DMS-8100, Structural Steel Paints - Formula


Overview
Effective Date: August 2004 (refer to 'Archived Versions' for previous versions).
This Specification describes the requirement for the materials, composition, manufacture,
and testing of paints, coatings and related materials used for corrosion protection of
structural steel.
Bidders and Vendors Requirements
Before any bid is considered, the Department or the Texas Building and Procurement
Commission (TBPC) may require the bidder or vendor to submit a detailed statement of:
previous experience in performing similar or comparable work
business and technical organization
financial resources and
manufacturing facilities, which are to be used in performing the work described in the
Contract.
The Department or TBPC may reject any bid submitted by a bidder or vendor with
unsatisfactory facilities, resources, or experience.
Payment
Procurement by the State
Payment for all materials under this Specification will be in conformance with the
conditions prescribed in the Contract awarded by the Department or TBPC.
Contracts
All materials covered by this Specification utilized in the performance of the specified work
are subsidiary to the bid item or are paid for in conformance with the bid item in the
Contract.

Sampling, Testing, and Inspection


Sampling and Testing
The Department will sample raw materials and finished paint in accordance with Test
Method "Tex-801-B, Testing Coatings and Related Materials" and will test in accordance
with Manual of Testing Procedures). To establish or verify performance, the Construction
Division, Materials and Pavement Section (CST/M&P) will perform any or all tests
required. In case of variance, the Department's tests will govern.
Unless otherwise noted, the Department will inspect and sample these paints at the
manufacturing or project site.
Address any questions to the Texas Department of Transportation, Construction Division,
Materials and Pavements Section (CP51), 125 East 11th Street, Austin, TX 78701-2483.
Materials to be Tested
Inspect and test all products that are required to meet these Specifications and purchased
either by the Department or by Contractors for use on projects under the Department's
jurisdiction.
Base final acceptance or rejection on the following:
results of tests on raw material samples and finished products taken during production or
tests performed on finished products as soon as practical after their arrival at the
shipping destination.
The Department will test all finished products and raw materials and inspect the
manufacturing process or designate a commercial laboratory to do so.

Basis for Rejection


Raw materials and finished products that fail to meet any requirement of these
Specifications may be subject to rejection.
Acceptance of materials, because of preliminary testing before manufacture into finished
products, will not be binding upon final approval or rejection. Because of the possibility of
contamination and volatile losses, only the Wet Standard prepared by the Department
constitutes the standard for final comparison involving acceptance or rejection. Samples of
these standards are available to the manufacturer. The judgment of the Director of
CST/M&P will be final in all questions relating to the conformance of the products with the
provisions of these Specifications.
Costs
The Department will normally bear the costs of sampling and testing; however, the bidder or
vendor will bear the costs of sampling and testing of materials failing to conform to the
requirements of this Specification. The cost of sampling and testing failing materials is $250
per sample. CST/M&P must receive a cashier's check made payable to the "TxDOT Fund"
before scheduling a replacement batch or new paints for inspection and manufacture. The
manufacturer may be required to reimburse the Department for the cost of storage and
handling of paints failing to meet Specification requirements.
For coatings purchased by a Contractor from a manufacturer who does not have a current,
valid warehouse agreement for pretested stock with the Department, all costs of inspection
and testing will be charged to the Contractor and deducted from the amounts due him on
monthly and final estimates.
Sequence of Inspection
Contact the Texas Department of Transportation, Construction Division, Director of
Materials & Pavements Section (CP51), 125 East 11th Street, Austin, TX 78701-2483, to
provide the brand names and characteristics of all raw materials, which the vendor proposes
to use, and to schedule inspection of production. The Department's authorized inspector will
take samples of raw materials actually used in production and samples of the finished
product during production.
Provide standard friction-seal 0.47 liter (pint) cans for the sampling of raw materials and the
finished product. If the raw materials or the finished paint are waterborne, provide lined cans
to prevent rusting. The Department will witness the manufacturing in whole or part,
depending upon the discretion of the testing agency.
Note: Do not begin production until the Department's authorized inspector arrives, unless
prior specific approval for starting has been obtained.

Allow the inspector free access to areas in the manufacturing facility where products are
manufactured or where raw materials are stored. In all other ways, facilitate the inspector in
performing his duties. When stored, raw materials and finished products will be in an
orderly fashion to permit proper and correct inventory of these materials at all times.
Product Conformance
Conform the finished products on a weight basis to the composition requirements of the
Standard Formulae. No variation from the Standard Formulae will be permitted except for
the replacement of volatiles lost in processing, unless approved by the Director of
CST/M&P.
Conform the finished products to all requirements stipulated for each Standard Formula,
such as color, drying, flow, settling, brushability, can stability, hiding, etc., and film
characteristics such as gloss, hardness, light permanence, adhesion, etc.
Under parallel conditions with a Wet Standard, test coatings in accordance with the
Specification. CST/M&P will make this standard coating using the raw materials listed in
the Standard Formulae.
Manufacturing Procedures
The manufacturer has the discretion of manufacturing procedures unless specified otherwise
in the Specification. The manufacturer is responsible for ensuring that the proposed raw
materials and manufacturing procedure will produce a product meeting the Specification
requirements.
Finished Products
Skins and foreign materials are not allowed in the finished product. Fill containers by weight
based on actual density (gallon weight) of the product at 25C (77F).
Note: Make consistency, drying, and density (gallon weight) determinations on coatings at
25C (77F). Measure the consistency with a Krebs Stormer Viscometer as per ASTM
"D 562, Standard Test Method for Consistency of Paints Measuring Krebs Unit (KU)
Viscosity Using a Stormer-Type Viscometer." Run density in accordance with ASTM
"D 1475, Standard Test Method for Density of Liquid Coatings, Inks, and Related
Products."
Containers and Markings
Ship the finished products in suitable strong, well-sealed containers that meet specification
and federal requirements and are sufficiently sturdy to withstand normal shipping and
handling.

