ConstitutionoftheThirdKaiserinReich

WethepeopleandcrownoftheKaiserinrealm,inordertoestablishamoresecure,
stable,andprogressiveatmosphere,provideforfutureevents,enactacommon
defense,andenableourfullpotential,toordainandestablishthisConstitutionforthe
ThirdReichofKaiserin.

SectionI
ArticleI

TheGovernmentoftheCommonwealthoftheKaiserinreichisstructuredassuchandmaintains
thefollowingpowers:

1. Kaiserinreichisaconstitutionalmonarchywithanbicameralparliamentcalledthe

Reichstag.
2. KaiserinCityisrecognizedasthecapitaloftheReichandwillbetheseatofthe

EmpressandtheReichstag,whichwillenforcethelawsoftheReichthroughits
territories.
3. TheReichstagwillhavetheauthoritytoproposeandpassnewlegislationfortheReich,

aswellaselecttheChancellor.
4. TheEmpresswillrepresenttheReichintermsofforeignrelations,aswellashavethe

powertovetolegislationpassedbytheReichstag.TheEmpresspowersalsoinclude
thatofCommanderinChiefoftheArmedForces,theappointingofMinistersofstate,the
passingofRoyalActsduringtimeofcrisisandotheritemstobelateraddressedinthis
document.
5. TheReichisdividedintoseveralcantons,witheachhavingtheirowngovernor

appointedbythemonarch.Therearealsoprotectorates,functioningsimilarlytocantons,
andterritories.
6. TheconstitutionoftheReichactstogetherwiththeLegalCodeandtheBillofRightsas

thelegalfoundationofthenation.Eachofthesedocumentsgoesintoeffectafterhaving
beenapprovedbytheReichstagthroughamajorityvoteandthenafterhavingbeen
signedby4Kaiserinreichcitizens.Allchangestoanyofthesedocumentsrequirethe

approvaloftheReichstag.

SectionII
ArticleI

1. TheReichstagisdefinedasthehighestbodyoflegislationwithinthisCommonwealth
andiscomprisedofdemocraticallyelecteddelegatescalledElectors.
2. EachReichstagElectorisgrantedonevoteintheReichstagforeachpieceoflegislation
proposedinthatbody.
3. Elections:allcitizenslivinginastateornationaldistrictgetasinglevoteeveryfour
citizensinastateequaloneelectoreachelectorperstateiselectedfromitsown
populaceonceanelectorposthasbeenfilled,otherelectionstakeplaceamongthe
remainingpopulacetodetermineotherelectorsduetogovernorsbeingappointed,one
canbebothagovernorandelectoratthesametime.ElectionsfortheReichstagmust
takeplaceatleastthreetimesayear.
4. Whenvotingonlegislation,eachelectormaychosetovoteYayorNayonabill.Yay
representsapprovaloflegislation,whileNayrepresentsoppositiontolegislation.
Electorscanalsoabstainfromvoting.Themonarchcanalsovetolegislationsuptothree
timeswithin60daysbutthatvetocanagainbeoverturnedbytheReichstagifatleast
75%voteforit.
5. LegislationcanbeproposedatanytimetheReichstagisnotinsession.Legislationtobe
proposedatthenextsessionofReichstagmustbesenttotheChancellor,sothatitmay
beaddedtotheReichstagvotinglist.Thislegislationwill,intheformpresented,beup
forvotingatthenextReichstagsession.LegislationmustbewrittenintheEnglish
language,becomprisedentirelyofblacktext,andmustnotbedesignedtoobscureor
hideanypartofthelegislationproposed.Otherwisetheproposalisdeclaredvoid,evenif
ithasbeenpassedintolaw,andisconsiderednullifiedinallinstancespast,present,and
future.AnytreatiesoftheKaiserinreichwithforeignnations,iftheyincludeattemptsto
hideorobscureclauseswithinthetreaty,canbedeclaredvoidaswellandsever
relationswiththatstate.Inordertopreserveitssovereignty,thisCommonwealthmay
alsodemandreparations.
6. TheReichstagwillbecalledtosessionregularly.Aminimumof4Electorsmustbe
presenttohaveameeting.
7. Ifanelectorissuspectedoftreasontotheircanton,themonarchortheReich,itsthe
rightofthemonarchtodeclarethatelector'sofficevoiduntiltheyhaveproventheir
innocenceandloyalty.Iftheycandoso,theirofficeisrestoreduntilthenextelection.To

