In this proposal I advocate that a Trade Agreement be established between Israel, Jordan and the
Palestinians for the mass manufacturing of the electric automobile for regional development and that a
UN Regional Human Rights Terrorism Court be established in East Jerusalem to utilize the rule of law
in resolving the Middle East Peace Process and my status as a displaced person having applied for
Israeli Citizenship and refugee status on 22 August 2004 under the Law of Return.
I originally proposed this Diplomatic Plan for Middle East Peace to UNESCO Amman when I was
living in Nazareth, Israel and had traveled to Amman in early 2006 with my Israeli spouse, *******.
She is the neice of the former ********** and was employed by Aharon Barak the former Chief
Justice of the Israeli Supreme Court and employed by Ehud Olmert when he was Mayor of Jerusalem.
I propose in this plan that a "Peace and Reconciliation" Summit for Sukkot (The Feast of Tabernacles)
be established and held on the Temple Mount and that Article 21 of the Anglo-American Treaty of 1924
(Law for the Protection of Antiquities) be enforced so that the Copper Scroll of the Qumran
Antiquities (Dead Sea Scrolls) which is held in the Jordan Museum Amman be returned to the Jewish
People for further research as part of the Cultural Life of the Jewish Community as I transliterated the
Greek Characters on the Copper Scroll (Megillat HaNechoshet) into Hebrew revealing the Statute for
Sukkot and drafted my research paper and published Appendix F of, "Praise is the Foundation"

The establishment of a UN Regional Human Rights Terrorism Court (UN Regional
Claims Court) is essential to resolve the long standing investigation of the death
of Alex Michal Odeh who was murdered in a domestic bombing in Santa Ana,
California on 11 October 1985.
As a witness against ************* in that case, I am entitled to witness security
protection and the Executive Department of the US Government is obligated to
facilitate providing me that protection since my alias *************** and

In closing, I feel that my proposal should be adopted into the American Foreign
Policy on the Middle East and that the Anglo-American Treaty of 1924 requires this
approach to resolving the Mid East Peace Process as the Treaty remains in force as
the Supreme Law of the Land under the Supremacy Clause of the US Constitution.
The treaty has force of international law pursuant to the San Remo Resolution and
Article 80 of the UN Charter and remains in force pursuant to the 1969 Convention

on the Laws of Treaties. Thank you for your time and attention to this important
