Hi Patti,
The biggest difference is the per diem rates. We use the rates established by the U.S. Department
of State for foreign travel. You can find them here: http://aoprals.state.gov/content.asp?
content_id=184&menu_id=78.
There is a policy revision memo that allows upgrades for air travel from economy or coach class to
business class for travel greater than 5,000 miles one way from Sacramento that I believe is still
valid. The memo does not apply to elected officials.

the CA group however I think the WH is more interested in what we are doing with NCBM since they
represent a tough market place. What do you think about us doing this and sending out a notice by

We would send out an email message each morning M-F as a reminded and highlight a story.

Stories such as:

Leonard, 56 years old, showed up 30 min early at Central Library and was the first to get
served. His insurance had been cancelled and he has high blood pressure. He really needs his
medicine. He came with all his paperwork and qualified for insurance for $1/month.
Lady A discontinued her insurance 2 years ago because it was too expensive. She was able to
enroll in a better plan for one third the cost of her previous plan.
Lady B is on Social Security Assistance and travels from Sacramento to Fresno to receive
healthcare. She currently pays $150 per month. With Covered CA she will only pay $72 per
month and will be able to access services in Sacramento. She is excited!!!
Family of 5 seeking healthcare. Wife has healthcare, kids have Medi-Cal, husband has no
health insurance. They were seeking one policy that covers the entire family. Result ??
Taylor and Tyler are 20 year old twins in college with no healthcare. They are very active
young adults. They signed up at the Church on Enrollment Day.

Nick and Corina could manage as their last project. What do you think? I am open. What we need
Elected Officials to do is to help get the word out.

Honors Gala

Upper Marlboro, Md. ? The Maryland Black Mayors Inc. (MBM Inc.) awarded
academic scholarships to (8) students from member represented municipalities in
Maryland at the MBM ?Red Carpet? Honors Gala held March 28 at Camelot by
Martin?s.
In partnership with the Empowerment Institute Inc., a nonprofit organization
dedicated to empowering youths throughout the state of Maryland, nearly $20,000
was raised in support of higher education and future Maryland Black Mayors Inc.
community activities.
?We could not be more delighted by the tremendous show of support for the 2014
MBM Honors fundraising gala,? said Capitol Heights Mayor Kito James, President of

As you know, Johnson is at considerable odds with NCBM and their Executive Director, Vanessa
Williams. It is unfortunate - and somewhat ironic - that he has maderepeated efforts to disrupt our
business with you and AMUNAFRO.

The meeting Johnson is referencing represents his latest effort to circumvent the actual Board
bygathering some of his supporters and pretending he is having a legitimate board meeting. The
reality is the majority of the real Board supports Vanessa and her efforts.

These issues will be resolved pursuant to a hearing scheduled for December 13, 2013.However,
none of this should have been AMUNAFRO's concern (especially on the eve of this exceptionally
important conference), and we are genuinely embarrassed and regretful about Johnson's actions.

In closing, we wish to thank you for your longstanding friendship and support, and to reaffirm our
continuing support for our joint mission and upcoming conference. We cannot speak for Mayor
Johnson, but we will continue to comport ourselves with the utmost professionalism and respect for
your convention, your community, and your country.

MAYOR STEVE BENJAMIN, Columbia, South Carolina
In a record turnout, Steve Benjamin was elected Mayor of Columbia in April of 2010.
He has worked very actively in community initiatives with numerous public and private organizations
dating back to his years at the University of South Carolina where he served as President of the Student
Government and as Student Bar Association President at the USC School of Law.
Mayor Benjamin has continued that service through the present, serving on numerous boards for