ensurethattheReichstagissufficientlystaffed,themonarchmaynameuptoone
replacementelectorfromwithintheReichtoactasareplacement.Alsothemonarch
maynotvoidanelectorifthenumberofdelegatesintheReichstagweretodropbelow
three,notincludingthemonarchorthepotentialreplacementelector.
8. DeclarationsofwarorpeacemayonlybemadethroughpassageinReichstagaswellas
anapprovalfromtheMonarch.
9. TheConstitutionoftheKaiserinreichandlegislationpassedbytheReichstagofthe
Kaiserinreichwillbepostedinthesubreddit.
10.

Majorityapprovalinthisdocumentisherebydefinedasapprovalviayayvotesof

atleast50%ofthenonabstainingvotes.
11.

TheReichstagmaynotinterferewiththemonarchscompetences,asdetailedwithin

thisdocument.

ArticleII

1. ShouldtheReichstaginanywayfailtoorganizeorholdsessionfor60days,onlythe

approvaloftheMonarchisneededtocallforanewconstitutionalconventionoranew
election.
2. ShouldthisCommonwealthfinditselfconqueredorsubjugatedbyaforeignentity

involuntarily,thisconstitutionurgescitizenstoorganizeresistanceandpersistinfighting
thatentityuntilherindependenceandthisdocumentcanberestored,andauthorizesthe
trialandconvictionofthosewhocollaboratedwiththeentityfortreasonimmediately
afterward.ThisconstitutionremainsineffectevenifthisCommonwealthgovernsinexile.
ItandthelawsofKaiserinarenotdiscardedifthisgovernmentactsinexile.
3. Ifsubjugated,butthisconstitutionallowedtopersistunderthenewrulers,thisdocument

willserveasboththegovernmentinexile,andthenationundersubjugation,givingthe
subjugatedpeoplesofKaiserinreichtheunlimitedauthoritytodowhatisneededtowin
backthenation'sfreedom,andanyactstakenundertheoccupationwiththeintentof
freeingorlooseningtheenemygripwillbepardoned.Themilitarywillstillbesubjectto
themonarchinthesecircumstances.
4. Incaseofwar,allcitizensoftheReichhavethedutytoservetheircountrytothebestof

theirabilities.CitizenswhotakeuparmsagainstsubjugatorsorenemiesoftheReichare
guaranteedtoreceive3diamondsfromthegovernmentforeachenemytheymanageto
pearlduringtheconflict.

5. TheReichmayholdpearlsofprisonersofwarindefinitely,unlesstheycanprovetheir

noninvolvementintheconflictduringwhichtheywerepearled.

ArticleIII

1. AsecondhousewithintheReichstagnamedtheCouncilofGovernorsandtobe
comprisedoftheGovernorfromeachcantonwithintheCommonwealth,aswellasthe
Monarch,whosemainpurposeistoprovideaquickanddemocraticmeansof
governmentwhenthestateisinatimeofconflictorstrife.
2. TheCouncilwillonlybeabletocomeintosessionatthecalloftheReichstag,which
mustfirstapprovethemeasurebyamajorityvote.Uponthecallingintosessionofthe
Council,theReichstagwillbedissolveduntilsuchtimeastheCouncilagreestodissolve
itself,ortheMonarchdecidesthatthecrisishashandled,andmaycalltheReichstag
intosessiononcemore,dissolvingtheCouncilintheprocess.
3. TheCouncil,wheninsession,willbeincontroloftheCommonwealth,andthetreaties
madebyit,aswellasallotherbillssolongastheydonotunderminetheconstitution,
willbecomelaw.TheonlyactnotallowedtotheCouncilisthatofthecreationofan
amendment.ThisisinordertokeepacheckontheCouncil,andtokeepitfromusingits
strengthtostayinpower.
4. TheCouncilwillvoteonallissues,andmustbecomprisedofnolessthan3Governors.
Intheeventofatie,theMonarchmaycastthedecidingvote,eveniftheyhavealready
votedintheoriginalvote.
5. TheCouncilofGovernorscan,uptotwiceamonth,grantfullemergencypowerstothe
monarchforaperiodofupto48hours.Duringthattimeframehowever,noconstitutional
changesareallowedandifthemonarchattemptsthis,thesepowersarewithdrawn
immediatelyandthemonarchwillbetrialed.

