The third day of training of CIPYML nominees at the MSU Marawi started with a
highly anticipated first quiz. At around 7:40 in the morning, the examination about
yesterdays entire lecture began. It was an essay type of quiz and 3 questions were
asked that was answered for 1 hour. The questions were equally difficult and for me
who is not used with the type of quiz, answering it was particularly challenging to me.
Knowing that I did my best, I am hopeful of obtaining a passing rating.
Immediately after the quiz, Dr. Ati introduced to us the resource person for our
morning class. With the assessment of previous batches of CIPYML, he told that Dr.
Habib Macaayong, our lecturer, is the most valuable resource person they had.
Currently, Dr. Macaayong is a professor of Management and Public Administration
__________________. The assigned topic on him is the Local Public Fiscal
Administration. He emphasized the importance of public financing in an organization
such as a government and its major contribution to the national economic development.
He described that taxation is the primary source of revenue for the national and local
government. Even though he cited good examples of his topic, unfortunately, Dr.
Macaayong clearly did not catch the attention of the crowd.
Prof. Pacol _______________________ presented to us the lecturer for the
afternoon session. He was Dr. Sukarno Tanggol, a former Ambassador of Philippines to
Kuwait and was recently elected as the Chancellor of MSU Iligan Institute of Technology
(MSU-IIT). His topic was entitled Decentralization and Regional Governance in the

Philippines: Focus on ARMM Structure and Functions. Dr. Tanggol presented the
different modes of decentralization in our country and its historical background.
Basically, decentralization of national governments power played a major role in
molding the countrys political and economic system. He finally put closure on his
lecture by introducing the topic about the regional government in the Autonomous
Region in Muslim Mindanao (ARMM). He told that ARMM was created with the intent of
resolving the crisis in Mindanao but the government only became a venue of personal
interests which worsen the problem.
The afternoon session was interactive and I enjoyed it. Dr. Tanggol gave us the
opportunity to participate in the discussion and share our ideas throughout his lecture.
Because of this, it helped me understand his topics in a better way. Moreover, he clearly
described and defined he subjects of his topic. I am definitely interested in attending
another lecture of Dr. Tanggol and I recommend him to continue being one of the
resource persons for the upcoming batches of CIPYML.