nonprofit organizations such as the Columbia Urban League, Benedict College, the Greater Columbia
Chamber of Commerce and as a Founding Board Member of the Eau Claire Promise Zone. He also served
as a founding member of Choose Children First.
In 1999, at age 29 Benjamin was appointed to Governor Jim Hodges' Cabinet as director of the state's
second largest law enforcement agency, the Department of Probation, Parole, and Pardon Services.
In 2009, Benjamin drew national attention by representing prominent radio host Tom Joyner and securing
a pardon for Joyner's great uncles wrongfully convicted in the death of a 73-year-old Confederate veteran
and executed in 1913. In a landmark decision, the South Carolina Board of Paroles and Pardons voted
unanimously to grant the posthumous pardon, the first for South Carolina in a capital case.
Having taken office in July 2010, Mayor Benjamin's first term has been characterized by his firm belief in
Columbia's potential and the intense focus on economic development and job creation that has helped
secure more than $1.1 billion in regional capital investment and create thousands new jobs in the midst of
a national recession. Combined with the rebirth of Main Street, these accomplishments have drawn
national attention and accolades including his being awarded an Aspen Rodel Fellowship, elected to the
U.S. Conference of Mayors Advisory Board and, most recently, being named one of The Washington Post's
"2011 The Root 100 List: The 100 most influential African Americans in 2011."
In addition to his work as Mayor, Benjamin practices law with Ogletree, Deakins, Nash, Smoak & Stewart.
He is married to the Honorable DeAndrea Gist Benjamin, a circuit court judge in South Carolina's Fifth
Judicial Circuit. The two are the proud parents of two daughters Bethany (7) and Jordan Grace (4).

PANELISTS:
YVONNE YANCY, Commissioner of Labor, City of Atlanta
Yvonne Cowser Yancy is a Human Resources professional with 16+ years of diverse experience within the
public and private sector and within union and non union environments. Over her career she has held
progressively more responsible roles in HR and has demonstrated the capability to design and implement
HR initiatives; lead HR teams; and proactively partner with executives within her client groups. Ms. Yancy
was recently Vice President, Human Resources Business Partner with SunTrust Bank supporting multiple
clients within the Diversified Commercial Bank division. In her role she serves as the HR lead on key
division talent and compensation initiatives and manages the people strategies and organization design
efforts within her client groups.
Prior to joining SunTrust, Ms. Yancy was the Director of Human Resources for Technology, Strategy &
Operations at Turner Broadcasting System, Inc. (TBS). In this role, Ms. Yancy led a team responsible for
delivery of corporate HR initiatives as well as divisional HR support to 1700+ employees across multiple
business units. While at TBS she led the people strategy for a $25 million system implementation,
managed a divisional rotational program, and supported her client groups in significant organizational
redesign.

Prior to joining TBS in 2007, Ms. Yancy held several progressively more responsible roles within HR at
Lincoln Financial Group (LFG). During her tenure at LFG, she supported multiple diverse clients groups
across four divisions and multiple geographies. Key accomplishments include leading the implementation
of manager and employee self service across the enterprise, developing the people strategy for key
divisional mergers, acquisitions & divestitures, and leading the people strategy for a $120 million in-source
of IT Infrastructure. Prior to joining LFG she was a Senior HR Representative with Ashland Chemical where
she supported 42 chemical distribution facilities across four regions within the US. Additionally Ms. Yancy
served as a first chair negotiator and managed the grievance process with the Teamsters at organized
facilities within her regions. She has also held HR roles with GE Capital, Ikon Office Solutions and Georgia
Tech.
A native of Atlanta, Ms. Yancy holds a BA degree in Economics from Northwestern University and an MBA
in Personnel Employee Relations from Georgia State University. Additionally she holds the Senior
Professional Human Resources (SPHR) certification. A former Board member of the Junior Achievement of
Delaware Valley, the Philadelphia Police Athletic League, the Lincoln Financial Group Foundation Board,
and the Atlanta Housing Authority. Ms. Yancy continues to be active in several organizations including The
Links, Inc., and SHRM Atlanta. Additionally Ms. Yancy serves as a mentor to young professionals seeking
careers in Human Resources.

ARCELIO APONTE, Director of Operations and Management for Economic Development in the City of
Newark
Arcelio Aponte brings over twenty years experience providing administrative management, project
management and policy development. He is currently the President of the New Jersey State Board of
education and brings over seventeen years of progressive and successful leadership in state and local
government and public education.
Mr. Aponte is currently the Director of Operations and Management for Economic Development in the City
of Newark. In this capacity, he provides management leadership for economic development, city planning,
housing, workforce development, and ex-offender reentry among other areas. He has provided
administrative oversight of departmental budget, staff, and standard operating policies and procedures.
He has led and contributed to the creation of new social programs that provide disadvantaged adults and
youth access to sustainable employment.
Aponte has successfully helped to establish the citys not-for-profit development corporation to manage
economic development initiatives; enhanced workforce-training services, created the Citys first exoffender reentry office, and is leading the development of the Citys Master Plan. He has successfully
merged departmental resources with public/private agencies to broaden and enhance services and
programs; restructured and redirected failing programs by implementing new standard operating
procedures, service processes, and hiring of management team.
Before joining the City of Newark, Aponte served the Associate Vice President for Facilities and
Construction Management at New Jersey City University where he developed and managed the