SectionIII
ArticleI

1. Themonarchisthesupremeheadofstateandtheprimaryauthoritywithinthenation.
Theymayappointtheirsuccessoratanytimefromwithinthecitizenryandcanonlybe
removedfromofficebytheirownaccordorbytheFoundingMonarch.
2. TheFoundingMonarchhasthesolerighttoreplace/removeamonarch,andtherightto
retakethethroneatanytime.
3. TheprimarypurposeofthemonarchistoappointanddismisstheChancellor,cantonal
governorsandministersofstate,aswellastopresideoverbothhousesofthe
Reichstag.ItisalsothemonarchstasktoadministertheterritoriesoftheReich.
4. Themonarchisthefirstinstanceofdiplomacyofnationbutmayappointanddismiss
diplomatsfromwithinthecitizenrytospecificnationsand/orquadrantsaccordingtotheir
judgement.InthisfunctionboththemonarchandtheirdiplomatsrepresenttheReichto
foreignnationsorentitiesandcommunicatewiththem.Howeverallinternationaltreaties
ordeclarations,excludingtreatiesoffriendship,mustrequireapprovalbytheReichstag,
unlessthemonarchcurrentlyhasfullemergencypowers.Themonarchmayalso
embargoforeignnations,entitiesandproductswiththeconsentoftheReichstag.
5. Ifgrantedfullemergencypowersbythecouncilofgovernors,themonarchassumesfull
controloverthenationforaperiodofupto48hours.Duringthattimetheyrequireno
approvalbytheCouncilofGovernorsbutcannotaltertheconstitutionorinfringeonthe
rightsoutlinedintheBillofRights.
6. Themonarchservesassupremecommanderofthearmedforcesofthenationandcan
appointgeneralsfromwithinthearmedcitizenry.
7. Themonarchmayrestricteconomicsectorstospecificcantons.Thisismeantto
strengthentheinterdependenciesofthecantonswithinthenation.Howevertheycannot
bareconomicsectorsfromtheentirenationorfromprotectorates.
8. ThemonarchmayparticipatevotesforboththeReichstagandtheCouncilofGovernors,
aswellasrevealtheirpoliticalopiniontothenation.Theyarenotboundtoneutrality.
Theycanalsovetopiecesoflegislationuptothreetimeswithin60days.
9. KaiserinCityscantonalgovernorwillalwaysbetherulingmonarch.

ArticleII

1. TheChancellorservesasheadofgovernmentandisappointedbythemonarchaftera
majorityvotewithintheReichstag.Theycanbedismissedbyavoteofconfidenceifthe
majorityofReichstagelectorsvotesagainstthem.Thisvoteofconfidencecanbe
suggestedbyanyvotingmemberoftheReichstag,includingthemonarch.

