching institutes or


industries.
9/Private Research and/or Training Institute mean a legal
entity which has a laboratory and/or field experiment, and
/or a green house or industries.
10/Research

misconduct

is

defined

as

fabrication,

falsification, or plagiarism in proposing, performing, or


reviewing research, or in reporting research results .
11/ Committee means award evaluation committee established to

evaluate the candidate of the award according to this directive


12/ Secretariatmeans award evaluation committee secretariat i.e
the Ministry
13/ The gender expressions referred to masculine shall also
apply to feminine as well.

3. Objectives of the Directive


This directive has an objectives:thi

1/ To honor and award researchers for their proven, demand


driven, and problem solving outstanding achievement in the
identified national priority areas;
2/ To promote research and technological development learning
adaptation and utilization in industrial production and
service

enterprises

in Ethiopia through recognition of

excellence among researchers and encourage them to


continue in their research career;

3/ To raise the profile of science and technology sector in


Ethiopia;
4/ To add to the global knowledge /Technological pool;
5/ To motivate the general public to take part in Science and
Technology activities and develop science culture.

4. Scope of Application
This Directive is applicable to individual researcher or a team of
researchers and institutions who have achieved outstanding
research findings in the identified national priority programs.

PART TWO
Eligibility, Evaluation and Selection Criteria; Award
Winners Number, Award Passing Mark and Prize
5. Eligibility
Any researcher or a team of researchers or an institute is
eligible to apply for the award if;
1/ Permanently resides in and is a citizen of Ethiopia; or whose
team members resides in Ethiopia and are citizens of Ethiopia,
or an institute register and operates in Ethiopia for a
minimum of three years.
2/ The achievements fall in the fields of science and technology.
3/ Holds Intellectual Property Right Certificate (utility model) for
the research achievement or who is able to attach supporting
letter from the Head of the Institutions verifying that the
achievement is generated by the applicant(s).
4/ Generated remarkable research achievement that has been
disseminated and used by end users or tested in a sample
area and approved its applicability by concerned body;
5/ Able to attach supporting letters from end user organizations
verifying the problem solving capacity of the knowledge and
technology during implementation;
6/ The achievement is a specific or cumulative research output.

7/ The research achievement has not been awarded in the


previous years, by the Ministry under this same category of
award.
8/ The research result contributes to the current technological
gap of the existing technology.
9/ Presents a summary of the research work should include
research problem, methodology, scope, knowledge gained and
advantage of this knowledge and technology over the existing
ones.
10/ The researcher/research group has no record on research
misconduct.

6. Evaluation and Selection Criteria


The achievement of each researcher or group of researcher will be
evaluated according to the evaluation criteria and shall be given
respective weight in accordance with annex 1 attached with this
directive.

7. Award Winners Number


1. The number of researchers to be honored and awarded will be
notified annually by the Ministry to the concerned universities
and research institutions and industries.
2. The research award scheme has two categories, the first
category is open to both male and female researchers and the
second category is open only for female researchers.

8. Award Passing Mark


The minimum passing average grade for the award is 75%.

9. Prize
1. Researchers who are selected in accordance with Article 6 and
the evaluation and selection criteria shall be ranked as first
winner, second winner and third winner.
2. The winners selected in accordance with sub-article (1) of this
Article receive:

(a) Certificate of recognition;

(b) Medals; and


(c) Financial incentives.

10. Type of Medal and Amount of Financial Incentive


1. Any award winner who is ranked as first, receives a gold
medal and financial incentives.
2. Any award winner ranked as second receives a silver medal
and financial incentive.
3. Any award winner who is ranked as third receives a bronze
medal and financial incentive.
4. The amount of financial incentive mentioned in sub-articles (1),
(2) and (3) of this Article shall be decided by the Ministry.

PART THREE
Award Evaluation
11. Establishment of committee
1. An award evaluation committee consisting members who are
knowledgeable on the subject matter, drawn from different
scientific and technological institutions, relevant ministries,
science and technology agencies and institutes, shall be
formed.
2. The chair person and vice chairperson are elected from among
the members of the Committee.
3. The representative of the Ministry shall serve as secretariat.

12. Members of committee


Members of Award Committee shall be represented from the
following governmental offices and associations: However, based
on the research area for competition additional committee
members will be included, if deemed necessary.
(a) Ministry of Agriculture,
(b) Ministry of Health,
(c) Ministry of Industry,
(d) Ministry of Water, Irrigation and Energy
(e) Ethiopian Institute of Agricultural Research

(f) Addis Ababa Institute of Technology,


(g) Addis Ababa Science And Technology University,
(h) Metals and Engineering Corporation,
(i) Ministry of Communications and Information Technology,
(j) Intellectual Property Office,
(k) Science and Technology Professional Associations.

PART FOUR
Applications, Selection Processes, Notification and
Exclusion
13. Applications
1. Applications shall be announced to the public through Mass
Media, Ministry website and also posted on some public areas.
2. The Ministry shall orient applicants on how to fill in the
application forms and on the overall award scheme, if require.
3. A complete application form including supporting documents
(such as intellectual property certificate and supporting
letters on the impact of the result during application and
others) shall be submitted to the Ministry by the applicant or
a team of applicants by their representative person.

14. Submission of Application


Any researcher, who filled out his application form found in annex
3 of this directive and attached supporting documents there with
as the case may be, shall submit at the date and place decided by
the Ministry.

15. Application Forms and Enquires


1. The Ministry shall, at its head office, make available application
forms to any researcher.
2. Without prejudice to the provision of sub-article (1) of this
Article, the Ministry may make application forms available
through electronic means as it finds necessary. Ministry of

16. Entry details / checklist

Candidates may be self-nominees

or can be

proposed by

institutions. The checklist matrix found in annex 2 shall be filled


out by the applicant or team of applicants prior to sending the
application package

17. Selection
1. The secretariat shall conduct a preliminary screening of the
application by checking the compliance of the application with
the objectives and criteria of the award.
2. The secretariat shall ensure the completeness of information
provided and eligibility of the applicants.
3. The secretariat shall sort out the outputs in minimum,
optimum and maximum problem solving categories.
4. The secretariat shall facilitate the work of the Award
Evaluation Committee and shall expedite the selection
process.
5. The secretariat shall organize the prescreened applications.
6. The members of Award Evaluation Committee shall evaluate,
applications related to their respective expertise/profession,
on the basis of the criteria and shall discuss the results
together with all members.
7. The chairperson of the Award Evaluation Committee shall
submit the results to the Ministry for approval.

17. Notification
The secretariat shall notify the winners to appear on the award
ceremony.

18. Exclusion
Applicants shall be excluded from competition due to the
following reasons:
(a) If the applications are not complete and all supporting
documents are not attached with the applications.

(b)

If the researcher or team of researchers received the


award for the same achievement from the Ministry in the
previous years.

(c) If the proposed achievement for the award has been


selected and recognized at a national level in the previous
years.
19. Grievance Procedure
The Ministry develops a grievance system to treat the applicants
with fairness and equality and to protect the confidential nature of
all applicant information. Applicants who believe they have not
been fairly or equally served by the Ministry, or who believe that
their right to confidentiality has been breached have the right to
present their grievance on the basis of Citizen Charter of the
Ministry for prompt consideration and resolution.

PART FIVE

Miscellaneous provisions
20. Repelled laws
The Ministry of Science and Technology Research Award
Directive No 2/2013 is repelled by this directive.

21. Amendment
The Ministry may amend this Directive at any time it deems
necessary.

22. Effective Date


This Directive shall enter into force as signed by the Minster.