Universitys $500 million capital program that included campus real estate development and expansion,
construction of new facilities, renovation of existing buildings, capital maintenance upgrades, and
development of the campus master plan. Aponte created and launched the Universitys Council on
Management to elevate the proficiency of management and improve communication across administrative
and academic departments. The organization promoted the ideals of mentorship, succession planning,
team building, supervision, and leadership.
Aponte earned an MBA from Rutgers University and an Engineering Technology Degree from The College
of New Jersey. He lives in Piscataway, NJ with his wife, Susan, and their two children, Arcelio and Elissa.
REPRESENATIVE ALAN WILLIAMS, State of Florida
Representative Alan Williams was born and raised in the Tallahassee, FL. He graduated from Rickards High
School in 1993 and earned his B.S. and M.B.A. degrees in Business Administration from Florida Agricultural
and Mechanical University (FAMU). His roots and dedication to his hometown run deep and wide.
Representative Williams is the President & CEO of MW Land & Investments, LLC, a property management
and business development firm, founded in 2006.
In November 2008, Williams was elected to the Florida House of Representatives by the voters of District 8,
encompassing parts of Leon and Gadsden Counties. Representative Williams currently serves on the
Energy and Utilities Subcommittee, Senate Redistricting Subcommittee, Higher Education Appropriations
Subcommittee, Joint Committee on Public Counsel Oversight Committee, Transportation and Highway
Safety Subcommittee and State Affairs Committee.
In the years immediately before his election, Williams was an Aide to Tallahassee Mayor John Marks,
serving as liaison between the community and the Office of the Mayor. He advised the Mayor on
appointments to all city advisory boards and represented the Mayors interests as a board member for the
Tallahassee Visitors and Area Convention Bureau and the NASA Challenger Learning Center Board of
Advisors.
Living by the motto, To whom much is given, much is required, Representative Williams offers his time to
several community charities and organizations. Representative Williams also serves in numerous civic
capacities. He is an active and enthusiastic member of Leadership Tallahassee, Opportunity Tallahassee,
Leadership Florida, area Chambers of Commerce, United Way of the Big Bend Board of Directors and the
United States Commission on Civil Right Advisory Committee, to name but a few.
For his service he has been named Kappa Alpha Psi Brother of the Year, Northwest Florida League of Cities
Legislator of the Year (2011), Leadership Tallahassee Board of Governors Chair (2008), Statewide Council of
Advisors for Leadership Florida (2007), Ebony Magazines Twenty Future Leaders under 30 (2003) and
numerous others.
Rep. Alan Williams is married to Attorney Opal McKinney-Williams, a FAMU graduate from Miami, Florida.
They have been blessed with two children, Adrianna Williams and Alan-Louis Portlock Williams.

1. Let's talk about job creation first. This is the number one priority for every Mayor across the country.
Within your Cities, can you please outline the job creation initiatives that have been put in place and share
how you've been able to make them successful.
2. There are millions of open jobs across the United States but unemployment remains high. What role
can our Cites / Mayors play to connect job seekers with employers?
3. It's no secret that unemployment rates for veterans are very high but there are other groups that are
particularly hurting like youth and recent graduates. How can Cities support federal programs like Joining
Forces and Summer Jobs Plus or are local programs more important?
4. According to NACE (National Association of Colleges and Employers) 7 out of every 10 internships turn
into full time jobs suggesting that internships are the "new interview." How are you encouraging your
small businesses to hire interns?
5. According to Jobvite, 36% of job seekers have trouble finding positions that match their skills. How do
Cities track this problem and make sure that the right jobs are available for their citizens?
6. According to a recent article in the Wall Street Journal, you are 20 times more likely to find a job if you
have are introduced to a hiring employer. What can Mayors / Cities do to help job seekers maximize a
positive outcome in their job search?
7. In recent years there have been 2 huge technology advances beyond the Internet - first social media
and now mobile. I want to talk about social media first. More than 1 billion people use Facebook and
Twitter, sharing information with their friends. Do you believe that social networking can help job seekers
find jobs and, if so, how can government play a role?
8. Americans are increasingly becoming mobile (over 90% are subscribers according to the CTIA the
association for the wireless industry). Do you believe that "Mobile" technology has a role to play
connecting small business with job seekers in your cities and how are you facilitating it?
9. We've talked a lot about job seekers so let's talk about employers now. The vast majority of jobs in the
United States emanate from small businesses. How can Mayors / Cities support a small business in an
increasingly "Mobile" & "Social" world?
10. Governing in today's world is becoming more and more challenging but how can we as leaders
promote a community based technology solution to create better matches for all of our constituents and
business alike?