2. Thechancelloractsastheprimaryvoiceoftheministersofstateandtheelectorstothe
monarchandtheworld.Itistheirtasktoinformthepopulaceofpassedlegislationandto
manageReichstagsessions.TheyarealsoamemberoftheCouncilofGovernors,even
iftheyarentgovernorofacanton.
3. IncaseofatrialofacitizenofKaiserinCityscanton,thechancelloristhedefault
presidingjudgeinsteadofthemonarchandgovernorcompareSectionIII,ArticleI,
paragraph9andSectionIII,ArticleIII,paragraph6.
4. Sincethechancellorservesasfirstamongequalsamongtheministersofstate,theycan
suggestwhichcitizensthemonarchshouldappointasministersandwhichportfoliothey
shouldfillout.Ifthemonarchacceptsthatsuggestion,theministerisappointed.
5. Ministersofstatehavetheirportfoliospecifiedbyboththemonarchandthegovernor.It
istheirtasktoinformthevotingdelegatesoftheReichstagabouttheirportfolioandto
fulfillthistaskdutifully.Ifthey,accordingtothemonarch,failintheirposition,the
monarchcandismissthemwithoutaReichstagvote.
6. Noteveryportfolioneedstohaveaministerassociatedwithitatalltimesandthereisno
minimumnumberofministers.Theexistenceofministersisamatterofboththe
chancellorandthemonarchalone.

ArticleIII

1. Governorsserveastheregionalgovernmentofeachcantonorprotectorate.Itistheir
tasktoensuretheirlandprospersandthatitscitizensarerepresentedintheReichstag.
2. Theofficeofgovernorcanonlybeheldbyacitizenlivingintheaffectedcantonor
protectorateandeverygovernorisappointedbythemonarchaftertheReichstags
approval.Theycanbedismissedbythemonarchifatleastoneresidentoftheir
constituencyvoicesdistrusttowardsthem.
3. Allgovernorshavecontrolovertheinfrastructureandtheconstructionwithintheirlands,
howevertheyhavetoabidewithCommonwealthlegislationand,ifrequestedtoa
cantonalgovernor,thewillofthemonarch.Thegovernorofaprotectoratedoesnothave
toabidetopotentialrequestsofthemonarch.
4. Ifacantonalgovernorfeelsthatarequestofthemonarchisunjustified,theymay
proposeavoteonittotheReichstag.
5. EverygovernorhasaseatontheCouncilofGovernorsanditistheirdutytofulfilltheir
postthereintimesofcrisis.Ifagovernorfailstoshowpresenceduringsuchtimes,they
canberemovedviamajorityvotefromtheremainingcouncilofgovernors.

6. Governorsserveasthejudgeatalltrialsofresidentsoftheirrespectiveconstituency.
Theymaytransferthatdutytoeitheranothergovernor,thechancellororthemonarchif
theyfeeltheyarepartialtotheaccused.

SectionIV
ArticleI

1. ThisconstitutionappliestoalllandsoftheReich,betheycantons,protectoratesor
territories.Howevercantonsandprotectoratesmayenactlocallaws,aslongasthosedo
notcontradictfederallegislation,theLegalCodeortheBillofRights.
2. OnlycantonsandprotectoratesmaysendElectorstotheReichstagandhavegovernors
whichcanparticipateintheCouncilofGovernors.
3. Theminimumpopulationofacantonorprotectorateisfoursemiactivecitizens.Active
semicitizensherereferstothemmakingthemknowninanykindofprovableshapeor
formatleastevery7days.Howeveronceaterritoryhasreachedthatpopulationlevel
andbecameacantonorprotectorate,itcannotlosethatstatusunlessitsactive
populationgoesdowntozerofor60daysifitisacantonor90daysifitisaprotectorate.
Ifthatbecomesthecase,itrevertsbacktoterritorystatus.
4. TerritoriesarethefrontieroftheReichandareadministeredbythemonarchor
royallyappointedstandins.ThesedonotrequiretheapprovaloftheReichstagand,in
theirtaskasstandins,onlyanswertothemonarch.Whoeveradministersthose
territories,however,hasthetasktodeveloptheterritoryinquestiontothebestoftheir
abilitiesandthegoodoftheReich.Allofthismusttakeplacewithintheboundsofthis
constitutionand,iftheterritoryhasanactivepopulation,alsotheLegalCodeandtheBill
ofRights.
5. Ifaterritoryhasaterritoryofatleast4activecitizens,itcanapplyforcantonor
protectoratestatus,dependingonwhatsappropriate.