Label the finished product containers and cases with a durable label, legibly printed with the
following:

"TxDOT"

name and designation of the product

Requisition number (if applicable)

"Meets TxDOT's DMS-8100"

batch number of both base component and curing agent, if applicable

date of manufacture

gross weight

manufacturers name and

"For Industrial Use Only."

Label the sides of containers and cases. Labels must be sufficiently moisture resistant to
withstand outdoor storage for a minimum of 1 yr. When the finished product is palletized,
place the containers with the labels facing to the outside for easy identification. Once
properly labeled, do not modify or change the label in any manner without specific approval
of the Director of CST/M&P.
Supply a Material Safety Data Sheet to comply with OSHA's Hazard Communication
Standard 29 CFR 1910.1200.
Raw Materials
Substitutions
The exact brands and types of raw materials used in the Wet Standard are listed to facilitate
the selection of parallel materials equal not only in quality and composition, but also in
physical and chemical behavior after aging in the finished product.
Since evaluation of the finished product containing questionable materials may require 60
days and since meeting the delivery schedule is the responsibility of the manufacturer, the
manufacturer is reminded to schedule material procurement and production to permit
delivery commitments.
The Director of CST/M&P will make the final decision as to the equality of materials. After
the Department has agreed to the brand names and types of raw materials proposed by the
manufacturer, no substitution is allowed during the manufacture without prior agreement
with the Department.
Note: It is the responsibility of the manufacturer to select raw materials, which not only meet
the individual raw material specification, but also produce a finished product meeting
the specific formula requirements.

continental limits of the United States, review 'Substitutions' under 'Raw Materials when
considering the use of materials of foreign origin.

Throughout manufacture, take every precaution to prevent moisture
contamination. To avoid moisture from entrained air, agitate the batches no
longer than necessary for complete mixing.
Label each container with all requirements specified in the
Containers and Markings section of this Specification. Permanently affix
to each container, a legible label containing the following mixing
instructions.
One 3.8 L (1 gal.) quantity of thoroughly mixed unthinned paint (56%
volume solids) should theoretically coat 83.6 m2 (900 sq. ft.) at 25 m (1
mil) thick. Aliphatic and aromatic naphthas may be used for thinning and
cleaning purposes.
Note: Do not thin this paint more than 62 mL per liter (1/2 pt. per gallon) of
paint. This gives a volatile organic compound (VOC) of 390 g/L (3.25
lb./gal.) of thinned paint

Label each 18.9 L (5 gal.) container with all requirements specified in the
Containers and Markings section of this Specification. Permanently affix
to each container, a legible label containing the following mixing
instructions.
Mixing Instructions One complete kit consists of 13.2 L (3-1/2 gal.) of base component and 3.8
L (1 gal.) of curing agent. Mix 1 can of curing agent into 1 bucket of
thoroughly mixed base component and mix at least 30 min. (induction
time) before using. Strain the complete mixed plant before using.
The volume of finished paint, when a kit is mixed, is approximately 17.0 L
(4-1/2 gal.). For smaller amounts, mix 3-1/2 parts by volume of base
component with 1 part by volume of curing agent.
One 3.8 L (1 gal.) quantity of thoroughly mixed unthinned paint (56%
volume solids) should theoretically cover 83.6 m2 (900 sq. ft.) at 25 m (1
mil) thick.
Use glycol ethers, ketone solvents or combinations for thinning and
cleaning purposes.
Note: Do not thin this paint more than 62 mL per liter (1/2 pt. per gallon) of
paint. This gives a volatile organic compound (VOC) of 390 g/L (3.25
lb./gal.) of thinned paint

Zinc Dust Portion

Mixing Instructions

DMS-8100, Structural Steel Paints - Formula

Label each container with all the requirements in the Container and
Markings section of this Specification and designate as the "Zinc Dust
Portion." Permanently affix to each container a legible label containing the
mixing instructions.
One complete kit consists of one 7.6 L (2 gal.) carton containing the liquid
portions and one 13-1/4 L (3-1/2 gal.) bucket containing the zinc dust.
Thoroughly mix the liquid portions before pouring them together into a
suitable clean mixing container. Allow the mixed liquids to stir for at least
30 min. (induction time) before adding the zinc dust component. While
stirring the liquids, add the zinc dust slowly. Continue to stir until all the zinc
dust is completely dispersed. If further thinning is needed, a small amount of
ketone, glycol ether, combinations thereof or similar approved solvent may
be used. Strain before using.
The volume of the finished paint, when the 3 parts of 1 kit are mixed
together is approximately 11.4 L (3 gal.). One 3.8 L (1 gal.) of unthinned
finished paint (56% volume solids) should theoretically cover 83.6 m2 (900
sq. ft.) at 25 m (1 mil) thick.
Note: Do not thin this paint more than 62 mL per liter (1/2 pt. per gallon) of
paint. This gives a VOC content of 400 g/L (3.34 lb./gal.) of thinned
paint.
For small quantities of paint, use 1.2 parts of base, 1.0 parts of catalyst and
8.0 parts of zinc dust, all by weight.

#800e Prime Coat


800e coating is a 2-package epoxy primer/intermediate coating consisting of 3-1/2 gal. of
base in a 5-gal. bucket and 1 gal. of curing agent in a 1-gal. can. This paint is designed to be
used over Class B Blast Cleaning in low corrosion environments or as an intermediate
coating over 810e Prime Coat as an option for a special protective system.