MAYOR STEVE BENJAMIN, Columbia, South Carolina
In a record turnout, Steve Benjamin was elected Mayor of Columbia in April of 2010.
He has worked very actively in community initiatives with numerous public and private
organizations dating back to his years at the University of South Carolina where he served as
President of the Student Government and as Student Bar Association President at the USC
School of Law.
Mayor Benjamin has continued that service through the present, serving on numerous
boards for nonprofit organizations such as the Columbia Urban League, Benedict College, the
Greater Columbia Chamber of Commerce and as a Founding Board Member of the Eau
Claire Promise Zone. He also served as a founding member of Choose Children First.
In 1999, at age 29 Benjamin was appointed to Governor Jim Hodges' Cabinet as director of
the state's second largest law enforcement agency, the Department of Probation, Parole,
and Pardon Services.

In 2009, Benjamin drew national attention by representing prominent radio host Tom Joyner
and securing a pardon for Joyner's great uncles wrongfully convicted in the death of a 73year-old Confederate veteran and executed in 1913. In a landmark decision, the South
Carolina Board of Paroles and Pardons voted unanimously to grant the posthumous pardon,
the first for South Carolina in a capital case.
Having taken office in July 2010, Mayor Benjamin's first term has been characterized by his
firm belief in Columbia's potential and the intense focus on economic development and job
creation that has helped secure more than $1.1 billion in regional capital investment and
create thousands new jobs in the midst of a national recession. Combined with the rebirth of
Main Street, these accomplishments have drawn national attention and accolades including
his being awarded an Aspen Rodel Fellowship, elected to the U.S. Conference of Mayors
Advisory Board and, most recently, being named one of The Washington Post's "2011 The
Root 100 List: The 100 most influential African Americans in 2011."
In addition to his work as Mayor, Benjamin practices law with Ogletree, Deakins, Nash,
Smoak & Stewart.
He is married to the Honorable DeAndrea Gist Benjamin, a circuit court judge in South
Carolina's Fifth Judicial Circuit. The two are the proud parents of two daughters Bethany (7)
and Jordan Grace (4).

YVONNE YANCY, Commissioner of Labor, City of Atlanta
Yvonne Cowser Yancy is a Human Resources professional with 16+ years of diverse
experience within the public and private sector and within union and non union
environments. Over her career she has held progressively more responsible roles in HR and
has demonstrated the capability to design and implement HR initiatives; lead HR teams; and
proactively partner with executives within her client groups. Ms. Yancy was recently Vice
President, Human Resources Business Partner with SunTrust Bank supporting multiple clients
within the Diversified Commercial Bank division. In her role she serves as the HR lead on key
division talent and compensation initiatives and manages the people strategies and
organization design efforts within her client groups.
Prior to joining SunTrust, Ms. Yancy was the Director of Human Resources for Technology,
Strategy & Operations at Turner Broadcasting System, Inc. (TBS). In this role, Ms. Yancy led a
team responsible for delivery of corporate HR initiatives as well as divisional HR support to
1700+ employees across multiple business units. While at TBS she led the people strategy
for a $25 million system implementation, managed a divisional rotational program, and
supported her client groups in significant organizational redesign.