ArticleII


1. Protectoratescanonlybeestablishedbyroyaldecreeifeitheraforeignterritorywishes
tojointheReichasaprotectorateoriftheinhabitantsofaformersovereignstate
centeredonKaiserinreichsoilreturn.Itisnotpossibleforaregionwhichwasfirstsettled
byKaiserinreichtobecomeaprotectorateofitsownright.
2. Protectorateshavetherighttousetheirownsymbolsalongwiththenationalsymbolsof
theKaiserinreich.Theyalsocannothavetheireconomyberestrictedbyroyaldecree,s.
SectionIII,ArticleI,section#7.
3. Inallotheraspectsprotectoratesaretobetreatedthesameascantons.

ArticleIII

1. IfasovereignterritorywishestojointheReich,itmustsendanapplicationandcensus
datafromwithinthelast30daystoeitherthechancellororthemonarch.Ifbothdont
object,ithastopassamajorityvoteintheReichstagbeforetheannexationwillbe
finalized.NonsovereignterritoriescannotapplytojointheReich.
2. UninhabitedterritoriescanbeaddedtotheReichattherequestofanyofitscitizens.
Afteraroyalcommitteehasconfirmedthattheterritoryinquestionisunclaimed,the
Reichstagmustvoteonitsannexation.
3. Territorialpurchasesortransfersfromortoothernationsrequireamajorityinthe
Reichstag.
4. AcantonorprotectoratemaysecedefromtheReichbutitmustmeetseveralcriteria.
Foroneatleast75%ofthepopulationinthatregionmustdesiresecession,secondly
thegovernormustapproveofsecession,thirdlyatleastthemajorityofthepopulation
musthavebeenaKaiserinreichcitizenforatleast3months,andfourthlyitmustpresent
afirstdraftofitstermsofsecession,whichalsoneedtosolveanyissueswiththefederal
government.Ifthosefactorsareallproventoaroyalcommittee,negotiationsonthefinal
termsofsecessionmustbepresentedtotheReichstag.Ifthoseareacceptedbythe
Reichstagwithatleast66%ofthevotesinfavorifitisasecessionistcantonoratleast
50%ifitisasecessionistprotectorate,thelandinquestioncanlegallysecede,will
officiallygetrecognizedasasovereignnationanda60daytrucebetweentheReichand
thenewnationwillbedeclared.

ArticleI

1. TheReichusesadiamondstandardofcurrency.Theexchangeratetoironistobeset
andadjustedbythemonarch.EachReichstagdelegatehastherighttopropose
adjustmentstotheexchangeratetothemonarch.
2. ThegovernmentoftheReichmayinitiateRoyalWorks,buildingprojectsforthegoodof
theentirenation.Allcitizensparticipatinginthemwillreceive2diamondsforeach
provenhourofworkaspartoftheseprojects.
3. TherearenomandatorytaxesintheCommonwealthoftheKaiserinreich.Howeverall
citizensareencouragedtodonatematerialsandwealthtothenation.

ArticleI

1. TheflagoftheCommonwealthoftheKaiserinreichcanbedescribedassuch:atricolor
ofblack,yellow,andwhiteinthatorderwithablackironcrosslaidatopthetricolorinthe
center.
2. TheofficialbannersoftheCommonwealthoftheKaiserinreichcanbedescribedas
such:atricolorofblack,yellow,andwhiteinthatorderwithadarkgraycrosslaidatthe
tricolorinthecenter.
3. EachsignificantsettlementintheReichshallreceiveanImperialDistrict.Thosewill
consistoutofanemergencybunkerandasecuremeetinglocationforeitherthelocalor
thefederalgovernmentintimesofcrisis.
4. TheofficialmottoofthenationisFrKaiserinundReich.
5. Allprotectorateshavetherighttoflytheirownbannersandflagsalongsidetheirimperial
equivalents,s.SectionIV,ArticleII,paragraph#2.
6. AlltrialswithintheReichmustfollowtheLegalCode.

ThisConstitutionwillbeconsideredvalidwithasimplemajorityoftheKaiserinreichpopulation