Prior to joining TBS in 2007, Ms. Yancy held several progressively more responsible roles
within HR at Lincoln Financial Group (LFG). During her tenure at LFG, she supported multiple
diverse clients groups across four divisions and multiple geographies. Key accomplishments
include leading the implementation of manager and employee self service across the
enterprise, developing the people strategy for key divisional mergers, acquisitions &
divestitures, and leading the people strategy for a $120 million in-source of IT Infrastructure.
Prior to joining LFG she was a Senior HR Representative with Ashland Chemical where she
supported 42 chemical distribution facilities across four regions within the US. Additionally
Ms. Yancy served as a first chair negotiator and managed the grievance process with the
Teamsters at organized facilities within her regions. She has also held HR roles with GE
Capital, Ikon Office Solutions and Georgia Tech.
A native of Atlanta, Ms. Yancy holds a BA degree in Economics from Northwestern University
and an MBA in Personnel Employee Relations from Georgia State University. Additionally she
holds the Senior Professional Human Resources (SPHR) certification. A former Board member
of the Junior Achievement of Delaware Valley, the Philadelphia Police Athletic League, the
Lincoln Financial Group Foundation Board, and the Atlanta Housing Authority. Ms. Yancy
continues to be active in several organizations including The Links, Inc., and SHRM Atlanta.
Additionally Ms. Yancy serves as a mentor to young professionals seeking careers in Human
Resources.

ARCELIO APONTE, Director of Operations and Management for Economic Development in


the City of Newark
Arcelio Aponte brings over twenty years experience providing administrative management,
project management and policy development. He is currently the President of the New
Jersey State Board of education and brings over seventeen years of progressive and
successful leadership in state and local government and public education.
Mr. Aponte is currently the Director of Operations and Management for Economic
Development in the City of Newark. In this capacity, he provides management leadership for
economic development, city planning, housing, workforce development, and ex-offender
reentry among other areas. He has provided administrative oversight of departmental
budget, staff, and standard operating policies and procedures. He has led and contributed to
the creation of new social programs that provide disadvantaged adults and youth access to
sustainable employment.
Aponte has successfully helped to establish the city?s not-for-profit development
corporation to manage economic development initiatives; enhanced workforce-training
services, created the City?s first ex-offender reentry office, and is leading the development
of the City?s Master Plan. He has successfully merged departmental resources with
public/private agencies to broaden and enhance services and programs; restructured and
redirected failing programs by implementing new standard operating procedures, service
processes, and hiring of management team.

Before joining the City of Newark, Aponte served the Associate Vice President for Facilities
and Construction Management at New Jersey City University where he developed and
managed the University?s $500 million capital program that included campus real estate
development and expansion, construction of new facilities, renovation of existing buildings,
capital maintenance upgrades, and development of the campus master plan. Aponte created
and launched the University?s Council on Management to elevate the proficiency of
management and improve communication across administrative and academic departments.
The organization promoted the ideals of mentorship, succession planning, team building,
supervision, and leadership.
Aponte earned an MBA from Rutgers University and an Engineering Technology Degree from
The College of New Jersey. He lives in Piscataway, NJ with his wife, Susan, and their two
children, Arcelio and Elissa.
REPRESENATIVE ALAN WILLIAMS, State of Florida
Representative Alan Williams was born and raised in the Tallahassee, FL. He graduated from
Rickards High School in 1993 and earned his B.S. and M.B.A. degrees in Business
Administration from Florida Agricultural and Mechanical University (FAMU). His roots and
dedication to his hometown run deep and wide.
Representative Williams is the President & CEO of MW Land & Investments, LLC, a property
management and business development firm, founded in 2006.
In November 2008, Williams was elected to the Florida House of Representatives by the
voters of District 8, encompassing parts of Leon and Gadsden Counties. Representative
Williams currently serves on the Energy and Utilities Subcommittee, Senate Redistricting
Subcommittee, Higher Education Appropriations Subcommittee, Joint Committee on Public
Counsel Oversight Committee, Transportation and Highway Safety Subcommittee and State
Affairs Committee.
In the years immediately before his election, Williams was an Aide to Tallahassee Mayor John
Marks, serving as liaison between the community and the Office of the Mayor. He advised
the Mayor on appointments to all city advisory boards and represented the Mayor?s
interests as a board member for the Tallahassee Visitors and Area Convention Bureau and
the NASA Challenger Learning Center Board of Advisors.
Living by the motto, ?To whom much is given, much is required,? Representative Williams
offers his time to several community charities and organizations. Representative Williams
also serves in numerous civic capacities. He is an active and enthusiastic member of
Leadership Tallahassee, Opportunity Tallahassee, Leadership Florida, area Chambers of
Commerce, United Way of the Big Bend Board of Directors and the United States
Commission on Civil Right Advisory Committee, to name but a few.

For his service he has been named Kappa Alpha Psi Brother of the Year, Northwest Florida
League of Cities Legislator of the Year (2011), Leadership Tallahassee Board of Governors
Chair (2008), Statewide Council of Advisors for Leadership Florida (2007), Ebony Magazine?s
?Twenty Future Leaders under 30? (2003) and numerous others.
Rep. Alan Williams is married to Attorney Opal McKinney-Williams, a FAMU graduate from
Miami, Florida. They have been blessed with two children, Adrianna Williams and Alan-Louis

1. Let's talk about job creation first. This is the number one priority for every Mayor across
the country. Within your Cities, can you please outline the job creation initiatives that have
been put in place and share how you've been able to make them successful.
2. There are millions of open jobs across the United States but unemployment remains high.
What role can our Cites / Mayors play to connect job seekers with employers?
3. It's no secret that unemployment rates for veterans are very high but there are other
groups that are particularly hurting like youth and recent graduates. How can Cities support
federal programs like Joining Forces and Summer Jobs Plus or are local programs more
important?
4. According to NACE (National Association of Colleges and Employers) 7 out of every 10
internships turn into full time jobs suggesting that internships are the "new interview." How
are you encouraging your small businesses to hire interns?
5. According to Jobvite, 36% of job seekers have trouble finding positions that match their
skills. How do Cities track this problem and make sure that the right jobs are available for
their citizens?
6. According to a recent article in the Wall Street Journal, you are 20 times more likely to
find a job if you have are introduced to a hiring employer. What can Mayors / Cities do to
help job seekers maximize a positive outcome in their job search?
7. In recent years there have been 2 huge technology advances beyond the Internet - first
social media and now mobile. I want to talk about social media first. More than 1 billion
people use Facebook and Twitter, sharing information with their friends. Do you believe that
social networking can help job seekers find jobs and, if so, how can government play a role?
8. Americans are increasingly becoming mobile (over 90% are subscribers according to the
CTIA ? the association for the wireless industry). Do you believe that "Mobile" technology

has a role to play connecting small business with job seekers in your cities and how are you
facilitating it?
9. We've talked a lot about job seekers so let's talk about employers now. The vast majority
of jobs in the United States emanate from small businesses. How can Mayors / Cities
support a small business in an increasingly "Mobile" & "Social" world?
10. Governing in today's world is becoming more and more challenging but how can we as
leaders promote a community based technology solution to create better matches for all of
our constituents and business alike?

Arnie would like to share this email with Mayor Johnson regarding their call this morning.

Vanessa, I hope this email finds you well. I am a pretty direct person and thus feel the need
to communicate directly with you and be very straight forward. You and I met in Israel and,
from this chance meeting, thought that a great partnership could be formed. The NBRPA has
a great collection of former professional players which could enhance the NCBM (one of
which is your new chair). From our perspective we want, and still want, to get involved in
international events and the NCBM could certainly help us.

But I am frustrated by the inactivity since we met last summer. I took the proposal you
made last February and shared it with my BOD who unanimously supported it. Yet monthes
went by with no response from you to our communications (and the contract forwarded to
you) which put me in a difficult position with my Board who were hoping we were making at
least two international trips with the NCBM.

Then just a few weeks ago I was advised that the NCBM did want to work with us provided
we added the domestic partnership language to the contract and reduced the Bahamas
mininum per player fee to $1000 (based on the fact you had not finalized the amount with
Bahamian authorities). We made these contractual changes and yet what we got back was
an altered, signed contract which reduced the per player fee on one of the other trips. No
redlined version, no communication, just an executed agreement which changed what we
had agreed to. I hope you will agree this is not the way for partners to do business.

Vanessa, I am writing to you CEO to CEO to inquire whether you, Mayor Johnson and the
NCBM want to form this partnership. If not, we will move on. If so, I would suggest you and I
directly work together so we can get this mutually-beneficial deal done for the benefit of
both our constituencies. We also need to communicate frequently with each other so we
can make this potential partnership work well. I know you travel extensively but so do I and
we owe it to our organizations to communicate with each other. My cell # is below and I
carry my blackberry with me no matter where I might be in the U.S. or abroad.

Vanessa, I would really like to make this work and, if you feel likewise, would ask that you
execute the agreement sent to you a couple weeks ago so we can get started (I can re-send

if you need me to). Please feel free to call me at any time if you would like to discuss. I look

Good morning, MayorsYesterday, the National Office announced the development of a special report, ?Care For My Life,?
which seeks to gather local voices from our Member Mayor Cities sharing their personal stories on
how the Affordable Care Act has impacted their life (please see below and attachment). We want
to work diligently to ensure that your community is represented in the report so that all of our
member mayors have the opportunity for the inclusion of their voice in the national discourse on
this issue. At a minimum, we hope to get at least one personal story from each Member Mayor city,
but feel free to gather as many voices as possible from your community.
Here are some recommendations to assist your office in getting this information to your
constituents in order to gather local voices from your community who may wish to share their
personal story:
1. Forward to your constituent listserv through your regular office channels of communication,
i.e. newsletter, weekly notices, etc.
2. Forward to key local stakeholders that partner with your office, i.e. faith community, civic
and community leaders
3. Post on your city website
4. Release to your local press contacts for publication and distribution in print and radio
5. Post in key city offices that have heavy constituent traffic, particularly health departments,
as well as offices throughout city hall
6. Forward to the local medical community, i.e. hospitals, doctor associations and networks,
community health centers, health groups, etc.
7. Forward to local agencies, associations, centers or groups that focus on children and family
issues

The National Conference of Black Mayors would like to tell the story of how the
implementation of the Affordable Care Act is impacting our cities and towns, in a special
report, "Care for My Life."
? Did you recently obtain coverage for a child with a pre-existing condition?
Have you struggled to get your child covered in the past?
? Are you a small business owner who will benefit from the new health
insurance tax credits?
? Are you a senior who has recently received a $250 rebate check to make it
easier to purchase prescription drugs?
? Have you put off getting preventive care like a mammogram or colonoscopy
because you simply couldn't afford it?
? Will your older child now be able to stay on your health insurance plan?
? Have you had your care rescinded after you got sick?
? Does your insurance plan currently have a lifetime limit on the care it will
provide?
? Are you or someone you know enrolled in the new Pre-Existing Condition

Insurance Plan (PCIP) ?


The 112 th Congress is poised to vote on H.R.2, a bill that calls for the repeal of the
historic reforms instituted by the Affordable Care Act. The National Conference of Black
Mayors supports the continued implementation of the law and opposes the extreme
measure of repealing provisions in this law due to the impact that repeal will have on
communities of color and the most vulnerable in our society. We urge Congress to work
collectively to focus on strengthening, not repealing, this landmark legislation.

i am writing to you today with an important court update. as you know, there is a court hearing scheduled
for this wednesday, august 28.
we just received word that the judge has ordered that vanessa williams and mayor bowser must appear in
court in order to testify under oath on the following matters:
why they failed to comply with the court order to produce the documents for the audit
why they should not be held in civil and criminal contempt of court, with penalties to potentially
include incarceration and the payment of plaintiff's attorney fees and expenses.
it should be noted that this judge previously found that they acted in bad faith and ordered them to pay
our attorney's fees and expenses (which could total $137,000).
in summary, the burden of proof is on them to demonstrate why they should not be held in contempt,
given that they failed to comply fully with the order to produce the documents for the audit.
this is a strong statement by the court, and a positive development for our case. i or my team will provide
you with additional information as it becomes available.

Education: The Solution to Violence in Our Communities
As mayors, one of our primary responsibilities is to ensure the safety and security of our citizens.
Safety is the most basic survival instinct we all share. Unfortunately, our cities are not as safe as they
could and should be. In 2011, the FBI reported that there were 1.4 million active gang members in
more than 33,000 gangs in the United States.
African American youth are disproportionately impacted by gang violence. According to the National
Gang Center, 32% of all reported gang members are African American, yet only 13.6 % of the total
U.S. population is African American. Youth and gang violence impacts us all. It threatens the safety in
our neighborhoods, in our schools, and in our homes. Therefore, it is vital that we, as African American
mayors, come together to address the underlying causes of this issue.
National Trends
A report by the National Council on Crime and Delinquency identified several risk factors that increase
the likelihood of gang membership among youth. These factors include poverty, substance abuse,
poor parental supervision, low parent education, frequent truancy, and ready access to drugs and
weapons. Youth subject to these risk factors are the same children impacted by low literacy rates.
Children with low levels of academic achievement are 3.1 times more likely to join a gang. Thirty-five
percent (35%) of academically low-performing children became delinquent compared with only about
20% of academically high-performing children. Literacy represents a key determinant of academic,
social, and economic success.
Given the connection between illiteracy, gang activity and delinquency, we have great reason to be
concerned about our African American youth. Eighty-nine percent (89%) of low-income African
American fourth grade students scored below proficient on the National Assessment of Educational
Progress (NAEP) reading test as compared to 76% of their low-income White peers and 70% of their
low-income Asian peers. Those low literacy rates are correlated with higher involvement in the juvenile
justice system and a greater likelihood of dropping out of school and of becoming a teen parent. The
Literacy Project Foundation reports that three out of five prisoners cannot read, 85% of juvenile
offenders are functionally illiterate, and some states even project the number of prison beds they will
need based on third grade reading scores.
This is a community crisis that we must tackle head on has community leaders.
Community Strategies
Frederick Douglass once said, It is easier to build strong children than to repair broken men. Mayors

and community leaders must work together to develop creative and innovative strategies that shift the
paradigm for combatting gangs and violence from suppression and incarceration to prevention and
education.
Mayors Gang Prevention Task Force
To that end, we established the Mayors Gang Prevention Task Force in the City of Sacramento in
February 2011 to address gang-related issues facing our city. The purpose of the Task Force is to
bring together community and faith-based organizations, neighborhood leaders, school officials,
government and all stakeholders within the Sacramento community to address a spike in incidents
related to youth and gang violence.
The Task Force facilitates the community discussion on youth and gang violence and developed a
comprehensive citywide gang prevention strategic plan. The Task Force has four key goals: (1)
increase school based supports and enrichment activities to facilitate student achievement, (2)
empower the community leaders to address gang involvement and create safe neighborhoods, (3)
provide workforce readiness and other positive alternatives for at-risk youth, and (4) develop regional
collaboration around law enforcement, awareness, and gang prevention programming. This year, the
Task Force has partnered with local law enforcement agencies and area merchants to facilitate a
citywide gun buy-back program where Sacramentans may anonymously, and without fear of
prosecution, turn in unwanted or illegal guns in exchange for gift cards. This strategy has been
successful in cities across the nation and is one mayors should consider replicating.
Sacramento Safe Community Partnership
Sacramento also works with faith-based organizations through the Sacramento Safe Community
Partnership (SSCP) to hold small town hall-style meetings (call-ins) with youth that are at the highest
risk of being subject to violence. During these call-ins, a host of community stakeholders from clergy
leaders to trauma nurses share powerful anti-violence messages. SSCP is based on Bostons wellknown Ceasefire initiative. Replicating a successful model is an effective and efficient way to address
these issues. Mayors should leverage the National Conference of Black Mayors and other mayoral
associations to exchange best practices that have proven successful across the nation.
Sacramento READS & the M.O.R.E. Project
In addition, gang and violence prevention initiatives must be coupled with a focus on improving
educational outcomes. To address early literacy, one of the primary risk factors for gang membership,
I launched Sacramento READS! with five partner school districts to increase third grade reading
proficiency from 37% to 80% by the year 2020. The National Conference of Black Mayors is also
tackling the literacy crisis through the M.O.R.E Project (Mayors Organizing Reading for Equality)
launched in March 2012 which helps mayors address early literacy through library assistance projects
and giving them tools to establish public-private partnerships.
The litmus test to determine if we are successful as mayors is whether we are facilitating successful
outcomes for our constituents that need us the most high risk youth that are targets of gangs and
violence need us now. I urge you to join me in my commitment to providing young people with the
tools and education they will need to be productive citizens. Together we can make a significant
difference in the health and safety of our neighborhoods for generations to come.

- Answer: The articles in the journal are not necessarily written by the Committee Chairs. In times past, we
have had articles written by federal departments. As well, as many articles are written in house. I have
attached sample articles from past journals for your reference.

Can you provide any background documentation you have on theM.O.R.E. Initiative, as well
as the partnership with Comcast? Im afraid we dont have enough context to be able to
write about the benefits of the Comcast partnership as you requested.
